ADDITIONAL INFORMATION TO EAC INDUSTRY-2 (MoEFCC) Installation of Polypropylene unit at Rasayani, Khalapur Taluka, Raigad District, Maharashtra and interconnecting pipelines from M/s BPCL Mumbai Refinery to Rasayani Query 1: Details of protected area/ESA/ESZ within 10 km of the project area/pipeline route. Details of NBWL clearance and its updated status. Reply: The pipeline route is falling within the deemed ESZ area of Thane Creek Flamingo Sanctuary and it is located at a distance of 5.5km from Protected Area of Thane Creek Flamingo Sanctuary. The pipeline route is falling outside of ESZ of Karnala Bird Sanctuary and the nearest distance is 1 km from ESZ boundary. Draft Notification for Thane Creek Flamingo Sanctuary ESZ areas has been published by MoEFCC on 06/11/2019. Online application was submitted on Parivesh Portal for Wildlife Clearance for the pipelines passing through Thane Creek Flamingo Sanctuary on 09/08/2019 (Annexure I). Wildlife Clearance is not required for Karnala Bird Sanctuary as the pipelines falls outside of the ESZ areas. The Wildlife proposal has been forwarded by DFO, Wildlife (Kurla) on 06/12/2019 to APCCF (Mangrove Cell), Mumbai for onward processing. Copy of the same is attached for reference (Annexure II). Query 2: Details of pipeline route passing through mangrove area, details of area to be diverted and conservation plan. Reply: The proposed pipeline is passing through mangroves of 7.8012 Ha (5.3200 Ha Mangrove Forest (not Notified) & 2.14812 Ha – u/s 4 of IFA 1927) in Mahul region. The pipeline is also passing through 14.4658 Ha mangrove areas in Alibaug region. -

Agenda of 115th Meeting of State Expert Appraisal Committee-2 (SEAC-2) Date :4th-5th October, 2019 Time: 11:00 A.M. to 05.30 P.M. Venue:- Conference Hall No. 5, 7th Floor, Mantralaya, Mumbai - 400 032. 1. Accredited Consultant and PP (or his authorized representative as specified at sr. no.2 below) to attend the SEAC meeting along with Design Architect and main coordinators of respective sectors in MEP and traffic during appraisal of their project. The coordinators for DMP, Shadow/Wind/ Heat island analysis and Socio-economic sector etc. will be called as and when required. 2. (A) In case the PP is a Company, the authorized representative may be: i. The Director of the Company duly notified with Registrar of Companies. ii. The M.D. / CEO/ Project Director/ Project Manager on FULL TIME EMPLOYMENT with the PP Company. (The authorized representative to carry (i) resolution of the Board of Directors duly authorizing him to attend SEAC meetings for appraisals duly signed by the person who in turn is authorized by the Company to sign on Company’s documents. (ii) The resolution of Board of Directors about authorized signatories. (iii) Copy of Notification of Directors with Registrar of Companies.) (B) In case the PP is a partnership firm, the authorized representative may be any of the Partner duly authorized by resolution of and authentication by all partners of the firm. The authorized representative to carry said resolution with him. (C) In case the PP is an Individual, then he himself to remain present. In case of Consultants, they to bring certificate of their accreditation with NABET along with copy of minutes of NABET in which sector wise/ function wise names of consultants are approved and period of their approval is mentioned.
