Encore un mot sur cette époque intéressante du moyen âge, où la France trouve pour l’ouvre de civilisation quelle accomplit en Algérie de si précieux encouragements. Carrette. AVERTISSEMENT. Les anciens portulans dont je me suis servi pour composer cette description de l’Algérie au moyen âge sont au nombre de dix : 1° Le recueil de Visconti, dont l’original existe à la biblio- 2 COMMERCE ET NAVIGATION DE L’ALGÉRIE thèque impériale de Vienne. Ce portulan, le plus ancien du moyen âge, est aussi l’un des plus exacts. Il contient plusieurs cartes marines très étendues et porte l’inscription suivante : Petrus Visconte de Januâ fecit istas tabulas anno Domini MCCCXVIII. 2° L’atlas catalan de l’an 1375, dessiné par Jacques Ferrer, navigateur de Majorque, qui fait partie des manuscrits de la Bibliothè- que impériale(1). Il a été publié dans le tome XIV, IIe partie, des Notices et Extraits des Mss., avec un mémoire de MM. Buchon et Tastu. On le trouve aussi dans le recueil du vicomte de Santarem(2). Le savant Walc- kenaer avait signalé en 1819 l’existence de ce précieux document. 3° Le portulan de la bibliothèque Pinelli, qui porte la date de 1384 et a été publié par le vicomte de Santarem. 4° Une carte pisane du quatorzième siècle, provenant d’une ancienne famille de Pise et publiée par M. Jomard(3). 5° L’atlas composé par Francesco et Domenico Pizzigani et dessiné par un certain Marc, Vénitien, avec cette inscription : Ex apogra- pho tabulae fratrum Pizziganorum, anno Domini MCCCLXVII(4), 6° Celui d’Andrea Bianco, de Venise, de l436, dont quelques cartes ont été publiées par Formaleoni. 7° Une mappemonde catalane, achetée à Florence par le car- dinal Despuig, et conservée à Palma, dans la bibliothèque du comte de Montenegro, portant cette épigraphe : Gabriel de Vallsequa la feta en Malorcha lany 1438(5). 8° Un manuscrit contenant huit cartes marines dessinées vers 1472 par Grazioso Benincasa, d’Ancône, et par son fi ls. 9° Le portulan de Fréduce, autre navigateur ancônitain, qui porte la date de 1497. _______________ 1. Fonds ancien, n° 6816, in-folio maximo. 2. Recherches sur la priorité de la découverte des pays situés sur la côte occidentale de l’Afrique, au delà. du cap Bojador, avec atlas. Paris, 1841. 3. Les Monuments de la géographie, ou Choix de Mappemondes, planisphères, atlas et cartes du moyen âge, européennes et orientales. 4. Cette date n’est pas certaine. « Le soin qu’on a mis à dessiner ces cartes, dit Bossi , les roses des vents qui les accompagnent, et surtout le nom de Pizzigani, qui parait se rattacher à une époque postérieure, puisqu’on trouve des savants de ce nom qui ensei- gnaient la géographie vers le milieu du quinzième siècle, tout engage à donner à cet atlas, très- intéressant d’ailleurs, une origine plus récente. 5. On trouve ces mots écrits au verso de la carte : Questa ampia pesse di geografi a fi t pagata da Americo Vespucci CXXX ducati d’oro di marco. TABARKA ET LA CALLE. 3 10° Celui de Battista Agnesi, navigateur génois, de l’an 1524. Une carte du dépôt de la marine, de 1737, m’a fourni aussi quelques renseignements utiles. CHAPITRE I. I L’île et le port de Tabarka. — Établissement des Génois. Tous les anciens portulans mentionnent l’île de Tabarka et lui assignent la même position à l’entrée d’une baie ouverte, formée par l’embouchure d’une rivière. Comme établissement commercial, cette île avait au moyen âge une grande importance. Elle était à cette époque séparée du rivage par un bras de mer ; une digue, construite en 1741 par le bey de Tunis, la réunit aujourd’hui à la terre ferme. Au neuvième siècle, l’île de Tabarka était renommée par le grand nombre de navires qui s’y rendaient de l’Espagne arabe; mais en 960, s’il faut en croire Ebn-Haukâl, son port n’était plus visité par les marchands, et la ville qui lui faisait face sur le rivage n’existait même plus. Vers le milieu du douzième siècle les négociants chrétiens commencèrent à se montrer sur cette côte. Les Pisans, qui avaient obtenu des souverains de Tunis le privilège de la pêche du corail, depuis le râs-el-Menchâr (cap Serrat) jus- qu’au golfe de Bône, y parurent les premiers (1) ; ils furent bientôt suivis parles Catalans et les Génois, et, à dater de ce moment, l’île de Tabarka _______________ 1. II, p. 49. 4 COMMERCE ET NAVIGATION DE L’ALGÉRIE redevint ce qu’elle avait été dans les premiers siècles de la domi- nation musulmane, une station de commerce très importante et très fréquentée. Pendant la belle saison, un marché permanent se tenait sur les bords de l’Oued Zân (la rivière des chênes), et le trafi c qui s’y fai- sait était considérable. Le corail et les peaux, sur lesquelles il y avait un grand profi t, fi guraient en première ligne dans le commerce d’ex- portation, puis venaient les laines, les céréales, la cire et le miel. Les marchands chrétiens achetaient aussi des chevaux, qui étaient presque tous transportés en Italie et qui s’y vendaient très avantageusement. On connaît l’antique renommée des chevaux numides, dont rien n’égalait la rapidité, dit le poète Némésien, et qui semblaient, à mesure que la course échauffait leur sang, acquérir de nouvelles forces et uns plus grande vitesse. Au moyen âge, les chevaux moresques, faciles à manier et durs à la fatigue, étaient toujours recherchés pour leur douceur et pour la sûreté de leur pied. Et Bekri vante la légèreté et la vigueur de ceux que l’on élevait de son temps dans le Djebel Aourès(1). L’île de Tabarka, où se retiraient les marchands avec leurs navires, n’a guère qu’un mille de circonférence; c’est un rocher stérile, presque inaccessible du côté de la mer, et descendant en pente douce vers le midi, où il se termine en pointe et forme avec la côte deux bons mouillages. La baie occidentale est la plus sûre : une ligne de rochers qui se prolonge à l’ouest la met à l’abri de tous les temps; mais elle est seulement praticable pour les grandes barques et les sandals du pays. Il arrive aussi quelquefois que la mer, soulevée par les vents du nord, passe par-dessus les rochers et cause un ressac très violent; ce danger est surtout à craindre en hiver. Le port de l’est, accessible à toute espèce de navires, ne présente pas la même sûreté pendant la mauvaise saison, mais en été on peut y mouiller sans aucune crainte. Presque partout on trouve une profondeur convenable et un bon fond de sable. Des restes de constructions semblent attester l’existence d’un ancien môle; ils ont été en grande partie dispersés par la mer; mais quelques débris apparaissent encore à fl eur d’eau. TABARKA ET LA CALLE. 5 charger du blé à Tabarka mouillaient ordinairement dans le port de l’est, derrière cet ancien abri. En 1543 ce point important du littoral africain devint la pro- priété exclusive d’une famille génoise. Le fameux corsaire Torr’oud (Dragut), le fi dèle lieutenant de Khaïr-ed-Din, avait été fait prisonnier sur les côtes de la Corse pendant qu’il s’amusait à répartir entre lui et ses compagnons le butin fait sur les pauvres âmes chrétiennes. La république de Gênes, à laquelle il s’était rendu redoutable, refusa longtemps toute rançon pour sa délivrance ; elle consentit enfi n à lui rendre sa liberté par l’entremise d’un marchand noble, du nom de Lomellini, qui, pour prix de son intervention, obtint de Khaïr-ed-Din la petite île de Tabarka en toute propriété. Une colonie génoise vint s’y établir et prospéra rapidement. D’Avity parle de cet établissement dans sa Description de l’Afrique : «Les Génois, dit-il, ont à Tabarque une bonne forteresse munie d’artille- rie, avec une garnison de deux cents soldats. Pour entretenir la liberté du commerce, ils paient six mille écus aux pachas de Tunis et d’Alger, qui, outre cela, tirent encore trente mille doubles de la pèche du corail autour de l’île; mais les Génois sont obligés de souffrir vis-à-vis d’eux, en terre ferme, une garde de janissaires pour éclairer leurs mouvements.» Cette garde était soudoyée aux dépens des Génois(1). En 1724 l’île de Tabarka, qui renfermait quinze cents habitants et une garnison de quatre-vingts sol- dats, appartenait encore à la même famille.

Weaverdyck 7 The Roman Empire I Introduction The Roman Empire was one of the largest and longest lasting of all the empires in the ancient world.1 At its height, it controlled the entire coast of the Mediterranean and vast continental hinterlands, including most of western Europe and Great Brit- ain, the Balkans, all of Asia Minor, the Near East as far as the Euphrates (and be- yond, briefly), and northern Africa as far south as the Sahara. The Mediterranean, known to the Romans as mare nostrum(‘our sea’), formed the core. The Mediterranean basin is characterized by extreme variability across both space and time. Geologically, the area is a large subduction zone between the African and European tectonic plates. This not only produces volcanic and seismic activity, it also means that the most commonly encountered bedrock is uplifted limestone, which is easily eroded by water. Much of the coastline is mountainous with deep river valleys. This rugged topography means that even broadly similar climatic conditions can pro- duce drastically dissimilar microclimates within very short distances. In addition, strong interannual variability in precipitation means that local food shortages were an endemic feature of Mediterranean agriculture. In combination, this temporal and spatial variability meant that risk-buffering mechanisms including diversification, storage, and distribution of goods played an important role in ancient Mediterranean survival strategies. Connectivity has always characterized the Mediterranean.2 While geography encouraged mobility, the empire accelerated that tendency, inducing the transfer of people, goods, and ideas on a scale never seen before.3 This mobility, combined with increased demand and the efforts of the imperial govern- ment to mobilize specific products, led to the rise of broad regional specializations, particularly in staple foods and precious metals.4 The results of this increased con- It has also been the subject of more scholarship than any other empire treated in this volume.

Ancient Rome was defined and influenced by the issue of sustainability because it was integral to the fundamental structure of the Roman society. The societal factors of grain production, military policy, and labor markets all served to influence the sustainability of the Roman West. Roman military policy defined the nature of the Roman economy and established the type of labor system that it employed. Free and unfree labor markets structured the agrarian economy and formed the Roman system of internal taxation and rent collection. Local and commercial grain producers were relied upon to maintain the populations of the Roman West, uphold the Roman military, and sustain the growing servile populations.

KLEIJWEGT Date submitted November 1996 SUMMARY The 'Romanization' of the African provinces of Mauretania Tingitana and Mauretania Caesariensis was in fact a two-way process of exchange between Roman and African elements which resulted in a uniquely Romano-African civilization. The imperial cult highlights issues common to all Romanization processes, such as ruler-subject interaction and the role of local initiative in bringing about change, as well as unique issues such as the impact of politics on emperor-worship. The success of the imperial cult was hampered by the fact that only a select few - notably the wealthy local elite - derived direct benefit from the process, and by the fact that, because the pre-Roman Mauretaniae had no established ruler-cults, the imperial cult failed to assimilate with local tradition. As a result, the cult was unable either to make a decisive impact on the Romanization of the Mauretanians, or to achieve any real religious unity among them. C'est un grammairien de la seconde moitié du IIIe siècle de notre ère, Solin, qui l'a rapportée : « Hercule passant en cet endroit fut abandonné par vingt hommes de sa suite, qui y choi sirent l'emplacement d'une ville dont ils élevèrent les murailles ; et, afin que nul d'entre eux ne pût se glorifier d'avoir imposé son nom particulier à la nouvelle cité, ils donnèrent à celle-ci une désignation qui rappelait le nombre de ses fondateurs » (Solin, XXV, 17).

Afer, Africus, Africanus), the name by which the quarter of the world still called Africa was known to the Romans, who received it from the Carthaginians, and applied it first to that part of Africa with which they became first acquainted, namely, the part about Carthage, and afterwards to the whole continent. In the latter sense the Greeks used the name Libya ( Ἀφρική only occurring as the Greek form of the Latin Africa); and the same name is continually used by Roman writers. In this work the continent is treated of under LIBYA; and the present article is confined to that portion of N.
