Calls on the Council, the Commission and the Member States to abrogate Article 51 of the Draft Constitutional Treaty and, in particular, calls on the representatives of Belgium, France, Luxembourg and Sweden to use their veto at the IGC, in line with the amendments on the abrogation of Article 51 which they tabled during the work of the Convention.
