For 2016, GDP growth is expected to moderate to 4-5%, current account surplus at 0.5-1.5%, and inflation at a wider range of 2-3%. 2015 KLCI Target: 1,600 Domestic demand to drive GDP growth We forecast 5% GDP growth in 2015 and 5% in 2016. At first glance, the 4- Narrowing government fiscal deficit 5% range in 2016 looks unexciting. However, closer examination reveals that the government is expecting resilient domestic demand but with a bigger drag from the external environment. It sees domestic demand rising 5.9% this year and 5.5% in 2016 versus our 6% and 5.8% forecasts, respectively. Instilling fiscal discipline The government has made clear its intention on fiscal discipline. In 2015, it expects to hit the 3.2% fiscal deficit target, or RM37bn. Development expenditure is on track at RM47.4bn from its original allocation of RM48.5bn.

    Second Schedule EIA for The Proposed Tin Ore Smelting and Refining Plant on Lot PT 64536, PT 64537 and PT 64538 of 12.049 Acres, Jalan Perigi Nanas 6/1, Pulau Indah Industrial Park, Westport, Port Klang, 42920 Pulau Indah, Selangor Darul Ehsan EXECUTIVE SUMMARY 1.0 PROJECT TITLE This Environmental Impact Assessment (EIA) Study is entitled “Second Schedule EIA for The Proposed Tin Ore Smelting and Refining Plant on Lot PT 64536, PT 64537 and PT 64538 of 12.049 Acres, Jalan Perigi Nanas 6/1, Pulau Indah Industrial Park, Westport, Port Klang, 42920 Pulau Indah, Selangor Darul Ehsan” (hereinafter referred to as "The Project"). 2.0 PROJECT BACKGROUND Malaysia Smelting Corporation Berhad (hereinafter referred to as “Project Proponent) intends to operate a new tin ore smelting and refining plant in Pulau Indah Industrial Park. Currently, the Group's smelting facility in Butterworth operates one of the lowest cost smelting plants in the world, converting primary, secondary and often complex tin bearing ores into high purity tin metal for industrial application. The plant has a production capacity of approximately 40,000 tonnes of a refined tin a year which is produced by using reverberatory furnace technology. However, with the rapid development and changes of land use in the surrounding area of current MSC facility in Butterworth, there is a need for MSC to find a suitable new site and set up new facility to relocate the existing operation in Butterworth. In 2016, MSC through its subsidiary M Smelt (C) Sdn. Bhd., acquired three parcels of industrial land, plant and machinery inclusive of a production facility in Pulau Indah, Klang.

SECTION 4 : EXISTING ENVIRONMENT 4.1 INTRODUCTION The LRT3 Line traverses highly developed areas in Selangor, passing through multiple residential, commercial, industrial and institutional areas. The 36 km stretch of the alignment will traverse major highways and roads within Petaling Jaya, Shah Alam and Klang. The existing environment along the alignment is described in the following sections. 4.2 TOPOGRAPHY The LRT3 Line traverses along the terrain with elevation ranges from RL 0 m to RL 50 m. The lowest terrain is located at Klang while the highest point is recorded around Tropicana Station (Figure 4-1). 4.2.1 Segment 1 (One Utama Station – Persada PLUS Station) The existing ground level at One Utama Station is about RL 35 m and it declines to aprpximately RL 26 m at Damansara Utama Station. The ground level rises to RL 50 m as it reaches the Tropicana Station. The elevation then declines as it approaches the Lien Hoe Station at RL 40 m. From the Lien Hoe Station, the ground descends and rises occasionally until the Dataran Prima Station at RL 40 m. From there onwards, the elevation starts to decline to about RL 20 m to RL 24 m at Persada PLUS Station. 4.2.2 Segment 2 (Station 3 – Bukit Raja Station) The terrain at Station 3 Station is relatively flat at elevation about RL 20 m and rises gradually as it reaches the Temasya Station at RL 35 m.

    CONSTRUCTION Sector report 11MP highlights 22 May 2015 OVERWEIGHT Mak Hoy Ken (Maintained) [email protected] 03-2036 2294 Rationale for report: Sector update Investment Highlights Development spending is 13% higher at RM260bil. Under the 11th Malaysia Plan (11MP), a sum of RM260bil has been allocated for development spending over the next five years (i.e. 2016-2020). This represents a 13% increase from the RM230bil allocated under the 10MP. During this period, the government has pencilled in a growth of ~10% p.a. for the construction sector. Key project highlights: Several key infrastructure projects announced earlier continue to anchor the fresh allocation for development spending over the next five years. They are:- (i) Klang Valley MRT 2 (Sg.Buloh-Selayang-Putrajaya); (ii) Klang Valley LRT 3 (Bandar Utama-Klang); (iii) KL-Singapore High Speed Rail; (iv) Five new power plants with a combined capacity of 7,626MW; (v) New highways outside Klang Valley (i.e. Pan Borneo Highway, Central Spine Road, Kota Bharu-Kuala Krai); and (vi) Expansion of water & sewerage networks. Public transport & water/sewerage among the key features: As per our sector update on 19 May 2015, the 11MP provides fresh impetus for newsflow on projects, and lifts the order book prospects of Malaysian contractors. We continue to advocate a bottom-up approach in screening potential beneficiaries of the 11MP. Not surprisingly public infrastructure projects – namely the Klang Valley MRT and LRT projects – will be a key feature under the 11MP. We foresee the MMC-Gamuda JV as the frontrunner to bag the tunnelling contract for the upcoming MRT2 line, as it has the edge of being the Project Delivery Partner (PDP) for both the MRT 1 & 2 lines.
