ICSU Regional Office for Asia & the Pacific Annual Report 2011 p.1 Message from the Director

This year marks another milestone in the history of ICSU. The agreement between the Government of Malaysia and ICSU for hosting the Regional Office for Asia and the Pacific (ROAP) signed in September 2006 came to its conclusion after five years. Negotiations for a supplementary agreement to continue the hosting arrangements for another five years have been successfully concluded. This will enable the Regional Office to continue working based at the Academy of Sciences Malaysia, with full support of the Ministry of Science, Technology and Innovation, until September 2016. We thank the host government and the Academy for their support.

The year has been filled with many of the usual governance and planning meetings and workshops. The role of ROAP in spearheading the series of ICSU-UNESCO Rio+20 Science and Technology Workshops in April, was a significant contribution to the development of the Rio+20 process in all the regions of the world. These workshops ensure participation of the scientific community in the Rio+20 process, and will help ensure that the voice of the scientific community is heard in UNCSD in Rio de Janeiro in June 2012.

The other major contribution of ROAP to the scientific community in Asia and the Pacific this year has been the 22nd Pacific Science Congress in Kuala Lumpur in June. The Congress was attended by almost 800 scientists from 48 countries and more than 250 scientists gave presentations. In addition, 46 symposia and 2 workshops were organised as part of the Congress. ROAP organised a symposium on The Health Challenges of Urbanization in the Asia-Pacific Region to highlight research needs to address the urban health challenge in a more holistic way using the systems approach. The ROAP science plan on Health and Wellbeing in the Changing Urban Environment was launched at the symposium by Zakri Hamid, the Science Advisor to the Prime Minister of Malaysia, and ICSU Executive Board Member who is also a member of the ICSU Regional Committee for Asia and the Pacific.

Committee members Ali Moosavi-Movahedi, Jaime Montoya and Zakri Hamid rotate off the Committee at the end of the year as does Bruce McKellar, the Chair of the Committee. I thank them for their contributions to ICSU ROAP and wish them all the best. I also thank the staff of ROAP for their excellent work during the year.

ICSU Regional Office for Asia & the Pacific Annual Report 2011 p.2 Message from the Chairman

One could say that, for the ICSU Regional Office for Asia and the Pacific, and for the ICSU Regional Committee for Asia and the Pacific, 2011 was the end of the beginning. The first 5 year term of the Office, hosted by the Government of Malaysia ended in September 2011, and its second 5 year term began, with a significant increase in the budget, from both the Government of Malaysia and from ICSU. We look forward to the next phase of the work of the Office, moving from planning to implementation. On behalf of all of the national members of ICSU in the region, I warmly congratulate the Director and the staff of the office on this great achievement.

The major scientific activities of the Office and the Committee in 2011 were

• The production of the Science Plan on Health and Wellbeing in a Changing Urban Environment, which was launched at the Pacific Science Congress in Kuala Lumpur in June. The Science Planning Group has, in its recommendations, challenged the Regional Office to assist in the construction of a collaboration in the region which could use a systems approach to study health and well being in one of the urban areas in the Asia Pacific region, as a model of the utility of the insights to be gained from this holistic approach. The Science Plan will guide the Office forward to meet this challenge. • An involvement in the regional planning process moving towards the United Nations Conference on Sustainable Development to be held in Rio de Janeiro in June 2012. We started with the ICSU-UNESCO Rio+20 Regional Workshop on 16 to 18 April, and reported on our recommendations to the International Forum for Sustainable Asia and the Pacific 2011 New Asia-Pacific Perspectives towards Rio+20 in Yokohama on 26 and 27 July, and then to the Asia Pacific Major Groups Workshop and Regional Preparatory Meeting, in Seoul 16 to 20 October. It became clear as we worked through this process that, although the scientific and technological community understands that o the continued use of the earth and its ecosystem as if it were an infinite source of resources and a boundless sink for our waste is leading to a situation in which the planet will not be able to continue to support us, and that o these resources are being used in such a way that many people in the region, are living in extreme poverty, we have not been successful in convincing the population in general of the gravity and the urgency of the need to move both developed and developing nations to sustainable development. Achieving timely and significant outcomes of the UNCSD will be an important and challenging task for all concerned.

Of the 2011 Committee members, Jaime Montoya , Ali. A Moosavi-Movahedi and A H Zakri have completed their terms on the Committee. I thank them for their energetic and wise contributions. I also thank the continuing members of the committee for their contributions to our deliberations. I am confident that they and the new members of the Committee, under the leadership of the new Chair, Hong-Kum Lee, will sagely guide the Director and the office as they move through the next phase of the development of the ROAP. I wish them well in that task.

ICSU Regional Office for Asia & the Pacific Annual Report 2011 p.6 PSC-22 Symposium: The Health Challenges of Urbanization in the Asia-Pacific Region

ICSU Regional Office for Asia and the Pacific (ROAP) and its Science Planning Group on Health and Wellbeing in the Changing Urban Environment convened a Symposium on Health Challenges and Urbanization, in conjunction with the 22nd Pacific Science Congress. The symposium was coordinated by Professor Anthony Capon, of the National Centre for Epidemiology and Population Health, The Australian National (ANU) who is also a member of the ICSU ROAP Science Planning Group on Health and Wellbeing in the Changing Urban Environment. The ICSU ROAP science plan: Health and Wellbeing in the Changing Urban Environment: A Systems Approach was launched during the symposium. Other than Professor Capon, speakers at the symposium included Professor Indira Nath, Raja Ramanna Fellow, Institute of Pathology (ICMR), India; Professor Philippa Howden-Chapman, University of Otago, New Zealand; Dr Barry Newell of the Fenner School of Environment and Society, The Australian National University; and Dr Katrina Proust, National Centre for Epidemiology and Population Health, College of , and Environment, The Australian National University. The symposium was launched by Professor Zakri A. Hamid, Science Advisor to the Prime minister of Malaysia and member of the ICSU Executive Board. It attracted almost forty participants from a wide range of stakeholder groups in Asia and the Pacific.

The 4th ICSU Regional Consultation for Asia and the Pacific focused on the role of science for sustainable development. Four priority areas were discussed: ecosystems change and society, sustainable energy, hazards and disasters, and health and wellbeing in the changing urban environment, in the context of research needs in Asia and the Pacific. Concurrently it was agreed that efforts should be initiated to identify international and regional collaborating centres that can execute a systems analysis approach and mathematical modelling of the issues identified. The result of the fourth consultation will assist ICSU ROAP in the development of its programmes in the next two to four years.

International Union of Geodesy and Geophysics (IUGG) The International Union of Geodesy and Geophysics (IUGG) held its XXV General Assembly on 29 June – 2 July 2011 in Melbourne, Australia. In conjunction with this IUGG conducted two symposia to discuss major challenges in natural hazards research, risk analysis and ways for solutions, and, held an open science forum to discuss how integration of knowledge may be achieved to reduce loss of lives and property arising from hazards and disasters through better policy and decision- making. Both were held under the aegis of the IUGG Extreme Natural Hazards and Societal Implications (ENHANS) project funded by the ICSU Small Grants Programme that is fully supported by ICSU ROAP as a partner. At the forum Dr. Harsh Gupta (Panikkar Professor at the National Geophysical Research Institute, Hyderabad, India; President of the Asian Oceanic Geoscience Society, and the ENHANS representative of the ICSU Regional Office for Asia and the Pacific) discussed how India planned the development of an integrated mitigation system for tsunami and storm surges in the northern part of the Indian Ocean coastal region. The IUGG General Assembly approved the appointment of Dr Sukanta Roy from India and Dr Sri Widiyanto from Indonesia as the IUGG Liaison Officers to ICSU ROAP. Their appointment term starts in 2011 and ends in 2015. At the same meeting Dr Harsh K. Gupta a noted seismologist who chaired the ICSU ROAP Science Planning Group on Hazards and Disasters, was elected President of the IUGG (2011-2015).

Australia and Malaysia

ICSU ROAP successfully facilitated the development of a bilateral event involving the Australian Academy of Science (AAS) and the Academy of Sciences of Malaysia (ASM). The event aims to strengthen institutional as well as bilateral collaborative links between these national members of ICSU. The Academies are proposing to hold a Think Tank in Canberra during the first half of 2012 on the topic of green growth. Green growth is important for both developed and developing nations and the common challenges include effectively managing natural assets and moving towards a low-carbon growth. The Think Tank was designed to facilitate the sharing of information and insight with some of the Australia’s and Malaysia’s leading experts, thus providing opportunities to network, interact socially and establish personal relationships between researchers from all levels of scientific research. Funding for the Think Tank has been obtained from the Australia-Malaysia Institute.

Republic of Korea

The National Academy of Science (NAS) Republic of Korea hosted a meeting with ICSU ROAP that re-established contact with the ICSU National Member in Korea. Its President, Kim Sang-joo appraised ICSU ROAP about the latest developments within the NAS and in Korea as a whole. Both the NAS and ICSU ROAP expressed the desire to work more closely together with scientists and science policy-makers of Korea with the aim of further enhancing science in the region. Korea has a great deal to offer Asia and the Pacific in terms of expertise and experience to further develop science for the benefit of society.

Scientists from the Indonesian Institute of Science (LIPI), the National Member of ICSU from Indonesia visited ICSU ROAP for discussions relating to their research on decision-making in allocating budgets for scientific research and development in Malaysia and elsewhere. It was decided that ICSU ROAP and LIPI strengthen scientific collaboration in the region through the conduct of joint projects on this subject and in developing an evaluation of the benefits of such international scientific collaboration in the region.

Mongolia

The scientific community in Mongolia celebrated the 90th anniversary of the establishment of the Mongolian Institutes of Sciences and the 50th anniversary of its reorganization under the Mongolian Academy of Sciences. Many commemorative events were organized to raise public awareness of science and one of the events was an international conference entitled “Science and Society in the 21st Century”. The Director of ICSU ROAP attended the conference and spoke on “Science and society in the age of sustainability”. Earlier in the year in conjunction with the Annual Conference of the Science Council of Asia that was held in Ulanbaatar in July, the Director of ICSU ROAP met with Mongolian scientists from the National University of Mongolia for discussions on the establishment of an Institute for Sustainable Development.

On the occasion of the 12th Meeting of the ICSU Regional Committee for Asia and the Pacific in Cebu, the Philippines, the National Research Council of Thailand (NRCT) signed a memorandum of understanding with the National Research Council of Philippines (NRCP) to promote research collaboration between the two countries. The NRCT was represented by its Secretary General, Professor Soottiporn Chittmittrapap, who is a member of the RCAP while Dr Alvin Chulaba, the President of the NRCP represented the NRCP.

Science Council of Asia

ICSU ROAP Chair represented ICSU Regional Committee for Asia and the Pacific as an observer at the 11th Meeting of the Science Council of Asia, held in Ulaanbaatar, Mongolia, on 4 - 6 July 2011. ICSU ROAP Director was also present at the meeting, representing the Academy of Sciences Malaysia, which is a Member of the SCA. The main business of the General Assembly was to formalise a change in the frequency of meetings. Now the SCA will hold meetings annually and General Assemblies every second year, so that the next meeting after the meeting in Indonesia in 2012 will be in Malaysia in 2014. The constitution was also revised to have two Vice-Presidents. Mohd Nordin Hasan (Director, ICSU ROAP) was appointed Vice- President and will become President in 2012, serving until 2014. It will usher in closer connections between ICSU ROAP and the Science Council of Asia.

The Rio+20 Regional Science and Technology Workshop in Asia and the Pacific was held in Kuala Lumpur on 16-18 April 2011. It was co-organised by ICSU ROAP and the UNESCO Jakarta Office in collaboration with the Academy of Sciences Malaysia and the Ministry of Science, Technology and Innovation, Malaysia. A total of 66 participants from 20 countries in the region and elsewhere attended the workshop. It focused on the Rio+20 themes of Green Economy in the Context of Poverty Eradication and Sustainable Development, and Institutional Framework for Sustainable Development. It emphasized that the science required to achieve sustainable development must now include integrated research involving also the social sciences. The results of the workshop were presented at the Asia Pacific Intergovernmental Regional Preparatory Meeting for Rio+20 that was organised by United Nations Economic and Social Commision for Asia and the Pacific (ESCAP) on 19-20 October 2011, in Seoul, Korea.

The Asia Pacific region, with more than half of the world’s population, and two thirds of the world’s poor has a major stake in ensuring development that is sustainable, and that this occurs at the same time as poverty is alleviated. The rapid growth in economic output in Asia and the Pacific and its rapidly growing share of global scientific research put it in a good position to achieve these goals. ICSU ROAP developed a policy brief of the Rio+20 for Asia and the Pacific specifically targeted at policy- makers, with the aim of providing them with access to the latest scientific thinking on the matter. The brief elucidates the importance of the Rio+20 conference and of sustainable development in general. It focuses on the green economy and the institutional framework needed to achieve sustainable development. It highlighted the key recommendations arising from the Asia-Pacific regional workshop on science and technology for Rio+20.

The 22nd Pacific Science Congress (PSC-22) held in Kuala Lumpur from 14 to 17 June 2011, organized by Academy of Sciences in Malaysia and co-organized by the ICSU Regional Office for Asia and the Pacific (ROAP) was a resounding success. More than 800 participants from 48 countries participated in the four-day congress. Forty-six registered conveners of symposia heard more than 250 paper presentations organized along the 8 themes of the Congress. From the point of view of ICSU the plenary talks on climate change, fisheries, international science, Integrated Research in Disasters Risks (IRDR), infectious deseases and nuclear power were all highly relevant to its global priorities. At the closing of the Congress the Chair of the Organizing Committee, Zaidee Laidin, who is also the Vice President of the Academy of Sciences Malaysia the main organizer of the event, presented the resolutions of the 22nd Congress.

Participants adopted the Resolutions of the Congress tabled by the organisers at the closing of the Congress. The resolution lays out important general directions for the roles, growth and development of science in Asia and the Pacific in the 21st century. The importance of the resolutions lies in its recognition of the critical role of science, technology and innovation in developing solutions to the problems facing the region, and for the development of nations in an ever changing world. The recommendations are normative and can be adapted to national or regional specificities and serve many different purposes. The resolutions include suggestions to increase and improve the involvement of scientists in the communication of science to the general public, to promote the development of critical thinking skills across society, to ensure the integrity of the scientific research in the region, encourage the free involvement of scientific talent within the region, and foster better exchange of information and skills necessary for capacity development in the lesser developed countries.

30th General Assembly

The 30th General Assembly of ICSU was formally opened in the evening of 27 September 2011 at the FAO Headquarters in Rome. The opening session was attended by H.E. Giorgio Napolitano, President of the Italian Republic. The Assembly debated and decided on a broad range of policies and actions and only the most relevant decisions for the Regional Office are presented here (For full list of decisions please visit http://www.icsu.org/publications/general-assembly/30th-general-assembly-italy-september- 2011/decisions-30-general-assembly).

Report from Unions and National Members The Unions and National Members Fora brought to the attention of the Assembly the need to involve industry in science, whilst allowing the science community enough space to do its own research. The role of ICSU in relation to “basic” research was also emphasised. The fora expressed concern about the need to raise the profile of ICSU throughout the scientific and policy circles, and of the need to involve young scientists more in ICSU activities. The use of the regional offices to reach out to young people in the regions to build capacity among young scientists, and the need to address the “brain drain” after training was specifically discussed. The need to address gender issues in a coherent way in ICSU activities was also emphasized.

New Programmes Two new programmes were endorsed at the Assembly. They are:

• a new interdisciplinary research initiative of ten years duration on Earth System Sustainability (ESSI). The initiative will be recognized as an Interdisciplinary Body of ICSU. It goals are to deliver at global and regional scales the knowledge that societies need to effectively address global change while meeting economic and social goals, coordinate and focus international scientific research to address the Grand Challenges arising from the ICSU Visioning and Belmont Forum processes; and engage a new generation of researchers in the social, economic, natural, health, and sciences in global sustainability research.

• a new interdisciplinary research initiative of ten years duration on Urban Health and Wellbeing. This initiative will also be recognised as an Interdisciplinary Body and regional offices will be used to ensure the necessary involvement of less developed countries. The goal of this programme is to ensure that health considerations are taken into account in the planning and execution of future activities by building on the relevant strengths of Scientific Unions and Interdisciplinary Bodies. Indira Nath presented the work of the Regional Office for Asia and the Pacific on health and wellbeing, showing how the global ICSU plan on urban health and wellbeing can be implemented at the regional level. This highlighted the importance of using a systems analysis approach to address the complex cross cutting issues involved in urban health and wellbeing.

Regional Offices The Chair of the ICSU Committee on Scientific Planning and Review (CSPR) presented an overview of the Regional Offices, emphasising several areas, including linkages to UN organizations in the regions, the integration of new ICSU National Members, capacity building, the development of a database and the integration of regional and global activities. The Director of the ICSU Regional Office for Asia and the Pacific presented a conceptual model of the work of ICSU and the Regional Office in Asia and the Pacific, which could be extrapolated to the other regions. This was followed by three year progress reports from the Directors of the Regional Offices for Africa (ROA), Asia and the Pacific (ROAP), and Latin America and the Caribbean (ROLAC). The good progress of the three Regional Offices was welcomed by the Assembly and the interaction between the Regional Offices was appreciated. It was stressed that the Regional Offices should identify issues of specific importance for their region, and tailor solutions accordingly. ICSU Regional Office for Asia & the Pacific Annual Report 2011 p.20 30th General Assembly

It was stressed that Regional Offices should respond to the results of the reviews of the offices and work closely with countries in the region to implement their science plans. Regional Offices should collaborate closely with the Unions, with governments and with other regional institutions. They should interact closely with ICSU’s interdisciplinary bodies in implementing the relevant global and regional science plans.

Election of Officers The Assembly saw the election of Gordon McBean as President-Elect of ICSU (2011 – 2013), Malegapuru William Makgoba as Vice President for Scientific Planning and Review, Sergio Pastrana as Vice-President for External Relations, and David Black as Secretary-General. Hans-Rudolf Ott continues as Treasurer for another three years.

Incoming Presidential Address Yuan Tseh Lee assumed the Presidency of ICSU at the end of the Assembly. In his Presidential Address, he emphasised the urgent need to reorient and transform our application of science and technology towards global sustainability.

The Science Planning Group on Health and Wellbeing in the Changing Urban Environment held its third and final meeting in February 2011 in Kuala Lumpur. An editorial meeting was held on 20 April 2011 involving the Chair of the Planning Group, the Chair of the Regional Committee for Asia and the Pacific and the Director of ICSU ROAP. The Plan was finalised and published in June 2011.

While being comprehensive, the plan focuses on key issues in the emerging urban centres in Asia and the Pacific including informal settlements. It seeks to integrate health issues with urban public transportation planning, and housing design and will promote public-private partnership in addressing public health hazards such as urban waste . The plan includes a number of case studies to illustrate the added value of systems approaches. The systems approach aims to enable better understanding of the complex relationships among components of a system including interrelationships between subsystems of a larger system, and explicitly account for interactions and feedback between variables and processes in the system.

The plan was launched by Emeritus Professor Zakri A. Hamid, Science Advisor to the Prime Minister of Malaysia, and member of the ICSU Executive Board, on 14 June 2011, in conjunction with Pacific Science Congress SymposiumSystems Understanding of Health and Wellbeing in the Changing Urban Environment during the 22nd Pacific Science Congress in Kuala Lumpur.

The ICSU Regional Committee for Asia and the Pacific (RCAP) held its 11th Meeting in Kuala Lumpur on 16 and 20 of April 2011. The meeting was convened in conjunction with the Rio+20 Regional Science and Technology Workshop in Asia and the Pacific and the 4th ICSU Regional Consultation for Asia and the Pacific. It focused on the planning of the ICSU ROAP activities and priority areas programme implementation.

The 12th Meeting of the ICSU Regional Committee for Asia and the Pacific (RCAP) was held in Cebu, the Philippines on 11 and 12 November 2011. It was hosted by the National Research Council of the Philippines (NRCP). This is the last meeting of the Committee for 2011 and some Committee members were rotating off by the end of the year. These include the current Chair of the Committee, Professor Bruce McKellar, and Jaime Montoya and Ali Moosavi-Movahedi.

In conjunction with the meeting, the NRCP organised a webinar and scientists from the Department of Science and Technology (DOST), NRCP and ICSU RCAP spoke on the following subjects:

1. The Promotion of Science and Health Education, and Public Awareness on Science Policy. 2. The Move Towards Green Productivity in South Korea: Scientific, Technological and Economic Considerations. 3. Health and Wellbeing in the Changing Urban Environment: A Systems Approach to an Integrated Understanding.

This was followed with a panel discussion and an open forum on the Association of Southeast Asian Nations (ASEAN) proposal for the establishment of ASEAN Community 2015. The webinar engaged directly with participants at the Cebu meeting, and with participants from other parts of the Philippines viz. Luzon, Visayas and Mindanao via Skype.
