SKYLINE COLLEGE BOARD REPORT APRIL 29, 2015 Skyline College Hosts the Middle School The conference concluded with a dynamic college panel Outreach Project Student Conference! comprised of current and former Skyline College students who eagerly shared their personal experiences in college and offered words of encouragements for the middle schoolers. Two Skyline College Phi Theta Kappa members on the All-California Academic Funded by the President’s Innovation Fund and in collaboration with the President’s Council, Parkway Heights Middle School, and Team South San Francisco High School, the Middle School Outreach Project (MSOP) was founded three years ago with the goal of exposing middle school students to college and careers beyond their scope at a young age. The project also seeks to provide information about college and financial aid to parents in order to foster and support their development as educational advocates for their child. Immigration Act of 1924 From Wikipedia, the free encyclopedia The Immigration Act of 1924, or Johnson–Reed Act, including the National Origins Act, and Asian Exclusion Act (Pub.L. 68-139, 43 Stat. 153, enacted May 26, 1924), was a United States federal law that limited the annual number of immigrants who could be admitted from any country to 2% of the number of people from that country who were already living in the United States in 1890, down from the 3% cap set by the Immigration Restriction Act of 1921, according to the Census of 1890. It superseded the 1921 Emergency Quota Act. The law was aimed at further restricting the Southern and Eastern Europeans, mainly Jews fleeing persecution in Poland and Russia, who were immigrating in large numbers starting in the 1890s, as well as prohibiting the immigration President Coolidge signs the of Middle Easterners, East Asians and Indians. The freedom to marry returned to the Golden State and we triumphed over the so-called Defense of Marriage Act with the Supreme Court’s ruling this summer. While we celebrate these historic victories for our community, we also have an opportunity to let them serve as an inspiration for our continued work toward full and lasting equality. Let’s be mindful of an epidemic of bullying and suicide, transgender inequality, homeless LGBT youth, disparities throughout the health care arena, the need for comprehensive immigration reform and the challenges our seniors face. Our mission does not start and end with marriage, but it is a mile- stone of the greatest magnitude! The breadth of work that remains for full equality and nothing less is underscored in EQCA’s 2013 legislative package. We are proud to celebrate several firsts in the legislature: the first bill in the nation to guarantee transgender students the same opportunities for success as their peers; the first pro-LGBT bill to achieve a two-thirds majority in any Californian legislative session; and the first year we received this level of Republican support for pro-equality legislation ever. “While we celebrate these historic victories for our community, we also have an oppor- tunity to let them serve as an inspiration for our continued work toward full and lasting equality.” With four EQCA-sponsored bills signed into law this year, along Next year is an election year, and EQCA is already making plans with two resolutions and four other bills signed by the Governor to both expand our pro-equality majority and to keep California that we supported, we brought EQCA’s total number of spon- on the vanguard of LGBT equality. -

September 9,2076 Dear Assemblymember Ammiano, Supervisor Campos, Supervisor Dufty, and members of the Executive Board of the Harvey Milk LGBT Democratic Club, On behalf of the Board of Directors of Equality California, I want to thank you for taking the time to share your views with us regarding the race for Senate District I I (SD 1l). Although only some of the members of our Board live in the San Francisco Bay Area, all of us are acutely aware of the polarized nature of this election and I send you this reply with the utmost respect and with an acknowledgement of our deeply shared commitment to advancing equality and social justice for the LGBT community. Notwithstanding any assertions to the contrary, Equality California's endorsement of Supervisor Scott Wiener for SD 1l and our decision to undertake independent expenditures (IE) in support of his campaign were made with the full knowledge of, and in strict accordance with the guidelines and procedures established by, our Political Action Committee (PAC) and Board of Directors. Like all of our endorsement and expenditure decisions, our support of Supervisor Wiener was based on a thorough and independent evaluation of the race conducted by our PAC, which included careful consideration ofboth candidates' questionnaires, past records on issues of importance to the LGBT community, interviews conducted by the PAC, and the impact of the race on Equality California's civil rights and social justice priorities. The PAC concluded that Supervisor Wiener presented a more substantial record of commitment to the needs of the LGBT community, a deeper understanding of the myriad policy priorities in the area of LGBT social justice and civil rights, and a more detailed and specific public policy and legislative agenda aimed at improving the lives of LGBT people and people living with HIV. -

Guestworker Programs for Low-Skilled Workers: Lessons from the Past and Warnings for the Future Vernon M. Briggs, Jr. Cornell University Immigration policy is mine field of controversial issues. Programs to legally permit low skilled foreign nationals to work in the same labor market as U.S. citizens and permanent resident aliens are among the most explosive. Because such endeavors have been undertaken in the past, they have a track record. They have been the subject of extensive research. There is no need to speculate about what might happen if any new such venture-- such as that proposed by the Bush Administration on January 7 , 2004--were to be enacted. The outcome can be predicted. The Traditional Role The origin of guestworker policy in the United States and its historic role has been as a national emergency program. During World Wars I and II as well as the Korean Conflict, extensive reliance was made of such endeavors. Guestworker programs were included among other extreme policies such as wage and price controls and the relaxing of antitrust laws used by policymakers during times of national peril. They are extraordinary policies to be used as a last resort-and then only as temporary measures. Unlike the other extreme measures that were quickly abandoned after the wars were over, however, guestworker programs have proven to be difficult to end. -

In 1918, for example, the Department of Labor and the Immigra- tion and Naturalization Service (hereinafter referred to as INS) authorized the importation of 30,000 Mexican nationals to work in agriculture, railroads and other defense-related employment as part of the war effort.' Since then, the Department of Labor, the Department of Agriculture and the State Department, operating under various mandates and in conjunction with organized Ameri- can interest groups, have invoked departmental policies and practices that have effectuated specific migration patterns of Mexican nationals and Mexican labor on both sides of the border. These migration patterns have taken various forms-be they legal immigration, bracero, commuter or illegal-and are sufficiently interrelated to be considered as part of an overall United States immigration policy toward Mexico. This article will examine this policy in three parts. The first part will examine the period roughly before 1930. The second is divided into two periods: (1) the depression of the 1930's; and (2) the period of the bracero program. -

EXISTING LAW : 1)Provides that every person who commits any of the following acts is guilty of disorderly conduct, a misdemeanor: (Penal Code Section 647.) a) Who solicits anyone to engage in or who engages in lewd or dissolute conduct in any public place or in any place open to the public or exposed to public view. [Penal Code Section 647(a).] b) Who solicits or who agrees to engage in or who engages in any act of prostitution. A person agrees to engage in an act of prostitution when, with specific intent to so engage, he or she manifests an acceptance of an offer or solicitation to so engage, regardless of whether the offer or solicitation was made by a person who also possessed the specific intent to engage in prostitution. No agreement to engage in an act of prostitution shall constitute a violation of this subdivision unless some act, in addition to the agreement, is done within this state in furtherance of the commission of an act of prostitution by the person agreeing to engage in that act. As used in this subdivision, 'prostitution' includes any lewd act between persons for money or other consideration. -

Banks† INTRODUCTION Historically, immigration and citizenship law and policy in the United States has been shaped by the idea that certain immigrant populations present a threat to American society. Such ideas justified the Alien and Sedition Acts,1 the Chinese Exclusion Act,2 the enactment of new deportation grounds in 1917,3 and the adoption of national origin quotas in 1924.4 These ideas continue to operate today and influence law and policy. For example, on January 27, 2017, President Donald J. Trump declared that the entry of Iranian, Iraqi, Libyan, Somalian, Sudanese, Syrian, and Yemeni citizens along with Syrian refugees to the United States is “detrimental to the interests of the United States.”5 Two days † Charles J.
