Loughton Conservation Area Review February 2014 Foreword 35 years have passed since the Loughton conservation area was established but during that time (and despite considerable changes to the area) the character statement which identifies the special interest of the area has never been reviewed or updated. There is much about the old village of Loughton in Milton Keynes which has been successfully preserved and this creates a place which is of unique character and interest which is much loved by residents. There is a strong local feeling that residents want to see these characteristics preserved and sympathetically incorporated within any future and sustainable development of the area. Loughton Parish Council has been pushing for a review of the conservation areas statement for some time now; but it has eventually become clear that to make this happen, the Parish Council has to take the initiative and commission the work itself. Milton Keynes Council are the planning authority for this area, and after the consultation exercise and any revisions resulting from it, the Parish Council will be applying to them to adopt this document as the new conservation area review. I sincerely hope they will adopt the statement and apply it to future planning applications within the area. I am grateful to MK Council Conservation and Archaeology for their assistance and co-operation, and for engaging with us in the preparation of this statement. I am also grateful to local residents and other local stakeholders such as the Parks Trust for engaging with us in this project. I would like to particularly thank Peter Howard for his commitment and expertise in authoring this review. -

RESOLVED - That the Minutes of the meetings held on 3 July 2018 and 4 October 2018 and the meeting of the Sub-Committee held on 11 June 2018 be approved and signed by the Chair as correct records. ST17 DECLARATION OF INTEREST None were declared. ST18 PUBLIC INVOLVEMENT No members of the public were present. ST19 PERIODIC REPORT OF THE MONITORING OFFICER The Committee considered the Periodic Report of the Monitoring Officer, who reported the following update: The two older complaints dealt with by the Sub-Committee required final closure. The draft Minutes of the meetings held on 16 November 2018 and 21 November 2018 would be submitted to the next meeting of the Committee for approval. In respect of the complaint at Bradwell Parish Council, the Council was following up on information with the complainant as the complaint form had not been received. -

He has decided to dismiss the appeal and refuse planning permission. DELEGATED DECISION - 20 NOVEMBER 2018 INTRODUCTION OF 20MPH SPEED RESTRICTIONS INTO NEW AND EXISTING RESIDENTIAL ESTATES. The Council Plan 2016 – 2020 sets out how Milton Keynes Council will work to achieve its ambitions for Milton Keynes and includes a Transport commitment to introduce 20mph speed limits into new estates and to support any community that requests a 20mph speed limit. Unitary Councillors Report December 2018 Snippets • Levante Gate – spoken with officers and no further contact from Guinness so I suggest this issue has been put on the back burner. • Blocked Gullies – residents in Bow Brickhill are naturally concerned by the fact that the guillies still appear blocked causing pooling and pedestrians risking getting soaked by passing vehicles. Carl Devereaux writes; The Gullies and Side entry kerb weirs where cleared as part of the whole of Bow Brickhill as requested by the Local Council September 2018 At the time it was requested to have Serco in to clear the excessive silt in the kerb lines in this location and the rest of the village. -

ITEM 9 Station Merger Consultation: Feedback and Recommendations Buckinghamshire & Milton Keynes Fire Authority MEETING Fire Authority DATE OF MEETING 10 February 2016 OFFICER Paul Holland, Head of Projects & Transformation LEAD MEMBER Councillor Catriona Morris SUBJECT OF THE Station Merger Consultation: Feedback and REPORT Recommendations EXECUTIVE SUMMARY This report summarises the response to the Authority on a public consultation into a proposal to merge Great Holm and Bletchley Fire Stations with Thames Valley Police into a purpose built ‘blue light hub’ located in West Ashland in Milton Keynes. The consultation ran for eight weeks between 14 September 2015 and 9 November 2015. The Public Safety Plan (PSP) 2015-20 set out the strategic approach the Fire Authority will be taking to deliver the fire and rescue service. This included a commitment to deliver five area reviews that would look at a range of things including: “the right number and location of fire stations which may involve moving, merging, closing or co-locating with other blue light services” This consultation was part of a continuing dialogue with the public, which began with the ‘listening and engagement’ research (November/December 2013) which we did with the public prior to embarking on the development of the 2015-20 PSP, followed by the full PSP consultation which ran for 12 weeks (22 July–13 October 2014) with findings reported to the 17 December 2014 CFA meeting. The purpose of this report is to: - Present to the Authority the results of the public and staff consultations into this merger; - Make recommendations based on the responses we received from across the different methods of consulting. -

Public Open Forum Richard Freeman (Simpson and Ashland) announced that Simpson and Ashland Parish Council had been offered the use of Speed Indicator Devices (SID’s) through Adrian Carden (Road Safety Team Leader, MK Council) and were seeking the involvement of neighbouring parish councils. Training was on offer. A total of 4 volunteers were needed. More information would be forthcoming. To be added to the next agenda. Les Burgess (Chair of the Patch Allotment Association) relayed the Association’s thanks for the financial contributions from the Parish Council towards the Bee Project and the Open Day. The latter had been a great success, with a strong turnout. £126 was raised. Charlotte Hall (WotGS) asked for any update on the Conservation area status. No change at present. Phil Wareham (WotGN) advertised a new event proposed by the retail businesses at Oakgrove who planned to run a Fun Day on the last weekend in August and were seeking community involvement. Caroline Cooke (WotGS) complained of fires being lit by plot-holders in the allotments without due regard for neighbours. Fires had been lit when weather conditions were too still to ventilate the smoke or too late in the day and left to smoulder late into the evening – this caused a real nuisance making her shut all windows during hot nights. -

My submission relates to the proposals for the area of Milton Keynes Council covered by my Milton Keynes South Parliamentary constituency; namely the existing 11 wards of Stony Stratford, Loughton Park, Emerson Valley, Furzton, Denbigh, Whaddon, Bletchley & Fenny Stratford, Eaton Manor, Woughton, Walton Park and Danesborough. I support the Commission’s proposed Tattenhoe and Woughton & Fishermead wards. However, I have proposed an alternative warding for the other areas of my seat. In addition, I have made suggestions for the remaining areas of Milton Keynes. This is simply to show that my proposals for the area covered by my constituency do not result in difficulties in composing wards in the rest of Milton Keynes. While I would argue that my proposals do reflect local communities and ties, other proposals may be preferable. For the MK South areas, I have been able to come up with an arrangement that preserves the “Western Flank” area (with the boundaries of the A5, A421 and the council boundary) and the Bletchley area (covered by Bletchley & Fenny Stratford Town Council and West Bletchley Parish) without a cross‐community ward that has attracted some criticism. -

Since our last edition we have been busy and have lots to tell you about. In a first for the Council I am pleased to inform you that we have now taken over the ownership of Browns Wood Sports Ground from Milton Keynes Council through the Community Asset Transfer scheme. This presents many opportunities for the Council, some of which you may be aware of, like the building of a Pavilion and enhancing the play facilities. Walton Community Council’s Events Working Party has also been busy throughout the summer organising events for the community, including the Family Fit and Fun day and our Summer Fayre. Both events were well attended, especially the recent Summer Fayre, and although it had to be held indoors due to the windy weather, this did not seem to dampen the community spirit.
