Savonlinna Euroopan Kulttuuripääkaupungiksi 2026 -Hanke Saimaa-ilmiöllä elinvoimaa Järvi-Suomeen - Savonlinna Euroopan kulttuuripääkaupungiksi 2026 -hanke Tausta Euroopan kulttuuripääkaupunkeja (European Capital of Culture, ECoC) on nimetty vuodesta 1985. Suomesta kulttuuripääkaupunkeina ovat olleet aiemmin Helsinki vuonna 2000 ja Turku vuonna 2011. Vuonna 2026 Euroopan kulttuuripääkaupungit tulevat Suomesta ja Slovakiasta. Etelä-Savon maakuntaliitto hallinnoi yhteistyöhanketta ”Kulttuurista elinvoimaa Järvi-Suomeen – Savonlinna Euroopan kulttuuripääkaupungiksi 2026” ajalla 1.3.2019 – 31.8.2020. Hankkeen tuella Savonlinnan, Joensuun, Kuopion, Lappeenrannan ja Mikkelin kaupungit sekä Pohjois-Karjalan, Pohjois- Savon, Etelä-Karjalan ja Etelä-Savon maakuntaliitot tavoittelevat Savonlinnan valintaa Euroopan kulttuuripääkaupungiksi vuodeksi 2026. Savonlinna on hankkeen yhteisesti nimetty ydinkaupunki, koska hakemus jätetään menettelyohjeen (EU/OKM) mukaan yhden kaupungin nimissä. Ohjelma levittäytyy kuitenkin kaikkiin em. kaupunkeihin ja maakuntiin. Ohjelmassa tehtävät toimenpiteet jakautuvat suhteessa kaupunkien omarahoitusosuuksiin kaupunkikohtaiseksi. Kulttuuripääkaupunkihausta käytetään nimitystä Saimaa-ilmiö2026. Euroopan kulttuuripääkaupunkihaku on kaksivaiheinen prosessi. Ensimmäisen vaiheen hakemus, joka käytännössä on 60-sivuinen kirja, tulee jättää Opetus- ja kulttuuriministeriölle 5. toukokuuta 2020 mennessä. Tämä hakemus, hakukirja valmistellaan em. hankkeen puitteissa. Toiseen valintavaiheeseen pääsevät kaupungit julkistetaan valintaraadin esivalintakokouksen päätteeksi Helsingissä 24. kesäkuuta 2020. Mikäli Savonlinna2026 ja Saimaa-ilmiö2026 -hakemus pääsee haun toiselle kierrokselle, tulee täydennetty, maksimissaan 100 sivuinen hakukirja jättää keväällä 2021. Lopullisen valinnan raati tekee keväällä/kesällä 2021 Valmisteluvaiheen jatkohanke Saimaa-ilmiöllä elinvoimaa Järvi-Suomeen - Savonlinna Euroopan kulttuuripääkaupungiksi 2026 -hanketta on suunniteltu kulttuuripääkaupunkivalmistelun jatkohankkeeksi alustavasti Etelä-Savon maakuntaliiton sekä Savonlinnan kaupungin toimesta. Ensimmäisessä valmisteluhankkeessa mukana olevat kaupungit ovat sopineet 7.4.2020, että Savonlinnan kaupunki tai Savonlinnan kaupungin kokonaan omistama hankeyhtiö toimii hankkeen hallinnoijana. Etelä-Savon maakuntaliiton, Etelä-Karjalan liiton, Pohjois-karjalan maakuntaliiton, Pohjois-Savon liiton maakuntajohtajien kanssa 9.4.2020 käydyssä neuvottelussa hyväksyttiin, että Savonlinna toimii hankehallinnoijana. Hankkeen toteutusaika Hanke alkaa 1.9.2020 päättyy 31.12.2021. Hankkeen keskeiset tavoitteet -Työstää ja täydentää hakukirja kulttuuripääkaupunkihaun toiselle kierrokselle, lopullisen valinnan raati tekee keväällä/kesällä 2021. -Rakentaa yhteisiä konkreettisia toimenpiteitä ensimmäisessä hankkeessa luodun Saimaa-ilmiön raameissa ja kussakin kaupungissa vuosien 2022-2026 kulttuuripääkaupunkiohjelmaksi -Pilotoida suunniteltuja toimenpiteitä jo hankeaikana Jokainen kaupunki toimisi vuorollaan kulttuuripääkaupunkina; Tavoitteena on, että jo vuodesta 2022 alkaen muodostetaan alueelta nimettävien Saimaan kulttuuripääkaupunkien tapahtumasarja ja jatkumo, joka huipentuu vuoteen 2026. Alustavasti on keskusteltu, että Saimaan kulttuuripääkaupungit nimetään seuraavasti: v. 2022 Mikkeli, v. 2023 Joensuu (175 vuotta merkkivuosi), v. 2024 Lappeenranta (375 vuotta merkkivuosi), v. 2025 Kuopio (250 vuotta merkkivuosi) ja v. 2026 Savonlinna ja kaikki yhdessä! Hankkeeseen on suunniteltu projektipäällikön sekä hankesihteerin lisäksi henkilöresurssia siten, että kuhunkin kaupunkiin tulisi hankeajaksi kaupunkikohtainen koordinaattori. Rahoitus ja kustannustenjako Hankkeen kokonaisrahoitukseksi on kaavailtu1 350 000 miljoonaa euroa. Hankkeelle haetaan 80 % EAKR- tukea ja 20% rahoitetaan neljän mukana olevan maakuntaliiton sekä osallistuvien kaupunkien kesken tasaosuuksin. Omarahoitusosuus jakaantuisi siten, että Etelä-Savon maakuntaliitto, Pohjois-Savon liitto, Etelä-Karjalan liitto ja Pohjois-Karjalan maakuntaliitto sekä viisi kaupunkia eli Savonlinna, Mikkeli, Kuopio, Lappeenranta ja Joensuun kunkin rahoitusosuus on 30 000 € vuosille 2020-2021 Rahoituksen kokonaismäärä sekä hankkeen varsinainen sisältö tarkentuvat ennen varsinaisen hankehakemuksen jättämistä. Rahoituksen omarahoitusosuuden määrä on 30 000 euroa kullekin toimijalle. Esitys osallistumisesta Savonlinnan kaupunki esittää Etelä-Savon maakuntaliitolle, Pohjois-Savon liitolle, Etelä-Karjalan liitolle ja Pohjois-Karjalan maakuntaliitolle sekä Mikkelin, Kuopion, Lappeenrannan ja Joensuun kaupungeille, että nämä sitoutuisivat Saimaa-ilmiöllä elinvoimaa Järvi-Suomeen - Savonlinna Euroopan kulttuuripääkaupungiksi 2026 -hankkeen omarahoitusosuuksiin kukin yhteensä 30 000 eurolla. In the air surveillance programme concentrations of artificial radionuclides are monitored in the air close to the ground. In 1987, air dust samples were collected in Nurmijärvi, 40 km north of Helsinki and in Rovaniemi. When necessary, sampling was also launched in Helsinki. Several radionuclides originating from the accident in Chernobyl in 1987 could still be detected in air dust samples. The con­ centrations of the prevailing nuclides 134Cs and 137Cs were stable and there was no significant difference between winter and summer. Fresh fission nuclides were detected in March and August. A sharp decrease in the amounts of radioactive substances de­ posited was noted at all the 18 sampling stations as against 1986. The total annual amounts of deposited 137Cs varied at different stations in 1987 from 7.7 Bq/m2 (Rovaniemi) to 1500 Bq/m2 (Kauhava) and those of »° Sr in 1986 from 4.7 Eq/m2 (Tai­ valkoski) to 590 Bq/m2 (Kuhmo) and in 1987 from 1.4 Bq/m2 (Iva­ lo) to 38 Bq/m2 (Kuhmo).
