ABOUT DOWNTOWN VISION Over the past year, we’ve continued to add specialized services to our Ambassador program, DTJAX’S BUSINESS IMPROVEMENT DISTRICT (BID) Downtown Vision is the Business Improvement District (BID) for Downtown Jacksonville, helping not only to keep Downtown clean and safe, but actively creating a better place by making a not-for-profit organization funded mainly by Downtown’s commercial property owners needed repairs and connecting needy individuals to services. Thanks to another successful year of through a self-assessment. We’re governed by a large board of directors representing diverse fundraising, our Lively and Beautiful Sidewalks (LABS) program is growing, allowing us to create Downtown stakeholders.     CITY OF JACKSONVILLE, FLORIDA ANNUAL FINANCIAL PLAN FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2007 PUBLIC SAFETY Last year, the Jacksonville Fire and Rescue Department responded to more than 9,000 calls a month. Meanwhile, the Jacksonville Sheriff’s Office responded to approximately 4,000 calls a day. Clearly, public safety is big business – and just as clearly, that “business” is the core responsibility of government. Duval County residents count on emergency responders to answer their calls and to protect lives and property. And it is vitally important that our public safety agencies have the personnel, training and equipment to meet the challenges they face every day. This year’s budget supports these resources. In fact, one-fourth of the city’s overall budget has been allocated to the Sheriff’s Office and Fire and Rescue Department in FY 2006-07. But responding to violence and the unexpected is just part of the public safety picture. Jacksonville’s budget also funds important homeland security and emergency preparedness initiatives. Jacksonville recently distinguished itself by becoming the first local government in the nation to receive Emergency Management Accreditation. As our city grows, so will government’s challenge of ensuring public safety. That’s why it’s important to envision the long term and invest in programs that will help to prevent crime in the future. Mayor John Peyton believes that jobs, education and neighborhoods with a sense of community are the real answers to preventing crime and ultimately enhancing the quality of life for everyone in Jacksonville. He has invested in those priorities through the Seeds of Change: Growing Great Neighborhoods initiative.

And although you probably don’t think about it much, those public servants work for you: their collective job is ensuring your safety and pre- serving your quality of life. Even if you’ve never entered City Hall, never called a local government office for assistance or somehow never connected with the city’s workforce, you have experienced and benefited from their efforts. These hardworking individuals provide police and fire/rescue protection, staff parks and libraries, build and maintain roads and infrastruc- ture, collect trash and yard waste, and so much more. They provide special services for our seniors, help to ensure access for disabled residents and assist Jacksonville’s large vet- eran population with everything from housing to accessing benefits. Without city employees, Jacksonville quite simply wouldn’t be the great community it is. And your tax dollars enable these public servants to do the important work that keeps our city functioning. This year, due to significant property tax changes approved by the state legislature, the City of Jacksonville’s budget is one of the leanest in the history of consolidated gov- ernment. That follows several years of budget cuts in the non-public safety portions of the government. The consequences? City employees have had to make do with less, increase their efficiency even more and look for new ways to stretch every dollar. One thing that hasn’t changed is the city’s emphasis on public service.
