The Mayor of Bridlington’s Report 2008-2009

Councillor Liam Dealtry - Mayor of Bridlington 2008 - 2009

I became Mayor in September 2008 and held the position for eight months. My wife Michelle became the Mayoress of Bridlington.

We have had a great time continuing to grow ties with local organisations.

It has been a very good eight months for the council with moving to new premises and with the Multi Use Games Area (MUGA) completed.

The Town Council has had a wake up call over the loan to the Bridlington Community Partnership and lessons have been learnt to ensure that this never happens again.

I would like to thank all the Town Council staff for their hard work and to the elected Members whom have worked so hard in moving the council forward.

Council Year 2008 - 2009

The Council year commenced with two members contesting the election for the post of Mayor of Bridlington (effectively the Chairman of the Council) with Councillor Anthony Padwick defeating Councillor Cyril Marsburg by six votes to five votes. Two nominations were also forthcoming for the Deputy Mayor’s post with Councillor Liam Dealtry defeating Councillor Cyril Marsburg by the benefit of the Mayor’s casting vote. The Council hoped to move offices and sought to purchase purpose built accommodation on Hilderthorpe Road.

In June the Council invited the Youth Council to the meeting and agreed in principal to forge a working partnership with the Youth Council and the Bridlington Bovvered Bunch. The Council were also addressed by the Local Area Action Team who came to discuss their revised aims with the lack of success with the Area Forums. This month also marked the official opening of Spa, which was enjoyed by all. The Clerk was authorised to respond to the Independent Reconfiguration Panel review into Acute Services and the Cardiac Monitoring Unit at the Bridlington Hospital. A written request to Council under the Freedom of Information Act for confirmation of any restrictive covenants removed or applicable to the Bridlington Town Hall, the Spa and and Gardens. Mr Edward Atkinson, Conservation Officer at the East Riding of Yorkshire Council, addressed the Council regarding the designation of a conservation area within the Bridlington South Ward.

In July the Bridlington Town Council took part in the “Bridlington is Good News” exhibition at the Bridlington Spa where the Mayor presented the Archbishop of York with a Bridlington Town Council plaque. The Yorkshire Regiment exercised their right to parade through the town of Bridlington, which was well supported by the people of Bridlington.

In August the Council arranged to meet informally with the Director of Environment & Neighbourhood Services to discuss the outcome of the Environmental Quality & Community Wardens survey. A petition was submitted to the Council with some 1,500 signatures, the petition was titled, “Stop Bridlington Town Council purchasing two new houses on Richardson’s Court to convert to offices”. A working party of councillors has been charged with investigating alternative office accommodation, which meets the regulation of the Disability Discrimination Act 1995. The Council resolved to accept the petition and to take it into consideration when a decision is taken on relocating the Council’s office. Mrs Trudi Brown joined the Council as a Finance Assistant on a part time basis.

In September the Deputy Mayor presented Mr Edward Robinson with a Council plaque in recognition of his service to the Council. The Council has held its monthly meetings in the Town Hall since 2000 and Mr Robinson had been the caretaker for over 26 years. The Deputy Mayor also presented Mrs King with her certificate in recognition of passing the ‘Working With Your Council’ distance-learning course. Due to the very sad and sudden death of the Mayor Councillor Anthony Padwick election of a new Mayor took place and Councillor Liam Dealtry was elected as Mayor of Bridlington for the remainder of the Council Year 2008-2009, with his wife, Michelle Dealtry, as the Mayoress of Bridlington. Councillor C Marsburg was elected as the Deputy Mayor of Bridlington for the remainder of the Council Year 2008-2009. Councillors Leslie and Winifred Taylor both resigned from the Bridlington Town Council and as a result a notice of three vacancies, 5 two for Bridlington Old Town and one for Bridlington North Ward were posted and effective from 18th September 2008.

In October the Council held a minutes silence as a mark of respect for Mrs Joyce Owen, the spouse of Councillor R Owen, who had died suddenly on 8th October 2008. Presentations of engraved Bridlington Town Council wall plaques by the Mayor were given to Mr Michael Pilling in recognition and appreciation of his services to the “Save the Bridlington Hospital Campaign Action Group” and Mr Peter Saxby in recognition and appreciation of his services to Crime Prevention in Bridlington. Council Members were invited to complete the questionnaire on the Strategic Review of Clinical Services. The Council considered alternative office accommodation within Bridlington. The Council received an update on the Bridlington Community Partnership Limited in liquidation.

In November Councillors Michael Charlesworth, Shelagh Finlay and the Clerk attended the creditors’ meeting with Tenon Recovery regarding the Bridlington Community Partnership. The Council presented a Bridlington Town Council plaque to Reverend John Wardle in recognition of his Services to Bridlington and the Council. The Civic Service was held at the Emmanuel Church this year. A By-election took place for the Council’s three vacancies; the Council welcomed Councillor Shaun Marsburg to Bridlington North Ward, Councillor Jacqueline Foster and Councillor David Metcalf to the Bridlington Old Town Ward. The Council resolved to decline the East Riding of Yorkshire Council’s invitation to jointly fund the Community Wardens scheme.

In December Mrs Janet Padwick presented a cheque for £1,026 to the Saint Catherine’s Hospice at the Light Up a Life Christmas Tree light switch on event. The money was raised during her husband’s term in office as Mayor. Also in December the three new Members were officially welcomed to their first Council meeting. Bridlington had a Christmas light switch event with a difference as the event mainly involved local groups who offered their services for free. Councillor Bob Owen briefed the Council on the current situation regarding the Parish Review and it was resolved to write to the East Riding of Yorkshire Council to request the numbers of Councillors for Bridlington Town Council be raised from 12 to 19 Members and to raise the petition required to support this request.

In January the Council approved the proposed development for the Multi Use Games Area (MUGA) and that Bridlington Town Council would match fund with WREN for this project. The Council accepted the proposed budget of £209,439.40 for the year 2009-2010.

In February the Council awarded the small grants to many local organisations who benefitted from over £4,760.20 distributed. Mrs Trudi Brown became the Acting Responsible Finance Officer for the Council, as legally required, due to the absence of the Clerk to the Council who remained on sickness absence.

In March the Council resolved to purchase Mayors’ Medallions for all previous Mayors of Bridlington Town Council. The Council also highlighted the poor condition of the War Memorial and brought this to the attention of the East Riding of Yorkshire Council. The Bridlington Town Council said goodbye to Mr Nick Johnson the Gasworx Facility Manager.

In April Bridlington Town Council welcomed Mr Alex Crutchley who became the new Gasworx Facility Manager and his first task was to oversee the build of the MUGA facility at the Skatepark. The Council contacted the East Riding of Yorkshire Council regarding Car Parking in Bridlington. The Bridlington Town Council relocated to 62 Quay Road, which is a leased office accommodation, for the next three years and provides a more accessible customer service provision and meeting area for the Council.

Bridlington Town Council’s Small Grants Policy:

The Council’s policy is: that a fixed sum (currently £2,500) be set aside for the funding of major events (eg. Bridlington Artsfest, Bridlington in Bloom, etc.) and that this fund is awarded annually in January; and that the remaining budget (currently £5,500) is to be awarded annually in October with maximum grants of £500.

Organisations can apply for a grant where the funding would be allocated to directly benefit some or all of the residents in a given area, and the value of the grant is commensurate with the benefit derived (in accordance with schedule 12 of the Local Government Act 1972).

Newsletter Committee Report:

The reinvigorated Newsletter has promoted more resident responses, however, we would like more responses from business organisations. The responses were particularly high for the issue of Car Parking charges and helped us to lobby East Riding of Yorkshire Council on your behalf. Also your comments are used to inform Town Council proceedings. We are looking forward to the new revised Area Action Plan and will highlight issues from this in our next series of issues.

Distribution has been patchy because of Bridlington Gazette non-distribution in certain areas we do pay for this service. At present our private distributor covers up to 3,500 households but would be unable to fit in distribution to all 16,500 households in Bridlington. It is hoped that residents will let us know if delivery does not occur.

To resolve patchiness it is possible that copies could be available in shops, offices and community facilities instead of doorstep delivery, would residents prefer this?

Obviously with the credit crunch advertising sales are down so some cost cutting will occur.

Planning & Environmental Committee Report:

2008/2009 saw a high volume of planning applications put before the Council Planning Committee. Every planning application was treated on its merit and written guidelines laid down by the East Riding of Yorkshire Council. It was found that a substantial amount of applications due to the downward trend of its holiday trade a number of businesses i.e. Hotel, guest houses and holiday flats have been converted back to private dwellings.

Suffice to say the majority of our decisions were concurred by the East Riding of Yorkshire Council the final decision rests with the principal authority.

Election of a Chairman for the Council Year 2008-2009:

Councillor S Finlay elected Chairman for the Council Year 2008-2009.

Election of a Vice-Chairman for the Council Year 2008-2009:

Councillor P Austin elected Vice-Chairman for the Council Year 2008-2009.

1. May 2008 – Aims and Objectives

The Committee reviewed the Council’s Aims and Objectives for the period 2007-2011. The Committee reviewed the previous aims and Objectives and recommended that The Council adopts the Aims and Objectives as appended to this report.

2. May 2008 - Further consideration of the Council’s Small Grants Policy:

This item was referred back by the Council for further consideration of the time of year that grants are awarded and the maximum size of a grant.

A fixed sum (currently £2,500) is set aside for the funding of major events (eg. The Artsfest, Bridlington in Bloom, etc.) and the fund is awarded annually in January.

The remaining budget (currently £5,500) is to be awarded annually in October with a maximum grants of £500.

3. July 2008 - Following a visit by Cllr. Finlay & Cllr. Padwick:

It was resolved to write and congratulate the Marton Road Allotment Society on the condition & use of the allotment. Also, to inform the Society of our duty of care with regards to the lease dated 2003, that the Society adheres to all aspects of the lease and in particular, to draw the Society’s attention to clause 9 within the Second Schedule.

4. December 2008 – 2009/2010 Budget:

This was debated and a draft budget agreed.

31 5. January 2009 Presentation to the Finance & General Purpose Committee:

The “Bridlington Bovvered Bunch” attended the meeting to present their findings of several surveys that they had conducted throughout Bridlington. These were regarding a MUGA facility located near the Gasworx skatepark. The survey results showed that secondary schools, one Primary School and adults had been consultation in Bridlington. The findings showed that the majority of people (of all ages) said that they would support and use a MUGA facility situated near the Gasworx Skatepark. Comments from adults suggested that the children of Bridlington would really benefit, and comments from the children suggested that the facility would be great. Ideas regarding re-cycling and funds raised were also discussed. The “Bridlington Bovvered Bunch” were thanked for their time and input of this project.

6. February 2009 Lease of 62 Quay Road:

The lease was discussed and accepted.

7. February 2009 MUGA Sub Committee

A sub committee was formed to deal with all aspects of the MUGA Project, this will include the tendering process and recommendations to full Council. The members of the sub committee are Councillors: P. Austin, L. Chambers, M. Charlesworth, S. Finlay and S. Marsburg.

8. February 2009 Consider the MUGA Contractors Report from the MUGA Sub-Committee:

Three tenders for the contract were invited to make a presentation to the sub-committee. The major factors for considering the build were the square area of the MUGA, costs, experience of working with contaminated land, local contractors and suppliers taken into consideration and the overall costs of the whole project. It was resolved to give the contract for the MUGA build to Wright Civil Engineering Ltd.

10. April 2009 Supply of Medallions – past Mayoress and Consorts:

It was resolved to purchase past Mayoral Medallions for all past Mayors, but not to purchase for Mayoress’s or Consorts. The cost of purchase will come from next year’s Civic Budget.

This year has been an extremely busy period for the members of the Finance & General Purpose Committee. The Council has seen the move from Victoria Road into new, more accessible premises, at 62 Quay Road. This new Office space and location will allow the electorate of Bridlington the opportunity to seek help and advice more readily. Meetings that have previously been held in meeting rooms around Bridlington at a cost can now be held at the Town Council Offices.

The Council has completed a full years trading at the Gasworx Skate Park, and started the building of a MUGA next door. This will enhance the provision for the young people of Bridlington, and encourage team spirit & outdoor play in a safe and manned facility. The facility now has a new Manager: Mr. Alex Crutchley.

Aims and Objectives 2007-2011

AIMS:

1. To act as a watchdog and pressure group focusing local opinion on behalf of the residents of Bridlington

2. To be consulted at the earliest opportunity by the East Riding of Yorkshire Council on policy likely to have an impact upon the residents of Bridlington.

3. To increase the democratic and elected representation on the Bridlington Regeneration Partnership.

4. To review the Council’s aims and objectives on a six-monthly basis.

5. To conduct quarterly council surgeries.

OBJECTIVES:

1. To continue to campaign against the discharge of untreated sewage into the Bridlington harbour, and to see the reinstatement and retainment of Blue Flags on both Bridlington beaches.

2. To contribute to the publication of the new Local Plan and to refer it to the Planning & Environmental Committee when it is published.

3. To continue to monitor Bridlington’s Special Expenses charged by the East Riding of Yorkshire Council.

4. To request from the principal authority a breakdown of income generated and expenditure related to the delivery of council services within Bridlington.

5. To present the Council’s case for increased democratic representation nearer the time of the next periodic electoral review.

6. To support the implementation of a park and ride scheme.

7. To investigate the design and cost of installing additional seafront shelters.

8. To support the creation of an integrated transport exchange.
