CUMBRIA ASSOCIATION OF LOCAL COUNCILS SOUTH LAKELAND DISTRICT ASSOCIATION Minutes of 182nd Meeting on 28th November 2019 Part 1 Presentation Councillor Nick Cotton, Chairman of Cumbria County Council (CCC) South Lakeland Local Committee, welcomed everyone to the meeting. Questions for Highways – CCC Contracts Manager, Mark Robinson Several questions had been submitted in advance and Mark Robinson answered them at the meeting. i)Is there a street lighting agreement between parish councils & CCC for the maintenance of footway lights – Mark said that such an agreement had not been agreed. He explained that, in the past, CCC had an ad-hoc arrangement, whereby if a light was out, CCC would just come along and fix it. He said that CCC would like to move to a “managed maintenance service” either with a group of parishes (if each parish only has a few lights) or with one parish (if it has sufficient lights by itself). He confirmed that there is an inventory of every light, whether county road lights or district or parish amenity lights. He said that there is no statutory, legal requirement to light any road; it tends to be historic and within urban areas. He also mentioned that street lights have been removed from ENW electricity poles. Ian Harker is the CCC Street Lighting Officer. ii)Winter gritting: is the process for topping up the bins the same? – Mark confirmed that the process was the same as last year. CCC Highways teams will refill grit bins on request and that parishes should use the CCC website to raise the service request: www.cumbria.gov.uk/roads-transport/highways-pavements/reporting-problem-on- highway/wdm/winterservice He explained that CCC doesn’t generally provide grit bins on gritting routes. It is still supporting heaps at the moment. There are 2,200 heaps and bins in South Lakeland. CCC is in the process of reviewing its winter service. iii)HIMS: some language is still confusing, so are there any plans to make it more user friendly? – CCC’s contract for Highways Information Management System (HIMS) expires in 2021, so there will be a retendering process for a newer, better system before then but historic information will be transferred over. Parishes would like to be consulted in order to give feedback on HIMS. iv)Concerns over verge and hedge cutting – Mark explained that CCC doesn’t do hedge cutting as this is the farmers’ responsibility. He said that the verges are usually cut once a year with timing dictated by the verge’s wildlife interest (they were all assessed for flora a while ago). However, verges at junctions may be cut twice a year for safety reasons. v)Damage of village signs at Burneside - ACTION: Burneside to liaise with Mark Robinson on this. Working Together Update There was an update from Victoria Percival on the Working Together project which is all about parishes doing Highway-related activities (eg. grass cutting) in a safe way and making CCC aware of what Highway-related activities they carry out. CCC can provide in-house supervision, small tools and high visibility clothing for community activities. Every parish will be contacted in December as the service will be rolled out from January 2020. On the webpage (www.cumbria.gov.uk/yourcommunitysupport/workingtogether.asp ) there are two draft generic agreements for both lengthsmen and volunteers. A broad list of activities that parish councils undertake as volunteers or by lengthsmen has been created. It is planned to work with individual parishes on bespoke agreements, tailored to their needs. Ad-hoc activities (eg. daffodil planting) can go in the agreement. An agreement document can be developed with any constituted body (eg. residents association). Asset-Based Community Development (ABCD) CCC Public Health Manager, Mike Conefrey, spoke about assets as the residents themselves, organisations, buildings, the natural environment and the local economy. He said that ABCD is all about bringing people together. He listed the various community wellbeing groups across South Lakeland. He gave lots of examples of ABCD, such as community wellbeing days in Windermere and Ulverston; a community-led plan in Pennington; a tea party in Sedbergh; Kendal family fun day; a lunch club in Grange-of-Sands. Colton pointed out that high second home ownership and holiday lets in their parish makes it difficult to keep the community going and people feel isolated. Mike acknowledged that, with homes costing seven times the average income in the district, there is a major question of who is going to look after the ageing population when people cannot afford to live in South Lakeland, hence the development of a Joint Health and Wellbeing Strategy across the county for example. On the question of funding, he said that there are small funding pots for each community wellbeing group and parish councils may want to financially support partnership projects. ACTION: Amanda McCleery to obtain digital copy of slides and distribute with minutes. CCC Area Manager, Karen Johnson, handed out copies of a draft Eden Transport Toolkit which has been developed by the Eden Area Team in CCC to explain the various community transport options. ACTION: Parish councils to feedback to Amanda as to whether a similar Toolkit should be produced in South Lakeland. David Peters gave his availability for such a meeting to SLDC but, with the General Election announced, he has heard nothing more and is now adopting a “wait and see” approach. iii)Broadband information to share with parishes – Amanda mentioned this comment from SLDC Chief Executive, Lawrence Conway, at the June District Association meeting to David Sykes but he didn’t know anything about it. 28/19 Election of representatives CALC Executive Committee – Peter Smillie was elected to join David Peters, as Leith Hallatsch is now a parish rep. on the Executive Committee. ACTION: Amanda McCleery to give Peter’s email address to CALC Chief Officer, Samantha Bagshaw. CCC South Lakeland Local Committee – Leith Hallatsch was elected to join John Saunders on this committee, as Allan Muirhead has had to stand down for family reasons. ACTION: Amanda McCleery to give Leith’s email address to CCC Secretariat of this committee. 29/19 Items of Interest from Parishes, LAPs & CALC a) Upper Kent LAP – this is the only LAP still functioning. At a recent meeting, there was a lot of discussion of Highways issues and how parishes are struggling to get answers from CCC. b) Windermere – the town council produced a report about traffic and parking in 2017, detailing that there can be 15,000 cars a day in the town carrying about 30,000 people. It was disappointed that no cohesive plan or solutions came out of a recent Sustainable Transport Conference, though there was greater support for some sort of tourist tax. c) Colton – concerned about proposed new car parks at Lakeside and Greenodd in LDNPA’s Local Plan. The suggestion is visitors continue their journeys by bus but the roads are not suitable. It feels that the LDNPA is not listening to their concerns and is only interested in supporting tourism. d) Lancaster to Kendal canal towpath – is being resurfaced as part of promoting it as a towpath trail. Some local parishes are concerned both in terms of aesthetics and wildlife. e) A590 issues – local parishes are pushing hard for a consultation and hoping for a community meeting soon at the Rusland Pool Hotel. There is a need for long term solutions as there are major safety issues and the problem of diversion routes when it is closed. f) Pennington – has published and distributed its community-led plan, which one can read on their website. 33% of the parish replied to the survey, which is a good response rate for questionnaires. g) Accessibility Regulations (23/9/18) – these are about making it easier for the public to read documents published on public sector websites and organisations must be compliant by September 2020 and publish an Accessibility Statement. Enforcement will be carried out by the government digital service.
