Nhs Lanarkshire Patient Access Policy
NHS LANARKSHIRE PATIENT ACCESS POLICY 1. BACKGROUND NHS Lanarkshire is required by Scottish Government to deliver a consistent, safe, equitable and patient centred service to Lanarkshire patients within national waiting time standards. The current waiting time standards are: • 12 weeks for new outpatient appointment • 6 weeks for the eight diagnostic tests and investigations • 18 weeks Referral to Treatment for 90% of patients • The legal 12 week Treatment Time Guarantee NHS Lanarkshire is required from 1 October 2012 to comply with the Patient Rights (Scotland) Act 2011 that places a legal responsibility on the NHS Board to ensure that all patients due to receive planned treatment on a day case or inpatient basis receive treatment within 12 weeks of the patient agreeing to the treatment. The Patient Access Policy sets out the approach that NHS Lanarkshire will follow to book outpatient, day case, inpatient and diagnostic appointments, what patients can expect in terms of advance notification and the number and type of offers of appointment they can expect to receive. It describes the locations from which services are routinely delivered by NHS Lanarkshire. The Patient Access Policy also sets out the implications to the patient of cancelled appointments and also non-attendance at clinic and /or treatment. In addition, it describes actions available to patients when they are dissatisfied with the service that they receive. NHS Lanarkshire is committed to improving the patient journey and patient experience through improved process, effective use of new technology and through maximising available capacity. Effective communication with patients is essential to achieving that and NHS Lanarkshire will use all available options including letter, email and text to keep in contact with patients. -

For the past 3 years, the council as a member of Climate Ready Clyde has participated in the development of an adaptation strategy and action plan for the City Region. The strategy’s purpose is to mitigate the risks arising from the local impact of climate change. The strategy covers a 10 year period with the action plan providing the activity up to 2025. It has a number of key priorities such as the regeneration of Ravenscraig, supported by interventions and flagship actions. Recommendations It is recommended that the Environment and Transportation Committee: 1) Recognise that adaptation is a key aspect of the council’s climate activity 2) Recognise the good work that council officers have facilitated and progressed in partnership with the membership of Climate Ready Clyde 3) Note the summary detail of the Adaptation Strategy and Action Plan 4) As a member organisation of Climate Ready Clyde, approve the implementation of the Adaptation Strategy and Action Plan (subject to GCR Cabinet approval) The Plan for North Lanarkshire Priority All priorities Ambition statement All ambition statements 1. A Vision for NORTH LANARKSHIRE TOWNS A Vision for COATBRIDGE Welcome to our online consultation event in relation to North Lanarkshire Council’s draft Town Vision for Coatbridge as part of ‘The Place The Vision’ Ambition Programme to transform our towns as more appealing liveable and successful places. 1 A Vision for NORTH LANARKSHIRE TOWNS: COATBRIDGE Welcome North Lanarkshire Council are developing Town Visions to inform the long term future and transformation of its towns. So far, the initial thinking has been shared with some of our partner agencies including Scottish Government, NHS Lanarkshire, Police Scotland, Fire & Rescue, Colleges and with Council members and officers. We are committed to local engagement. Community input and support is a fundamental part of building a shared vision and future plans. This initial community engagement will help us develop the plans and gives you, the community of Coatbridge, an opportunity to look at the high-level proposals and have your say on what should be the future of your town. The consultation sets out some initial thinking. This engagement will run online for 6 weeks, representing the start of local consultation and engagement. We look forward to receiving your thoughts. All feedback will be recorded and considered in developing the Vision. 2 A Vision for NORTH LANARKSHIRE TOWNS: COATBRIDGE What is a Town Vision? The Town Vision is a high-level strategy it is not a traditional plan or masterplan but rather a concept as to how the town could develop over time. In looking to the future, we believe our Towns need to be: • places for people to live, learn, work, invest and visit • places that are valued, appealing and liveable • places that embrace challenges and our responsibilities to the future • places that are dynamic and creative • places that support successful and thriving communities Importantly the Vision needs to consider how to help support, strengthen and re-build our towns beyond the COVID pandemic and continue to support communities in an open, sustainable and inclusive way. -

Glasgow City Region City Deal Item 8(b) Cabinet 6th October 2020 Report by Director of Regional Economic Growth Contact: Jane Thompson Tel: 0141 287 5369 PMO Evaluation: North Lanarkshire Council – Outline Business Case – Ravenscraig Infrastructure Access (RIA) Purpose of Report: To report to the Cabinet on the evaluation of North Lanarkshire Council Outline Business Case (OBC) for Ravenscraig Infrastructure Access (RIA) Recommendations: It is proposed that the Cabinet: 1. note the content of this report; 2. note the PMO Appraisal, Project Risk Register and Project Risk Register are available on request from the Clerk; 3. approve this Business Case; 4. invite North Lanarkshire Council to proceed to prepare four Full Business Cases; 5. to approve the funding requirement of £4.2m to develop the four Full Business Cases; and 6. note the PMO will incorporate the information within the OBC within the Programme Business Case and Programme Plan. 1. Purpose 1.1. To report to the Cabinet on the evaluation of Outline Business Case (OBC) for Ravenscraig Infrastructure Access (RIA). 1.2. The submission of this business case for appraisal is considered as confirmation that North Lanarkshire Council approves the inclusion of this business case as part of the City Deal Programme as stated in the Glasgow City Region City Deal Assurance Framework 2019. 1.3. North Lanarkshire Council’s Planning and Regeneration department approved the submission of the OBC on 12th August 2020. On 27th August 2020, North Lanarkshire Council’s Enterprise and Growth Committee approved the OBC and the submission of this business case to the Programme Management Office for appraisal.
