My wife Michelle became the Mayoress of Bridlington. We have had a great time continuing to grow ties with local organisations. It has been a very good eight months for the council with moving to new premises and with the Multi Use Games Area (MUGA) completed. The Town Council has had a wake up call over the loan to the Bridlington Community Partnership and lessons have been learnt to ensure that this never happens again. I would like to thank all the Town Council staff for their hard work and to the elected Members whom have worked so hard in moving the council forward. Thank you. Liam Dealtry Councillor Liam Dealtry Mayor Bridlington - 2008-2009 4 Bridlington Town Council Council Year 2008 - 2009 The Council year commenced with two members contesting the election for the post of Mayor of Bridlington (effectively the Chairman of the Council) with Councillor Anthony Padwick defeating Councillor Cyril Marsburg by six votes to five votes. Two nominations were also forthcoming for the Deputy Mayor’s post with Councillor Liam Dealtry defeating Councillor Cyril Marsburg by the benefit of the Mayor’s casting vote. The Council hoped to move offices and sought to purchase purpose built accommodation on Hilderthorpe Road. In June the Council invited the Youth Council to the meeting and agreed in principal to forge a working partnership with the Youth Council and the Bridlington Bovvered Bunch. The Council were also addressed by the Local Area Action Team who came to discuss their revised aims with the lack of success with the Area Forums. This month also marked the official opening of Spa, which was enjoyed by all. The Clerk was authorised to respond to the Independent Reconfiguration Panel review into Acute Services and the Cardiac Monitoring Unit at the Bridlington Hospital. A written request to East Riding of Yorkshire Council under the Freedom of Information Act for confirmation of any restrictive covenants removed or applicable to the Bridlington Town Hall, the Spa and Sewerby Hall and Gardens. Mr Edward Atkinson, Conservation Officer at the East Riding of Yorkshire Council, addressed the Council regarding the designation of a conservation area within the Bridlington South Ward. In July the Bridlington Town Council took part in the “Bridlington is Good News” exhibition at the Bridlington Spa where the Mayor presented the Archbishop of York with a Bridlington Town Council plaque. The Yorkshire Regiment exercised their right to parade through the town of Bridlington, which was well supported by the people of Bridlington. In August the Council arranged to meet informally with the Director of Environment & Neighbourhood Services to discuss the outcome of the Environmental Quality & Community Wardens survey. A petition was submitted to the Council with some 1,500 signatures, the petition was titled, “Stop Bridlington Town Council purchasing two new houses on Richardson’s Court to convert to offices”. A working party of councillors has been charged with investigating alternative office accommodation, which meets the regulation of the Disability Discrimination Act 1995. The Council resolved to accept the petition and to take it into consideration when a decision is taken on relocating the Council’s office. Mrs Trudi Brown joined the Council as a Finance Assistant on a part time basis. In September the Deputy Mayor presented Mr Edward Robinson with a Council plaque in recognition of his service to the Council. The Council has held its monthly meetings in the Town Hall since 2000 and Mr Robinson had been the caretaker for over 26 years. The Deputy Mayor also presented Mrs King with her certificate in recognition of passing the ‘Working With Your Council’ distance-learning course. Due to the very sad and sudden death of the Mayor Councillor Anthony Padwick election of a new Mayor took place and Councillor Liam Dealtry was elected as Mayor of Bridlington for the remainder of the Council Year 2008-2009, with his wife, Michelle Dealtry, as the Mayoress of Bridlington. Councillor C Marsburg was elected as the Deputy Mayor of Bridlington for the remainder of the Council Year 2008-2009. Councillors Leslie and Winifred Taylor both resigned from the Bridlington Town Council and as a result a notice of three vacancies, 5 two for Bridlington Old Town and one for Bridlington North Ward were posted and effective from 18th September 2008. In October the Council held a minutes silence as a mark of respect for Mrs Joyce Owen, the spouse of Councillor R Owen, who had died suddenly on 8th October 2008. Presentations of engraved Bridlington Town Council wall plaques by the Mayor were given to Mr Michael Pilling in recognition and appreciation of his services to the “Save the Bridlington Hospital Campaign Action Group” and Mr Peter Saxby in recognition and appreciation of his services to Crime Prevention in Bridlington. Council Members were invited to complete the questionnaire on the Strategic Review of Clinical Services. The Council considered alternative office accommodation within Bridlington. The Council received an update on the Bridlington Community Partnership Limited in liquidation. In November Councillors Michael Charlesworth, Shelagh Finlay and the Clerk attended the creditors’ meeting with Tenon Recovery regarding the Bridlington Community Partnership. The Council presented a Bridlington Town Council plaque to Reverend John Wardle in recognition of his Services to Bridlington and the Council. The Civic Service was held at the Emmanuel Church this year. A By-election took place for the Council’s three vacancies; the Council welcomed Councillor Shaun Marsburg to Bridlington North Ward, Councillor Jacqueline Foster and Councillor David Metcalf to the Bridlington Old Town Ward. The Council resolved to decline the East Riding of Yorkshire Council’s invitation to jointly fund the Community Wardens scheme. In December Mrs Janet Padwick presented a cheque for £1,026 to the Saint Catherine’s Hospice at the Light Up a Life Christmas Tree light switch on event. The money was raised during her husband’s term in office as Mayor. Also in December the three new Members were officially welcomed to their first Council meeting. Bridlington had a Christmas light switch event with a difference as the event mainly involved local groups who offered their services for free. Councillor Bob Owen briefed the Council on the current situation regarding the Parish Review and it was resolved to write to the East Riding of Yorkshire Council to request the numbers of Councillors for Bridlington Town Council be raised from 12 to 19 Members and to raise the petition required to support this request. In January the Council approved the proposed development for the Multi Use Games Area (MUGA) and that Bridlington Town Council would match fund with WREN for this project. The Council accepted the proposed budget of £209,439.40 for the year 2009-2010. In February the Council awarded the small grants to many local organisations who benefitted from over £4,760.20 distributed. Mrs Trudi Brown became the Acting Responsible Finance Officer for the Council, as legally required, due to the absence of the Clerk to the Council who remained on sickness absence. In March the Council resolved to purchase Mayors’ Medallions for all previous Mayors of Bridlington Town Council. The Council also highlighted the poor condition of the War Memorial and brought this to the attention of the East Riding of Yorkshire Council. The Bridlington Town Council said goodbye to Mr Nick Johnson the Gasworx Facility Manager. In April Bridlington Town Council welcomed Mr Alex Crutchley who became the new Gasworx Facility Manager and his first task was to oversee the build of the MUGA facility at the Skatepark. The Council contacted the East Riding of Yorkshire Council regarding Car Parking in Bridlington. The Bridlington Town Council relocated to 62 Quay Road, which is a leased office accommodation, for the next three years and provides a more accessible customer service provision and meeting area for the Council. 6 Bridlington Town Council Civic Duties 2008-2009 From: 20th May 2008: Mayor Councillor Anthony Padwick & Mayoress Mrs Janet Padwick carried out 57 duties Deputy Mayor
