SAILING INSTRUCTIONS

1 RULES

1.1 The regatta will be governed by the Racing Rules of Sailing (RRS), and the International 18 Ft Class Rules as amended by the Notice of Race and these Sailing Instructions.

1.2 Where conflict occurs these Sailing Instructions shall take precedence.

1.3 Boats shall not be sailed in a manner likely to cause damage.

2 ELEGIBILITY

2.1 Racing is open to all International 18 Foot League boats.

3 ENTRY FEE

3.1 The entry fee is $700 NZD per boat. This fee is due and payable prior to the skiff being declared a starter in any race listed in the ‘Schedule of Races’ and can be paid online at http://www.rayc.co.nz/aklskiffleague

4 CODE OF CONDUCT

4.1 During the event all competitors including skippers and their crew will be expected to conduct themselves in a manner that is respectful of the event site, the regatta officials, regatta volunteers, the host yacht club, and all members of the community.

4.2 Specifically, all competitors shall:

a) Respect their fellow sailors, volunteers, race officials, club staff, members of the public and personnel at Denarau. b) Acknowledge that their actions on and off the water reflect not only on themselves but on the 18 Foot Skiff fleet and the Denarau Yacht Club as well. c) Regard the Racing Rules as a form of agreement. d) Treat the designated rig-up area, the Denarau Yacht Club, nearby public areas, accommodation facilities, as well as other people’s property as their own. Competitors must acknowledge that any willful destruction of property or theft is not permitted. Full payment will be required for any destruction. e) Not participate in activities which are illegal under Fijian laws. f) Competitors shall neither possess nor use any prohibited drugs, or non- prescribed drugs while attending this regatta. g) Competitors will pick up all of their trash and pledge to keep the area under and around their boat clean and free of trash.

4.3 In the event that any complaint about a competitor is received or made by either a member of staff at Denarau Yacht Club, a member of the public, or a regatta official, said complaint shall be investigated by the regatta personnel and jury on site. If it is decided that individuals are not adhering to the above guidelines, the following actions may be pursued at the sole discretion of the race committee:

a) Termination of participation in the 18 foot skiff regatta for the entire team of which that individual competitor is a member. b) Removal of the right of that individual to compete in future related events. c) Individual may be subject to a Rule 69 hearing under the Racing Rules of Sailing.

5 NOTICES TO COMPETITORS

5.1 Notices to competitors will be posted on the official notice board, located at the top of the stairs to the Denarau Yacht Club.

5.2 The skippers briefing will be held at 10h30 on Sunday the 26th of June at the Denarau Yacht Club. A representative of each team is required to attend.

6 CHANGES TO SAILING INSTRUCTIONS

6.1 Any change to the sailing instructions will be posted before 10h00 hours on the day it will take effect, except that any change to the schedule of races will be posted by 20h00 on the day before it will take effect.

7 SIGNALS MADE ASHORE

7.1 Signals made ashore will be displayed on the main marina flagstaff located next to the Denarau Yacht Club and at the launch area after 11h00.

9 CLASS FLAGS

9.1 The Foil Kite Class Flag shall be announced at the briefing.

9.2 The 18ft Class Flag shall be announced at the briefing.

9.3 The Hobie Class Flag shall be announced at the briefing.

10 RACING AREAS

10.1 The racing areas are in the vicinity of /Marina and defined below as Race Course Area A and Race Course Area B:

NB: Boats will be based, rigged and launch from the Grass and Beach area at the end of the Denarau Golf Course. Access is via the Denarau Residents Beach road.

11.4 No later than the warning signal, the race committee signal boat will display the course to be sailed and, if possible, the approximate compass bearing from the committee Boat to Mark 1.

12 SHORTEN COURSE

12.1 The race committee may shorten course only after the windward mark has been rounded twice by displaying flag S and two sound signals;

a. From the committee boat- boats are to finish between the committee boat flying an orange flag and the adjacent mark. b. From an official RIB or other committee boat- boats are to finish between the RIB or other committee boat flying an orange flag and the adjacent turning mark.

13 MARKS

13.1 The main committee boat is to be announced at the skippers briefing

13.2 Marks 1 & 2 will be confirmed at the skippers briefing

13.3 Outer Distance mark will be confirmed at the skippers briefing

13.4 New marks will be specified at the skippers briefing

14 THE START

14.1 Races will be started by using rule 26, with the warning signal given 5 minutes before the starting signal.

14.2 The starting line will be between the mast displaying an orange flag on the committee boat at the starboard end and the port-end outer distance mark.

14.3 A boat starting later than 5 minutes after her starting signal will be scored Did Not Start. This changes rule A 4.1.

14.4 For starting and finishing purposes, the front of an 18 foot skiff will be taken as the intersection of the jib luff and foredeck. This changes Rule 30.

14.5 The Race Committee reserves the right to implement Rule 30.1 (I Rule), 30.2 (Z Rule) or 30.3 (Black Flag) at any time.

14.6 When more than one race will be held on the same day, the warning signal for each succeeding race will be made as soon as practicable. To alert boats that another race or sequence of races will begin soon, the postponement signal will be displayed for at least 4 minutes before a warning signal is displayed.

14.7 The start/committee boat may deploy a distance marker at the committee’s discretion.

14.8 On the last day of the regatta no warning signal will be made after 16h00

16 CHANGE OF THE NEXT LEG OF THE COURSE

16.1 To change the next leg of the course the race committee will lay a new mark or move the finishing line and remove the original mark as soon as possible. When in a subsequent change a new mark is replaced it will be replaced by an original mark.

17 FINISH LINE

17.1 The finishing line will be between the mast of the committee boat flying a blue flag and the outer distance mark.

18 PENALTY SYSTEM

18.1 Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required and if the penalty is incurred whilst sailing downwind with the spinnaker flying the penalty may be taken before rounding the leeward mark, or if approaching the finishing line to finish, before crossing the finish.

18.2 Touching a mark (other than a starting or finishing line mark) with any part of the boat or crew shall not constitute an infringement of the Rules and does not require a 360- degree turn; Manhandling a mark which results in an advantage is not allowed nor is displacing it and a boat so doing shall promptly retire. If a boat touches a start or finish mark they shall complete a 360-degree turn.

18.3 Minor contact of sheets or Gennaker or tiller extension shall not be grounds for protesting under rule 14.

18.4 A boat touching the committee boat at any time whilst racing shall be disqualified. This changes rules 31 and 63.1.

19 TIME LIMITS

19.1 The time limits and target times are detailed below: If no boat has passed Mark 1 within the Mark 1 Time Limit, the race will be abandoned. The aim is to set a course length to allow for 3 to 4 rounds (i.e. number of rounding’s of windward mark) to be completed for the given race target time. Failure to meet the race target time or number of rounds will not be grounds for redress; this changes rule 62.1(a)

Mark 1 time limit for leading boat: 15 minutes Race target time for leading boat: 45 minutes Absolute Race time limit: 75 minutes

19.2 Boats failing to finish within the Relative Race Time limit as defined below after the first boat sails the course and finishes will be scored Did Not Finish. This changes RRS rule 35 and A4.1.

Relative Race time limit (from first boat finishing): 15 minute

19.3 Time limit for long distance races, from the time the first boat finishes the race, is 25% of the length of time it took the first boat to complete the course, but not less than 15 min.

20 PROTESTS AND REQUESTS FOR REDRESS

20.1 Registration: All Competitors intending to protest or request redress must inform the race committee at the finish of the race in which there was an incident unless conditions or damage prevent them from doing so. In such cases, the protesting competitor must make all reasonable efforts to inform the committee as soon as possible. Competitors must make the race committee aware of the boat or boats being protested.

20.2 Publication: A notice detailing all will be posted on the official notice board as soon as possible following the final race of the day.

20.3 Procedure: Protests and requests for redress will be handled using the “Three Minute Justice” procedure.

20.4 Notification: After the completion of racing, the skipper or a representative of the protesting boat informs the skipper or a representative of the protested boat(s) and agree a time for the hearing.

20.5 Jury Representatives: Each boat involved in the protest process must find another competitor, who is not part of the team sailing on one of the involved boats, to act as their Jury Representative.

20.6 The Hearing: At the agreed time a hearing commences with all representatives. The protesting boat explains their view of the incident - target time of 1 minute (explanation should be timed). The protested boat then has the opportunity to explain their view of the incident - target time of 1 minute (explanation should be timed). The Jury Representatives may then ask questions. At the conclusion of questions, the Jury Representatives meet alone to discuss and come to a decision - target time of 1 minute (deliberation time should be timed). Once deliberation is complete, all parties then reconvene to present the result.

20.7 Completion of Hearing: A hearing is complete when the Jury Representatives have informed the Race Committee of their decision.

Note: It is the responsibility of the Jury Representatives to inform the race committee of the decision. Failure to do so may result in a penalty being assessed by a jury of their peers (Three Minute Justice) brought by one of the parties involved in the original hearing.

20.8 Responsibility: Each party involved in this process it expected to act in good faith and in the interests of clarity and fairness.

Note: Failure to agree a time for a hearing or failure to attend at the agreed time may result in a penalty being assessed by a jury of their peers (Three Minute Justice) brought by one of the parties involved in the original hearing - this includes competitors who agreed to be jury representatives.

20.9 Time Limit: All hearings must be completed by 10h00 on the day following the incident. On the final day of racing, hearings must be completed 120 minutes after the finish of the final race. Any protest not resolved by this time will be disallowed.

20.10 Protests by the Race Committee: Boats observed by the Race committee not to have sailed the correct course will be scored DNF without the need to protest. Boats may seek redress from this action. This changes rule 61.

21 SCORING

21.1 The ISAF Low Points Scoring System of Appendix A of RRS will apply.

21.2 Ten races are scheduled in the series. Four races must be completed to constitute a series. There will be one throw out after four races and two throw outs after ten races have been completed.

22 SAFETY REGULATIONS

22.1 A boat that retires from a race shall notify the race committee as soon as possible.

22.2 Per RRS 1.2 – Fundamental Rules: Life Saving Equipment and Personal Buoyancy: “Each competitor is individually responsible for wearing personal buoyancy adequate for the conditions.”

23 EQUIPMENT AND MEASUREMENT CHECKS

23.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.

24 PRIZES

24.1 Prizes will be awarded as follows:

1st, 2nd and 3rd Overall Line 1st, 2nd and 3rd Overall Handicap 1st, 2nd and 3rd Overall Long Race (open to all classes)

25 ADVERTISING

25.1 The regatta organisers may require all participating boats to display event sponsors advertising in accordance with ISAF Regulation 20-Advertising.

25.2 A boat may carry advertising on her hull and sails without restriction.

26 RIGHTS TO USE NAME AND LIKENESS

26.1 By participating in the event, a competitor automatically grants the Regatta Organisers, and sponsors of the event, the right in perpetuity to make, use and show from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for this regatta and in all material related to this event without compensation.

27 USE OF DRONE FOR MEDIA

27.1 All those who take part in the regatta as competitors as well as support crew or spectators agree to be overflown by a drone during the duration of the event, this includes your person and your property (boats).

28 INDEMNITY

28.1 It is a fundamental condition of entry that all those taking part in the regatta do so at their own risk and responsibility and that they hold harmless and indemnify the Denarau Yacht Club and any associated entities, the organisers of the regatta, the sponsors of the event from all liability any of those persons has to any crew member on the skiff, or to any person claiming through or under any such person arising from loss or damage howsoever caused, including by negligent act or omission, arising out of or relating to participation in the event.

28.2 Neither the Regatta Organiser, nor the Denarau Yacht club or any associated entities are not responsible for the seaworthiness of a skiff whose entry is accepted or the sufficiency or adequacy of its equipment. The Denarau Yacht Club reserves the right to refuse an entry.

28.3 Attention is drawn to Fundamental Rule 4 (RRS 2013---2016) ‘Decision to Race’, which states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”. ----SI ENDS----
