During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. In transmitting this news to you we again call your attention to the desperate situation of our comrades in Bulgaria and the necessity and urgency for solidarity and action in this emergency. The prolonged repressions have crushed almost all open resistance to the Stalinist dictatorship. All the leaders of the opposition parties have confessed their ”sins” and publicly endorsed the regime. Some of them who endured tortures are now respectable and were chosen as deputies in the last elections. Nevertheless the greater part of them remain inwardly hostile to the dictator- ship. Many of our comrades refused to make humiliating declarations, like the politicians, but they have ceased all activity and manifestations against the regime. There remain however, a limited number of militants who do not and cannot concede defeat. Among them was our valiant and now departed comrade, Manol Vassev. This open resistance by popular militants is of the greatest importance to us and to theBulgar- ian people because it makes the Stalinist murderers extremely nervous. There is no doubt that the death of Vassev was in reality murder.

    CPT/Inf (2015) 12 part EXECUTIVE SUMMARY The CPT’s ninth visit to Bulgaria provided an opportunity to review the implementation of recommendations made after the Committee’s previous visits. Particular attention was paid to the treatment of persons in police custody and of juveniles in penitentiary establishments as well as of the conditions of detention and the provision of healthcare in prisons. The cooperation received by the Bulgarian authorities in the course of the visit was generally good. However, the principle of cooperation also requires that decisive action be taken to improve the situation in the light of the CPT’s key recommendations, and the CPT is seriously concerned by the fact that the vast majority of the Committee’s long-standing recommendations, some of them dating back to the very first periodic visit to Bulgaria in 1995, remain unimplemented. These include recommendations on ill-treatment (both in the police and prison context), inter-prisoner violence, prison overcrowding, material conditions of detention in investigation detention facilities (IDFs) and prisons, prison health-care, staffing levels, as well as discipline, segregation and contact with the outside world. In some cases, the situation has deteriorated since the 2010 and 2012 visits. The CPT is of the view that the time for words is over and that urgent and effective action must now be taken to address all these concerns. Consequently, in the light of the inaction to date, the CPT has decided to set in motion the procedure provided for in Article 10, paragraph 2, of the Convention. Policing The delegation received many allegations of deliberate physical ill-treatment of persons detained by the police (including juveniles and women), both at the time of apprehension and during questioning, consisting of slaps, punches, kicks and truncheon blows.

    RWE and Belene Heffa Schücking- Urgewald April 9, 2009 Germany’s second largest utility RWE is planning to invest over 1.5 billion euros in an extremely controversial nuclear power plant in Bulgaria. The name of the project is Belene, and it is situated in the north of the country, only a few kilometers from the border to Romania. There are grave concerns regarding the project’s safety, as Belene is sited in an area prone to large earthquakes. RWE and the Bulgarian utility NEK plan to build two nuclear reactors of a previously untested Russian design here. Over the past two years, environment organizations throughout Europe have campaigned against this project, which they consider to be among the most dangerous nuclear plants planned in Europe. More than a dozen international banks have turned down financing for Belene, and even many of RWE’s Supervisory Board members are opposed to this investment. On April 18 th 2008, the German newspaper “Die Welt” wrote: “According to sources close to the supervisory board, the municipal shareholders of RWE as well as union representatives on the board have expressed strong criticism of the project. Neither the proposed Russian technology nor the location – an earthquake area – are considered to be safe enough to carry out such a complex project.” 1 Belene: A Short History The plan to build two nuclear reactors in the north of Bulgaria was developed in the early 1980s. As early as 1983, however, Soviet scientists warned that the site was not suitable for a nuclear power plant (NPP) due to its high seismic risks.
