H. REPORTS

a. Detachment Commander Report Inspector Karuna Padiachi welcomed Chief Karl Thomas, OPP Chief Superintendent, East Region. Chief Thomas advised that OPP is conducting border crossing checkpoints in 5 locations in the East.

Sergeant Croth - Bike patrols are out to educate and patrol parks, trails etc. Constables have spoken to 75 residents, they are happy to see OPP. ATVs were also given warnings. The goal of the bike patrol is to be out during evening hours.

There is an increase in domestic and mental health calls and a decrease in MVCs which is due to the provincial shut down.

OPP are still patrolling the OVRT and downtown core via foot patrol and bike.

I. OTHER BUSINESS

a. Discussion on proposed composition of Lanark County OPP Detachment Police Services Board(s) resulted in the following proposed motion:

THAT the Carleton Place Police Services Board recommends that Council support an OPP detachment board proposal for the Lanark County OPP Detachment based on a two (2) board model comprising an east and a west; and

THAT the east board proposal be comprised of a total of nine (9) members as follows: two (2) from the Town of Carleton Place, two (2) from the Municipality of Mississippi Mills and one (1) from the Township of Beckwith along with two (2) community representatives selected at large and two (2) provincial appointees; and

THAT this scenario be proposed to both the Town’s neighbouring communities and at a meeting of all Lanark County OPP policed communities to enable a proposal to be submitted to the Ministry of the Solicitor General by the June 7, 2021 deadline.

b. Sergeant Croth reminded the Board of the incident reporting structure. Bylaw should be called during their office hours when an incident is occurring. Reporting to OPP and to bylaw can slow the investigation process down.

c. Discussion will be ongoing about future space needs. There are funding options to be explored, but the timelines can be quite long.

d. Concerns about ATV use on the OVRT were raised. Communication to residents about the prohibition of ATVs on the trail will be undertaken in a number of ways.

THAT the Carleton Place Police Services Board recommends that Council approve the installation of signs at all entrances to Town and along the Valley Recreation Trail (OVRT) to advise that All-Terrain Vehicles (ATVs) are not permitted on any roads within the Town of Carleton Place; and

THAT staff communicate this message through its various mediums (CP Scoop, Facebook, Twitter, Website, etc.) to notify its residents.

Re: 2022 Municipal Policing Billing Statement Property Count

Please find below your municipal property count that has been provided to the OPP by the Municipal Property Assessment Corporation (MPAC).

The property count data is based on the requirements defined in O. Reg. 267/14 of the Police Services Act (PSA). The counts are based upon the 2020 Assessment Roll data delivered by MPAC to municipalities for the 2021 tax year. The property counts will be used by the OPP to help determine policing costs in the 2022 Annual Billing Statements.

Please review the count for your municipality and if you have any questions or concerns, please contact your local MPAC Account Manager, Municipal and Stakeholder Relations within 60 days from the issue date on this letter.

Any error in the 2020 year end municipal property count determined as a result of your review, will be confirmed through MPAC and your 2022 municipal billing will be adjusted for the applicable changes.

Re: Decommissioning of Provincial Communications Centre Smiths Falls

On May 27, 2021, the Ontario Provincial Police (OPP) announced that the Provincial Communications Centre (PCC) Smiths Falls – which currently provides call-taking and dispatching services for OPP East Region – would be decommissioned via a phased process, beginning in early 2022. This phased decommissioning will allow the OPP to maintain the high level of service it provides to Ontario communities leading up to, and during, this realignment. Completion is targeted for June 2022.

The OPP regularly reviews and evaluates its facilities as part of ongoing efforts to modernize, reinvest and enhance service delivery to Ontario communities. With advances in technology, there is no longer a requirement for PCC personnel to be physically situated in the particular region for which they provide call-taking and dispatching services. In addition to consolidating operations from five to four PCCs, the OPP is also preparing to implement provincial call-sharing, which will see emergency calls answered by the next available call-taker at any of the OPP PCCs, regardless of the caller’s geographical location. This model will provide an enhanced service to the public by allowing calls to be answered – and officers dispatched – more quickly, leveraging capacity in the PCC system.

As the Bureau Commander responsible for the OPP PCCs, I wish to reassure all police services boards in East Region that service delivery will be unaffected by this change. The same call-taking and dispatching services currently provided by PCC Smiths Falls will be provided from PCC Orillia once the transition takes place in 2022. PCC Smiths Falls personnel are being provided options specific to their individual circumstances, including the opportunity to relocate to another PCC where applicable. Frontline policing in East Region will also be unaffected by the decommissioning, with the same highly-skilled OPP members continuing to provide unmatched public safety service in the community.

Thank you for your understanding as the OPP undertakes this organizational realignment, which will streamline the important public safety call-taking and dispatching services provided by our PCCs.
