In the pages that follow you will read about and see images of what our city may become. It is a future built on the best aspects of our past – reconnecting the city to the water, re-linking neighborhoods to the downtown, preserving our great stock or architecture, ensuring that transit serves a critical role in the life of the city, and creating superior public spaces. The goal of Providence 2020 is to provide a vision for coordinating and integrating the array of development opportunities in Providence. And given the unprecedented interest in our city and the unprecedented opportunities that will open up in the years ahead, a document of this type is critically important at this time. Providence 2020 details the principles that will guide us in the years ahead. The document spells out the priorities we will seek to achieve as we build and revitalize our city. It helps defi ne where development should take place, what the shape and character of development should be and what goals it should serve. It offers guidance for ways in which development can complement and promote public use and enjoyment of the city from streetscapes, to squares, to parks, to the waterfront. This is not a detailed blueprint of what Providence will look like in the future. That will unfold over time as projects are proposed and considered. Start your adventure here: 1 SLATER MILL 67 Roosevelt Ave, Pawtucket, RI Slater Mill is America’s first successful water-powered cotton spinning mill. A series of outside signs describe the growth of industry at Pawtucket Falls. Then tour the Slater Mill Historic Site (fee charged) to see the evolution from hand- crafted textiles, to those made by water-powered machines. Slater Mill is open 10:00 AM - 4:00 PM, Tuesdays through Sundays, May through October. It is also Slater Mill Garden open Mondays, 4th of July through Labor Day. 2 BLACKSTONE RIVER STATE PARK 1075 Lower River Road, Lincoln, RI Visit the Kelly House Museum, open for free from 9:00 AM to 5:00 PM April through October. Then take a walk, run, or bike ride along the Blackstone River Bikeway which runs through the park. The park also has boat launches for paddlers, fishing spots, and space to just sit under a tree and have a picnic. And if you have a bit more time, walk across the Bikeway bridge and stroll through the Kelly House Museum historic Ashton Mill Village on the other side of the Blackstone River. RHODE ISLAND’S SHELLFISH HERITAGE RHODE ISLAND’S SHELLFISH HERITAGE An Ecological History The shellfish in Narragansett Bay and Rhode Island’s salt ponds have pro- vided humans with sustenance for over 2,000 years. Over time, shellfi sh have gained cultural significance, with their harvest becoming a family tradition and their shells ofered as tokens of appreciation and represent- ed as works of art. This book delves into the history of Rhode Island’s iconic oysters, qua- hogs, and all the well-known and lesser-known species in between. It of ers the perspectives of those who catch, grow, and sell shellfi sh, as well as of those who produce wampum, sculpture, and books with shell- fi sh"—"particularly quahogs"—"as their medium or inspiration. Rhode Island’s Shellfish Heritage: An Ecological History, written by Sarah Schumann (herself a razor clam harvester), grew out of the 2014 R.I. Shell- fi sh Management Plan, which was the first such plan created for the state under the auspices of the R.I. Department of Environmental Management and the R.I. Coastal Resources Management Council. The Blackstone Valley Mill Plate from the Massachusetts Environmental Trust The Blackstone Valley, running through the central part of the state, was the birthplace of the American industrial revolution. It was on this river in 1790 that Slater’s Mill in Pawtucket, RI began operation and would become America’s first successful textile mill. This development led to a profound change in the Massachusetts landscape as mills and cities grew around rivers that could power the industry. Offered since 1999, the Blackstone Valley Mill Plate highlights the need to restore our urban rivers and streams to enhance their ecology and improve the health of riverfront communities. Many communities have found that transitioning from industrial economies to more diverse economies can be assisted by the redevelopment of riverfronts. The legacy of our industrial history remains in many of our cities. Contamination in sediment and lingering water quality impairments can make contact with the rivers unhealthy. Outdated and unused dams make rivers impassible for fish and present hazards to people. Aging sewer infrastructure and paved surfaces add new pollutants to the waters. The Massachusetts Environmental Trust supports projects throughout Massachusetts with these license plates. Protection and restoration of rivers, estuaries, and groundwater supports the people, natural resources, and economic development of communities statewide. Recent Grants for Urban Rivers American Rivers, Greenfield: $50,000 To conduct final engineering and permitting for the removal of two dams on the Green River in Greenfield. Charles River Conservancy, $15,000 To prepare resources offering explanation of water quality and its effects on public swimming in the Charles River and other urban rivers. -

RHODE ISLAND DEPARTMENT OF ENVIRONMENTAL MANAGEMENT February Protecting, Managing, and Restoring the Quality of Rhode Island’s Environment 2005 Environmental Roundtable News Governor Proposes Budget Measures To Reduce Waste and Save Landfill Space Governor Carcieri’s 2005 Budget includes major strategies to increase recycling and extend the life of the Central Landfill: a $1 per ton surcharge for commercial trash disposal and a $9.34 per ton increase for municipal trash disposal in communities that recycle less than 20% of their trash. The $1 per ton increase on commercial trash deposited at the Central Landfill would be used by DEM to enhance compliance inspections at waste management facilities and to implement a self-inspection and certification program to increase recycling in the commercial sector. Although it is not known precisely how much commercial recycling occurs in Rhode Island, there is significant potential for increasing the level of recycling in the business sector. The Department has drafted the new approach to commercial recycling to replace the existing commercial recycling and reporting system, which has proven costly and impractical to enforce. Starting January 1, 2006, municipalities that do not achieve a 20% recycling rate would see tipping fees rise from $32 per ton to $41.34 per ton. Presently 12 of the 39 cities and towns meet the 20% recycling rate. The proposed change to the municipal tip fee structure is designed to encourage waste diversion measures such as pay-as-you-throw, automated col- lection systems and enforcement. Both budget initiatives are consistent with proposed waste reduction policies in the draft Comprehensive Solid Waste Management Plan.
