Information in this report is correct as of March 31, 2020. 3 Dear Friends, I am pleased to present you with the Jerusalem Foundation’s 2019 Annual Report. This report was prepared during an uncertain and unprecedented time in the world in which we have been focused on providing emergency support for the basic and immediate needs in the city of Jerusalem. The Jerusalem Foundation has always taken care of the people of Jerusalem and during this critical time, we do what we can to support the most vulnerable populations in the city and to preserve cross communal and cross cultural life in this city as a model for shared living for the rest of the world. At the same time, it is important to look at what we have achieved over the past year as part of the mandate of the Jerusalem Foundation for the last 53 years and as a guide for long term planning for our continued work. In 2019, friends of Jerusalem from around the world have once again come together to support this city and its people. This past year ended with many accomplishments, some of which were the result of years of work, but we also used this year for a process of development and thinking about the challenges ahead of us and directions for the efforts of the Jerusalem Foundation for the next decade, “Jerusalem 2030 and beyond”. Teddy Kollek, who founded the Jerusalem Foundation in 1966, had a vision for the city of Jerusalem as a model of multiculturalism, made up of different and unique communities who live together and share this city. His vision is more relevant now than ever. We look ahead to the next decade and beyond – with pride in the accomplishments of the Jerusalem Foundation – to the challenges that lie ahead and the new opportunities that are created from renewal and innovation. The Jerusalem Foundation will focus on three main areas of activity: Communal Strength, Creative Culture and Future Leadership. We continue to invest in capital projects that improve and enrich our beloved city, serving all neighborhoods according to their needs in accordance with our commitment to equality. We have built a relationship of trust 4 and cooperation with the Mayor of Jerusalem, Moshe Lion, while preserving our independence and vision and the Mayor has declared that the Jerusalem Foundation is the philanthropic arm of the city. To realize our vision, we continue to strengthen our close partnerships with a broad range of institutions in Jerusalem, stakeholders and philanthropic agencies, academic institutions and policymakers, who are joining our hands-on long-term engagement in the city. During 2019, we also welcomed James Snyder, as Executive Chairman of the Jerusalem Foundation INC in the United States. I have no doubt that his great experience and passion will be another significant factor in strengthening the Jerusalem Foundation and recruiting new and old friends to support the many tasks that lie ahead. I am deeply grateful to our leadership around the world, our board members across continents and our chairs/presidents in each region, who keep Jerusalem in their hearts and are always there to offer support, guidance and friendship. I add a special congratulations to the Jerusalem Foundation UK Board and its Chairman, Lord Leigh, on celebrating 50 years of activity in the UK in 2019 and leading the way in philanthropic support for Jerusalem. I personally have used the last year to study, to meet, to plan, to consult, to share, and also to promote and develop my first programs and projects along the way. I remain deeply honored to serve as President of this special Foundation and deeply grateful to our staff, volunteers, and friends who are helping to lead the Jerusalem Foundation on an exciting new path to future success and inspiration. Shai Doron President 5 LOOKING TO 2030 & BEYOND THE JERUSALEM FOUNDATION 6 THE JERUSALEM FOUNDATION Looking to 2030 and Beyond The Foundation was established over 50 years ago by the legendary Mayor of Jerusalem, Teddy Kollek. Over the last five decades, the Jerusalem Foundation has brought together friends from around the world to invest more than $1.5 billion dollars in projects throughout the city. Since 1966, the Foundation has initiated, founded, created and managed over 4,000 projects - both capital and programmatic – in all neighborhoods of the city. This hands-on long-term involvement has effectively changed the face of modern Jerusalem and touched the lives of all of Jerusalem’s diverse residents, now numbering over 900,000 people. Today, the Jerusalem Foundation’s original mandate is more relevant than ever. The Jerusalem Foundation has created a model for cross-cultural and cross-communal engagement among all of the population groups in the city. Looking forward, we have developed a plan for the next 10 years to ensure a better future for the city in 2030. As the leading institution in grant making for the cultural and communal sectors, our initiatives and projects promote communal strength, creative culture and future leadership. 7 As we envision the future of Jerusalem through 2030 and beyond, we can take pride in the Foundation’s half-century of achievement that has shaped the modern city’s landscape. We continue to refine our priorities in order to support Jerusalem’s future development, adapting to the evolving needs of its entire population, with its next generation as the highest priority. Taking full advantage of the unparalleled mix of historical, cultural, and human capital that exists in the city today, and consistent with Teddy Kollek’s charge to each of us more than fifty years ago, philanthropy can be the essential catalyst to fulfilling this vision.     ISRAEL (INCLUDES WEST BANK AND GAZA) 2020 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The country’s laws and Supreme Court rulings protect the freedoms of conscience, faith, religion, and worship, regardless of an individual’s religious affiliation. The 1992 Basic Law: Human Dignity and Liberty describes the country as a “Jewish and democratic state.” The 2018 Basic Law: Israel – The Nation State of the Jewish People law determines, according to the government, that “the Land of Israel is the historical homeland of the Jewish people; the State of Israel is the nation state of the Jewish People, in which it realizes its natural, cultural, religious and historical right to self-determination; and exercising the right to national self- determination in the State of Israel is unique to the Jewish People.” In June, authorities charged Zion Cohen for carrying out attacks on May 17 on religious institutions in Petah Tikva, Ashdod, Tel Aviv, and Kfar Saba. According to his indictment, Cohen sought to stop religious institutions from providing services to secular individuals, thereby furthering his goal of separating religion and the state. He was awaiting trial at year’s end. In July, the Haifa District Court upheld the 2019 conviction and sentencing for incitement of Raed Salah, head of the prohibited Islamic Movement, for speaking publicly in favor an attack by the group in 2017 that killed two police officers at the Haram al-Sharif/Temple Mount. In his defense, Salah stated that his views were religious opinions rooted in the Quran and that they did not include a direct call to violence.

Swanson: The Politics of Home in Jerusalem: Partitions, Parks, and Planning Futures (Under the direction of Banu Gökarıksel) At a time when Palestine and Palestinians are ubiquitously framed through the “Israeli- Palestinian conflict” and the “peace process”, the spaces of everyday life for Palestinians are often ignored. This is in spite of the fact that so many of the Israeli policies and technologies of occupation and settlement are experienced materially by Palestinians in these spaces. In this dissertation, then, drawing on feminist geopolitics, I consider everyday Palestinian spaces like the home, neighborhood, and village—with a focus on Jerusalem—to better understand geographies of occupation and settlement in Palestine/Israel today. I argue, through attention to Palestinian experiences on the ground, that widespread representations of Jerusalem as either a “united” or “divided” city fail to capture the Palestinian experience, which is actually one of fragmentation, both physical and social. As a case study in fragmentation, I turn to the zoning of Israeli national parks in and between Palestinian neighborhoods, arguing that parks have served the purposes of settlement in less politicized ways than West Bank settlement blocs, but like the settlement blocs, have resulted in dispossession and restrictions on Palestinian construction, expansion, and movement.

The man was identified as Omar Wahid Sammour, 27, a farmer. Witnesses said he was working his land near the border when the shells hit. The IDF said that it had opened fire on four suspects near the security fence overnight, both in the north and south of the Gaza Strip. BY LAHAV HARKOV reprinted from Tablet Magazine Deputy Mayor Fleur Hassan-Nahoum tries to model Israel’s future shared society Fleur Hassan-Nahoum’s work as Jerusalem’s “Foreign Minister”—her real title is Deputy Mayor in charge of foreign relations, international economic development and tourism—normally keeps her on the go all day. But now, like everyone else, she is stuck at home. She decided to stay in almost a week before the government’s order to try to quell the spread of COVID-19. “I was meeting people face-to-face, trying to meet outdoors on the benches of Safra Square”—the site of the Jerusalem municipality—“because I thought it was safer. But then I started to panic. What am I doing? I have four children,” she recounted. Like so many others, Hassan-Nahoum has now moved her busy workday to video conferencing on Zoom. On the morning she spoke on the phone with Tablet, Hassan-Nahoum also spoke with a Palestinian- American orthopedist who owns orthopedic parts factories around the world. “I’m helping him open a factory in Jerusalem, because I want more jobs in Jerusalem, and I want more for the Arab community,” Hassan-Nahoum said. “He does a lot of sales in the Middle East, so the Arab-speaking community is a good fit. If all goes well, it should open in six months. Coronavirus shouldn’t disrupt the bureaucratic process to open a factory,” she added. Hassan-Nahoum came to the businessman, whose name she kept to herself in the interest of not endangering the deal, through peace activist Gershon Baskin, a pathway which helps to illustrate the nature of her job.

The Jerusalem Foundation in the USA was inspired to create the Community and Culture Innovation Fund for relief and recovery to support innovative and collaborative culture and community projects during COVID The Jerusalem Foundation has always assisted and empowered the people of Jerusalem, and during this and beyond. We launched the $1.25 million fund at the end of 2020, over 180 cultural and community challenging and unprecedented year we continued to support the most vulnerable populations in all parts organizations submitted applications and grants were awarded to 45 organizations that have already begun of the city. We also used the year to plan, promote and raise resources for significant projects that will be implemented in the coming years, including the Gazelle Valley Education Center, the new Marcus Margulies Pavilion at the One of The Jerusalem Foundation’s greatest strengths is our ability to respond immediately to changing Jerusalem Botanical Gardens, the Hassadna Music Conservatory and dozens of other projects for the benefit realities and at the same time to continue to advance our long-term vision.

    THE UK COMMUNITY SHABBATON @ HOME THE JERUSALEM EDITION Welcome Back! It has been seven weeks since we last got together nationally for a UK Community Shabbaton at Home. Unfortunately, our shul buildings remain closed, but shul communities are well and truly open! I have been inspired by the stories up and down the country of how Rabbis and communities have responded to the crisis. Part of that response has been connecting to and uplifting members and this is what the UK Community Shabbaton at Home aims to do! Once again thank you to our team made up of Rabbi Michael Laitner of the United Synagogue, Rabbi Daniel Fine of Stanmore and Canons Park United Synagogue and David Reuben, our Director of Programmes, who together have devised the UK Community Shabbaton at Home – Jerusalem edition which is a project of Mizrachi UK and the United Synagogue. Huge thanks to them as well as to Richard Verber from the United Synagogue who has helped with all the IT and Gemma Denby from Mizrachi UK for liaising with all the communities. Like last time, tens of thousands of homes all across the UK are joining together both with their communities in spirit as well as nationally to celebrate Shabbat in your homes. However, the difference this time is that we are also celebrating Yom Yerushalayim 2020, the 53rd anniversary of the reunification of Jerusalem. We will be launching at 6:30pm with a special concert for Yom Yerushalayim featuring some of the UK’s favourite names in music as well as addresses from the Chief Rabbi and the Israeli Ambassador.
