The content and structure of this report was presented at the Project Completion Workshop, held in Bhurban on 7th May, 2013. The valuable comments and suggestions of the BISP senior management and participants at the workshop have been incorporated into the report. The detailed structure was subsequently agreed with yourself during the meeting of 16th July, 2013. As agreed, the analysis synthesizes and covers our key findings for both Clusters A and B, across four phases of fieldwork. It also covers all four components of the TPE: i) The Targeting Process; (ii) Data Entry; (iii) Grievance Complaints; (iv) Payments Complaints. Given extended delays in the assignment for various reasons, and to ensure timely closure within the current contract period, we are taking the opportunity to submit in parallel our final invoices relating to retention amounts. Besides this, in jail manual, women have been protected by different rules and regulations. This paper is an explanatory study based on quantitative and qualitative research methodology. The questionnaire method was used for the purpose of data collection. The study shows that the situation on ground and the conditions of women prisoners is not good. In Pakistan rules and laws are available however, they are not implemented. Its link is got in the Holy Qur’an from Surah Al- Hujrat (Hujrat mean informal meeting and gathering places), where Prophet of Islam Muhammad Peace Be Upon Him was receiving his guests and visitors. The Pashtun society, religiously and culturally enriched does have had the tradition and practice of Hujra system. Hence, it is experienced that with the passage of time, it is declining, for which a number of factors are considered as responsible, while the local migration i.e. from rural to urban area can be one among them. Therefore, the major objective of the study has been the analysis of the effects of rural to urban migration on the Hujra system of Pashtun Society. The district Karak of Khyber Pakhtunkhwa was selected as study region due to the reason of religious homogeneity, rural nature of the area, conventional culture and having single ethnicity i.e. Pashtun tribe of one caste i.e. Khattak. The data was collected through interview schedule from a sample comprising of 100 respondents. Only those male respondents were selected for the study that were of above 35 years age and were of married status. The results of the study has shown that though the hujra system prevails within the study region of Pashtun society, but its values have changed; a significant link was found between the independent variable of rural to urban migration with the changes in the Hujra system as the dependent variable.

    WHITE PAPER 2015-16 GOVERNMENT OF KHYBER PAKHTUNKHWA FINANCE DEPARTMENT WHITE PAPER 2015-16 Government of Khyber Pakhtunkhwa Finance Department FOREWORD Transparency and accountability are the two cornerstones of any pro-people government. They are the only means for reducing the literal and metaphorical gap between the people and the state and making them equal and essential part of the decision making process. The Provincial Government of Khyber Pakhtunkhwa has a strong commitment for open, transparent and accountable governance. This commitment is manifested by the promulgation of the Right to Information Act, 2013, and the Right to Services Act, 2013. 2. The publication of Budget White Paper by the Government is an on-going effort to present the budgetary information in a non-technical and easy to understand manner. Being the principle instrument for shaping and implementing fiscal policy of the Government, the presentation of budget through this orientation comprehensively portrays various facets of the budget. Hence, this publication ensures provision of needed information in user friendly manner with the aim of enabling common person understand the complex and inter-mingled information in an easy and cognizant manner. The key areas depicted in the Budget White Paper include current revenue receipts and expenditures, capital receipts and expenditures, development budget, funds and investment management, local government finances, debt management and key public financial management reforms. 3. It is pertinent to note here that beside other budgetary documents, the publication of Budget Estimates for Service Delivery and the Citizen’s Budget are continued as part of greater commitment of the Government to educate its citizens on how their tax money is spent.
