Simona Prijaković Institute of Public Finance Smičiklasova E-mail address: [email protected] BUDGET OUTCOMES AND POLITICAL ACCOUNTABILITY: THE CASE OF EASTERN CROATIA REGION1 ABSTRACT Regional disparities have been recognised as one of the obstacles to the conduct of a sound economic policy. Scholars of political economy and public sector economics emphasise the role of public finance, i.e. budget outcomes and collective action overall, in that process. The first goal of this article is to investigate the differences between Eastern Croatia and the remaining five regions (Northern Croatia, Central Croatia, Dalmatia, North-Adriatic Croatia and the City of Zagreb) regarding their budget outcomes and political accountability. Budget outcomes will be expressed by local governments’ share of surplus/deficit in total revenues. Political accountability will be proxied by their online local budget transparency index (OLBI), which has been annually measured for all Croatian counties, cities and municipalities. The second goal is empirically to determine possible clusters within local governments in Eastern Croatia. Cluster analysis is conducted on a sample of 127 Eastern Croatian local governments over 2014-2017 period. The results show that Eastern Croatia exhibits low budget outcomes and low political accountability levels, with four clusters emerging - from lowest to highest performers regarding budget outcomes and political accountability levels. The paper is expected to contribute to the literature by relating the importance of local government budget transparency – a prerequisite for citizens’ participation in budgetary processes – for budget outcomes in Croatia.

    NEWSLETTER Zagreb l Smičiklasova 21 doi: 10.3326/nle.2018.115 [email protected] l www.ijf.hr l tel: +385(0)1 4886 444 No. 115 l July 2018 l ISSN 1848-4662 Budget transparency in Croatian counties, cities and municipalities 1 (November 2017 - March 2018) KATARINA OTT, MIHAELA BRONIĆ, MIROSLAV PETRUŠIĆ, BRANKO STANIĆ The overall average level of budget transparency in Croatian counties, cities and municipalities, measured by the number of budget documents published on their respective official websites, stands at 3.52 (out of a possible 5). The number of budget documents published has grown year by year in all types of local government units, averaging 4.9 in counties, 4 in cities and 3.3 in municipalities in this research cycle. For the first time, there are no cities without at least one budget document published, or municipalities without an official website. However, despite the improvements in average results achieved, differences among individual local units, notably municipalities, are still huge. A large number of cities and the bulk of municipalities will have to intensify their efforts to comply with their legal obligations and recommendations of the Ministry of Finance in this respect. While the publishing of budget documents does not in itself guarantee absolute transparency, it should still be prescribed and encouraged, because it is the first step towards achieving higher transparency levels necessary for citizens' participation in the budget process. More detailed results for all counties, cities and municipalities are given later in the text and are available on an interactive map and in an Excel table format.

It provides a synthesis of data also presented in a database that enables detailed analysis and comparison with previous years. Reference is made to the data sources and some easily noticeable curiosities are highlighted. In the period 2015-2016, counties, cities and municipalities received almost one billion kuna in EU grants, much more than in previous years. Almost half of that amount was utilized by counties, about one third by cities and less than a fifth by municipalities. It is noteworthy, however, that almost half of cities and over three quarters of municipalities used no grants at all in the reference period. EU GRANTS European Union grants (EU funds) are intended to (co)finance specific projects and programmes used for the promotion and implementation of particular EU policies (e.g. regional development, employment, social inclusion, research and innovation, etc.). The bulk of the grants is allocated in collaboration with the national and regional authorities from five major funds (the so-called European structural and investment funds – ESI), and the rest goes to the recipients directly.

Objectives 2.1 Overall objective: To support the Republic of Croatia in development of reliable, open and user-oriented administration as an essential precondition for encouraging entrepreneurial environment and better standards for citizens. 2.2 Project purpose: The purpose of the project is to support setup of sustainable and efficient ethical infrastructure in public administration on all levels (national, regional and local) and to improve public awareness of citizens in relation to ethical principles of public sector. 2.3 Contribution to Accession Treaty/Relevant national documents: Following the signature of the Accession Treaty on 9 December 2011 and its ratification procedure in the Member States, Croatia joined the European Union on 1 July 2013 as the 28th Member State. In line with the Treaty, the Republic of Croatia will “continue to improve its track record of strengthened prevention measures in the fight against corruption and conflict of interest”. Setting up an efficient, reliable and service-oriented public administration addressing both central administration and local level administration is pointed out in the Partnership Agreement with the Republic of Croatia. It further states that, considering the fact that public administration plays a major role in social and economic development through reallocation of resources, regulation and service delivery, strengthening its capacities and efficiency are prerequisites for successful implementation of reforms and effective investments.

    NEWSLETTER Zagreb l Smičiklasova 21 doi: 10.3326/nle.2017.112 [email protected] l www.ijf.hr l tel: +385(0)1 4886 444 No. 112 l July 2017 l ISSN 1848-4662 Budget transparency in Croatian counties, cities and municipalities (November 2016-March 2017)1 KATARINA OTT, MIHAELA BRONIĆ, MIROSLAV PETRUŠIĆ, BRANKO STANIĆ The overall average level of budget transparency in Croatian local government units, measured by the number of budget documents published on their respective official websites, has improved year by year. In the current research cycle, it averages 3.1 (the maximum rank is 5), with counties already being very transparent (4.6 on average), cities fairly good (3.7 on average), but municipalities still inadequately transparent (2.8 on average). Despite the relatively solid averages, there are too many extremely non-transparent local government units. Four cities (Gospić, Imotski, Valpovo and Vrgorac) and as many as 39 municipalities have not published a single budget document that we were searching for, and another seven cities and 50 municipalities have published only one such document each. As in previous years, the most transparent local government units include very sparsely populated ones, such as Ribnik and Dekanovec, and local government units with low per capita income (e.g. Jarmina and Đelekovec). On the other hand, among the least transparent local government units there are units with very high total and per capita budget revenues (e.g. Sutivan, Šolta, Dugopolje and Bol).
