1. Opening Remarks – Ted Reid Ted Reid welcomed everyone to the meeting including Mary Thomas of CJBQ and Brice McVicar of the Belleville Intelligencer. As well, a special welcome, on behalf of the QEDC Board, was made to Glenn Kozak, Executive Director of Trenval Business Development Corporation. Glenn has had extensive experience and awareness of QEDC activities and mandates through his previous role as Chair of the Trenval BDC Board. Glenn thanked Ted for the warm welcome and advised that it’s business as usual and looks forward to working with the QEDC.

4. Executive Committee Ted Reid advised the board that the Executive Committee has nothing to report at this time.

5. Chris King – Activity Report

Trenval Board Meeting Chris attended the Trenval BDC board of directors meeting. Attending these meetings provides an opportunity to inform and raise awareness of QEDC and activities.

Newsmaker Sunday Radio Program Chris participated in the Newsmaker Sunday Radio Program which is hosted by Mary Thomas of CJBQ. Chris thanked Mary for allowed him the opportunity to discuss the QEDC activities and the success of the recent webinar meetings.

Presentation to Secondary School Teachers Skills Professional Development Day Chris, along with representatives of the QMA, Loyalist College, Auto Trades and Construction Trades, participated in a secondary school teacher skills professional development day at Loyalist College. This event provided an awareness raising opportunity regarding local manufacturing sector and workforce needs.

FedDev Representative Meeting Chris met with the new FedDev representative to provide formal introduction of the QEDC mandates and also provide awareness to upcoming workshops/events and projects, including the Labour Market Partnership project.

Launch Lab – Client Meetings Chris connected a couple of QEDC clients with Launch Lab in effort to assist them with their company start-ups. Launch Lab, the newest partner at the Quinte Business Development Centre (QBDC) works with technology based companies in life sciences and healthcare, information technology, cleantech, and advanced manufacturing. The Launch Lab team is comprised of entrepreneurs, investors, ex-CEO’s, and professional analysts who assist with unique companies grow and bring innovative, technology based products to the marketplace.

Bay of Quinte Council Board Meeting Chris attended a Bay of Quinte Council Board Meeting.

Lead Generation / Response to Leads There have been a number of site tours and client visits, as well as meetings held with clients requiring some guidance throughout their investment investigation process at QEDC offices. The office continues to work with its municipal partners in preparing and providing community and sector specific response packages. Please refer to Vicki’s report for additional details.

Marketing Initiatives (CRM, Website, New Booth, Webinars, Content Development Plan) There have been a number of marketing initiatives implemented to promote the Bay of Quinte region. In addition to social media upgrades/utilization (Twitter, Facebook, LinkedIn, YouTube), the website content has been re-written using Word Press software. Rachael now has the capability to update the new website content when required. The Available Property listing function on the website is being re-developed to tailor to current internet search engine patterns as well as website viewers. A content development plan is now in place and content is being developed for use in various marketing platforms. A new tradeshow booth has been completed and was used at PACKEX. To better manage investment, accounts, contacts and marketing, a CRM (Customer Relationship Management) contact management software system, Microsoft Dynamics, has now been implemented and is now utilized on a day-to-day basis. To encourage Canadian Consulate engagement, Vicki has developed QEDC awareness Webinar presentations which will be presented during already scheduled online Consulate meetings. Vicki provided an example of a webinar to the Board to educate them on how it works and looks. As well, an example of how the CRM contact, lead and marketing system works was also presented to the Board.

SIAL International Food Show - April 30 – May 2 Under the East Economic Development Commission (OEEDC) sector partnership umbrella, Chris attended the SIAL Show in . The OEEDC Lead Generation consultant setup a meeting with a European food company while attending the event. The exhibit space of 10’ x 20’ provided ample showcasing space for a number of Eastern Ontario food companies and their products. SIAL Canada, the International Food & Beverage Tradeshow, co-located with SET Canada, the National Food Equipment and Technology Tradeshow, cater to North American food-industry professionals. The show included 14,000 professional visitors from 61 countries, with over 700 exhibitors, all located in over 230,000 sq/ft of exhibiting space.

PACKEX Toronto - May 14 – 16 The QEDC exhibited at 2013 PACKEX Toronto – Packaging Trade Show. Chris, along with Vicki, Karen Poste, Linda Lisle, Mike Hewitt and other community representatives attended to assist with the booth and walk the show. The event provided an opportunity to showcase the new QEDC tradeshow booth, as well as display the recently completed company videos. A high number of local companies were also exhibiting, as well as visiting. The QEDC booth also featured our local case study videos and also heavily promoted the availability of the ExxonMobil facility. Networking at the event resulted in some leads which the office is following up on. PACKEX is held every other year and is held in conjunction with Plast-Ex, Design & Manufacturing Canada, ATX Canada, and Sustainability in Manufacturing and was held at the Toronto Congress Centre, which boasts an exhibition hall nearly 200,000 square feet in size.

Supply Chain & Logistics (SCL) Conference – May 13 – 15 Under the Ontario East Economic Development commission (OEEC) sector partnership umbrella, the QEDC attended some events at the SCL Conference. SCL was held during the same time as PACKEX Toronto. To ensure quality networking/contact building opportunities at both shows, a schedule was developed. SCL was held at the Mississauga Convention Centre which is in close proximity to the Toronto Congress Centre.

QMA Steering Committee A Quinte Manufacturers Association (QMA) Steering Committee meeting was held to discuss planning remaining 2013 QMA activities, as well as exploring plans/direction for 2014. The QEDC provides administrative support for the QMA.

Manufacturing Resource Centre (MRC) Mike Hewitt continues to assist manufacturers with regard to a number of manufacturing funding programs. In addition, Mike has also been actively involved in working with the QMA Steering Committee in planning of 2013 activities. To keep the good work of the MRC going, EODP funding has been secured for the remainder of 2013 into 2014. Please review his complete report for details on activities.

UPCOMING

CANSEC – May 29-30 Chris and Vicki will be attending the CANSEC Show in . Attending this event will provide an opportunity to network and build contacts within the Defence and Security sector. CANSEC is Canada’s largest defence technology showcase. This year’s show will feature 120,000 square feet of indoor exhibits as well as outdoor static displays.

GlobalMed Plant Tour – June 5 A Quinte Manufacturers Association (QMA) member meeting and plant tour is scheduled to be held on June 5th, hosted by GlobalMed located in . QMA meetings provide an opportunity for members to share information and network. Over 35 people have registered to attend. GlobalMed Inc. is a manufacturer of medical tubing and injection molded components including assembly & packaging services. GlobalMed Inc. offers a full line of medical components for use in anesthesia, respiratory and customized medical applications. Their facility has the latest in manufacturing technology combined with engineering support, R&D capability and ISO registered Quality Systems.

Ontario East Economic Development Commission (OEEDC) Food Sector Team Meeting An OEEDC Food Sector Team Meeting is scheduled to be held on June 7 at the Quinte Business Development Centre (QBDC). This meeting will provide an opportunity to plan remaining 2013 Food Sector Team activities, network and commence with planning for 2014. Chris King is the Chair of the OEEDC Food Sector Team.

Federal Defence & Security Procurement - Pilot Seminar – June 11 2013 In partnership with Public Works and Government Services Canada, the QEDC will be hosting a Federal Defence & Security Procurement Pilot Seminar on June 11 at the National Air Force Museum of Canada. This pilot seminar is aimed at small and medium enterprises that are interested in doing business in defence and security procurement projects with the Government of Canada. Additional presentations have also been arranged including Defence Construction Canada (DCC) Security Sponsorship Program and an Update on the Government Electronic Tendering Service. Over 90 people have registered to attend this informative afternoon event. Prior to the QEDC event, the Ontario Aerospace Council (OAC) will be holding its Eastern Ontario Chapter membership meeting at the same venue and have extended an invite to Quinte companies.

Bay of Quinte Manufacturing Labour Market Symposium - Labour Market Project (LMP) Project – Manufacturers Input Symposium – June 20 The Labour Market Partnership (LMP) project, through the Ministry of Training, College and Universities, will provide an update to 10 Point Plan Report. In 2007, local manufacturers were surveyed in effort to identify their immediate human resource needs. As a result, the 10 Point Plan was developed. During a 5 year period, all points in the plan have been addressed, including the MRC and the Loyalist College Skills Centre. This document, with a 5 year shelf life, is now outdated. Funding has been secured to commence with the new project which will result in further recognizing the current needs of our manufacturing sector. The surveys have been developed and a high number of interviews have been completed/held with various industry leaders to get their needs input. A Manufacturers Input Symposium has been scheduled to development a needs assessment and implement / strategy plan based on the survey data received. The event will be held at the Ramada in Trenton commencing at 8:00am – 2:30pm (approx.). Once the implementation strategy plan has been finalised, a final report will be completed and used as a tool. Please refer to the MRC report for additional details.

Summer Fancy Food Show (SFFS) June 30 – July 2 Vicki, along with Linda Lisle of the City of Quinte West, will be attending the Summary Fancy Food Show in from June 30 – July 2. The Summer Fancy Food Show is North America’s Largest Specialty Food & Beverage Event featuring over 180,000 products including confections, cheese, coffee, snacks, spices, ethnic, natural, organic and more and providing an opportunity to connect with 2,400 exhibitors from 80 countries & regions.

Additional Webinars To further increase awareness of the benefits of doing business in the Bay of Quinte Region, additional Webinars are being developed to target not only Canadian Consulate representatives, but also Canadian Investment Officers. The presentation content will be very similar to the Consulate.

6. Manufacturing Resource Centre (MRC) – Mike Hewitt

Mike Hewitt updated the board on MRC activities since the last board meeting.

QMA Four “Member Needs Help” requests were issued this period. A QMA Steering Committee Meeting was held. The Repeal of the Industrial Exception continues to be a major item with the QMA membership. The QMA is lending its support to efforts by the CME and other organizations to effect changes to this legislation. The chair of the QMA has taken a job outside of manufacturing so a new chair will be appointed soon. A plant tour is planned for June 5th at GlobalMed in Quinte West. Took part in a conference call to plan the 2013 Tri-Association Manufacturers Conference. The QMA has stepped into host this year’s conference. The tentative date is November 13th.

Outreach Fifteen company visits. Continue to participate on the organizing committee for the QBAA. Attended a strategic review of Ontario’s Entrepreneurship Network (ONE). This was held in Kingston and included representatives from cities, economic development agencies, CFDC’s, NRC-IRAP, Launch Lab, MEDTE and FedDev. Have been invited as an extended stakeholder to attend a conference in Toronto where the results of the regional strategic reviews from across the province will be discussed and potential action items/plans may be developed.

Programs 2013-2014 Trenval EODP Recent Loyalist Graduate Hiring Program: - All 18 people employed have reached their initial 3 months of employment. Eight of these people have reached their one year of employment and are due to submit payroll data for their final claim. 2013-2014 Trenval EODP Recent Loyalist Graduate Hiring Program: - Five companies have hired a total of seven Loyalist graduates. - The end date has been moved forward to June 30th from September 15th to ensure the ratio of government support is at or below 50% for the rebate period. Labour Market Partnership (LMP) study: - 58 surveys related to employee numbers have been sent out, 27 have been returned and 2 declined to participate - 50 onsite interviews have been completed; we are targeting 60 or more. - A wrap-up workshop to discuss the survey findings and develop action items is scheduled for June 20th. It will be facilitated by LTKC facilitators. - A final report will be developed in July and follow up surveys will be done in September.

7. Business Development Officer Activity Report – Vicki Bristow Ferguson

Vicki Bristow Ferguson updated the board on activities since the last board meeting.

Activities Consulate engagement – webinars first round completed. Plan to do some additional ones for those people who were unable to attend. In some cases we may do these on a one-on-one basis as required. o One site visit and 4 other leads were generated as a result

Attended Packex show May 14-16th. Was a good event to spread the word amongst the industry that the Exxon Mobil building is now available. Show generated several prospects, a couple long term leads that we’re following up on and a couple possible site visits for the building. First round of commercial real estate e-newsletter has gone out. Promoting available buildings & land via targeted social media (Linked In, Twitter) Spent a week at the University of Waterloo taking year 1 of the Economic Development course

8. Municipal Reports

Municipality of Brighton Mark Walas updated the board on Municipality of Brighton activities since the last board meeting. The Municipality will be formally appointing members to the newly formed Brighton Economic Development Committee (BEDC) at the June 3 council meeting. The first meeting will be held in early July 2013. Mark advised the board that from May 15 – 25, he, along with 9 other Mayors and 1 Deputy Mayor, participated in an economic mission to China. The experience was an amazing opportunity. Mark expressed a thank you for the QEDC for the resource contribution to the gifts associated to the traditional gift exchange. Ted Reid advised that a formal update/presentation of the trip will be made to the Board at a future meeting. Through the BEDC, a community development, and action plan, is being developed. Elisha is developing an inventory of various tools to assist with economic development processes. The industrial park phase 1 expansion project is pressing well. The servicing tender has been released with a submission closing date of June 12. The project is expected to be completed/ move-in ready in approximately Aug / Sept 2013. A “Reinventing Main Street” information session was held and was well received by attendees. Issued building permits YTD April 2013 were $6.7 million compared to $5.9 million in 2012. Gerald Draaistra advised that the Parade of Homes will be held during the June 2 weekend. There are 10 active new subdivisions at the moment. The event will include 1 or 2 model homes for touring. In efforts to collect visitor demographic data, attendees must fill out cards to be able to be entered into a prize draw.

City of Belleville Nothing to report at this time.

City of Quinte West Brad Little updated the board on activities within the City of Quinte West since the last board meeting. A contract has been awarded to Stewart Hood Creative with regard to the development of a secondary events signage project. The digital sign, expected to take 2 years to complete, will be erected on Dixon Drive. The City of Quinte West and Belleville partnered on a Job Fair which attracted 900 job seekers. The Riverfront Square Projects is progressing very well. The area has been completed redeveloped and currently chair/benches are being installed. The grand opening will be held on June 14 at 2pm. Thank you to Trenval for their support of the project. Streetscape Improvements continue to be implemented including interlocking brick, new lamp posts and infrastructure upgrades including repaving of certain road areas. A Small Business Centre (SBC) Workshop was held at City Hall. The City continues to receive inquiries and is working with the QEDC on various projects. Building stats for April 2013 were 52 issued with a value of $6.867 million (includes Price Chopper renovation permit) compared to 49 issued with a value of $4.6 million in 2012. The 2013 YTD issued permits were 110 with a value of $23.4 million compared to 139 with a value of $15.3 million in 2012. The Base construction projects are progressing well. Chuck O’Malley advised the board that as a result of the BR&E project, a 4 page fold-out brochure has been developed to provide to industrial sector senior level management (current and newcomers) which details important key community contact information. The brochure will be mailed all Quinte West industry, along with a letter, and will also we uploaded to the Quinte West website.

9. Trenval Business Development Corporation Glenn Kozak updated the board on activities since the last board meeting. Glenn advised he is still relatively new to the Executive Director position and is focusing on learning on becoming familiar with the Trenval structure, accounts, marketing process etc.. The Small Business Centre (SBC) and Self Employment Benefit (SEB) program receive more funding than the Trenval core business. Both the SBC and SEB have its own business plan and reporting requirements. The SBC has undergone some changes including staffing, as well as an increase in counselling services. Resignation has been received from a staff member of the SBC and the replacement hire, Kristina Walt, will commence employment June 3. Kristina is familiar with local small businesses resulting from her past work experience with the Chamber of Commerce.

A celebration event was held to recognize the Canadian Youth Business Foundation (CYBF) program. Over 20 local businesses have been established due to the program, resulting in over 70 jobs. Successful applicants are provided a volunteer mentor for the first 2 years providing tremendous support. Mark Walas advised that he attended the celebratory event which was very well attended and noted that the CYBF program is another example of the exceptional services that Trenval BDC provides. A grand opening event took place in downtown Belleville for a CYBF client named Exclusive Invites. Exclusive Invites offers unique, upscale wedding/celebration event related merchandise. In order to keep Trent Severn fees stable, it has been announced that services to the waterway have been decreased. As a result, Trenval is working with other organizations in developing a strategic model/plan in effort to restore the service to previous levels. Trenval is providing outreach to various high schools, via the guidance departments, in effort to educate and inform students on the benefits of entrepreneurship and support services available, including CYBF and the SBC “Summer Company” program. Due to the support of Trenval EODP, the Trenton Rowing and Padding Club has constructed a new 100,000 square foot boathouse building which will be opened for Canada Day.

10. Loyalist College Chuck O’Malley updated the board on activities since the last board meeting. A number of training events are coming up including 3 A’s June 12-13, ASQ – this fall and June 18 Forklift Certification. The 2nd “Not for Profit” program graduation ceremony will be held – thank you to Bruce Davis who was a big part of the program development and will receive an invitation to attend. LTKC will be an active participant in the upcoming Labour Market Project (LMP) Strategic Planning Session on June 20. This session will be highly engaging and a very important exercise. In effort to increase international student enrollment, the College has implemented a Global Outreach International Initiative. Currently, the College is in the exploratory stages of working with a Mexican University group looking for a corporate training partner. Convocation ceremonies are coming up which provides a great opportunity to showcase Loyalist College programs, and student successes.
