There is a QR Code on A4 posters on the main entrance doors and in Rudgwick Hall beside both fire exits to sides of buildings which you may be asked to use as an alternative entrance when office is in use.

If you have downloaded the Government Track and Trace app to your mobile device you can check in to the village hall upon arrival by scanning the code on your mobile device. This obviously also applies to all those that will be attending your sessions or event so please let them know.

Anyone who intends to take part in the Government Track and Trace Scheme needs to download the app onto their mobile devices. To do so those participating need to go to either the App Store (for those with an iPhone) or Google Play (for those with an Android device) and download the free App.

Please be aware that some older mobile devices will not support it but all meeting /event/class organisers are requested to hold contact details of all those attending their session.

Track and Trace is not a requirement of law but it is being strongly urged by the NHS and the Government and so we have added this facility in our attempts to be as Covid-19 secure as we possibly can and to help protect our community.

Please ensure that face masks must be worn into the halls/buildings at all times, unless participating in an exercise in which case they can be removed once in situ for class, but replaced when leaving or moving within buildings.

Thank you for your support in helping keep the Councils buildings Covid secure and therefore ensuring continued use of the Community facilities.

• Ten “Please take your litter home” signs have been ordered to be placed at the entrances of RPC facilities; • WSCC Highways have informed the Council that an oak tree (next to nr 1 Queen Elizabeth Road is going to be felled as there are concerns regarding the tree. An exact date could not be given. However, the Council is aware that the tree blew over last weekend and has informed WSCC Highways that felling is not necessary; • The Litter Warden has reported concerns regarding a tree in a potential similar situation, the Council has contacted the owner and appropriate actions are being undertaken. • Annual defibrillator survey has taken place, two defibrillators were found to be requiring attention, appropriate action is being undertaken; • Tismans Common fingerpost crown has been ordered; • Letter to Co-op staff thanking them for their support to vulnerable households during COVID-19 lockdown has been written and sent; • Four nominations for West Sussex High Sheriff Volunteer Awards have been submitted; • Skate park repairs have been completed and skate park is open for use; • NHS QR codes have been posted at RH; JH and KGV changing rooms and appropriate documentation is in place; • Letters to Loxwood West Sussex County Councillor asking for clarification regarding Loxwood Claypit EIA Scoping Document/ webinar 25.8.2020 have been sent; • Letter in support of Rudgwick Brickwork’s application for an extension of deadline for WSCC/040/19 and WSCC/00419/RW has been submitted to WSCC Planning Department; • Working Group Members have been sent Confidentiality Agreement with signing request; • Requested quotes from three firms for undertaking Health and Safety tree surveys for Churchman’s Meadows, King George V playing fields and Foxholes Copse; • Arranged for cutting back of growth at the entrance of Foxholes Copse/ path to Medical Centre; • Letter to Croudace Homes regarding verge maintenance and request for support for a wildflower garden has been submitted; • Musketeer Water compliance checks have been undertaken; • Facilities Officer has had to update all COVID-19 risk assessments; ask all hirers for their updated COVID-19 risk assessments in response to latest Government guidelines/ legislation; • Rudgwick Neighbourhood Plan update was noted in the West Sussex County Times 1.10.2020/ HDC website: Rudgwick Neighbourhood Plan (Reg 16) Rudgwick Parish Council has been preparing a Neighbourhood Plan. The submission draft Rudgwick Neighbourhood plan is out to consultation in line with the Regulation 16 of the Neighbourhood Planning 2

• Pension update: the recent McCloud court case has resulted in a consultation seeking views on proposed changes to the LGPS in England and Wales to remove the unlawful age discrimination identified in the McCloud judgment. This has no effect on Rudgwick Parish Council pension contributions but may require providing information regarding Clerk’s number of working hours/ length of service; • Clerk has been contacted regarding the HDC community facilities study: this does include the Youth Centre and KGV Building – contact will be made in October to arrange for an auditor to come and assess the buildings (age/ general condition). • VAT repayment of £2,097.46 received 25.09.2020

Further to the email below the Parish Council have been advised that the tree fell on Sunday 27th September.

Dear Jonna,

I would like to provide you with news that due to the current condition of a mature Oak tree within the Highways extent adjacent the property of 1 Queen Elizabeth Road, arrangements have been made to remove this tree as a high priority. Please find attached to this email a site map and google streetview screenshot

4 image confirming which tree is to be removed. We thought Rudgwick PC should be made aware due to the potential high local interest that may arise as a result of the tree works to be carried out.

This decision has not been taken lightly and we have been monitoring it’s condition carefully for some time. We will however endeavour to plant a replacement tree in the vicinity of the one to be removed if funds become available in the future.

Dear Parishes and Neighbourhood Councils,

I just wanted to inform you that we are due to commence the Community Facilities Study as agreed by Cabinet earlier this year. We have now appointed consultants Knight, Kavanagh and Page Ltd (KKP) to undertake the review of Horsham Town and District wide community facilities. The last review was conducted in 2014 as part of the Horsham District Planning Framework 2015.

The outcome of the study will be used to update the evidence base to inform the development of policies in the 2019-2036 Local Plan which is being prepared at the moment. This is to ensure that there is a sufficient amount of community building venues to meet existing and future demand arising from any proposed new residential development.

The study will also provide a framework in the local plan to guide decisions on whether new facilities are required and what the priorities for investment in existing facilities should be across the district. As the District’s population grows it will be essential to take a strategic view to ensure the right facilities are in the right locations to meet community needs.

This commission will also address the provision and use of community buildings and assets within Horsham Town with specific reference to the future or other use of the Drill Hall and its site following the Council’s Cabinet decision earlier this year. I have attached a copy of the Project Brief for your information and the contact details for Tim Eady who will the main person managing the survey for KKP ‘on the ground’ and visiting your venue(s).

The study will require the completion of survey data about the age, condition, use and size of facilities available for use or hire by your local communities and capture future aspirations. I have provided KKP with links to all your websites where some survey data can be logged initially. However, Tim will need to visit premises in person to undertake a building condition assessment as well as capturing other information.

I appreciate this will take time when there are other significant demands on all our time given the current restrictions. I would be grateful if you would offer KKP any assistance in completing the surveys. Colleagues from KKP will be in contact in due course. As a former Fire Officer for West Sussex County Council, who lives locally, Tim is very familiar with Horsham district. He will strictly observe all Covid restrictions and guidance when completing the surveys.

I have also attached the Halls List which has been updated for your information. If there are any public halls missing please let me know.

A brand new scheme has launched to help you cut your carbon emissions by installing high quality solar panels at a reduced price. By installing solar panels and generating zero carbon electricity at home, the average household could reduce their annual carbon footprint by approximately one tonne each year. Solar Together Sussex uses a group buying approach to secure significant savings on solar panel installations by accredited contractors. Councillors formally approved the continuation of the Horsham District Community Lottery at a Cabinet meeting last week on 24 September. The Community Lottery has had a very successful first year, having raised £56,000 for local causes and currently has over 970 regular weekly players. Crawley’s’ Government-funded, trial, pop-up cycleway is now open.

Would-be cyclists are being urged to consider leaving the car at home and try it for themselves. Parents might consider using part of the route for their journeys to school.

An important part of assessing the cycleway’s success will be to monitor usage: these are trial schemes, so if people want it to stay, please use it.

Meanwhile, the trial cycleways in Shoreham, East Grinstead and Horsham are set to be finished within days – subject to severe weather.

Here’s a reminder of why the cycleways are being introduced

The seven pop-up cycleways for West Sussex – funded by the Government – will create safe space for active travel and encourage people to cycle rather than use the car. They are an emergency response to increase travel options as part of the Government-led recovery plan from COVID-19.

The introduction of social distancing has reduced public transport capacity and people from different households are discouraged from car sharing.

As an emergency response, the Government required the seven trial schemes to be planned and installed within three months. Given the timeframe, we consulted key partners including district and borough councils, emergency services and bus operators. Normally schemes of this nature would take years to develop and be subject to various stages of public consultation that might last two or more months and involve exhibitions, etc. This was not possible given the timescale limitations required.

The cycleway routes are the result of collaborative work with the district and borough councils. Once fully installed and open, we will be encouraging would-be cyclists to experience the cycleways for themselves. This will be the chance for people to show how much they want the cycleway to stay.

The schemes will be closely monitored to see how well used they are and any positive or negative impacts on congestion, safety and air quality. Adjustments will be considered and, if any of them do not work, they may be removed.

So long (for now) to Rachel In the last newsletter we welcomed Kay Whiteley who recently joined Voluntary Sector Support as Community Development Advisor supported by Crawley Community Action. In this newsletter we are saying so long (for now) to Rachel Evans (pictured left) as she heads off on maternity leave this month. In Rachel’s absence the Voluntary Sector Support service will be in the brilliant and very capable hands of Liz Burt (pictured right) who has been with Voluntary Sector Support team since 2018. Prior to joining the team Liz worked locally in the voluntary sector in a variety of roles alongside her very active and longstanding volunteering history. Horsham District Council Strategic Grants Deadline for applications: 13 November 2020 Horsham District Council recognise the important role that community and voluntary organisations have in delivering key services to the people and communities of Horsham District. To support this work the Council runs a Strategic Grant programme, aimed at ensuring key services are supported financially. Strategic Grants are targeted at larger organisations who can offer a range of benefits to local people across the district. Grants can be awarded for projects and core cost funding of up to £50,000. Strategic Grants are determined annually by the District Council’s Community Grants Committee. The deadline for applications is Friday 13 November 2020, with all applications being considered by the beginning of December 2020. Grants are subsequently awarded for the following April (2021). Voluntary Sector Support resilience survey results Horsham District Voluntary Sector Support and Healthwatch West Sussex are working together to support the Horsham District Voluntary Sector during the Coronavirus pandemic. This report is a snapshot of the views captured via our online Resilience Survey, completed by 16 organisations operating services across the Horsham District. The survey consisted of 21 questions (designed in conjunction with sector leaders) to understand the current impact on service provision, staff, volunteers and service users, members and parishioners as well as financial, funding and forward planning.

The results show that the coming months are not without significant challenge for the voluntary and community sector locally, however there is opportunity for continued collaborative working and effective partnerships to be made for the best outcomes possible for local people. Voluntary Sector Support look forward to continuing to collaborate with, support, lobby and advocate for and advise our partners and colleagues in the voluntary sector as their local infrastructure provider.

COVID-19 & VCSE Organisation Responses: Barometer Survey

COVID-19 is having a major impact on the Voluntary, Community and Social Enterprise (VCSE) sector. In addition to looking at the financial impact of COVID-19, this survey

explores how COVID-19 is impacting on the way organisations are run, new practices they are adopting and its employees and volunteers.

Your responses will be used by Nottingham Trent University and partners to help inform public policy. By responding to the survey, you will be able to view what is happening with your organisation and others within the sector. The full anonymised datasets will be available to download for further analysis. The study is run by Nottingham Trent University in collaboration with NCVO and Sheffield Hallam University, and funded by the ESRC.

Levelling up our communities – report In June the Prime Minister asked Danny Kruger MP for proposals to sustain the community spirit seen during the lockdown. Levelling up our communities: proposals for a new social covenant sets out a vision for a more local, more human, less bureaucratic, less centralised society in which people are supported and empowered to play an active role in their neighbourhoods. The Prime Minister has responded to the report: “We have seen tremendous levels of voluntary action by private citizens, and of innovation and partnership between the public, private and social sectors. These are critical elements of the social model we want to see for the recovery, and into the future.”

Training

Free Food Safety Training course for the voluntary sector Volunteers can come to the role of ‘food handler’ in a wide variety of ways – anything from food shopping for the housebound, food bank volunteers, baking cakes and cooking meals for others. This Autumn, Horsham District Council’s Environmental Health Officer Peter Baverstock is offering a free 2 hour course to support volunteers and paid staff in the voluntary sector with safe food handling.

The session will cover a number of key food handling topics including: 1. Personal hygiene 2. Cleaning in the workplace 3. Pest control 4. Keeping food safe

5. Food safety hazards The course will be delivered via Zoom in small groups of up to 8 people. The session will be booked for a mutually agreed date to accommodate volunteers and paid staff alike. A certificate of attendance will be issued to all attendees.

Be the Voice Training – Young Adult Carers Some Young Adult Carers lack the confidence and communication skills needed to support their career choices and to enable them to better manage their caring role at home. To help these Young Adult Carers in West Sussex build their confidence and assertiveness to represent themselves and make their voices heard, Carers Support West Sussex are hosting a two-part online training session to explore practical skills in building confidence and communicating effectively. If you know of any young adult carers please let them know about Carers Support West Sussex. Once registered they will have access to this free training programme Be The Voice.

The key item focuses on last weeks launch of the new NHS COVID19 app. Even though since this newsletter was published there has been reported issues with the app businesses, such as restaurants and pubs, will be legally required to display a QR code poster to scan. Attend our Leaders talk: Local councils and hidden disabilities online event on 30 October 2020 to find out about how local (parish and town) councils are best placed to understand the hidden disabilities in their communities. You will come away with a unique understanding of what hidden disabilities look like and how your council can safeguard residents.

• Cllr Liz Hitchins, chair of Dementia Friendly Parishes around the Yealm, will talk about how five local councils are working together to find solutions for dementia, the Four Rivers Dementia Alliance (a collaboration of 20 local councils promoting dementia-friendly communities), and the South Hams Dementia-Friendly Forum (a forum that represents dementia-friendly communities across South Hams District Council). • Clare Pelham, chief executive of the Epilepsy Society, will talk about how epilepsy comes in many different guises, most of them invisible and how to understand them, helping make sure your community is seizure savvy, and empowering people with hidden disabilities to represent themselves in local politics. • Ian Sheriff, academic partnership lead for dementia at the University of Plymouth, will talk about what local councils can do next to find solutions for dementia and the challenges COVID-19 presents for people living with dementia.

New NHS COVID-19 app

We are encouraging residents to download the new NHS COVID-19 App to help prevent the spread of coronavirus. The app allows you to report symptoms, order a coronavirus test, and check into venues by simply scanning a QR code. Businesses, such as restaurants and pubs, will be legally required to display a QR code poster for people to scan. This means if people visit the venue and later test positive for coronavirus, other app users who were there at the same time may be sent an alert, if necessary. The app does this while protecting your anonymity. Nobody, including the Government, will know who or where a particular user is. Instead, your postcode district (the first part of your postcode) helps the app work out where the virus is spreading. By downloading and using the app, you’ll be helping to protect those around you.

Local weekly COVID-19 cases update

There are an increasing number of confirmed COVID-19 cases across the county, in line with national trends. There were 123 new confirmed cases of COVID-19 in West Sussex as of 28 September 2020. See a breakdown of where cases are in the county here.

Update on wedding ceremonies

Based on tighter lockdown regulations, only 15 people are now allowed to attend wedding ceremonies, to include the couple, witnesses and guests. We have been informed that this number does not include the registrars, venue staff and photographer (correct at time of writing). All County Council ceremony rooms hold less than 15 people to account for social distancing, so the latest government restrictions do not affect this. The number of people at small wedding receptions will also reduce from 30 to 15 people. Visit our coronavirus service updates page for more details.

Help for local businesses

Supporting our local businesses has never been so important. The county council’s Business West Sussex website collates the latest information and guidance for businesses at any stage. The website provides COVID-19 related business advice, as well as information on grants, funding, and workplace guidance. Find easy to access links for free training, recovery resources and specialist support. Please help us to reach businesses in our communities and direct them to www.businesswestsussex.co.uk for more information.

Expanding skills training and education

The government has announced a major expansion of post-18 education and training, including adults without an A-Level or equivalent qualification being offered a free, fully-funded college course. There has also been an expansion of the DfE’s online learning platform, The Skills Toolkit, to more than 70 courses in digital, numeracy and employability or work-readiness courses.

Winter opening hours at HWRS

Winter opening hours have begun at our Household Waste Recycling Sites (HWRSs). Sites will open from 9am to 4pm until 31 March 2021. Residents are advised to check opening days and times online at www.westsussex.gov.uk/recycling before they make a journey. Social distancing measures will continue to be in place at all sites and residents will need to provide ID, for example a current driving licence, to prove they are a West Sussex resident to be allowed entry to the sites. Note the site at Crawley will be open until 6pm every day until Sunday 4 October. Winter opening hours there will start on the later date of Monday 5 October for this site only. www.westsussex.gov.uk/recycling

I hope you are well and staying well.

MHCLG are looking to refresh the Right to Contest process looking at its effectiveness and usefulness and have engaged with NALC to work with local councils. Essentially the Right to Contest is a right that any member of the public or body has to ‘contest’ any land owned by a public body that is unused or underused which could be brought back into use. The Right to Contest was previously known as the Community Right to Reclaim Land.

The Right to Contest has two strands: strand 1 covers central government bodies on a voluntary, non-statutory basis, and is administered by the Cabinet Office. Strand 2 covers bodies (local authorities and other certain public bodies) set out in Schedule 16 of the 1980 Act, and is administered by MHCLG.

Where a request is made under Strand 2 of the Right to Contest about a particular piece of land, MHCLG will communicate with the relevant landowner to identify its status. The decision on whether to direct that the land be released will be made on the basis of whether the land or property is in use or whether it is likely to be used in a suitable period of time.

MHCLG would be grateful if member councils in your county area could please complete this very short snapshot online survey here which will help inform how MHCLG progresses its refresh of Strand 2 of the Right to Contest. It will take a few short minutes to complete.

The deadline for completion of the survey is 17:00 on Friday 9 October 2020 – so we’d be hugely grateful for you issuing this survey soonest before then to all member councils in your areas – thanks.

I telephoned the office earlier today and am writing to follow-up on my telephone call.

I am writing to you with regards to your involvement with the above venue and its facilities and arranging a visit. I recall the Monday's and Friday's are the better days.

KKP (Knight Kavanagh and Page) has been commissioned to undertake a Community Facilities Study across the Local Authority which will incorporate an audit of all village and community facilities.

The Study will be used to update the evidence base to inform the development of policies in the 2019-2036 Local Plan which is being prepared at the moment. This is to ensure that there is a sufficient amount of community building venues able to meet existing and future demand arising from any proposed new residential development.

The study will also provide a framework in the Local Plan to guide decisions on whether new facilities are required and what the priorities for investment in existing facilities should be across the District. As the District’s population grows it will be essential to take a strategic view to ensure the right facilities are in the right locations to meet community needs.

Following on from an email sent by Clive Burley- Horsham District Council (24thSeptember) as an introduction to the Community Facilities Study, KKP is now in a position to begin scheduling site visits. These site visits will ascertain specific information regarding the facility building, including the age, condition, use and also capture future aspirations for the facility.

The survey visit will be undertaken by Tim Eady, who is a former Fire Officer for West Sussex County Council. Tim is very familiar with the Horsham District. He will strictly observe all Covid restrictions and guidance when completing the audit.

We would be grateful if a facility representative will be able to show Tim around in order to complete this piece of work. The survey will take no longer than 30 minutes, and will include Tim taking photographs, as this will supplement the Authority’s database. Tim has availability on the following dates:

Climate change event and new case studies publication

We started our week with an incredible sell-out online event on rebuilding sustainable communities, hearing from Peter Macfadyen, former mayor of Frome Town Council and member of Extinction Rebellion, Clara Goldsmith from The Climate Coalition, and Sandra Bell from the Friends of the Earth. Recurring themes of the event were collaboration and that no action is too small! We also published a case study publication which highlights the fantastic work local councils are undertaking around climate change which is here and I would encourage you to check out for information and inspiration.

NALC dementia guide at Number 10

One of the areas of our work I have been particularly proud of in the last few years has been on building dementia-friendly communities, working closely with the Alzheimer’s Society and University of Plymouth. Which is why I was thrilled our upcoming guide on dementia made its first appearance at Number 10! The formal launch is being finalised so watch this space.

Expert panel on hidden disabilities announced

Staying on the subject of hidden disabilities, this week we unveiled the line-up for the expert panel at our Leaders Talk online event on 30 October. NALC chairman addresses the select committee

“Local councils are fundamental, not incidental to levelling up agenda” was a key message conveyed by our chairman, Cllr Sue Baxter, to a Parliamentary select committee this week. I was delighted that we had been invited to address the Business, Energy and Industrial Strategy committee at the start of their oral evidence session on their inquiry into post- pandemic economic growth and levelling up. Sue also pushed our prospectus to ask of improving links with regional structures such as Local Enterprise Partnerships (LEPS), securing a commitment to address this from the chairman of the LEP network! Meeting with shadow local government minister

Colleagues from the policy and communications team held a briefing meeting with the senior policy researcher to the shadow local government minister, Kate Hollern MP, on 2 October. This was a really good opportunity for us to continue to build links and promote our tier of local government and policy agenda, with issues covered including devolution and local government finance.

NALC Smaller Councils Committee

NALC’s Smaller Councils Committee met on 29 September, here are a few highlights:

• The Committee strongly urged smaller councils to continue to meet remotely • Committee members provided updates on the latest coronavirus situation in their areas • A discussion took place on how to get smaller councils involved in the devolution process • The member services team provided updates on work NALC had undertaken to support local councils since the last meeting, the Local Council Award Scheme review and on progressing e-learning

In and about

On 1 October I updated colleagues from the 9 county associations that make up the South East Region County Associations Forum (SERCAF) on the work of NALC. These regional groupings are vital to NALC and important forums to bring county associations together to share expertise and good practice and input to our work. It was pleasing to hear the general view that local councils across the region had really stepped up during the pandemic. Hot topics included building back better, devolution and planning, with the view strongly expressed that as the closest level of democratic input to land use planning, our councils must continue to have influence as the government reviews the future of the planning system.

And finally...

It was great to see the staff of Stratton St Margaret Parish Council win an award for supporting the community during lockdown – well done! If your work has also been recognised by your partners do let us know so we can share more widely.
