Faha Regional Director SOLID WASTE FACILITY PERMIT NUMBER 001 Facility Name: Loudoun County Solid Waste Management Facility Facility Type: Sanitary Landfill Latitude: N 39° 02' 34" Site Location: County of Loudoun, Virginia Longitude: W 77° 35' 21" Location Description: The Loudoun County Solid Waste Management Facility (LCSWMF) is located at 21101 Evergreen Mills Road, Leesburg, Virginia 20175, on the west side of State Route 621, approximately 1 mile south of State Route 649. Background: The facility is a publicly owned and operated sanitary landfill that serves the residents and businesses of Loudoun County, Virginia. The wastes accepted include those wastes identified in Module II, which is based on the information provided on DEQ Form SW PTB signed May 19, 2014. Solid Waste Permit Number 001 (SWP001) was initially issued to the County of Loudoun by the Virginia Department of Health on May 17, 1971 to operate a 72 acre disposal facility. On November 7, 1984, the Virginia Department of Health issued SWP448 to expand the facility by additional 133 acres. At the request of the County of Loudoun, the Virginia Department of Solid Waste Management consolidated both permits into SWP001, on July 9, 1986, to operate as the LCSWMF. SWP570 was issued to the County of Loudoun by the Virginia Department of Environmental Quality, on September 13, 1994 to construct and operate the Woods Road Solid Waste Management Facility (WRSWMF), located on a site contiguous to the LCSWMF. As part of the fifth permit modification to SWP001, issued on March 20, 2001, SWP570 was consolidated into SWP001. As a result, the amalgamated facility has been operating as the Loudoun County Solid Waste Managing Facility (LCSWMF), consisting of the former LCSWMF, which is referred to as the Loudoun County Landfill Disposal Unit (LCLFDU) and the former WRSWMF, which is referred to as the Woods Road Disposal Unit (WRDU). Loudoun County Solid Waste Management Facility Major Modification Solid Waste Permit 001 May 2020 The consolidated facility consists of approximately 424.3 acres, with an approved Waste Management Boundary (WMB) of 230 acres, based on Part A approval dated June 13, 2000. Prior to this permit modification, the facility was subdivided into the LCLFDU, which comprised 71.7 acres, and the WRDU, which consisted of 126 acres. The LCLFDU included the Old Fill, Phase I, Phase II, Phase IIA, Phase IIB, Phase IIIA, Phase IIIB, and Phase IIIC, and the WRDU was divided into five phases enumerated Phases I to V. As part of the thirteenth permit modification to SWP001, issued on March 20, 2015 landfill mining of the Old Fill was permitted and the disposal area was further consolidated into a single fill mound with a disposal capacity of 27,953,888 cubic yards divided into eleven disposal areas identified as Phase I, Phase II, Phase IIA/IIB, Cell 1 A, Cell 1 B, Cell 1 C, Cell 2A, Cell 28, Cell R 1, and Cell R2. Permit Modification: This permit modification is the 15th to SWP001, which was originally issued on May 17, 1971. This permit modification allows: a) The reclassification of a portion of the permitted WRDU from a municipal solid waste (MSW) unit to a dedicated construction, demolition debris (CDD) disposal unit. The new area will include a 48 acre disposal area divided up into five (5) cells identified as; A1, A2, A3, B1, and B2. This CDD area will have a disposal capacity of 6,140,000 cubic yards. b) Design modifications to the liner, leachate collection, final cover system, stormwater management, and landfill gas collection and control system to accommodate the new permitted CDD disposal unit; and c) Revisions to the groundwater monitoring system including a new Groundwater Monitoring Plan. All previous permit modifications and variances are outlined in details in Module I, Section I.G., and previous approval letters are found in Permit Attachment I-1. THIS IS TO CERTIFY THAT: The County of Loudoun Department of General Services 801 Sycolin Road S.E., Suite 300 Leesburg, Virginia 20175 is hereby granted a permit to construct, operate, and maintain the facility as described in the attached Permit Modules I, II, III, X, XI, XII, XIII and XIV and Permit Documents incorporated by reference. These Permit Modules and Permit Documents are as referenced hereinafter and are incorporated into and become a part of this permit. The herein described activity is to be established, modified, constructed, installed, operated, used, maintained, and closed in accordance with the terms and conditions of this permit and the plans, specifications, and reports submitted and cited in the permit. The facility shall comply with all Page 2 of 7 Loudoun County Solid Waste Management Facility Major Modification Solid Waste Permit 001 May 2020 regulations of the Virginia Waste Management Board. In accordance with Chapter 14, § 10.1 - 1408.1(D) of the Code of Virginia, prior to issuing this permit, any comments by the local government and general public have been investigated and evaluated and it has been determined that the facility poses no substantial present or potential danger to human health or the environment. The permit contains such conditions and requirements as are deemed necessary to comply with the requirements of the Virginia Code, the regulations of the Board, and to prevent substantial or present danger to human health or the environment. Failure to comply with the terms and conditions of this permit shall constitute grounds for the revocation or suspension of this permit and for the initiation of necessary enforcement actions. The permit is issued in accordance with the provisions of § 10.1-1408.1.A, Chapter 14, Title 10.1, Code of Virginia (1950) as amended. Variances that have been approved for this facility are included in Permit Attachment I-1.
