1 Preface

Songhua River Basin Water Pollution Control and Management Project include Heilongjiang

Subproject and Jilin Subproject, which is financed by the Asian Development Bank (Hereinafter called as ADB). The total loan amount is 200 million USD, and is allocated averagely to both subprojects. The loan agreement and project agreement were signed on 25 May 2009. It is expected to be completed on 31 December 2013.

It is a very important environment upgrading project implemented by Heilongjiang and Jilin

Province, which will assist to improve the living environment, public health and living standard in the counties and cities under Heilongjiang and Jilin Province. The project covers the wastewater treatment, solid waste treatment and water supply projects to reduce the pollution and protect the water resource. It will meet the higher requirements on water treatment in 2015 and promote the economic development.

Jilin Subproject commenced on 25 September 2008, it mainly covers the following 3 kinds of projects:

(i) Wastewater treatment project includes 9 wastewater treatment plants with the total

capacity 178000m3/day and 368km wastewater pipeline.

(iii) Integrated river improvement project at the upstream of Songhuajiang River includes

2 WWTPs with total capacity 3100 m3/day, 3 solid waste transfer stations with total

2 Land Acquisition and Resettlement

2.1 Wastewater Project

2.1.1 Gongzhuling City Fanjiatun Town WWTP

The land acquisition of Gongzhuling City Fanjiatun Town WWTP was completed up to

November 2009, and the works has started. 45mu collective cultivated land was acquired,

which belonged to Gaojia Village of Fanjia Town. 13 households and 56 people were affected.

The compensation to the 45mu land has been paid after negotiation.

2.1.2 Gongzhuling City Wastewater Trunk Collector and Effluent Discharge Pipelines

The land acquisition of Gongzhuling City Wastewater Trunk Collector and Effluent

Discharge Pipelines was completed up to August 2010, and the works has started. This works includes a wastewater boosting pumping station and 59345m wastewater pipeline. 4.5mu cultivated land was acquired, which belonged to Yingxin Village of Huanling Township.

226.36mu dry land was temporarily acquired for the wastewater pipeline. 4 households and 13 people were affected. The compensation to these land acquisition has been paid after negotiation.

2.1.3 Fusong County WWTP

The land acquisition of Fusong County WWTP was completed up to July 2008, and the works was completed in September 2009. Total 34.55mu collective woodland was acquired, which belong to the Forestry Center of Songjianghe Town. There are 8 staffs in this Forestry Center to deal with the daily works, and their income will not be affected by this land acquisition, because their salary is paid by the government.

2.1.4 Jingyu County WWTP

The land acquisition of Jingyu County WWTP was completed up October 2010, and the works has started already. Total 65.31mu land was acquired including 25.63mu cultivated land and

25.63mu woodland. All acquired land is stated-owned land. The cultivated land belongs to Jingyu

County Agriculture Machine Bureau, while the woodland belongs to Jingyu Zhengjiao Forestry

Center. 1 household and 2 people who temporarily rent the cultivated land are affected. The compensation to these land acquisition has been paid after negotiation.

2.1.5 Liuhe County WWTP

The land acquisition of Liuhe County WWTP was completed up to July 2008, and the works

was completed in February 2011. Total 22.5mu collective land was acquired, which belonged to

Caishengdian Village of Liuhe Town. The land was originally used to take soil by a brick

factory, which belonged to unused land. It was restored as cultivated land by some farmers, but

they have not formal ownership. 24 households and 107 people are affected. The currency

compensation was paid after negotiation.

2.1.6 Tonghua County WWTP

The land acquisition of Tonghua County WWTP was completed up to April 2010, and the works has started. Total 29.25mu land including 18.843mu rural collective land and 10.407mu land for construction was acquired. The rural collective land belonged to Group 12 of

Wanwanchuan Village, Group 1 of Hekou Village, and Group 1 of Hexuan Village, while the land for construction belonged to Juxin Development Zone. Total 55 households and 206 people were affected. The currency compensation was paid after negotiation.

2.1.7 Yushu City WWTP

The land acquisition of Yushu City WWTP was completed up to April 2009, and the works has started. 45mu cultivated land was acquired, which belonged to Group 5 of Xinli Village. The actual temporary land acquisition is 805mu, which is used for the pipeline pavement, including temporary road acquisition and residential houses. 914m2 house are demolished. 12 households and 46 people were affected. The currency compensation was paid after negotiation.

2.1.8 Fuyu County WWTP

The land acquisition of Fuyu County WWTP was completed up to May 2009, and the works was started in July 2009. 56mu land was acquired, 45mu of these was wasteland and was used to build WWTP, and the other 11mu was cultivated land and was used to widen the access road to the

WWTP. The Acquired land belonged to Shitouchengzi Village of Sanchahe Township of Fuyu

County. The temporary land acquisition was 221.11mu, which was used for the wastewater pipeline pavement, including 139mu cultivated land, 41.6mu wasteland and 40.51mu road.

2706.9m2 buildings including 427.22m2 houses and 2279.68m2 hog house were demolished. 49 households and 98 people were affected by the land acquisition. The currency compensation was paid after negotiation with the APs and the temporary acquired land had been restored.

2.1.9 Dehui City WWTP

The land acquisition of Dehui City WWTP was completed up to November 2009, the works commenced in December 2009, and the main works of the WWTP has been completed except the landscape engineering, which is expected to be completed in June 2012. Total 51.66mu collective land including 47.08mu cultivated land, 0.26mu wasteland, 0.7mu sand road was acquired, which belonged to Yongqing Village and Changqing Village of Shengli Street Office. 21 households and

104 people are affected, which is consistent with the original RP. 15Km wastewater pipeline of the planned 34Km wastewater pipeline was completed according to the project progress program, which the remaining 19Km will be completed in 2012. The temporary land acquisition for wastewater pipeline is 2055mu, 949mu of these has been acquired up to October 2011. 3605 m2 house is planned to be demolished, while 26 households and 89 people will be affected. The actual demolished house is 814 m2, while 3 households and 12 people were affected up to October 2011.

2791 m2 house will be demolished, while 23 households and 77 people will be affected in 2012.

The currency compensation was paid after negotiation with the villagers. The permanent land acquisition has been completed, while part of the temporary land acquisition has completed.

2.2 Solid Waste Management

2.2.1 Da’an City SWM

The land acquisition of Da’an City Sanitary Landfill Site was completed up to December

2009, and the works has started. 448.8mu land was acquired. All of them were saline and alkaline land, which were unused land and belonged to the collective land of Sikeshu Village. There are not affected people. The currency compensation was paid after negotiation.

2.2.2 Fusong County SWM

The land acquisition of Fusong County Sanitary Landfill Site was completed up to February

2010, and the works has started. 98.7mu state-owned woodland was acquired, which belonged to

Xinglong Forestry Center. There were 94 workers in Xinglong Forestry Center, their income are salary paid by the local government. There are no affected people. The currency compensation was paid after negotiation with Xinlong Forestry Center.

2.2.3 Huadian City SWM

The land acquisition of Huadian City Sanitary Landfill Site was completed up to October

2009, and works has started. 180.92mu state-owned woodland was acquired, which belonged to

Huadian City Dabo Forestry Center. There were 190 workers in Dabo Forestry Center, their income are salary paid by the local government. There are no affected people. The currency compensation was paid after negotiation with Dabo Forestry Center.

2.2.4 Huinan County SWM

The land acquisition of Huinan County Sanitary Landfill Site was completed up to April 2009, and the works has started. 120mu collective-owned woodland was acquired, which belonged to

Huashu Village of Chaoyang Town. This land acquisition will not affect the normal income of the local people. The currency compensation was paid after negotiation with the local farmers. The compensation is shared by all villagers. There are 75 households and 300 people in these villagers, all of them are regarded as the affected households and people.

2.2.5 Jiaohe City SWM

The land acquisition of Jiaohe City Sanitary Landfill Site was completed up to September

2009, and the works ha s started. Total 207 rural collective cultivated land was acquired, which included 3.38mu land belonged to Beigou Village of Xinnong Street, 114.92mu land belonged to

Yangmulinzi Village of Heinan Street, and 88.7mu land belonged to Jingbu Village of Changan

Street. The demolished house was 2024 m2. 282 households and 1041 people were affected. The currency compensation was paid after negotiation with the local farmers.

2.2.6 Jingyu County SWM

The land acquisition of Jingyu County Sanitary landfill Site was completed up to July 2009, and the works has started. Total 54.45mu woodland was acquired, while 60m2 watch house was

demolished. 1 household and 2 people were affected. The currency compensation was paid after negotiation with the local farmers

2.2.7 Liuhe County SWM

The land acquisition of Liuhe County Sanitary Landfill Site was completed up to February

2010, and the works has started. Total 139.50mu collective woodland was acquired, which belonged to Caojiagou Village of Xinfaxi Township. A 40m2 watch house was demolished. The currency compensation was paid after negotiation with the local farmers

2.2.8 Meihekou City SWM

The land acquisition of Meihekou City Sanitary Landfill Site is planned to acquire 536.7mu collective land, which includes 142.65mu cultivated land, 360.9mu woodland, while the planned demolished house is 3421.2m2. 45 households and 144 people were affected. The currency compensation was paid after negotiation with the local farmers

2.2.9 Yushu City SWM

The land acquisition of Yushu City Sanitary Landfill Site was completed up to October 2010, and the works has started. Total 211.57mu collective cultivated land was acquired, which belonged to Group 5 of Xinli Village of Chengjiao Street. 62 households and 221 people were affected. The currency compensation was paid after negotiation with the local farmers

2.2.10 Tongyu County SWM

The land acquisition of Tongyu County Sanitary Landfill Site was completed up to April

2009, and the works has started already. Total 240mu collective land was acquired, including

159.22mu cultivated land, 26.18mu woodland, 32.73mu grassland and 21.87mu garden plot, which belonged to Qianqingtun Village of Yuejing Township. 3 households and 9 people were affected. The currency compensation was paid after negotiation with the local farmers

2.3 Changbaishan Integrated River Improvement

Changbaishan Songhuajiang River Upstream Integrated Improvement Works includes

Manjiang River Water pollution Control Works, Donggang Solid Waste Treatment Works and

Baixi Water Pollution Control Works.

Manjiang River Water pollution Control Works includes 1 WWTP with the capacity of

1100t/d and 1 solid waste transfer station with the capacity of 15t/d. Total 5.7mu land is required for this project, including 4.5mu for WWTP and 1.2mu for solid waste transfer station. The temporary land acquisition is 21.24mu. 36 households and 114 people are affected. The negotiation with the local farmers on compensation method and amount is ongoing now. It is expected to execute the land acquisition in 2011.

2.3.2 Donggang Solid Waste Treatment Works

The land acquisition of Donggang Solid Waste Treatment Works was completed up to

November 2011. Total 4.11mu land for construction was acquired, while 145.72m2 house was demolished. 2 households and 6 people were affected. The currency compensation was paid after negotiation with the local farmers

2.3.3 Baixi Water Pollution Control Works

Baixi Water Pollution Control Works includes 1 WWTP with capacity of 2000t/d and 1 solid

waste transfer station with capacity of 5t/d.

The land acquisition of Baixi Water Pollution Control Works was completed up to March

2011, and the works has started already. Total 16.761mu was acquired including 12.767mu land for construction and 4mu woodland. There are no affected people. The currency compensation was paid after negotiation with the local farmers and Changbaishan Forest Bureau.

3 Project Impact

3.1 Waste Water Project

3.1.1 Gongzhuling City Fanjiatun Town WWTP

The actual land acquisition of Gongzhuling City Fanjiatun Town WWTP is 45m, which is same as the original plan. The affected household and people are also same as the original resettlement plan. The 45mu land belongs to Gaojia Village of Fanjiatun Town, which is temporarily leased by some farmers. The land acquisition will not change the area of the leasing land, and will not affect the income of the farmers.

3.1.2 Gongzhuling City Wastewater Trunk Collector and Effluent Discharge Pipelines

The actual land acquisition of Gongzhuling City Wastewater Trunk Collector and Effluent

Discharge Pipelines is 4.5mu, which belongs to Yingxin Village of Huanling Township, and it is

same as the original plan. The temporary land acquisition for wastewater pipeline is 226.36mu, which is 170.26mu more than the original planned 56.1mu. The additional land was cultivated land, and was used for pipeline pavement. The compensation on the additional land acquisition had been paid. 4 households and 13 people were affected, which is same as the original RP.

3.1.3 Fusong County WWTP

The actual land acquisition of Fusong County WWTP was 34.55mu, which is 57.58% of the planned 60mu, because the woodland approved by the forest authority reduced. There is no change on the affected people. The original affected people were identified according to the staff number of the forest center, although the area of the woodland acquisition reduced, the affected people were same. The staffs of the forest center are responsible for the daily management of the forest center, and they are paid by the local government. The land acquisition will not affect their income.

3.1.4 Jingyu County WWTP

The actual land acquisition of Jingyu County WWTP was 65.31mu including 25.63mu cultivated land and 39.68mu woodland, which is 145% of the original planned 45mu. It was caused by the change on the design capacity of WWTP from 20000t/d to 25000t/d. The stated-owned cultivated land belonged to Jingyu Agriculture Machine Bureau, while the state-owned woodland belonged to the Jingyu Zhengjiao Forest Center. 1 household and 2 people who temporarily leased land are affected by the cultivated land acquisition. The staffs of Zhenjiao

Forest Center were regarded as the affected people during preparing the RP, but their income will not be affected for their salary are paid by the local government.

3.1.5 Liuhe County WWTP

The actual land acquisition of Liuhe County WWTP is 22.5mu, which is same as the original

RP. The 22.5mu collective land belonged to Caishengdian Village of Liuhe Town. The land was originally used to take soil by a brick factory, which belonged to unused land. It was restored as cultivated land by some farmers, but they have not formal ownership. 24 households and 107 people are affected, which are same as the original RP.

3.1.6 Tonghua County WWTP

The actual land acquisition of Tonghua County WWTP is 29.25mu including 18.843mu rural

collective land and 10.407mu land for construction, which is same as the original RP. 55

households and 206 people are affected by the 18.843mu collective land acquisition, which is

also same as the original RP.

3.1.7 Yushu City WWTP

The actual land acquisition of Yushu City WWTP is 45mu, which is same as the original RP.

The actual temporary land acquisition is 805mu, which is used for the pipeline pavement,

including temporary road acquisition and residential houses. It is 394.6% of the planned

temporary land acquisition. 12 households are affected and 914m2 house are demolished. The

number changes on affected people and the demolished house area are caused by enlarging the

construction site demand of the construction plants. The temporary land acquisition increases

for the construction plant occupies more sites.

3.1.8 Fuyu County WWTP

The actual land acquisition of Fuyu County WWTP is 56mu, which is 1.24 times more than

the original area 45mu listed in the original RP. The access to the WWTP were widened during

construction and caused 11mu cultivated land was acquired. The demolished buildings was

2706.9m2 including 427.22m2 house and 2279.68m2 hog house, which is 189.7% of the planned

data. After most of the hog house was acquired, the owner had to give up pig-producing; the

remaining hog house and the administrative house were acquired in this time and caused the

land acquisition increase. The actual temporary land acquisition is 211.11mu, which is also

same as the original RP. The 211.11mu land was used for the wastewater pipeline pavement,

including 139mu cultivated land, 41.6mu wasteland and 40.51mu road. 52 households and 165

people were affected temporarily. The temporary acquired land had been restored after project

completion.11mu cultivated land was acquired for widening the access to the WWTP, which

belongs to the village, and the compensation will be shared by all villagers. There are 49

households and 98 people in this village and all of them are regarded as the APs.

3.1.9 Dehui City WWTP

The land acquisition of the WWTP was completed in November 2011. The actual land

acquisition was 51.66mu including 47.08mu cultivated land, 0.26mu wasteland, 0.7mu sand

road and 3.62mu land for water conservation facility, which is 1485 of the planned data. Some

small remaining land was acquired for the land contractors regarded the small remaining land

was affected by the land acquisition and asked the Dehui IA to acquire them together. 21

households and 104 people were affected, which were the same as the original RP. 15Km

wastewater pipeline of the planned 34Km wastewater pipeline was completed according to the

project progress program, which the remaining 19Km will be completed in 2012. The

temporary land acquisition for wastewater pipeline is 2055mu, 949mu of these has been

acquired up to October 2011. 3605 m2 house is planned to be demolished, while 26 households

and 89 people will be affected. The actual demolished house is 814 m2, while 3 households and

12 people were affected up to October 2011. 2791 m2 house will be demolished, while 23

households and 77 people will be affected in 2012. 21 households and 104 people were affected

up to October 2011.

3.2 Solid Waste Project

3.2.1 Da’an City SWM

The actual land acquisition of Da’an City Sanitary Landfill Site is 448.8mu saline and alkaline land, which is same as the original RP. There are no affected people, which is same as the original RP.

3.2.2 Fusong County SWM

The actual land acquisition of Fusong Sanitary Landfill Site is 98.7mu woodland, which is the same as the original RP. There are no affected people, which is different with the original planned 94 people in the RP. The staffs of the Forest Center were regarded as the affected people during preparing the RP, but their income will not be affected for their salary are paid by the local government.

3.2.3 Huadian City SWM

The actual land acquisition of Huadian City Sanitary Landfill Site is 180.92mu woodland, which is 66.6% of the original planned 271.5mu. It is caused by improving the technology and saving the demand on land. There are no affected people, which is different with the original planned 190 people in the RP. The staffs of the Forest Center were regarded as the affected people during preparing the RP, but their income will not be affected for their salary are paid by the local government.

3.2.4 Huinan County SWM

The actual land acquisition of Huinan County Sanitary Landfill Site is 120mu woodland, which belongs to the Huashu Village of Chaoyang Town. This land acquisition will not affect the normal income of the local people. The compensation is shared by all villagers. There are 75 households and 300 people in these villagers, all of them are regarded as the affected households and people.

3.2.5 Jiaohe City SWM

The actual land acquisition of Jiaohe City Sanitary Landfill Site is 229.5mu, which is 110.9% of the data in the original RP. The demolished house is 2024m2, which is also same as the original

RP. 282 households and 1041 people are affected actually, which changed a lot comparing with the planned 11 households and 49 people. The second land contract was conducted after the RP preparation, the acquired land was transferred as collective land, and the compensation was shared by all households and villagers, so all households and villagers were regarded as the affected households and people and caused this change.

3.2.6 Jingyu County SWM

The Actual land acquisition of Jingyu County Sanitary Landfill Site is 105mu woodland, which is same as the original RP. The demolished house is 60m2, which is also 60% of the planned area in the original RP. The difference was caused by the calculation errors of house area. 1 household and 2 people are affected, and there are no changes on the number of the affected household and people.

3.2.7 Liuhe County SWM

The actual land acquisition of Liuhe County Sanitary Landfill Site is 139.5mu woodland, which is same as the original RP. A 40m2 watch house is demolished as the original RP. There is no AP, which is different with the RP. The watch house was regarded as a normal house and 1 household and 5 people were regarded as AP during the RP preparation.

3.2.8 Meihekou City SWM

The actual land acquisition of Meihekou City Sanitary Landfill Site is 536.7mu collective land, which includes 142.65mu cultivated land, 360.9mu woodland and 33.15mu other land, which is the same as the RP. The actual demolished house is 1678m2, which is 92.8% of the planned area. The difference was caused by statistic errors. 45 households and 144 people were affected, which is the same as the RP.

3.2.9 Yushu City SWM

The actual land acquisition of Yushu City Sanitary Landfill Site is 211.57mu cultivated land, which is 104.5% of the planned 202.5mu. It is caused by the requirements of the affected farmers, as they regard the remaining small land are too small to cultivate and ask the IA to acquire all the relative land. 62 households and 221 people are affected, and it is same as the original RP.

3.2.10 Tongyu County SWM

The land acquisition of Tongyu County Sanitary Landfill Site was completed up to April

2009, and the works has started already. Total 240mu collective land was acquired, including

159.22mu cultivated land, 26.18mu woodland, 32.73mu grassland and 21.87mu garden plot, which belonged to Qianqingtun Village of Yuejing Township. 3 households and 9 people were affected. It is same as the original RP, and there is not any change.

3.3 Changbaishan Integrated River Improvement

Changbaishan Songhuajiang River Upstream Integrated Improvement Works includes

Manjiang River Water pollution Control Works, Donggang Solid Waste Treatment Works and

Baixi Water Pollution Control Works.

3.3.1 Manjiang River Water pollution Control Works

Manjiang River Water pollution Control Works includes 1 WWTP and 1 solid waste transfer station. Total 5.7mu land is required for this project, including 4.5mu for WWTP and 1.2mu for solid waste transfer station. The temporary land acquisition is 21.24mu. 36 households and 114 people are affected.

3.3.2 Donggang Solid Waste Treatment Works

Total 4.11mu land for constructions was acquired for Donggang Solid Waste Treatment

Works, which was 78.28% comparing with the planned 5.25mu. 145.72m2 house was demolished, which was 104% comparing with the plan. 2 households and 6 people were affected. The adjustment of location of the solid waste transfer station caused the difference on demolished area and the number of the affected household and people.

3.3.3 Baixi Water Pollution Control Works

Baixi Water Pollution Control Works includes 1 WWTP and 1 solid waste transfer station.

The land acquisition of Baixi Water Pollution Control Works was completed up to March

2011, and the works has started. Total 16.761mu land was acquired, including 12.767mu land for construction and 4mu woodland. The land for construction belongs to the local government and is used as government reserve land. The demolished house on this land has been compensated when it is acquired by the local government. The woodland belongs to Changbaishan Forest Bureau, and the negotiation on the compensation has been completed.

The average per capital annual income of the sample household is CNY4518 in 2008 when the RP was prepared, while it increases by 21% to CNY 6615 in January 2011. The growth rate is much higher than Jilin province average growth rate, which is 16%. The living standard of the affected household doesn’t get worse.

The sample households live close to the economic and culture center of the local cities, and the proportion of agricultural income is low, and the impact caused by the land acquisition and resettlement is low. They can continue their original work.

6 Resettlement Compensation

The compensations are determined according to the acquired land category and the compensation standards of local governments.

6.1 Wastewater Project

6.1.1 Gongzhuling City Fanjiatun Town WWTP

6.1.1.1 Compensation Standard

The compensation standard of the land for Gongzhuling City Fanjiatun Town WWTP is

78670.6 CNY/mu. The past 3 year’s average output of the dry land in Gaojia Village is 800.04

CNY/mu. The resettlement grants are 29.17 times of the average output of the dry land, while the land compensation is 68.19 times, i.e. the total compensation is 98 times of the average output of the dry land.

The compensation standard of the temporary land acquisition is 73337 CNY/mu, which is determined by the cost of restoring the acquired road.

The compensation of young crops is 800 CNY/mu.

6.1.1.3 Resettlement Compensation

Gongzhuling City Urban State-owned Assets Operation Company reached an agreement on the land acquisition of Fanjiatun WWTP with Gaojia Village of Fanjiatun Town on 10 August

2009. The permanent land acquisition is 45mu, the compensation standard is 78670.6CNY/mu, and total cost for the permanent land acquisition is CNY 3542000. The temporary land acquisition is 144.32mu including 122.67mu road belonged to the Development Zone, and 21.65mu rural road.

The compensation standard is 73337 CNY/mu, and total cost for the temporary land acquisition is

CNY 10583800. The compensation standard of young crops is 800 CNY/mu, and the total compensation is CNY 36000. All the compensations mentioned above have been paid.

All the affected households and people are satisfied with the compensation. The acquired land belonged to the village and the compensation was shared by all 272 villagers from 73 households. The land contractor has paid all rent after signing contract. The lease term has not expired when the land was acquired. The village paid back the remaining rent and the interest to the land contractor. The interest was calculated according to the current bank’s deposit rate.

6.1.2 Gongzhuling City Wastewater Trunk Collector and Effluent Discharge Pipelines

6.1.2.1 Compensation Standards

The compensation standard of the permanent land acquisition is 78673CNY/mu for the

cultivated land.

The compensation standard of the temporary land acquisition is 3228.28 CNY/mu for the cultivated land and 240 CNY/mu for the wasteland.

The compensation standard of young crops is 800 CNY/mu

The compensation standard is 3228.28 CNY/mu, and total cost for the temporary land acquisition is CNY 730753. All the compensations mentioned above have been paid.

All the affected households and people are satisfied with the compensation and ensure the project could be constructed on time.

6.1.3 Fusong County WWTP

6.1.3.1 Compensation Standards

The compensation standards of the permanent land acquisition for Fusong County WWTP are

Fusong County Lantianbishui Infrastructure Development Company Limited reached an agreement with Fusong County Songjianghe Forestry Center on the land acquisition for Fusong

County WWTP on 25 June 2008. The permanent land acquisition is 34.545mu, the compensation standard is 7142CNY/mu, and total cost for the permanent land acquisition is CNY 246717. All the mentioned compensations have been paid.

The compensation standard for woodland and resettlement grants is higher than that in the RP, for the output of the woodland increases, which is the calculation basis of the woodland compensation and the resettlement grants. The actual compensation for the woods is lower than that in the RP, because the number of woods is less than that in the RP, for some of the woods has been cut.

6.1.4 Jingyu County WWTP

6.1.4.1 Compensation Standard

The compensation standards of the permanent land acquisition for Jingyu County WWTP are

Jingyu County Yutong Municipal Engineering Company Limited reached an agreement with

Jingyu County Zhengjiao Forestry Center on the land acquisition for Jingyu County WWTP on 9

October 2010. The permanent land acquisition is 65.31mu, the compensation standard is

9100CNY/mu, and total cost for the permanent land acquisition is CNY 594321. All the mentioned compensations have been paid.

The compensation standard for woodland and resettlement grants is higher than that in the RP, for the output of the woodland increases, which is the calculation basis of the woodland compensation and the resettlement grants. 6.1.5 Liuhe County WWTP

6.1.5.1 Compensation Standard

The acquired land for Liuhe County WWTP belongs to unused land. The past 3 years average

output of this unused land is 60000 CNY/mu. The compensation standard is 4 times of the past 3

years average output, i.e. 2400 CNY/mu.

Liuhe County Bishui Wastewater Treatment Company Limited reached an agreement with

Chaishengdian Village of Liuhe Town on the land acquisition for Liuhe County WWTP on 4

March 2008. The permanent land acquisition is 22.25mu, the compensation standard is

60000CNY/mu, and total cost for the permanent land acquisition is CNY 1350000. All the mentioned compensations have been paid. The compensation standard was improved according to the updated compensation policy.

6.1.6 Tonghua County WWTP

6.1.6.1 Compensation Standard

The compensation standards of the permanent land acquisition for Tonghua County WWTP are as followings:

The compensation is calculated base on the average output of the acquired land. The land compensation standard is 10 times of the output, while resettlement grant is 20 times of the output, the compensation standard of the young crops is 1 times of the output.

The output of the paddy field is 1200 CNY/mu; while the output of the garden plot is 1000

CNY/mu, so the compensation standard of the paddy field is 36000 CNY/mu, while the compensation standard of the young crops of paddy filed is 1200 CNY/mu; the compensation standard of garden plot is 30000 CNY/mu, and the compensation standard of the young crops of garden is 1000 CNY/mu.

The compensation standard of the land for construction is 88053 CNY/mu, while the compensation standard of the young crops is 1200 CNY/mu.

The compensation for the temporary land acquisition is 2000 CNY/mu.

County WWTP on 12 April 2009. The permanent land acquisition is 29.25mu, and the compensation standard is 36000CNY/mu for paddy field, 30000CNY/mu for garden, and 88053

CNY/mu for the land for construction. The total cost for the permanent land acquisition is CNY

1584700. The temporary land acquisition is 124.60mu cultivated land. The compensation standard is 2000CNY/mu, and total cost for the temporary land acquisition is CNY 249200. The compensation standards for young crops are 1200CNY/mu for paddy field, 1000CNY/mu for garden and 1200 CNY/mu for land for construction. All the compensations mentioned above have been paid.

All the affected households and people are satisfied with the compensation and ensure the project could be constructed on time.

6.1.7 Yushu City WWTP

6.1.7.1Compensation Standard

The compensation standards of the permanent land acquisition for Yushu City WWTP are as followings:

The compensation is calculated base on the average output of the acquired land. The past 3 years average output of the acquired dry land is 667 CNY/mu. The land compensation standard is

10 times of the output, while resettlement grant is 10 times of the output, the compensation standard of the young crops is 3 times of the output. So the compensation standard of the permanent land acquisition is 13333 CNY/mu.

6.1.8.3 Resettlement Compensation

Fuyu County Wastewater Treatment Company Limited reached an agreement on the land acquisition of Fuyu County WWTP with Shitouchengzi Village of Sancha Township on 4 May

2008. The permanent land acquisition is 45mu, the compensation standard is 2333.3 CNY/mu for wasteland, and the compensation for the wasteland is CNY105000, which has been paid to

Shitouchengzi Village. The compensation for the ancillary building, sapling, and pond and land restoration are CNY 4300000, which has been paid to the land contractor Mr. Yao Chuntao. The total cost for the temporary land acquisition is CNY1975700, which covers the compensation of cultivated land, wasteland and trees. The compensation of city road and the restoration cost are included in the cost of the wastewater pipeline, and have been paid already.

All the affected households and people are satisfied with the compensation and ensure the

6.1.9.3 Resettlement Compensation

Dehui Tianyi Water Company reached an agreement on the land acquisition of Dehui City

WWTP with Changqing an 的 Yongqing Village of Shengli Street Office of Dehui City on 5

November 2008. The permanent land acquisition is 51.66mu including 46.56mu dry land, 0.52 vegetable field, 0.26mu wasteland, 0.7mu sand road and 3.62mu land for water conservation.

The planned acquired land is paddy field, which is different with the category of the actual acquired land. The compensation standard is based on the category of the land, please refer to

Table 6.11 Compensation Standard of Permanent and Temporary Land Acquisition for details. The compensation for the permanent acquisition is CNY1205000.

949mu land was temporarily acquired and 814 m2 houses were demolished up to October

2011. 3 households were affected. The compensation standard can be referred to Table 6-11

Compensation Standard of Permanent and Temporary Land Acquisition. The compensation for temporary land acquisition is CNY 4947000, and the compensation for house and accessory is

CNY1190500. The 3 affected households have built their new houses on the new site, and the compensation has been paid. All affected people are satisfied with the compensation and ensure the project could be constructed on time.

The actual compensation for the woods is also higher than that in the RP, because the price of woods is higher than that in the RP.

6.2.3 Huadian City SWM

6.2.3.1 Compensation Standard

The compensation standards of the permanent land acquisition for Huadian Sanitary Landfill

Site are as followings:

The compensation standard for woodland and resettlement grants is higher than that in the RP, for the output of the woodland increases, which is the calculation basis of the woodland compensation and the resettlement grants. The actual compensation for the woods is also higher than that in the RP, because the price of woods is higher than that in the RP. The compensation for vegetation restoration reduces for the policy adjustment.

The compensation is calculated base on the average output of the acquired land. The past 3 years average output of the acquired land is 667 CNY/mu. The land compensation standard is 10 times of the output, while resettlement grant is 10 times of the output, the compensation standard of the young crops is 3 times of the output. The land compensation standard is 13333 CNY/mu.

All the affected households and people are satisfied with the compensation and ensure the project could be constructed on time.

6.3 Changbaishan Integrated River Improvement

Changbaishan Songhuajiang River Upstream Integrated Improvement Works includes

Manjiang River Water pollution Control Works, Donggang Solid Waste Treatment Works and

6.3.3.3 Resettlement Compensation

Changbaishan Construction Management Committee respectively reached agreements with the Baixi Village and the Forest authority on the land acquisition of Baixi Water Pollution Control

Works on 14 March 2010. The permanent land acquisition is 16.761mu, the compensation standard is 27772 CNY/mu, and total cost for the permanent land acquisition is CNY 465486. All the mentioned compensations have been paid.

7 House Replacement and Reconstruction

All acquired land for WWTP and sanitary landfill site belongs to the rural collective land, which are far away the residential areas. A few households and people are affected.

The compensation methods for the demolished house include monetary compensation, house property right exchange and building new house on the newly selected house site. The owners can selected among these compensation methods.

If the currency compensation is selected, the affected household will be paid according to the price of house replacement and the local compensation standard.

All affected households select the currency compensation for the house demolition.

814m2 houses were demolished up to October 2011 in Dehui City, which was compensated according to the compensation standard. The affected households have built their new houses on the new sites. The APs are satisfied with the compensation.

60m2 watch house was demolished in Jingyu County SWM, and the compensation standard is

800CNY/m2.

2024.2 m2 houses were demolished in Jiaohe City SWM, and the compensation standard is

796.36CNY/m2.

1678 m2 will be demolished for Meihekou Solid waste project. The residents selected currency compensation and bought new houses with the compensation.

1808 m2 houses are planned to be demolished in Meihekou City SWM. The resettlement negotiation is ongoing now. The compensation rate will be higher than the price of house

replacement, and all compensation will be paid in one time before project commencement.

It is noted that all affected households select the currency compensation and buy their new houses with the compensation and remove to their new houses.

8 Infrastructure Restoration

The rural road and the highway in Development Zone affected by Gongzhuling City

Fanjiatun Town WWTP have been restored. The total area of the roads is 144.32mu.

The road affected by Yushu City WWTP has been restored. The total area of the roads is

70787 m2.

The road affected by Fuyu County WWTP has been restored. The total area of the roads is

40.51mu.

40.51mu road affected by Fuyu WWTP has been restored.

9 Resettlement Compensation

Up to 31 January 2011, the resettlement compensation of wastewater project is CNY

41938000, which is about 82.40% of that in RP, while the resettlement compensation of solid waste project is CNY 44868200, which is about 37.15% of that in RP, and the resettlement compensation of Changbaishan project is CNY 944000, which is about 68.98% of that in RP.

10 Participation and Information Disclosure

All the resettlement information of this project has been announced on time. All information on resettlement policy and compensation method and amount are disclosed before land acquisition and relocation. The resettlement brochure has been issued to all affected people by the IAs.

11 Organization and Management

Jilin Province Development and Reform Commission leads the project and the IAs are

responsible for implementing the resettlement plan with the assistance of the local DRCs. This

kind of organization is proved to be suitable.

12 Monitoring and Evaluation

Songhua River Basin Water Pollution Control and Management Project sets up its internal resettlement monitoring mechanism, while Jilin Northeast Survey Institute was engaged to execute the external resettlement monitoring.

13 Conclusions and Suggestions

13.1 Conclusions

(1) All subprojects comply with the required resettlement procedure;

(2) Jilin Provincial Development Reform Commission and Jilin Provincial Finance

Department attach importance to the project land acquisition and resettlement;

(3) The living standard of the affected people don’t become worse according to the investigation;

(4) The land acquisition and resettlement of Gongzhuling City Fanjiatun Town WWTP goes smoothly and has been completed; Land acquisition caused the land lease to end. The land contractor’s remaining land rent was paid back, and the interest of the rent was calculated according to the bank’s deposit rate and paid to the land contractor.

(5) The land acquisition and resettlement of Gongzhuling City Wastewater Trunk Collector and Effluent Discharge Pipelines goes smoothly and has been completed;

(6) The land acquisition and resettlement of Fusong County WWTP has been completed and the works has been finished also;

(7) The land acquisition and resettlement of Jingyu County WWTP has been completed according to the required procedure;

(8) The land acquisition and resettlement of Liuhe County WWTP has been completed according to the required procedure, and the works has been completed. The compensation standard improved obviously. All compensation has been paid and the APs are satisfied with the compensation.

(9) The land acquisition and resettlement of Tonghua County WWTP goes smoothly and has been completed according to the required procedure;

(10) The land acquisition and resettlement of Yushu City WWTP goes smoothly and has been completed according to the required procedure;

(11) The land acquisition and resettlement of Fuyu County WWTP goes smoothly and has been completed according to the required procedure. The compensation has been paid and the APs are satisfied with the compensation.

(12) The land acquisition for Dehui City WWTP has been completed and the compensation has been paid according to the compensation standards. The APs are satisfied with the compensation. The wastewater pipeline proceeds according to the program and part of the pipeline has been completed. The compensation on the temporary land acquisition, demolished houses has been paid, and the APs are satisfied with the compensation. The project goes smoothly. The

WWTP has been completed except the landscaping engineering. The remaining wastewater pipeline will be completed in 2012. It is suggested to continue to conduct the resettlement according to the ADB’s requirements.

(13) The land acquisition and resettlement of Da’an City SWM goes smoothly and has been completed according to the required procedure;

(14) The land acquisition and resettlement of Fusong County SWM goes smoothly and has been completed according to the required procedure;

(15) The land acquisition and resettlement of Huadian City SWM has been completed according to the required procedure, and the compensation has been paid;

(16) The land acquisition and resettlement of Huinan County SWM has been completed according to the required procedure, and the compensation has been paid;

(17) The land acquisition and resettlement of Jiaohe City SWM has been completed according to the required procedure, and the compensation for land acquisition and house demolition have been paid;

(18) The land acquisition and resettlement of Jingyu County SWM has been completed according to the required procedure, and the compensation has been paid;

(19) The land acquisition and resettlement of Liuhe County SWM has been completed according to the required procedure, and the compensation has been paid;

(20) The negotiation on the land acquisition and resettlement of Meihekou City SWM is ongoing, and there are many work to do;

The land acquisition has been completed and the compensation has been paid. The affected people are satisfied.

(22) The land acquisition and resettlement of Yushu City SWM has been completed according to the required procedure, and the compensation has been paid;

(23) The negotiation on the land acquisition of Manjiang River Water pollution Control

Works is ongoing, and there are many work to do;

(24) The land acquisition and resettlement of Donggang Solid Waste Treatment Works has been completed according to the required procedure, and the compensation has been paid;

(25) The land acquisition and resettlement of Baixi Water Pollution Control Works in ongoing. The planned acquired woodland belongs to the Changbaishan Nature Protection Zone, the review procedure is very complex, and it shall be approved by National Forest Bureau.

13.2 Suggestions

It is suggested that all IAs should strengthen the information management of the land

acquisition and resettlement, establish file according to classification, and setup database.

It is suggested that all IAs should monitor the affected people’s work and living, pay attention

to the difficulties faced by the APs, accumulate good experiences and deal with the adverse

events on time.
