Introduction of New Presidio Representatives and Guests: No new representatives or guests. Approve Agenda: A motion to approve the agenda as amended was made by 1st Steve Marx with a 2nd provided by Oscar Zamora. The motion was approved by unanimous consent. Cal South District Commissioners – Board Members: Derek Barraza (President). Derek provided a brief summary of some of the recent problems with a new group attempting to form a new club in Southern California. The group is using the name FC Bayern Munich GPS. There has been quite a bit of misrepresentation by the new group and some CORIS System problems. The system problems have been resolved. There was a lively and occasionally intense conversation regarding the lack of not just timely, but any response to member inquiries to the Cal South Office. Some wondered why action has not been taken by the Cal South Board to correct or replace the CEO. An example is the status of the Birth Year 2011 players. After many inquiries by multiple Clubs, no response has been received as to 2011’s being included in competitive play for 2018 or not. Problems with Cal South Board members were also a topic of discussion. They include two recent resignations and an investigation of a Vice Presidents behavior and possible conflict of interest. Barca Cantera stated the late billing of a $1000 fine caused by a former coach continued to remain an open item due to no response received from the Cal South office. 1 Referee Representative(s): Paula Miller (SDCSRA). Board Reports: Secretary: The minutes of the November 21, 2017 Presidio General Meeting, as posted on the website, were presented for approval. A motion to approve the minutes was made by 1st Steve Marx with a 2nd provided by Silvestre Vigilante. The motion was approved by unanimous consent. Treasurer: No report. Vice President: Jack announced the Referee Associations had agreed to a fee increase to $1.70 per minute for the 2018 season. Director SDDA Boys: No report. Director AAA & SDDA Girls: No report. Director North: No report. Director South: No report. Assistant Director North: Thanked the membership for the 2017 season. Assistant Director South: Thanked the membership for the 2017 season. President: No report. Special Committee Reports: SDDA Report: Bob announced the tryouts for the 2004 Boys All-Star team will be held December 16/17, 2017. Referee Report: Jack announced he is going to schedule a joint Referee Association meeting at a date yet to be determined in January 2018. Unfinished Business: Presidio Cup: Thank you to the San Diego Sockers for donating game tickets to all the members of the winning teams. Top Soccer (Christine): No report. United Soccer Coaches Convention (January 17-21, 2018: The convention in Philadelphia for 2018, but will return to Southern California (Anaheim) in 2021, 2024 and 2029. Cal South Member Task force Committee: No change, Cal South Board will not cooperate or participate. 2 MLS (The Road to Soccer City SD): No change with Soccer City Group, SDSU had declared intent to compete for the Stadium property through the ballot initiative process. Audit: No change. San Diego City Changes to Recreation Councils: The SD City Council met and voted on December 13th, 2017 to support the changes requested by Park & Recreation Department by forming an eighteen (18) member user group from the Recreation Councils to meet and develop a joint method to make the changes needed to meet the City Attorneys direction on fund collection. New Business: Cal South Elections: Derek Barraza has announced he is running for another term as President and Toni De Carlo announced her intent to run for Secretary. Registrar and Manager Training: Training for Club Registrars and Team Mangers is being developed in a joint effort by Presidio Soccer League and Affinity (Dicks Sporting Goods). Bob Turner is representing Presidio and Dan Rubin is representing Dicks. Circuit/Flight Ratifications/Awards: The Boys 1999 - 2009 gaming circuits for both Presidio Gaming League and SDDA were read and reviewed by the membership. A motion to accept and approve the review and to ratify the results was made by 1st Darrell Johnson with a 2nd provided by Steve Marx. The motion was approved by unanimous consent. The Girls 1999 – 2009 gaming circuits for both Presidio Gaming League and SDDA were read and reviewed by the membership. A motion to accept and approve the review and to ratify the results was made by 1st Jack Dobransky with a 2nd provided by Steve Marx. The motion was approved by unanimous consent. Awards for the 2004 – 2009 were made available for pick up at the rear entrance of the parking garage. The drawing for the Fair Play cash awards was conducted by Christine Van Slyke and Toni De Carlo. Presidio Soccer League congratulates the winning teams, players and coaches for demonstrating good game and sideline behavior. Good of the Game: Open Discussion: Additional comments were made about the frustration with the Cal South office and the Cal South Board for not correcting the problems the membership is experiencing.     ARENA CALIFINO at EL CORAZON Development Plan (D19-00015); Conditional Use Permit (CUP19-00019) & Specific Plan Exceptions Description and Justification November 2020 (rev.) Introduction This application presents a Development Plan and Conditional Use Permit for the proposed development and operation of the arena Califino multi-purpose sports arena and events facility located within the El Corazon Specific Plan area (APN: 162-082-51 ptn). The arena will be a landmark facility for the City of Oceanside and is designed to provide for various sports, recreation, concert and event use opportunities for the community and region. The facility will also serve as the home of the San Diego Sockers professional arena soccer club. The arena is planned on a 5.24-acre site located within the Village Commercial area designated by the El Corazon Specific Plan. The arena Development Plan also incorporates conceptual plans for a parking lot (Consolidated Park 1 Parking / Joint Use Parking Lot) to be located on an approximate 7-acre lot directly west of the arena site within the El Corazon Parks and Recreation District. These plans show conceptual design elements for parking layout, landscape areas, vehicular access and circulation, and pedestrian circulation routes through the parking lot and along adjacent streets. The arena and related parking sites will be located within the eastern portion of the Specific Plan area north of the existing El Corazon Senior Center and the planned Aquatics Center. The site is located east of the existing SoCal Sports Complex soccer fields and parking area. This resubmittal package includes revised plans for the arena facility which allow for a phased build out of interior components and tenant spaces where certain spaces may be completed upon opening of the arena and others improved in the future as arena operations warrant.
