NOTES Introduction: Nation-State Foreign Policy amidst Globalization 1. Synthesized from Clark (1997, 1) and Held et al. (1999, 16). 2. Nye Jr. first raised the concept in a review of American foreign policy in the post–Cold War era in Bound to Lead (1990a). His passing references to the political weakness of Japanese soft power and China’s susceptibility to U.S. soft power are made in “Soft Power” (1990b, 169–170). On the occa- sion of a 1999 public lecture in Singapore, he noted briefly that Canada, the Vatican, the Netherlands, Sweden, and Britain were candidates for exercising soft power. But he cautioned that proper mastery of soft power required proximity to American-shaped global norms of liberalism, access to communi- cation channels for framing issues, and credibility based on the conformity between national practice and ideas. The first two aspects automatically favored the United States but the third remained situation-dependent (Nye Jr. 1999a). On Singapore, he said that its aspiration toward being a regional educational hub, and a technologically advanced and innovative society, were altogether improving its soft power. However, he cautioned that social control and information restrictions needed to be factored into the future strengthening of soft power (ST 1999a). More recently, Nye Jr. has advocated American humility in consultation with friendly states in the wake of the events in Iraq and other missteps in the War on Terror: “To communicate effectively, Americans must first learn to listen” (2004b, 4). It seeks to provide a systematic understanding of national loyalty that, thus far, has been widely accepted by most citizens as a social fact and assumed to be an inherent trait. Probing deeper, however, we realize that our understanding of national loyalty is superficial, made ever more shaky by today’s ease of international travel, increasingly porous territorial borders, and images of the global citizen who is at home anywhere in the world. Academically, our understanding of national loyalty has also been mired in intellectual, philosophical, and rhetorical debates over the concept of the nation and national identity. Still, the realization that national loyalty is particularly vital during times when the nation-state is at some major cross road, or faced with the greatest challenge ever yet, is not lost on political leaders throughout the world, especially since the terrorist attacks of September 11, 2001, on the World Trade Center in New York. -

Appendix i Summary This thesis explores what I call the cultural anthropology underlying the production of English poetry in Singapore during the last ten years. It uses a questionnaire and interview method to obtain responses from selected poets, and these responses are then compared against existing published materials and critically analysed, with the purpose of explicating, elaborating and articulating the various factors that have led to production of English poetry in Singapore. So far, all the existing academic material on contemporary Singaporean poetry has centred on literary analysis, and I hope that my research can act as a useful supplement because it is a kind of literary anthropology and a form of context-building which reviews craft as vocation, profession and cultural practice. In this way, I hope to fill a gap or lack in current academic scholarship, and contribute to building a more holistic understanding of contemporary Singaporean poetry and its production. Twelve prominent local poets were selected, and they belong to the contemporary generation who fall within the same age bracket (20s to 40s, with the exception of Lee Tzu Pheng, who is in her 50s, and has been included to give her opinions as a pioneer poet). -

They include 'Xiao Ren Wu De Xin Sheng' (Voices From The Heart), 'Munnaeru Vaalibaa' (Forward O Youth) and yes, 'Rasa Sayang' (Loving Feeling). Memories of belting out that last song welled up while my team and I were planning this year’s Singapore Writers Festival. But do we really know what the song means? Are we paying lip service to multi-lingualism, of getting to know each other? That is why we chose Sayang as the theme for this year’s festival. Found in Malay, Tagalog, Sundanese and various languages of the Malay Archipelago, the word ‘sayang’ means love and tenderness. Significantly, it also refers to regret Yeow Kai Chai and pity, delivered with a wistful sigh. We savour the nuances, its shades of loves Festival Director and losses. The word provides the guiding principle for our programming: What do we love and what sacrifices have we made? SINGAPORE’S HISTORY EDUCATION AND WAR COMMEMORATION, 1945-2005 YOSUKE WATANABE (Doctor of Philosophy), NUS A THESIS SUBMITTED FOR THE DEGREE OF DOCTOR OF PHILOSOPHY DEPARTMENT OF JAPANESE STUDIES NATIONAL UNIVERSITY OF SINGAPORE 2012 Acknowledgements This dissertation is my analysis on how and why a particular portrait of a national past was reconstructed and disseminated in close connection with the political elite’s interests of the times especially focusing on the portrait of the Japanese Occupation of Singapore. I started such a project due to my concern with the perpetuating war memory controversy between the Japanese and the peoples from other Asian countries. In Japan, the Second World War is generally remembered as suffering inflicted on Japanese civilians that include American indiscriminate air-raids on Tokyo and Osaka, atomic-bombings on Hiroshima and Nagasaki, and children’s evacuation to Japan’s countryside. Atrocities committed by the Japanese Army such as the Nanjing Massacre, Unit 731, and the Sook Ching Massacre are not major components of war memory transmitted to younger Japanese. On the other hand, the Nanjing Massacre and the Sook Ching Massacre occupy major parts of the transmitted war memories for younger generations in China and Singapore, respectively. The problem here is that each people remembers and passes down their own suffering but is relatively ignorant of another people’s pain. What I tried to reveal in this dissertation was that how such a i ‘self-centred’ or patriotic understanding of the war was reconstructed and disseminated for what purpose in the context of the nation-state system. -
