Galler, Jr., Ph.D. Western Michigan University, 2000 This study explores the socio-cultural history of a school for Native American students on the Crow Creek Sioux Reservation in central South Dakota. The case study places the school's history (1886-present) within the context of the historic interaction between environment, cultures, and social change on the Great Plains. This work focuses on a Catholic school and the multi-dimensional students and staffwho constitute its story. These individuals acted neither as perpetually passive students nor simplistically sinister administrators. Instead, this dissertation broadly explores the challenging nature of intercultural relations that led to the founding of the school and how tribal/Catholic interactions evolved within the campus environment. Study of the region's history, examination of federaland school administrative documents, and oral histories fromstudents and staff reveal the complex history of education at a school known variously as Immaculate Conception Indian Mission, Stephan Indian Mission, and Crow Creek Tribal High School. Most travelers along this two-lane road focus on getting to the Missouri River near Fort Thompson, or Interstate 90 at Chamberlain. Those who notice may think the building complex out of place on the mixed-grass prairie six miles east of the Missouri River. More curious individuals who drive the mile west of the state road will find a school campus over one hundred years old. The gravestones of Drifting Goose and Reverend Pius Boehm, O.S.B. stand alongside each other in the cemetery behind the school. Their placement symbolically reveals the intercultural nature of the school's founding for Sioux children at the Crow Creek agency. This nationally historic setting has hosted meetings between American emissaries and tribal leaders, caused disputes in Congress over the funding of religious schools, and attracted donations fromCatholic parishes in eastern cities. This dissertation focuses on intercultural relations between Sioux tribal leaders, Catholic missionaries, and American officialson the Great Plains. The first half of the work establishes the environmental setting and explores the historic role of distinct culture brokers in the region. 1 These chapters portray the varied precedents for the founding of the tribal school on the northeast comer of the Crow Creek Sioux Reservation. Within this context, the later chapters provide a case study of the complex history of an educational institution known over time as Immaculate 1 2 Conception Indian Mission School, Stephan Mission, and Crow Creek Tribal High School.2 This work explores the interconnection between environment, cultures and social change within a boarding school administered by Benedictine priests and the Crow Creek Sioux Tribe. Many consider the meeting of distinct natural forcesand cultural representatives as ingredients for conflict. Cultural analysis also reveals, however, that the interaction of distinct traditions can replicate natural environments where ecosystems interact along fluid borders. The Missouri River does this by carving a meandering course that influences and is influenced by adjacent ecological regions as it flows across the Great Plains.     The Filicide Enigma: Was Gen. Henry Sibley’s Son Ha nged in Ma nkato? By Walt Bachman Introduction For the first 20 years of Henry Milord’s life, he and Henry Sibley both lived in the small village of Mendota, Minnesota, where, especially during Milord’s childhood, they enjoyed a close relationship. But when the paths of Sibley and Milord crossed in dramatic fashion in the fall of 1862, the two men had lived apart for years. During that period of separation, in 1858 Sibley ascended to the peak of his power and acclaim as Minnesota’s first governor, presiding over the affairs of the booming new state from his historic stone house in Mendota. As recounted in Rhoda Gilman’s excellent 2004 biography, Henry Hastings Sibley: Divided Heart, Sibley had occupied key positions of leadership since his arrival in Minnesota in 1834, managing the regional fur trade and representing Minnesota Territory in Congress before his term as governor. He was the most important figure in 19th century Minnesota history. As Sibley was governing the new state, Milord, favoring his Dakota heritage on his mother’s side, opted to live on the new Dakota reservation along the upper Minnesota River and was, according to his mother, “roaming with the Sioux.” Financially, Sibley was well-established from his years in the fur trade, and especially from his receipt of substantial sums (at the Dakotas’ expense) as proceeds from 1851 treaties. 1 Milord proba bly quickly spe nt all of the far more modest benefit from an earlier treaty to which he, as a mixed-blood Dakota, was entitled.

I am aware that Yellowstone County, our state's largest county by population has put forward a thoughtful proposal that I hope will be given your full consideration. I would suggest that as you further develop selection criteria for the location and the heroes to include in the garden that you undertake a more robust consultation effort with county, tribal and local governments, as I am sure that other localities in the state may have an interest but may not be aware of the opp01iunity. Should Montana be chosen for the National Garden, my administration would be happy to assist with identifying further potential locations within the state, connecting you with local officials, as well as identifying any existing statues for the garden. The Big Sky State has a long, proud history dating well before statehood of men and women who have contributed greatly to both our state and nation. To provide a comprehensive list of Montanans deserving recognition would be nearly impossible.     65 THE RULE OF ST. BENEDICT AND MODERN LIBERAL AUTHORITY LINDA ZAGZEBSKI University of Oklahoma Abstract. In this paper I examine the sixth century Rule of St. Benedict, and argue that the authority structure of Benedictine communities as described in that document satisfi es well-known principles of authority defended by Joseph Raz. Th is should lead us to doubt the common assumption that pre-modern models of authority violate the modern ideal of the autonomy of the self. I suggest that what distinguishes modern liberal authority from Benedictine authority is not the principles that justify it, but rather the fi rst order beliefs for the sake of which authority is sought by the individual, and the degree of trust between the authority and the subject. I. INTRODUCTION One of the ideas embraced by the West during the Enlightenment was the idea that the only authority that needs no justifi cation is the authority of the self over the self. Any other kind of authority is derivative. Phi- losophers recognized that we cannot live without political authority, so an important project of the early Enlightenment was to show that the au- thority of the state can ultimately be justifi ed by the authority of the self. Other kinds of authority were permitted to disappear, particularly moral and religious authority, both of which are still commonly dismissed as incompatible with personal autonomy. My purpose in this paper is not to critique modern ideas of autonomy or the self. Instead, I want to re- examine the common assumption that pre-modern models of authority violate the modern ideal of the ultimate authority of the self.
