Edison Job Corps Center Final Phase I ESA v 1.0 SUMMARY The U.S. Department of Labor (DOL) administers the Job Corps, a national residential training and employment program, that helps young people improve the quality of their lives through vocational and academic training. In support of this mission, DOL oversees residential training campuses nationwide and is responsible for facilities and asset management at the Centers, including construction, operations and maintenance, as well as management of real property assets. The DOL proposes to dispose of an approximately 4.27-acre area on the Edison Job Corps Center in Edison, New Jersey, through an excess property disposal process facilitated by the General Services Administration (GSA) for potential reuse. Parsons, in support of the DOL, presents this Phase I Environmental Site Assessment (ESA) report for the impending land sale at 500 Plainfield Avenue, Edison, NJ 08817. The 4.27-acre parcel of land and any buildings, structures, and improvements on the parcel are hereafter referred to as the “Subject Property” for the purposes of this report. Records were obtained from various agencies to gather historical information and documentation pertaining to potential environmental liabilities associated with the subject and surrounding properties. A database search of federal and state environmental records was performed to determine if neighboring or adjacent properties have the potential to adversely affect the Subject Property. Data failure was encountered while conducting the records research for this Phase I ESA report. Due to COVID-19, additional online research has been stalled at this time as New Jersey Department of Environmental Protection (DEP) requires an Open Public Records Act [OPRA] record request to obtain additional information found in the Environmental Data Resources (EDR) report. NJ DEP staff have been working remotely since March 2020 hampering their ability to respond to these OPRA records requests. This is a significant data gap as conclusions on the impact of some environmental records cannot be made at this time. Environmental documents from the Job Corps Center have been reviewed pertaining to underground storage tanks and remediation which likely dispel some of the data gaps. Soil remediation has been conducted at all required UST sites and no groundwater contamination was found. Details of the findings associated with the Subject Property are provided in Section 8.0 of this report. A review of environmental documents for the Center indicate that an underground storage tank may have been on the Subject Property but does not appear to be associated with any soil contamination based on records review. No visible signs from the site visit indicated any recognized environmental conditions (RECs) associated with the recently restored building footprint, parking area, or the grassy area to the east. There is no indication that activities on the Subject Property have contributed to any RECs to the Subject Property or adjacent properties. Several records were found for parcels adjacent to the Subject Property including the Job Corps Center, Camp Kilmer, and several parcels on Kilmer Ct. Through analysis of available information in online databases, many records did not reveal evidence of RECs to the Subject Property. Five (5) records associated with the adjacent Job Corps Center and Camp Kilmer require further information from NJ DEP to determine impacts on the Subject Property (see statement on Data Failure above). Twenty-two sites that are upgradient hydrologically or up elevation topographically had records with potential impacts to the Subject Property. Through analysis of available information in online databases, many records did not reveal evidence of RECs to the

Subject Property, however, six (6) records require further information from NJ DEP to determine impacts on the Subject Property (see statement on Data Failure above). 2.0 INTRODUCTION The GSA requested a Phase I ESA as part of the property disposal process for the Subject Property located at 500 Plainfield Avenue, Edison, NJ 08817. 2.1 Purpose

The purpose of this Phase I ESA is to identify, to the extent feasible and subject to the limitations discussed in this report, recognized environmental conditions and historical recognized environmental conditions related to the Subject Property. According to ASTM E1527-13, the term “recognized environmental conditions” is defined as follows: [T]he presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment. De minimis conditions are not recognized environmental conditions.

According to ASTM E1527-13, the term “historical recognized environmental condition” is defined as follows: [A] past release of any hazardous substances or petroleum products that has occurred in connection with the property and has been addressed to the satisfaction of the applicable regulatory authority or meeting unrestricted use criteria established by a regulatory authority, without subjecting the property to any required controls (for example, property use restrictions, activity and use limitations, institutional controls, or engineering controls).

This report serves as documentation of a Phase I ESA for the Subject Property. The purpose of this audit is to assist the DOL in exercising due diligence by evaluating potential environmental liabilities associated with the Subject Property. This audit was performed in accordance with and within the guidelines set forth in ASTM E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process and the All Appropriate Inquiries Final Rule 40 Code of Federal Regulations Part 312. 2.2 Detailed Scope of Services

A detailed site inspection was conducted on June 4, 2020 for the Phase I ESA. The site inspection consisted of a visual survey of all property grounds and immediate surrounding areas to identify recognized environmental conditions. The purpose of the site inspection was to identify areas such as manufacturing and process areas; chemical storage areas; waste storage areas; suspected disposal areas; subsurface structures (such as drains, sumps, septic systems, and tanks); fuel storage areas; electrical equipment which may contain polychlorinated biphenyls (PCBs); evidence of historical uses; and evidence of spills or potential releases of hazardous substances (such as stressed vegetation and soil staining). Records were obtained from various agencies to

gather historical information and documentation pertaining to potential environmental liabilities associated with the Subject Property and surrounding properties. A database search of federal and state environmental records was performed to determine if neighboring or adjacent properties have the potential to adversely affect the Subject Property. The Subject Property had been visited in February 2020 as part of a data collection for an environmental assessment under the National Environmental Policy Act. Information from that site visit has also been incorporated into this report. 2.3 Significant Assumptions

While this report provides an overview of potential environmental concerns both past and present, this Phase I ESA is limited by the availability of information at the time of the assessment. The conclusions and recommendations regarding environmental conditions presented in this report are based on observed conditions during the time of the Site reconnaissance and on information gathered during interviews, review of agency records, and execution of the scope of work previously described. 2.4 Limitations and Exceptions

This Phase I ESA was performed in accordance with the ASTM Standard E1527-13. The methods contained in this standard includes, among other things, interviews with individuals familiar with the Subject Property, site inspection, and historical records review. Information obtained during the interviews and site inspection was recorded and reviewed before it was included in this Phase I ESA report. All information that was obtained during the site investigation and subsequently included within this Phase I ESA is assumed to be reliable. Not all such information, however, can be independently verified. Data from additional government databases was obtained and reviewed using accepted industry standards and practices. The conclusions summarized herein are based on the limited observations and review described within this submittal at the time the Phase I ESA was conducted. Future events at the Subject Property or the surrounding properties may alter these findings. Performing a Phase I ESA in accordance with ASTM Standard E1527-13 is intended to reduce, but not eliminate, uncertainty regarding the potential for recognized environmental conditions in connection with a property, and both practices recognize reasonable limits of time and cost. Specific Exceptions and Limiting Conditions to the Assessment Along with all of the general limitations set forth in various sections of the ASTM Standard E 1527-13 protocol and Appendix B, the accuracy and completeness of this report is necessarily limited by the following: Outstanding Information Requests – Information requests were submitted to the New Jersey Department of Environmental Protection (NJDEP). As of the finalizing of this report, Parsons has been unable to connect with a representative of NJDEP to obtain further clarification on several online records due to COVID-19 and their remote work situation (see Section 5.0).

2.5 Special Terms and Conditions

This Phase I ESA was performed substantially as outlined in the Scope of Work dated May 15, 2020 and is subject to the contractual terms referenced therein. 2.6 User Reliance

This report was produced for the exclusive use and benefit of, and may be relied upon by the DOL, any of its affiliates, representative, and third parties authorized in writing. Further dissemination of this report to third parties without prior written authorization from the DOL and Parsons is at the sole risk and expense of such third party. The DOL and Parsons will not be liable for any damages resulting therefrom. 3.0 SITE DESCRIPTION The Edison Job Corps Center is located on a 56.26-acre campus in the city of Edison, Middlesex County, New Jersey with a mailing address of 500 Plainfield Avenue, Edison, NJ 08817. It is located approximately four miles northwest of downtown Edison. The Subject Property is situated at approximately 40° north latitude and 74° west longitude. Average elevation of the site is approximately 100 feet above sea level. The Edison Job Corps Center is located in a suburban setting in Edison, New Jersey, and is bordered by residential properties to the west and light commercial properties to the north, east, and south. This medium-sized Center is fully enclosed with chain-link and wrought iron fencing. Most of the active portion of the site is relatively flat and meadow-like. The site is located within the Camp Kilmer Military Reservation Historic District. The 4.27-acre Subject Property is comprised of vacant land, the site of a recently demolished (2019) building. The building was the former JCC Administration Building, and which served as the Service Club (Building 871) associated with Camp Kilmer, a US Army embarkation camp during World War II. The 4.27-acres of excess property is located south of the JCC entrance way and comprises the southeast portion of the Edison Job Corps Center. No buildings are currently located on the excess property and the only structures that remain are a monumental wall, an asphalt parking area, and a fountain. Aerial photographs of the Subject Property and immediate adjoining properties are provided in the Environmental Data Resources (EDR) Attachment. Additionally, a site plan is provided in Section 16.1.

3.1 Location and Legal Description

The Subject Property is located in Middlesex County, New Jersey, It is located approximately four miles northwest of downtown Edison. The Subject Property is located at the following approximate location:

No Legal Description is provided. The Edison Job Corps Center is currently owned by DOL. The site was originally developed as part of Camp Kilmer, a US Army Embarkation Camp in 1942. The Edison Job Corps Center opened in 1965 (Leynes 2016); GSA transferred the Job Corps Center property to DOL on November 12, 1970. The property has approximately 270,924 gross square feet (GSF) in 32 buildings and 22 structures. According to the Town of Edison tax record, the land is currently zoned as Light Industrial (Township of Edison, 2019). 3.2 Site and Vicinity General Characteristics

The United States Geological Survey (USGS) 7.5-minute Topographic Map Series (Quadrangle Map, Plainfield, New Jersey, 2014) was reviewed for this Phase I ESA. The Subject Property is located at an elevation of approximately 98 feet above mean sea level (amsl). Based on site reconnaissance, the topography of the Subject Property is flat. The Property of the greater JCC slopes down to the Subject Property. 3.3 Current Use of the Subject Property

In late 2019, Building 871 had been demolished and site grounds are now restored. New grass had started growing at the time of the June 4, 2020 survey. Also, within the 4.27-acres is an existing asphalt parking area which is still in use, a 9-11 memorial (placed on a Camp Kilmer-era hand ball court concrete pad), and a grassy area leading up to a storage building (building not part of the 4.27-acres) to the west. 3.4 Description of Structures, Roads, Other Improvements on the Site

No buildings are present on the Subject Property. Along Plainfield Ave. to the east, the site is bound by a new black aluminum fence and chain link fencing in addition to a tree line which formerly surrounded Building 881. To the south is a chain link fence with vegetation, to the north the Subject Property is bounded by the entrance road to the JCC. To the west, survey markers delineated a boundary that does not include the storage shed (Building 859) but does include the asphalt parking area and the 9-11 Memorial. The 9-11 Memorial was constructed on one of two concrete hand ball courts from the time of Camp Kilmer. The Subject Property contains a walkway from the parking area north toward the center of the JCC and a memorial water fountain at the entrance to the parking area. See Site Location Map and Site Layout and Vicinity Map in Section 16.2 and Site Photographs in Section 16.3. 3.5 Current Uses of the Adjoining Properties

The 56.26-acre Job Corps Center is located in a suburban setting in Edison, New Jersey, and is bordered by residential properties to the west and light commercial properties to the north, east,

Edison Job Corps Center Final Phase I ESA 10 and south. The JCC night campus consists of five dormitories grouped around a common lawn and Dining Hall/Culinary Arts Building 3 on the west side. The day campus includes hard vocations grouped to the north, and academic education and soft vocations in the middle. To the south, Warehouse Building 18 is located at the southernmost part. The Administration Building 16 is centrally located. The open fields on the eastern part of the site are used for outdoor recreation and serve as a visual and functional buffer zone. Originally, Edison JCC shared the campus with a special education program of the State of New Jersey Department of Human Services. In 2002, this program moved out and the six 1943-era buildings used by the program were demolished. In May 2008, seven other 1943-era buildings were also demolished. The entire campus is now used by the Edison JCC (DOL 2019a).

4.0 USER PROVIDED INFORMATION The following sections describe the historical and present ownership of the Subject Property and its previous uses. 4.1 Lease and Title Documents

A copy of historical title information was not available from the owners of the Subject Property properties. Obtaining and reviewing a title for the property is outside this project scope and outside the ASTM guidelines for a Phase I ESA (unless the title is provided for the assessment). See Section 16.4.1, Real Estate Documentation. 4.2 Environmental Liens or Activity and Use Limitations

According to federal records of Superfund Liens and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Liens, the Subject Property does not have any environmental liens recorded against it. No environmental liens, activity, or use limitations were identified in association with the Subject Property. An Environmental Lien search was not included in the original scope of work.

4.3 Specialized Knowledge

The Subject Property representative and owners are unaware of any specialized knowledge regarding valuation reduction for environmental issues associated with the Subject Property. 4.4 Commonly Known or Reasonably Ascertainable Information

Records were obtained from various agencies to gather historical information and documentation pertaining to potential environmental liabilities associated with the subject and surrounding properties. A database search of federal and state environmental records was performed to determine if neighboring or adjacent properties have the potential to adversely affect the Subject Property. 4.5 Valuation Reduction for Environmental Issues

Subject Property values have not been reduced due to any environmental issues on-site or on adjacent properties. 4.6 Owner, Property Manager, and Occupant Information

The Edison JCC, including the Subject Property, is currently owned by the DOL and operated by Management and Training Corporation. The site was originally developed as part of Camp Kilmer, a US Army Embarkation Camp in 1942. The JCC opened in 1965 (Leynes 2016); GSA transferred the JCC property to DOL on November 12, 1970. The property has approximately 270,924 gross square feet (GSF) in 32 buildings and 22 structures. 4.7 Reason for Performing Phase I

The DOL requested a Phase I ESA to perform environmental due diligence in advance of termination of ownership of the Subject Property. 5.0 RECORDS REVIEW Records were reviewed from various federal, state, and local agencies to obtain information on potential environmental concerns that could impact the Subject Property. A discussion of the federal, state, and local records review is provided in the following sections. See the separate Environmental Data Resources, Inc. (EDR) Report as an attachment to this report. 5.1 Standard Environmental Record Sources

Parsons contracted EDR, Inc. to research federal, state, and tribal environmental databases for information pertaining to the Subject Property and the surrounding area (other properties within an additional approximate minimum search distance from the Subject Property). The approximate minimum search distance for each database search was based upon the ASTM standard approximate minimum search distance for each record, with some adjustments to meet the project objectives to include the adjustment that the Subject Property is the 4.27-acre excess property and the “Target Property” (the JCC itself) identified by EDR Report would be considered an adjacent property. This adjustment was made due to the unique situation that the Subject Property is to be

A copy of the EDR report is included as a separate attachment, and records identified are summarized in the Table below. The following sections provide additional information regarding relevant federal, state, and tribal environmental database records located within the EDR applied search radius for each database or the applicable search distance based on the type of listing.

Orphan Sites:

Sixteen orphan sites were identified in the EDR Report. Eleven were determined to be out of the regulatory search radius of Subject Property. These will not be discussed further. One is on the JCC, three at the intersection of Brunswick and Plainfield, one at the train station. These five will be discussed, as applicable to the Subject Property.

The Subject Property is located on a former military site and currently in a light industrial zone. As such, the EDR Report returned a large number of records, 281, in the regulatory search radius. The approximate minimum search distance for each database search was based upon the ASTM standard approximate minimum search distance for each record, with some adjustments to meet the DOL’s project objectives and due to the large number of findings reported. Analysis below is limited to those records that are topographically at a higher elevation from the Subject Property (analyzing for surface migration of a release or potential release to the environment) or the groundwater flow is up-gradient from the Subject Property (analyzing for a groundwater plume resulting from a release or potential release to the environment). Data failure was encountered while conducting the records research for this Phase I ESA report. Data failure occurs when the standard sources reasonably ascertainable and likely to be useful have been reviewed but the objectives in ASTM E1527-13 Sections 8.3.1 through 8.3.2.2 have not been met. If the data failure represents a significant data gap, the impact of this data gap shall be discussed in this section of this Phase I ESA report and in Section 9.0. The following data failure occurred: Due to COVID-19, additional online research has been stalled at this time as New Jersey Department of Environmental Protection (DEP) requires an Open Public Records Act [OPRA] record request to obtain additional information found in the EDR report. NJ DEP staff have been working remotely since March 2020 hampering their ability to respond to these OPRA records requests. This is a significant data gap as conclusions on the impact of some environmental records findings cannot be made at this time and will be highlighted. 5.1.1 Subject Property

The EDR report pulled records that apply to the greater JCC parcel at 500 Plainfield Ave. None of the reviewed records appear to apply to the Subject Property, the 4.27 acres to be excessed. 5.1.2 Adjacent Properties, Upgradient and Higher Elevation

For purposes of a conservative analysis, adjacency is determined by the JCC perimeter and not just the Subject Property. Edison Job Corps Center (Core Campus – not the Subject Property). In the UST database, records show that in the 1994-1996 timeframe, ten heating oil USTs were removed. In 1994, six

USTs (heating oil, gasoline, waste oil) were closed and abandoned in place (see Appendix 16.5 for the Tank Closure Listing from NJ DataMiner for the JCC). No information associated with the UST Database indicates a REC for the Subject Property. Alternatively, the Job Corps Center has information stating that the site has owned 15 USTs, all of which were removed (2 in 1990, 4 in 1994, and 9 in 1996). Installation dates ranged from 1944 to 1979. Tank sizes ranged from 500 – 4000 gal. and held heating oil, unleaded gasolines and waste oil. Several UST removals required remediation due to leaking. Several pieces of correspondence indicate a lack of consistency in tank nomenclature between JCC files and NJ DEP files which has caused problems through time. The Edison JCC is registered as a RCRA Very Small Quantity Generator (VSQG). Written informal violations have been documented pertaining to the manifest from 1995. Because there was only an informal violation over 25 years ago, their existence as a RCRA-VSQG is not considered a REC to the Subject Property. Three records exist for the JCC as Known Contaminated Sites in the “NJ State Hazardous Waste Site” and “NJ Historical Hazardous Waste Site” databases with the Program Interest (PI) ID Numbers 026619 (2/12/1994), 026608 (Res-Care, Inc.), and 442170 (Piscataway CDI Head Start). The cases are listed as active. The “LUST HIST” database is a database of Historical Leaking USTs, however the listing is no longer updated or maintained by the DEP. Case IDs 94-02-12-1835 and 96-12-19-1845-00 (UST ID 0266196) pertain to Edison JCC. For one record, 96-12-19-1845-00, the Bureau of Underground Storage Tanks issued a “Letter of No Further Action for Area(s) Of Concern”. The records do not provide any information on type of liquid spilled, amounts, remediation requirements, or case closures. Edison JCC is listed in the NJ Brownfields database noting it was assigned to the program on 2/12/1994. The entry states the source of the contamination is known and there is potential groundwater contamination established on 1/6/1999. The initial program assignment date (2/12/1994) aligns with an entry in the NJ Historical Hazardous Waste Site database. The NJ SPILLS database is the initial notification information of hazardous material incidents, when there is land contamination, reported to the NJDEP’s Environmental Action Line. Four records appear in the NJ SPILL database, although two appear for the same date with different case numbers: 4/28/1999 (Vacant Building), 9/3/2006 (Case # 06-09-03-1608-05), 9/3/2006 (Case # 06-09-05-0824-57), and 7/30/2009 (Building 802). The EDR report does not provide any information on what was spilled, amounts, or remediation requirements. North of Edison JCC and upgradient from the Subject Property, the latitude/longitude of what was likely the former rifle range on Camp Kilmer is registered in the Formerly Used Defense Sites (FUDS) database. This is a listing of locations of Formerly Used Defense properties where the US Army Corps of Engineers is actively working or will take necessary cleanup actions. In 2013, the site underwent a second 5-year review of the remedy selected for the 1995 Base Realignment and Closure. The remedy includes consolidation of contaminated soil, constructing a cap over the soil, and land-use controls for soil impacted by certain metals and polyaromatic hydrocarbons. Additionally, hydrogen releasing compound injection, monitored natural attenuation, and a classification exception area was employed to address groundwater affected by chlorinated hydrocarbons. It should be noted that the site does not qualify for the NPL under Superfund. Based on regulatory involvement, public involvement, distance from the Subject Property, the site may represent evidence of a REC and may elicit environmental liability concerns in connection with the Subject Property. Because land-use controls have been put in place, the site would be considered, at a minimum, as a Controlled REC (CREC) under ASTM E1527-13, Section 3.2.18. A conclusion on the impact of this record cannot be made at this time. 6 Kilmer Ct., Ken Diesel Inc. This site is listed as a RCRA Small Quantity Generator (SQG) with no violations. Because there were no violations, this would not be considered a REC for the Subject Property. 7 Kilmer Ct., Lawler Mfg Corp. This site is listed as a RCRA VSQG with no violations. Because there were no violations, this would not be considered a REC for the Subject Property. 9 Kilmer Ct. Mielach Co/Mielach Woodwork. This site has been listed as closed under the Known Contaminated Sites in the “NJ SHWS” database. Because the site is listed as closed, the site would not be considered a REC for the Subject Property. The site is listed as a RCRA Small Quantity Generator with written, informal violations associated with container use and management, preparedness, and pre-transport in 2006 and manifest/general issues in 1992, 1995, and 1996. In 1991, the site has a LUST report that was finalized with a “Letter of No Further Action for Area(s) Of Concern”. Because the RCRA SQG violations were minor and because the LUST report was finalized, this would not be considered a REC for the Subject Property.

This site has been listed as closed under the Known Contaminated Sites in the “NJ SHWS” database. Because the site is listed as closed, the site would not be considered a REC for the Subject Property. 168 Highland Ave., 168 Highland Avenue. This site has been listed as closed under the Known Contaminated Sites in the “NJ SHWS” database. Because the site is listed as closed, the site would not be considered a REC for the Subject Property. 15 Edgemount Rd., 15 Edgemount Rd. This site has been listed as closed under the Known Contaminated Sites in the “NJ SHWS” database. Because the site is listed as closed, the site would not be considered a REC for the Subject Property. 140 Ethel Rd W, Diamond Power Specialty Company. This site has been listed as closed under the Known Contaminated Sites in the “NJ SHWS” database. Because the site is listed as closed, the site would not be considered a REC for the Subject Property. Cluster of Residential Records Approximately 0.75 miles East-Southeast of the Subject Property. A cluster of 40+ records appear east southeast of the site in a residential area across the railroad tracks from the site. The sites are cross gradient for groundwater, but higher in elevation topographically. The records are for spills and the sites are listed as closed under the Known Contaminated Sites in the “NJ SHWS” database. Details are not provided but are likely for home LUSTs. Because the sites are listed as closed, the small sizes of residential tanks, and the unlikely distance a surface spill of that size would travel to the Subject Properties, these listings would not be considered RECs for the Subject Property. Cluster of Records Northeast Across Ambrose Brook. Several Records appear at a higher elevation than the Subject Property, downgradient hydrogeographically, and across Ambrose Brook. Surface spills would be the only environmental risk to the Subject Property from this location. Because the brook lies between the Subject Property and these sites, any surface runoff would be captured in the low-lying brook. Therefore, these sites do not present a REC to the Subject Property. 5.2 Additional Environmental Record Sources

A Site Assessment Report (Edison JCC 1993) was prepared to satisfy NJ requirements associated with the previous removal of two USTs in 1990. The activities included soil and groundwater sampling at the tank sites and sampling of the stockpiled soils. The two heating oil tanks, 1000 and 3000 gal., had been located near Buildings 802 and 665. Soil and groundwater sampling were both below cleanup standards. The stockpiles were determined to have total petroleum

Edison Job Corps Center Final Phase I ESA 19 hydrocarbons above waste characterization limits and additional sampling (TCLP) would be needed to determine an appropriate licensed disposal facility. (Case #90-10-12-1210, UST #0266196 for both tanks per NJ DEP correspondence dated 11/1992). This removal of 2 tanks does correspond with the information that appears in a search of dates of removal from a search of NJ DEP DataMiner’s Underground Storage Tank Registration Summary for the PI#/UST#026196 (or a seemingly associated PI#026608). It may be that that the year 1990 is outside of the databases date range. A summary letter for a Phase I and Limited Phase II Environmental Site Assessment dated was reviewed (Clayton Environmental Consultants 1997) which noted two vent pipes and filled excavations with adjacent soil piles, evidence of existing or removed USTs near Buildings 665, 1510, and 722. Petroleum constituents were found in the soil piles, however, they did not exceed state standards. Associated with the closure of nine heating oil tanks (Case #96-12-19-1845-00, Closure #C96- 1056, UST #026619), correspondence from NJ DEP dated 4/30/1999 regarding Unrestricted Use – No Further Action Letter and Covenant Not to Sue for Tanks 1, E3, 655, 800, 801, 806, 822, 871, and 967 was reviewed. Based on the tank number, 871, it is likely that Building 871, formerly on the Subject Property, had a UST. Draft correspondence was reviewed from the Lee Mathews, Director of the JCC, to the Chief of the Groundwater Compliance Section of the EPA, in response to the EPA’s request on 10/25/2000 for information on UST compliance at the JCC. The letter indicates there were 15 USTs registered at the Center, six tanks had been removed before 1994, and nine were removed in December 1996. It should be noted that this was only a draft letter and the content supports the number reported elsewhere. A Draft Remedial Investigation Report Addendum was reviewed (AWK Inc. 2001) for sites on the JCC (UST# 026119, Case Nos. 94-02-14-19, 94-02-15-1835-47, and 94-02-16-1520-40) that pertain to six UST removals and four Areas of Concern (AOCs) which were identified near Buildings 722, 1540, and 1510. The report states that on 4/26/2001, 17 tons of soil were removed. Post-excavation soil sampling were below the strictest NJ DEP Soil Cleanup criteria. Excavated soil was removed as non-hazardous waste by Allied Waste Services. No groundwater impacts were found. A Phase I Environmental Site Assessment was prepared for the sale of 2 acres of vacant property on the west side of the property (Trident Environmental Consultants 2009). Analysis in the document focused on the current conditions of only the vacant parcel and shed no light on impacts from surrounding properties, other than to recommend soil and groundwater sampling based on the history of the site, an investigation of the 250 “orphan sites” identified in the EDR report. No valuable information from this 2009 document is applicable to this Phase I analysis. Parsons reviewed an Environmental Assessment (EA) prepared for the demolition of Buildings 801, 806 and 871 (DOL 2013). The EA stated Building 871 had been vacant and not maintained since 2005. Further, the building had been surveyed for hazardous materials and the prior use did not indicate prior activity which would have generated hazardous materials or other environmental concerns. Parsons reviewed the Building 871 post-demolition ACM soil sampling report dated 11/22/2019 prepared by AHERA Consultants, Inc. None of the five samples

exceeded the Reporting Limits of 0.25 percent Chrysotile Asbestos or above the 1 percent Actionable Limit. Review of EDR’s database also includes a category of information that EDR classifies as “High Risk Historical Records” which presents unique and proprietary data about past sites and operations that may create environmental concerns but do not show up in current government record searches. One site is plotted within 81 feet to the Subject Property at 4 Brunswick Ave. and is listed on EDR’s Historical Cleaner database. The site is located in an estimated downgradient position from the Subject Property and is not of environmental concern. On the basis of the above information, it is Parsons opinion that the site is not considered a REC or an historical REC to the Subject Property. The scope of services performed for this study did not include the following non-ASTM required Phase I ESA items: radon, asbestos containing materials (ACM), lead-based paint (LBP), lead in drinking water, polychlorinated biphenyl (PCB)-containing material, industrial hygiene, health and safety, mold, indoor air quality, and biological agents. 5.3 Physical Setting Source(s)

The Subject Property is located in the Piedmont of New Jersey. It has the Raritan River to the South and the Atlantic Ocean coast to the east. Based on the topography of the subject property, groundwater is anticipated to flow to the east. Surface water flows east towards Somerset Ambrose Brook, across Plainfield Ave. In additional to several groundwater wells identified in the EDR Report, a 114 ft. irrigation well is present in the core of the JCC campus near the swimming pool. Across from the entrance to the JCC is a domestic well, at 100 ft. Due to COVID-19, additional online research has been stalled at this time as NJ DEP requires an Open Public Records Act [OPRA] record request to obtain additional information on the status of the these and other wells and whether or not water quality parameters are available. Staff have been working remotely since March 2020 hampering their ability to conduct records searches and provide results. It is likely that these records are followed up elsewhere, however, a conclusion on the impact of these well permits cannot be made at this time. 5.4 Historical Use Information on the Property

Historical land uses were investigated to identify historical practices or conditions that may have impacted the Subject Property. This included interviews with individuals familiar with the Subject Property and a review (as available) of aerial photographs, fire insurance maps, city directories, prior reports, and other historical sources. Camp Kilmer Embarkation Camp Camp Kilmer, originally named the Stelton Staging Site, was the largest embarkation camp in the Mid-Atlantic Region during World War II. Embarkation camps played a crucial role in the logistics of supplying troops and supplies to the Ports of Embarkations (POEs). Camp Kilmer was also responsible for equipment inspections and medical clearances (Leynes 2016). Unlike U.S. Army cantonments built elsewhere during WWII, the embarkation camps were not intended to serve a training function and untrained troops were often sent to other locations to complete

training exercises (Leynes 2016). By February 1942, Camp Kilmer contained 1,047 buildings. Camp Kilmer opened in May 1942, although most of the construction was not completed until August (Leynes 2016). One of several World War II Service Club recreational facilities at Camp Kilmer, Building 871 was constructed in 1943 within the boundaries of the Subject Property. According to Leynes (2016): “The Service Club contained a café, library, and dance hall. The café, located in the one-story north wing, served three meals daily and sold sodas, candy, and cigarettes. The two-story library could accommodate 6,000 books. The large, open dance hall in the rear wing was large enough to hold more than 500 couples. Orchestras were brought in to provide music for the dancers.” During the time of the JCC, the T-shaped Building 871 served as the Administration Building until the new facility was built. Building 871 was demolished in 2019. Topographic Map Review

Camp Kilmer, originally named the Stelton Staging Site, was the largest embarkation camp in the Mid-Atlantic Region and was responsible for equipment inspections and medical clearances (Leynes 2016). Camp Kilmer contained 1,047 buildings. Segregated barracks and facilities for African-American troops and Women’s Army Corps (WAC) troops were constructed by 1943 (Leynes 2016; Tryba 2018). The site contained recreational facilities including an amphitheater, swimming pools, basketball courts, baseball diamonds, three outdoor gymnasiums, and a boxing and wrestling arena with seating for 5,000 (Leynes 2016). Camp Kilmer also contained a Prisoner of War (POW) camp for more than 1,000 soldiers from Germany and Italy (Tryba 2018). The camp was closed in December 1949, but a small 100-man contingent standby crew maintained the post (Leynes 2016). Camp Kilmer reopened in September 1950 during the (1950-1953) and closed again in March 1955 (Leynes 2016). With the Hungarian revolt against Communist rule in 1956, more than 200,000 Hungarian citizens left to seek asylum

(Leynes 2016). Camp Kilmer was selected as the central location to receive the refugees and by 1957, 22,258 refugees had been processed (Leynes 2016). The Sgt. Joyce Kilmer US Army Reserve center was established in 1959. In addition to the Reserve functions, active Army units associated with the 19 Nike missile batteries site in strategic areas around New York and Philadelphia were assigned (Tryba 2018). In 1959, an Ordnance Field Maintenance Shop (Building 1072) associated with the Nike Missile Program was constructed at Camp Kilmer for the repair of vehicles and artillery, maintenance of Signal Corps equipment, and accommodation of several types of Nike missiles (Leynes 2016). Disposal of 1,400 acres of Camp Kilmer by the Army began in 1962. 6.0 SITE INSPECTION At the time of the site survey for the Phase I (June 2020), the Subject Property was not being used and the JCC overall was not in session due to the COVID-19 pandemic and associated quarantine procedures. The Subject Property had been visited in February 2020 as part of a data collection for an environmental assessment under the National Environmental Policy Act. On June 4, 2020, Parsons conducted a detailed site inspection of the Subject Property and adjacent properties to determine their environmental condition. See Section 16.3 to review the site inspection photographs from both site visits. The following sections are based on observations made by the environmental professional during the site inspection. 6.1 Methods and Limiting Conditions

Parsons contacted Lonnie Hall, the Center Director, to schedule the site inspection. Due to security, safety, and access concerns, an escort was required for the site inspection. 6.2 General Site Setting

The Subject Property is located in Edison, New Jersey, and encompasses approximately 4.27 acres. Building 871 has been on the Subject Property but was very recently demolished (December 2019). Additional details observed during the site reconnaissance are discussed below and documented in photographs presented in Section 16.2. 6.3 External Observations

The Subject Property is located on a parcel of land that is 4.27-acres and is covered with recently planted grass after the demolition of the Building 871. The site has an asphalt parking area with stains within parking spots typical of a parking lot. This minor staining represents a de minimis condition and is not considered a REC to the Subject Property. The site inspection did not identify any manufacturing and process areas; chemical storage areas; hazardous waste storage areas; suspected disposal areas; subsurface structures such as drains, sumps, septic systems, and tanks; electrical equipment which may contain PCB; evidence of historical uses; and soil staining or impacted vegetation. A site area and vicinity maps are provided in Section 16.1 and photographs of the Subject Property are provided in Section 16.2. 7.0 INTERVIEWS Because the site was visited on two occasions, information gathered during the NEPA process and Phase I ESA were utilized for the ESA. 7.1 Interview with Owner

Lonnie Hall JCC Center Director Wendy Dillon JCC Director, Finance and Administration Ms. Dillon, who was interviewed during the June 2020 Site Visit, reported the former use of Building 871 was as an Officer’s Club. She had no knowledge of any current or historical adverse environmental conditions at or around the Subject Property. Mr. Lonnie Hall was interviewed during the February 2020 Site Visit for data gathering for the environmental assessment. He had no knowledge of any current or historical adverse environmental conditions at or around the Subject Property.

7.2 Interview with Site Manager

Because the site was visited on two occasions, information gathered during the NEPA process and Phase I ESA were utilized for the ESA. Misael Diaz 2020 Visit Maintenance Manager The escort for the Phase I site visit, Mr. Diaz, Maintenance Manager, was most beneficial for obtaining information on the condition of Building 871 before its demolition. He mentioned the building had an asbestos containing material (ACM) abatement which included air monitoring and post-demolition soil sampling for ACM. He recalled there no tanks on site as the building had gas heat; only cleaning chemicals were stored in the building (all other maintenance supplies were held in Building 18 (Maintenance). Mr. Diaz mentioned the basement of the building held the mechanicals for the building to include the boiler, no other tanks. He saw no footprints or other markings indicating there had been heating oil tanks stored in that area. 7.3 Interviews with Occupants

Occupants of the Job Corps Center were not made available for interview. 7.4 Interviews with State and/or Local Officials No state or local official were interviewed. 7.5 Interviews with Others No others were interviewed. 8.0 FINDINGS This assessment has revealed the following findings in association with the Subject Property within the specified search radius: 8.1 Subject Property

A review of the Environmental Assessment and associated documents for the demolition of Building 871 indicate that a UST may have been kept onsite, but was not associated with any leaking or remediation. No visible signs from the site visit would indicate any RECs are associated the recently restored building footprint, parking area, or the grassy area to the east. 8.2 Adjacent Properties

Edison JCC Core Campus. Due to COVID-19 and the unavailability of NJ DEP staff to prepare OPRA records requests, conclusions on the significance of several records are not possible including: • Known Contaminated Sites o PI ID Numbers 026619 (2/12/1994): If the contamination is based solely on the spills associated with the 1994 UST removal. Due to the inconsistent nature of the tank nomenclature at the site, it may be referring to the same tank. If so, the site has been closed and would not be considered a REC to the Subject Property. • NJ Brownfields: the 2001 Remedial Action Report determined there was no groundwater contamination. If the record in the database is based solely on the potential for groundwater contamination, the record should be removed and would not be a REC for the Subject Property. • NJ Spills case numbers: o 4/28/1999 (Vacant Building), o 9/3/2006 (Case # 06-09-03-1608-05), o 9/3/2006 (Case # 06-09-05-0824-57), and o 7/30/2009 (Building 802).

There is no indication that activities on the Subject Property have contributed to any environmental concerns on adjacent properties. Pending a Return to Work Order for NJ DEP staff, reliable conclusions of the impact of several environmental records identified in Section 5.0 and summarized in Section 8.0 cannot be made at this time due to COVID-19 work restrictions. This is considered a significant data gap. 10.0 CONCLUSIONS Parsons has performed a Phase I ESA report in conformance with the scope and limitations of ASTM Standard E1527-13 of the Subject Property located in Edison, New Jersey. Any exceptions to, or deletions from, this practice are described in Section 2.4 of this report. No RECs were identified for activities on the Subject Property, however, because of the significant data gaps, an overall conclusion on activities adjacent to the Subject Property is not possible. 11.0 DEVIATIONS Parsons conducted this Phase I ESA in conformance with the scope of ASTM Standard Practice E1527-13 with the following limiting conditions and/or deviations: • Not all the Additional Environmental Records findings reported by EDR were searched and evaluated. Due to the large number of findings, only those findings that were most likely to elicit environmental liability concerns to the Subject Property, as determined by the Environmental Professional, were included and evaluated in this report. • This Phase I ESA also deviated from ASTM Standard E1527-13 with those Additional Services specified in Section 12.0. 12.0 ADDITIONAL SERVICES Since an environmental assessment was in development previously, the following information was requested for inclusion by GSA: cultural resources, endangered species, wetlands, and ecologically critical areas. 12.1 Cultural Resources

A site files search was conducted online with the NJ Historic Preservation Office (HPO) Cultural Resources Geographic Information System (CRGIS). Archival research included a review of historic maps and photographs. No previous cultural resources surveys have been conducted and no previously recorded cultural resources have been identified. 12.1.1 Archaeological Resources Based on the CRGIS archaeological site grid layer, the Subject Property is not located within any ½ mile grid cell indicating the presence of archaeological districts or sites that are National

Historic Landmarks, are listed in the New Jersey or the National Register of Historic Places (NRHP), are considered NRHP or state eligible resources, or have been identified through early 20th century statewide archaeological survey, modern cultural resources survey or other HPO documentation. The Subject Property was extensively disturbed by construction of the Service Club recreational facility (Building 871) associated with Camp Kilmer, a U.S. Army embarkation camp during World War II and recent demolition (2019) of the Building 871. Subsurface features related to Building 871, the Service Club recreational facility, may include the original concrete footings, the concrete floor of the boiler room, and concrete foundations for the chimney, and utility lines and trenches (Leynes 2016). Although archaeological resources such as concrete surface features and subsurface utilities may occur, they are not likely to be considered eligible for the NRHP based on their limited research potential and loss of physical integrity. No intact archaeological sites are expected to occur within the Subject Property. 12.1.2 Architectural Resources The Camp Kilmer Military Reservation Historic District received an Opinion of Eligibility from the NJ HPO in 1987 and 1988. The district is eligible under Criterion A, for its association with military history in the United States, specifically its role as a staging area for troops embarking for and returning from Europe during and after World War II, and with its associations with the resettlement of Hungarian refugees in the United States in 1956-1957. The district is also eligible under Criterion C as it represents distinctive characteristics of World War II-era temporary Army construction (Leynes 2016). Three historic buildings within the Edison Job Corps Center, including Building 871, were considered contributing elements to the Camp Kilmer Military Reservation Historic District and a proposal by DOL for building demolition resulted in an adverse effect under Section 106. A memorandum of agreement (MOA) was developed and executed to resolve the adverse effects to the contributing elements of the historic district within the Edison Job Corps Center (DOL and NJ HPO 2013). All three buildings, including Building 871, were recorded to Historic American Building Survey documentation standards (Leynes 2016) and an interpretive sign was installed in accordance with the MOA. All three historic buildings were demolished in 2019. No extant architectural resources occur within the Subject Property; however, the excess property is located within the boundaries of the Camp Kilmer Military Reservation Historic District. 12.1.3 Properties of Religious or Cultural Significance to Native American Tribes Native American Tribes with a potential interest in the project area based on location or historical ties to the area were identified online by the New Jersey Commission on American Indian Affairs: Powhatan Renape Indians and the Ramapough Lenape Indian Nation. Based on a preliminary review, no properties of religious or cultural significance to Native American tribes are known to occur within the proposed project area. 12.1.4 Indian Trust Resources Indian trust assets are legal interest in property held in trust by the United States for Native American Tribes or individual Native Americans. Management of Indian trust assets are based on the requirements included in the Secretary of the Interior’s Secretarial Order No. 3206, “American Indian Tribal Rights, Federal-Tribal Trust Responsibilities, and the Endangered Species Act,” and Edison Job Corps Center Final Phase I ESA 34

Secretarial Order No. 3175, “Departmental Responsibilities for Indian Trust Resources.” Indian trust assets do not occur on the Subject Property. 12.2 Threatened and Endangered Species and Critical Habitats

The USFWS Information, Planning, and Conservation (IPAC) System was reviewed to determine if any federally-listed endangered or threatened species may occur in the project area (USFWS 2019). According to IPAC, the federally threatened Indiana Bat (Myotis sodalist) and Northern Long-eared Bat (Myotis septentrionalis) have the potential to occur at or in the vicinity of the project area. Further review of information provided by the NJ field office of USFWS indicated that there are no hibernacula, maternity roosts, or other know roost trees in Edison Township, therefore, there is only the potential for them to occur in the Township. Further looking at potential habitat available on site, their presence is unlikely due to the developed nature of the site, proximity to Plainville Ave. and associated night lighting. The proposed project area is not within any designated critical habitat. The DOL has determined there would be no effect on these species because their presence is unlikely. 12.3 Wetlands

Wetlands are areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and in normal conditions do support, a prevalence of vegetation adapted for life in saturated soil conditions. The USFWS National Wetlands Inventory (NWI) is a publicly available resource that provides detailed information on the abundance, characteristics, and distribution of United States wetlands. USFWS NWI maps were reviewed for the potential occurrence of wetlands on the Subject Property of the Edison Job Corps Center. Per USFWS NWI mapping, no wetland habitat are present on the Subject Property or the JCC (USFWS 2019a). 12.4 Ecologically Critical Areas

The CEQ regulations (40 CFR 1508.27(b)(3)) require consideration of the severity of impact (intensity) on unique characteristics of the geographic area such as proximity to ecologically critical areas. The Edison Job Corps Center excess property is located in an urban area with nearby residential and industrial uses. The campus itself is developed with multiple buildings, asphalt and concrete paved roads, parking areas, and sidewalks, and landscaping. The Subject Property is a recently seeded grass covered lawn with limited tree cover, an asphalt paved parking area, a short segment of concrete sidewalk, and a small memorial fountain. The site is in New Jersey’s coastal zone, particularly within an area that requires consideration under New Jersey’s Coastal Area Facility Review Act (CAFRA). However, due to the distance to CAFRA concerns, this site is not considered ecologically critical.
