Hi everyone My Irish forbears would spin in their graves if they knew how much I have recently sympathised with Scott and Gladys’s COVID dilemmas. Your LMU3A committee have looked at our issues every which way to see what we can do to get moving again. While we know most of you accept the uncertainty currently plaguing (couldn’t resist the pun) the globe, your committee is also aware of those pining for the social, physical and intellectual stimuli of U3A. Although the criterion for group gathering is changing for the better, we need notice to get the machinery moving and take into account all the issues. We can’t endanger our members or burden course leaders and clerks with unmanageable risks. We also need to observe our legal obligations. For these reasons Term 3, due to commence on 27 July, WILL NOT GO AHEAD. Term 4 due to start on 12 October SHOULD go ahead, though it’s likely this will be in a reduced capacity. Assessments are currently underway to identify courses which could work in open-air venues or which could be held indoors and still meet the social distancing requirements which we have to assume will continue. The Australian Film Commission is developing a new protocol for FEBRUARY 2003 filmmakers (both non-Indigenous and Indigenous) working in the Indigenous area. The protocol will provide a framework to assist and encourage recognition and respect for the images, knowledge and stories of Indigenous people, as represented in documentaries and drama, including short dramas, feature films and television drama. Assessing Occupant Comfort in an Iconic Sustainable Education Building Rick Best and Brian Purdey, (Bond University, Australia) Abstract The building that houses the Mirvac School of Sustainable Development at Bond University is the first educational building to achieve a six Green Star rating from the Green Building Council of Australia. It has won numerous awards since opening in August 2008 including being judged the RICS (Royal Institution of Chartered Surveyors) Sustainable Building of 2009. After more than two years in use a post-occupancy evaluation study was carried out to assess the performance of the building from the viewpoint of the users; both resident staff and transient students. Results for factors such as lighting, thermal comfort, noise and air quality were compared to benchmarks established by the Usable Buildings Trust. The evaluation also assessed the occupants’ perceptions of the building’s impact on their own productivity. Users generally find the building provides a comfortable work environment although a number of areas of performance were noted as posing some concerns. These included intrusive noise in some parts of the building and some issues with glare in daylit teaching spaces. Such concerns were found to be in accord with the results of previous studies and they highlight some recurrent problems in “green” buildings designed to maximise the use of natural ventilation and natural light. These design challenges and how occupant satisfaction is to be measured and benchmarked are also discussed in the context of this comparative building study. Definition of public service broadcasting 1.1 In Australia, the Broadcasting Services Act 1992 provides a definition of public service broadcasting (PSB) based on the nature of the national broadcasting services provided by the Australian Broadcasting Corporation (ABC) and the Special Broadcasting Service Corporation (SBS) in accordance with Section 6 of their respective enabling legislation. ABC and SBS are the national public service broadcasters in Australia. 1.2 Section 6 of the Australian Broadcasting Corporation Act 1983 (ABC Act) sets out the Charter of ABC, which is to: (a) provide within Australia innovative and comprehensive broadcasting services of a high standard; (b) broadcast programmes that contribute to a sense of national identity, inform and entertain, and reflect the cultural diversity of the Australian community; (c) broadcast programmes of an educational nature; (d) encourage and promote the musical, dramatic and other performing arts in Australia; and (e) transmit to countries outside Australia programmes of news, current affairs, entertainment and cultural enrichment that will (i) encourage awareness of Australia and an international understanding of Australian attitudes on world affairs, and (ii) enable Australian citizens living or travelling outside Australia to obtain information about Australian affairs and Australian attitudes on world affairs. 1.3 Section 6 of the Special Broadcasting Service Act 1991 (SBS Act) sets out the principal function of SBS, which is to provide multi-lingual and multi-cultural radio and television services that inform, educate and entertain all Australians and, in doing so, reflect Australia's multi-cultural society.
