Intro 1996 National List of Vascular Plant Species That Occur in Wetlands The Fish and Wildlife Service has prepared a National List of Vascular Plant Species That Occur in Wetlands: 1996 National Summary (1996 National List). The 1996 National List is a draft revision of the National List of Plant Species That Occur in Wetlands: 1988 National Summary (Reed 1988) (1988 National List). The 1996 National List is provided to encourage additional public review and comments on the draft regional wetland indicator assignments. The 1996 National List reflects a significant amount of new information that has become available since 1988 on the wetland affinity of vascular plants. This new information has resulted from the extensive use of the 1988 National List in the field by individuals involved in wetland and other resource inventories, wetland identification and delineation, and wetland research. Interim Regional Interagency Review Panel (Regional Panel) changes in indicator status as well as additions and deletions to the 1988 National List were documented in Regional supplements. The National List was originally developed as an appendix to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al.1979) to aid in the consistent application of this classification system for wetlands in the field.. The 1996 National List also was developed to aid in determining the presence of hydrophytic vegetation in the Clean Water Act Section 404 wetland regulatory program and in the implementation of the swampbuster provisions of the Food Security Act. While not required by law or regulation, the Fish and Wildlife Service is making the 1996 National List available for review and comment. -

Baldwin, Chair Amsinckiinae is a diverse and ecologically important subtribe of annual herbaceous or perennial suffrutescent taxa with centers of distribution in western North America and southern South America. Taxa in the subtribe occur in all major ecosystems in California and more broadly in western North America, from the deserts of Baja California in the south where Johnstonella and Pectocarya are common, north to the ephemeral wetland ecosystems of the California Floristic Province where a majority of Plagiobothrys sect. Allocarya taxa occur, and east to the Basin and Range Province of western North America, where Cryptantha sensu stricto (s.s.) and Oreocarya are well represented. The subtribe minimally includes 9 genera: Amsinckia, Cryptantha s.s., Eremocarya, Greeneocharis, Harpagonella, Johnstonella, Oreocarya, Pectocarya, and Plagiobothrys; overall minimum-rank taxonomic diversity in the subtribe is ca. 330-342 taxa, with ca. 245--257 taxa occurring in North America, 86 in South America, and 4 in Australia. Despite their prevalence on the landscape and a history of active botanical research for well over a century, considerable research needs remain in Amsinckiinae, especially in one of the two largest genera, Plagiobothrys. -

The Biological Resources Section Provides Background Information
4.5 BIOLOGICAL RESOURCES The Biological resources section provides background information on sensitive biological resources within Napa County, the regulations and programs that provide for their protection, and an assessment of the potential impacts to biological resources of implementing the Napa County General Plan Update. This section is based upon information presented in the Biological Resources Chapter of the Napa County Baseline Data Report (Napa County, BDR 2005). Additional information on the topics presented herein can be found in these documents. Both documents are incorporated into this section by reference. This section addresses biological resources other than fisheries which are separately addressed in Section 4.6. 4.5.1 SETTING REGIONAL SETTING The Napa County is located in the Coast Ranges Geomorphic Province. This province is bounded on the west by the Pacific Ocean and on the east by the Great Valley geomorphic province. A dominant characteristic of the Coast Ranges Province is the general northwest- southeast orientation of its valleys and ridgelines. In Napa County, located in the eastern, central section of the province, this trend consists of a series of long, linear, major and lesser valleys, separated by steep, rugged ridge and hill systems of moderate relief that have been deeply incised by their drainage systems. The County is located within the California Floristic Province, the portion of the state west of the Sierra Crest that is known to be particularly rich in endemic plant species (Hickman 1993, Stein et al. 2000). LOCAL SETTING The County’s highest topographic feature is Mount St. Helena, which is located in the northwest corner of the County and whose peak elevation is 4,343 feet. -

No change recommended. http://www.fws.gov/ecos/ajax/docs/five_year_review/doc3218.pdf (183 KB) DESCRIPTION: Calistoga allocarya, also known as Calistoga popcorn flower, is a small erect herb belonging to the borage family (Boraginaceae). This plant grows 1 to 4 decimeters (4 to 16 inches) in height from a single stem or branches from the base. The lower linear leaves are small and nearly hairless. Small, usually paired, white flowers appear in March and April on a curved inflorescence. The fruit is a small egg-shaped nutlet, with a keel on the back. Calistoga allocarya may be difficult to distinguish from many other species of popcorn flower (Plagiobothrys) . Five other species have ranges that overlap the range of Calistoga allocarya. See Jepson Manual, below, for a detailed description of Calistoga allocarya (as "Calistoga popcorn flower") and the similar species. DISTRIBUTION: Calistoga allocarya grows in the foothill grasslands of Napa County. It is found in mesic (moderately wet) areas, including vernal pools, next to and fed by hot springs and small geysers.
