Keith David Watenpaugh Between Communal Survival and National Aspiration: Armenian Genocide Refugees, the League of Nations, and the Practices of Interwar Humanitarianism In Aleppo, Syria, home to the largest community of descendants of survivors of the Armenian Genocide in the Middle East, a map greets visitors at the entrance of the Karen Jeppe Jemaran (preparatory high school), showing the boundaries of the medieval kingdom of Armenia overlaid with the borders of ‘‘Wilsonian Armenia,’’ a geographical construction drawn by the American president as the victors of World War I divided the Ottoman Empire among themselves. This map (fig. 1), which Wilson presented to the Paris Peace Conference in 1920, has become an epitomizing image of a lost homeland, affixed to the walls of Armenian schools, cultural centers, and churches throughout the world. For diasporan Armenians, it is a reminder of a nation-state once promised them in the wake of an attempt to destroy them as a people, then briefly established and finally lost as the principle of national self- determination was sacrificed by the League of Nations and the United States, Britain, and France in the face of the military and political ascendancy of the Republic of Turkey and its integration into the international order.1 It is also a stark reminder of the real limits of American power in the interwar period, even at the very apex of that power in the early 1920s.2 While the relationship between Armenians and Armenia and the League of Nations, especially in the League’s first decade, bears out a history in which Armenian national aspirations were abandoned, shifting and evolving member states’ attitudes and League policies still affected the status, position, and even survival of Armenian refugee communities and individuals. -

It is only in this manner that we can acquire the vital territory which we need. After all, who remembers today the extermination of the Armenians?” (Kherdian, 1979). Armenia is a land which has been ravaged by war on far too many occasions. Other nations keep turning it into a battlefield and tearing it apart. Armenian people have survived for many generations and their stories are told and retold during the hard winters. Armenians’ survived just as Armenia and Armenian culture have survived (Downing, 1972). Therefore, diverse life experience, traditions, histories, values, world views, and perspectives of the diverse cultural groups make up a society and preserve culture (Mendoza and Reese, 2001). In this study, two Armenian books “The Road from Home” and “The Knock at the Door” were analyzed. These books are organized as personal stories and experiences about Armenian female genocide survivors and are supplemented by background information on Armenian people before and after the genocide of their culture, including a brief history, discussion of traditions, recipes, music and religion. -

July / August / September 2013 Vol. 49, No. 2 FROM THE DESK OF THE STATE LIBRARIAN.....In June, the first group of New Hampshire libraries began their migration to a nhaisLOCAL automation system. nhaisLOCAL is a program established by the State Library in response to the need for good integrated library systems at a reasonable price. nhaisLOCAL uses open source automation software called KOHA, which was developed in New Zealand in 2000. With the assistance of a service provider, ByWater Solutions, the State Library's NHAIS Services Section helped the public libraries in Colebrook, Danville, Litchfield, Lyndeborough, Tuftonboro and Warner to move to an open source ILS. Over three days in June at the Hooksett Public Library, thirty people from this first group of libraries trained on the new system and developed their policies for the nhaisLOCAL KOHA system. The libraries went live with the new ILS in July. The group has embraced the new system, and although there have been some fits and starts during the transition, I have heard that the libraries are glad they made the move to a more robust system that has by its nature the ability to meet the needs of their libraries. Currently, about 15 librar- ies in New Hampshire have chosen open source software for their most recent ILS acquisition. Although the majority of systems in place in New Hampshire public libraries are in fact proprietary and work well for those li- braries, the goal of the nhaisLOCAL project is to provide another avenue for libraries that may not want to use proprietary software or are just interested in the open source concept.
