Longworth Parish Council DRAFT MINUTES of PARISH COUNCIL MEETING. Held at Longworth Village Hall at 7pm on 17th October 2018 PRESENT: Mrs Carlisle (Clerk), Mr. Hodgkins, Mrs Kinch, Ms. Sabathy, Mr Shaw, Mrs Spencer, Mrs Woodford plus 4 members of the public Action 95/18 APOLOGIES Apologies were received from Mr Parnell (working overseas). 96/18 DECLARATIONS of INTEREST There were no declarations of interest. 97/18 MINUTES OF LAST MEETING The minutes of the EGM on 17th August have been amended in line with comments at the previous meeting and duly signed. The minutes from 12th September meeting were put before the Councillors and accepted as being correct and duly signed. 98/18 OPEN SESSION There were no items for open session. 99/18 ANDA FITZGERALD-O’CONNOR (TBC) Councillor Fitzgerald-O’Connor gave the Oxfordshire County Council update. OCC have been busy with lots of road repairs & pothole mending. A long-term partnership between Oxfordshire County Council and Cherwell District Council officially launched on Monday 1 October 2018, as Yvonne Rees started her new role as chief executive of Oxfordshire County Council, alongside her existing role as Chief Exec of Cherwell District. Over time other services are expected to join up where there are benefits to residents, including improving efficiency and customer service. Before any structural changes are made there will be a full business case developed, and councillors from the county council and Cherwell will jointly decide. th Thames Water drop-in session at Steventon Village Hall re proposed reservoir Thurs 25 Oct. There is still money left in the Councillor priority fund if Longworth would like to apply for a ALL grant. Councillors to give some consideration for this and bring suggestions to next meeting. Oxford -Cambridge expressway is still in consultation stage. 100/18 MATTERS ARISING All matters arising were covered in separate agenda items. 101/18 RECEIPTS AND PAYMENTS 11th SEPTEMBER – 8th OCTOBER 2018 Receipts Investment income interest received October 16.21 Northern Allotment water Fee 150.00 Total Receipts 166.21 Payments Gras cutting 135 Audit Fee 200 VAT 67 Footpath Clearing 200 Comet Bus GRANT to 3 Villages account 67 Total Payments 669 The signed accounts were received back from the Auditors, there were no comments or issues found with the accounts. These have been loaded up to the village website in accordance with the Transparency Code requirements. 1021./18 CHURCHYARD/BURIAL GROUND Faculty update 2. Clerk requested Councillor assistance with this job, Mrs Spencer volunteered. GC/KS 3. RESOLVED: Clerk and Mrs Spencer to work on contacting grant funders and completing the faculty application. 1034./18 GRAVESTONE REQUEST 5. A finely honed pale grey granite monument has been requested for the burial ground. 6. RESOLVED: Decision made to reject the request because the stone is finely honed and this GC is disallowed by the new graveyard rules. 104/18 WASTE AND MINERALS PLAN – QUESTIONNAIRE OCC questionnaire completed and submitted stating strong objections to the field at Pinewoods Road being identified as a potential new site in the Plan. 1057./18 OCK CATCHMENT PARTNERSHIP MEETING Will take place on Thursday 22nd November at South Hinksey Village Hall from 2pm - 4.30pm. There will be presentations/updates from Thames Water, The Saving Oxfords Wetland Wildlife project, Letcombe Brooke project, Oxford Fens project, South Midlands Newt Conservation Partnership and the Ock Natural Flood Management project. 8. RESOLVED: Mrs Kinch will try to attend this together with Clerk LK/GC 1069./18 COUNCILLOR RESPONSIVENESS 10. Chair raised a concern regarding the lack of responses on items that require responses when they occur in between PC meetings and when extraordinary meetings cannot be held. 11. RESOLVED: All Councillors agreed to their best to respond quickly particularly when timely response is needed. 107/18 PLANNING MATTERS/APPLICATIONS P18/V2179/HH Single storey self-contained annex. Erection of new detached garage/ store building, formation of new vehicular access and change of use of part of existing paddock to domestic garden. West View Cottage Church Lane Longworth Abingdon OX13 5DX RESOLVED: To support this application P18/V2427/FUL Variation of condition 2 - approved plans on application ref P16/V2801/FUL. Proposed new dwelling with detached garage and erection of detached garage to serve host dwelling. West View Cottage Church Lane Longworth Abingdon OX13 5DX RESOLVED: To support this application PLANNING APPLIACATIONS RECEIVED AFTER ISSUE OF AGENDA None PLANNING UPDATES P18/V1693/FUL Erection of 1no. detached dwelling with associated access Land to the east of Haugh House Church Lane Longworth ABINGDON OX13 5DX & P18/V1694/FUL Erection of 3no. detached dwelling houses and associated access Land to the west of Haugh House Church Lane Longworth Abingdon OX13 5DX Still awaiting revised plans which were due to the Vale several weeks ago. No word from the Planning Office as to when this may go to committee. The Vale is intending holding a 14-day consultation when revised plans are submitted. 108/18 PLAYGROUND INSPECTION No issues. October inspection to be carried out by Mrs Kinch, Mr Parnell November & Mrs Woodford December TREE TRIMMING AND OTHER MAINTENANCE (Goal & Cable – zip wire and Bin) 2 quotes received and issued to councillors, RESOLVED To award the work to BGG 109/18 ALLOTMENT UPDATE Mrs Woodford gave an update a requested some new policies in relation to the Allotments. She also made a request for funding from the PC to take care of a number of major issues for the maintenance of the site. RESOLVED: PC To pay for Tree & Hedge maintenance, repairs to water supply, skip for & removal of rubbish. Mrs Woodford to get quotes for review in November. Separate bank account to be set up in the name of Longworth allotments to be set up to be used for Allotment income and expenditure. RESOLVED: Councillors will consider applying for some of the OCC grant to help with allotment costs. 110/18 CORRESPONDENCE RECEIVED NOT INCLUDED IN ABOVE ITEMS A420 working Party. Mr Parnell had volunteered by email to represent Longworth PC, together with Clerk. 111/18 ANY OTHER BUSINESS A415 closed overnight from 22 - 26th Oct. Messages/Requests to be sent via seven voices & email: GC • Hedges and overhanging trees to be cut back now the dark nights are here for safety reasons • Rubbish/recycling Bins to be put away within 24 hours of being put out Letter to be sent re footpath at the back of school, the fence is leaning dangerously GC towards the path and support slats are a trip hazard; request stake fence to be removed. Resigned councillors and staff to be notified to delete council business off personal computers and destroy or hand back files for GDPR purposes; Clerk to contact resigned GC councillors/staff. GC Per GDPR rules, Councillors need to get council specific email addresses. Clerk to investigate.
