In contrast, when the Legislature is not in session, the rotunda generally presents a deserted, lonely aspect. The footsteps of a solitary visitor echo down the marble hallway. The visitor stops and silently contemplates a feature of the Capitol rotunda that never changes. There, day in and day out, a bigger-than­ life bronze statue of Robert C. Byrd stands guard, the statue's eyes keeping silent watch in much the same way that the living, breathing Byrd has so long kept careful watch over the West Virginia he loves so much. The term "legend" is one that's been much cheapened by overuse. It's a term the media are quick to apply to any ballplayer with more than a handful of successful seasons or a pop singer or film star whose appeal has transcended the years. Nonetheless, there are real legends­ distinctive individuals who have made their mark in such exemplary, praiseworthy fashion that they stand out among even the most exalted of their contemporaries. Certainly Robert Carlyle Byrd is such an individual.

Lynn: Preserving the White Man’s Republic: The Democratic Party and the Transformation of American Conservatism, 1847-1860 (Under the direction of Harry L. Watson) In the late 1840s and 1850s, the American Democratic party redefined itself as “conservative.” Yet Democrats’ preexisting dedication to majoritarian democracy, liberal individualism, and white supremacy had not changed. Democrats believed that “fanatical” reformers, who opposed slavery and advanced the rights of African Americans and women, imperiled the white man’s republic they had crafted in the early 1800s. There were no more abstract notions of freedom to boundlessly unfold; there was only the existing liberty of white men to conserve. Democrats therefore recast democracy, previously a progressive means to expand rights, as a way for local majorities to police racial and gender boundaries. In the process, they reinvigorated American conservatism by placing it on a foundation of majoritarian democracy. Empowering white men to democratically govern all other Americans, Democrats contended, would preserve their prerogatives. With the policy of “popular sovereignty,” for instance, Democrats left slavery’s expansion to territorial settlers’ democratic decision-making.

Instead of observing a subset of real-valued entries of a matrix M, we only have one binary (1-bit) measurement for each entry in this subset, where the binary measurement follows a Bernoulli distribution whose success probability is determined by the value of the entry. Despite the importance of uncertainty quantification to matrix completion, most of the categorical matrix completion literature focus on point estimation and prediction. This paper moves one step further towards the statistical inference for 1-bit matrix completion. Under a popular nonlinear factor analysis model, we obtain a point estimator and derive its asymptotic distribution for any linear form of M and latent factor scores. Moreover, our analysis adopts a flexible missing-entry design that does not require a random sampling scheme as required by most of the existing asymptotic results for matrix completion.
