Decisions of the ISU Council

The ISU Council met on June 8 and 14, 2014 in Dublin, Ireland. The following were among the decisions taken by the Council during the meetings:

1. Full Membership Cyprus During its meeting on June 8, 2014 the Council agreed based on the membership status information received, to grant full membership for the Branch to the Cyprus Skating Federation.

2. 56th Ordinary ISU Congress 2016 – Dubrovnik/ Based on the applications received, the ISU Council decided to hold the 56th Ordinary ISU Congress in Dubrovnik/Croatia on June 6-10, 2016, at the Dubrovnik Palace Hotel.

3. ISU Communications continued validity As per the decision of the 2014 Congress Dublin, Ireland, Agenda item no. 13. b), and in line with Article 27, paragraph 3 of the ISU Constitution the following Communications have continued validity:

*The above mentioned list reflects the situation during the 2014 Congress. In the meantime some of the above mentioned Communications have been replaced, for example Communications 1693 and 1694 have been replaced by Communications 1871 ISU Blood Screening Program and 1872 ISU Haematological Module of the Skater Biological Passport Program (H-ABP). Also, other Communications might be replaced soon.

11. ISU Figure Skating Championships – Minimum Total Technical Scores season 2014/15 Taking into account the expected number of entries into the Short Program/ at the ISU Figure Skating Championships for the season 2014/15 and the related time schedule, the reasonable maximum officiating time for the Officials, limits in the number of participants and related workload an Organizing Committee can be expected to handle physically and financially as well as implications with commercial partners, the Council concluded that the Minimum Total Technical Scores as per the 2014 Special Regulations, Rule 378, paragraph 3 must be adjusted for all ISU Figure Skating Championships in order to reduce the number of entries to the appropriate level.

The required minimum Total Technical Score for the Short Program/Short Dance and the Free Skating/Free Dance segment to participate in the ISU World Junior Figure Skating Championships can only be obtained in registered International Junior Competitions/Championships.

The Minimum Total Technical Score (not including Component Scores) is a Technical Score and must have been reached in an ISU recognized International Competition (as per Article 38, paragraph 7 of the ISU Constitution and Rule 107, paragraphs 1 to 9 of the ISU General Regulations) during the ongoing or immediately preceding season in both segments, Short Program/Short Dance and Free Skating/Free Dance (See ISU Special Regulations Single & Pair Skating Ice Dance 2014, Rule 378, paragraph 3). While the Minimum Total Technical Score must be reached separately in each segment (not a total of the two segments), the Minimum Total Technical Score for each segment may be reached at different competitions.

The Council also decided that the Minimum Technical Score must be reached 21 (twenty-one) days before the first day (first official practice day) of the Championships concerned (same as entry deadline).

The Council agreed that if it became evident that the number of entries based on the Minimum Total Technical Scores listed above would be significantly higher or lower than expected, the ISU Council reserves the right to subsequently slightly re-adjust the Minimum Total Technical Scores in order to achieve the above-mentioned objective.

12. Judges Draw – ISU Figure Skating Championships 2015 The annual Judges Draw for the 2015 Figure Skating Championships shall be held on October 16, 2014 in Geneva, .

16. Rule 131, Declaration Form Based on the 2014 Congress decision as per Agenda item No. 100 (See Congress Agenda as per ISU Communication No. 1863), the Council adapted the Declaration Form accordingly. An updated form is available on the ISU Website, click here

17. Appointment of a Coach to the Ice Dance Technical Committee (IDTC) The Council decided to appoint Mr. Maurizio Margaglio (ITA) as appointed Coach to the IDTC. Mr. Margaglio replaces Mr. John Dunn.

18. Medical Commission The Council noted the resignation of a Medical Commission member, Dr. David Mitchell as of the end of the season 2013/14. The Council expressed appreciation and thanks to Dr. Mitchell for his over 26 years of loyal and dedicated service to the ISU.

19. ISU Council meeting The Council agreed to meet again on October 16-19, 2014 in Geneva, Switzerland and on March 23-24, 2015 in Shanghai, China.
