The Commonwealth Plan of Action on Women and Development and the Third Medium-Term Plan of UNESCO (1990-95) both call for measures which will enhance the participation of women in development. Higher education makes a vital contribution to sustainable development through the generation and dissemination of knowledge. The effective management of this domain merits top priority at a time when universities worldwide face critical challenges due to the unprecedented expansion yet drastically reduced resources of higher education. The numerous and complex issues facing society moreover demand that social investment in institutions of higher education is fully justified in terms of its return to the community. The under-representation of women in higher education management is well- documented and serves to demonstrate that the pool of managerial talent within each country is not optimally utilized.Current practices of recruitment and promotion require urgent investigation in order to understand the barriers to women's progress and to identify strategies to bring about a fairer gender balance based on professional equality. In this collection of essays, women managers working in diverse socio-cultural and geographical contexts analyze the obstacles which they have faced and overcome during their careers. Four principal themes emerge: the general participation of women in education; the extent of their involvement inhigher education management, including impediments to their advancement; the development of strategies to surmount these career limitations; and the particular contribution of women to the management of higher education. The authenticity and depth of the authors' insights provide rich, experience-based material for higher education specialists and policy-makers alike. They provide a framework within which existing practice may be reviewed and new policies elaborated, so as to accelerate the participation of women in higher education management.     GENDER AND RURAL DEVELOPMENT BRIEF ©IFAD/Cristóbal Corral Andean Countries KEY GENDER ISSUES Despite high levels of economic growth – with GDP increasing by between 4 and 8 per cent a year over the last decade in all countries but Venezuela1 – and increased attention to gender equality and women’s empowerment, gender-based inequalities are still very high in Andean countries. The trend for rural-urban migration by men – coupled with the internal displacement of people in Columbia – has increased the number of woman-headed households in rural areas over the last ten years, leaving women with responsibility for both productive and household activities. The Plurinational State of Bolivia, Ecuador and Peru have the highest concentrations of indigenous peoples in the American continent, particularly in rural areas: 77 per cent of the Bolivian rural population is indigenous, and 14 per cent of Ecuador’s.2 Rural indigenous women are often the most disadvantaged in terms of poverty, malnutrition and access to services such as health care and education. In Peru, 8 per cent of the total population is illiterate, but rates among women are 12 per cent overall and 30 per cent in rural areas.3 Equivalent figures for the Plurinational State of Bolivia are 13 per cent for the whole population, 12 per cent for women and 26 per cent for rural women.3 People of African descent account for 10–25 per cent of the population in Colombia and 5–10 percent in Ecuador and Peru, and are also over-represented among the poor.3 Gender-based violence is a major issue in the Andean region; the number of women killed or beaten by their partners or ex-partners has remained constant over the years.4 For instance, more than 60 per cent of all women and 68 per cent of indigenous women in Ecuador suffered some kind of gender-based violence,5 along with 37 per cent of women A women’s group in Cocapata, Plurinational in Colombia6 and 80 per cent of Bolivian women.7 In Peru, of the 59 per cent of women State of Bolivia, where they learn new ways to work with llama wool.

Most of the existing research on the self-employed uses the individual as the unit of analysis; however, this study uses the enterprise as the unit of analysis and asks whether schooling makes a difference in family income. Generally these businesses are loosely organized, pay no taxes, and employ a large segment of the Peruvian working sector. Regression analyses show significant effects of schooling on earnings. Returns differed markedly among four sub-sectors and by gender and by location (Lima, other cities, rural). The results were consistent with education being valueless in traditional activities but having a positive effect in jobs requiring literacy, numeracy, and adjustment to change. Post secondary education had a fairly high and significant pay off in urban areas for both women and men.

    Female Officers, Gender Violence and Human Capital: Evidence from All-Women's Justice Centers in Peru∗ Guadalupe Kavanaughy Maria Micaela Sviatschiz Iva Trakox February 5, 2019 Abstract In many developing countries, access to justice remains unequal, especially for women. What are the implications of this inequality for gender-based violence, intra-household bargaining, and investment in children? This paper provides evidence from Peru on all-women's jus- tice centers (WJCs), specialized institutions that mostly employ female officers and provide police and legal services to reduce gender-based violence. Examining the gradual rollout of WJCs across districts/villages, we find that the opening of a center increases reporting of gender-specific crimes by 40% and reduces the incidence of gender-based violence measured by domestic violence, femicides and hospitalizations due to mental health by about 10%. We find, moreover, that a decrease in the exposure of women to violence has intergenerational effects: WJCs substantially increase human capital investments in children, raising enroll- ment, attendance, and test scores. These results are consistent with a bargaining model in which women's access to justice determines the threat point.     Impact Investment Landscape for Women’s Health Spotlight on Colombia & Peru NOVEMBER 2019 PREFACE Dorothy Largay, Founder, Linked Foundation Nancy Swanson, Executive Director, Linked Foundation Investing in women’s health is a critical component of investing in women’s economic and social development. The Linked Foundation is committed to investing in opportunities that improve the health and economic self-reliance of women and their families in Latin America. In 2017 we decided to focus on areas related to the reproductive health of women, including contraception, maternal health, and preventative care such as cancer screening. Within this area, Linked is interested in supporting high- impact, financially sustainable solutions. While health social enterprises and nonprofits with sustainability-oriented programs are generally gaining traction in the region, the Foundation has found it challenging to identify market-based, investable opportunities to improve women’s health in Latin America. As we aspire to catalyze investment in Latin America for women’s health, we sought to generate knowledge for dissemination in the impact investment community. To this end, we funded a landscaping effort to be conducted by colleagues at the William Davidson Institute (WDI) at the University of Michigan. The landscaping focused on two countries, Colombia and Peru.
