Dear Head Start Family and Community,

As your Regional Executive Director for Tampa Bay Area Head Start and Early Head Start Programs, it is a privilege to serve the children and families of Pinellas and Hillsborough counties. I am extremely proud of the staff, parents, and families who have worked together over this past school year, delivering outstanding School Readiness Outcomes.

Pinellas Early Head Start and Head Start program is in its fifth year providing direct services at fifteen centers and through four Child Care Partners, who provide high-quality Pre-K educational experience to over 1,600 children in Pinellas County.

Our goal is to continue to educate, equip, and empower children, families, and staff through community partnerships and effective data-driven system to close the Achievement Gap. Our children have made impressive gains in School Readiness goals. Pinellas and Hillsborough have established strategies for continuous improvement throughout the year, by providing teachers and family childcare providers with resources that assist in improving children outcomes.

We are looking forward to the 2017-2018 school year, as we continue to expand our collaboration and partnerships with the communities we serve, which will provide our children and families with valuable resources.

As the Program Director for Hillsborough Early Head Start I am humbled and privileged to serve the children and families of such an awesome community. The dedication of the staff, parents and Family Child Care Home Educators has enabled this program to soar by leaps and bounds.

We believe all children deserve the same opportunity for growth and success. This is achieved by empowering families with education and tools they need to break the cycle of poverty. HillsOne provides the support and guidance with early childhood education and comprehensive enrichment programs for the entire family.

Bridging the gap between the organization and the community is commendable. Providing the best early care, nurturing, and educational environment for young children and much needed resources and services for the families is certainly appreciated by all.

We work with local community partners and health care providers to bring services to our centers and remove any barriers to access. Comprehensive Services LSF provides the following additional services to the infants and children enrolled in the program: • Developmental screenings are provided to identify areas of concern regarding the child’s developmental, sensory, behavioral, motor, language, social, cognitive, perceptual, and emotional skills. These screenings are done while remaining sensitive to the child’s cultural background. • The disabilities service plan provides strategies for meeting the special needs of all children with disabilities. The plan provides procedures for screenings, referrals for evaluations, accessibility to facilities, and plans to provide special equipment/materials. Also, there is a commitment to continuously meet and exceed the mandated 10% enrollment opportunity for children with disabilities. • Comprehensive mental health services are provided for children, families, and staff. Individuals are referred to community partners to obtain services. LSF provided mental health services to 74 children that were enrolled in our programs. • Our Head Start and Early Head Start programs served 21 homeless families last year. This area focuses on assisting families in meeting their goals, interests, and needs by providing direct assistance or referrals to community resources. The information below reflects data submitted to Congress annually on the Program Information Report (PIR). Families received training and education either directly through the program or referrals.

Pinellas Head Start and Early Head Start had more than 1,779 families receive services, while 162 families received family services from Hillsborough Early Head Start.

Parent Involvement Head Start believes parents are the most important influence on child development. Maintaining positive relationships with families, communicating regularly with families, and encouraging family involvement are relative strengths for the Head Start program. Parent Involvement is essential to program planning and decision-making. Parents receive monthly training at their Parent Committee meetings including mandatory training. In addition, depending on the collective needs and wishes of each center’s parents, Family and Community Engagement Specialists arrange for supplemental training including Affordable Housing/ First Time home buyers, Family Literacy, Developmentally Appropriate Practices and Parent Appreciation activities based on the parent interest questionnaires. Volunteers, Partnerships and Community Outreach

Volunteers are vital to the success of our programs, and they come from various sources such as churches, fraternities, sororities, partner organizations, students, and community resources. However, it is especially desirable to have parents volunteer in their centers through our parent committees and Policy Council. This type involvement provides them with new leadership development opportunities and skills and enhances their ability to be strong advocates for their children.

Pinellas Head Start/Early Head Start had over 1,830 volunteers for 2016-2017. While Hillsborough Early Head Start had over 192 volunteers for 2016-2017. School Readiness and Child Outcomes School Readiness Supporting school readiness, which includes children’s skills and knowledge at Kindergarten entry, can support Kindergarten Readiness and Early School Success. LSF embodies this support by providing developmentally appropriate learning experiences based on the individual needs of the children in preparation for Kindergarten. As part of LSF’s school readiness goals, we have set the expectation that at least 80% of the children will be working at Kindergarten level in each domain before Kindergarten entry.

Child Outcomes For the 2016-2017 school year, Bay Area Head Start/ Early Head Start program measured the children’s outcomes with the Teaching Strategies GOLD tool, Classroom Assessment Scoring System (CLASS), and the Voluntary Pre-Kindergarten (VPK) Assessment. Teaching Strategies GOLD measures each of the domains: social-emotional, gross motor, fine motor, language, , cognitive, literacy, and mathematics. These are all aligned with the Head Start Early Learning Outcomes Framework and the Florida Standards for Birth to Five year-olds.

We have audited the accompanying consolidated financial statements of Lutheran Services Florida, Inc. & Subsidiaries (the Organization), which comprise the consolidated statements of financial position as of June 30, 2016 and 2015, and the related consolidated statements of unrestricted support and revenue, expenses and other changes in unrestricted net assets, changes in net assets, and cash flows for the years then ended, the related consolidated statement of functional expenses for the year ended June 30, 2016, and the related notes to the consolidated financial statements.

Management’s Responsibility for the Consolidated Financial Statements

Management is responsible for the preparation and fair presentation of these consolidated financial statements in accordance with accounting principles generally accepted in the of America; this includes the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of consolidated financial statements that are free from material misstatement, whether due to fraud or error.

Our responsibility is to express an opinion on these consolidated financial statements based on our audits. We did not audit the financial statements of LSF Charter Schools, LLC, a subsidiary, or the financial statements of Pivot Education, Inc., an affiliate, whose financial statements reflect total combined assets of $1,920,679 as of June 30, 2016, and total combined support and revenue of $4,938,330 for the year then ended. Those statements were audited by other auditors, whose reports have been furnished to us, and our opinion, insofar as it relates to amounts included for LSF Charter Schools, LLC and Pivot Education, Inc., is based solely on the reports of the other auditors. We conducted our audits in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the consolidated financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the consolidated financial statements. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the consolidated financial statements, whether due to fraud or error. Such information is the responsibility of management and was derived from and relates directly to the underlying accounting and other records used to prepare the consolidated financial statements. The information has been subjected to the auditing procedures applied in the audit of the consolidated financial statements and certain additional procedures, including comparing and reconciling such information directly to the underlying accounting and other records used to prepare the consolidated financial statements or to the consolidated financial statements themselves, and other additional procedures in accordance with auditing standards generally accepted in the United States of America. In our opinion, the information is fairly stated, in all material respects, in relation to the consolidated financial statements as a whole.

The other supplementary financial information listed in the table of contents is presented for purposes of additional analysis and is also not a required part of the consolidated financial statements. We have previously audited Lutheran Services Florida, Inc. & Subsidiaries’ 2015 consolidated financial statements, and our report dated December 21, 2015 expressed an unmodified opinion on those consolidated financial statements.
