    Regional Connector Transit Corridor Cultural Resources – Built Environment Technical Memorandum were designed to legally and financially assist cities to address problems of decay and neglect within their communities. In response to this new legislation, the Community Redevelopment Agency of the City of Los Angeles (CRA) was established in 1948, in part to cure economic "blight" by funding and overseeing redevelopment. As its first major project, the CRA sought to improve the Bunker Hill area, which had been one of the more exclusive residential neighborhoods at the turn of the twentieth century but had deteriorated and fallen out of fashion. Despite many proposals, plans to redevelop Bunker Hill were rejected, and ultimately not begun until the 1960s, when large hotels and Victorian-era homes were bulldozed and the landforms were rearranged. Slowly, over the past 50 years, a community of high-rises has been constructed in their place (Kawaratani 2008). When the Harbor Freeway (Interstate-110) was completed in 1952, it was hopefully called “downtown’s new Main Street” by noted local architect A. C. Martin, Jr. (Los Angeles Times 1967). Construction of the freeway and the repeal of the building height ordinance in 1954 created a significant new concentration of high- and midrise buildings, eventually concentrated on Figueroa and 7th Streets. The downtown civic center began to take shape in the post-war era. As discussed in California: A Land of Contrast: Business blocks of the late nineteenth century have been replaced by the Civic Center, whose buildings, most of contemporary design, are flanked by multi-acre parking lots. The three-story brick masonry commercial building is located on the Third Street Promenade in the Central Business District. The property encompasses Santa Monica Lot L Block 172, which is approximately 50 feet by 150 feet. The Keller Block has a rectangular footprint and occupies the entire lot. The subject property has been identified and assessed under the City’s ongoing survey process on three previous occasions. The mixed-use commercial building was first identified and recorded as part of the 1985-1986 Phase I survey process.1 The subject property, commonly known as the Keller Block, was recommended eligible for the National Register as a contributor to the “Third Street District” and given a National Register of Historic Places (NRHP) status code of 3. The subject property was later reassessed during the City’s 1994 Historic Resources Inventory Update following the 1994 Northridge earthquake.2 It was recommended eligible for listing individually and as a contributor to the National Register of Historic Places (NRHP).

    Section 4.0 Affected Environment and Environmental Issues 4.1 Introduction The alternatives evaluated for the Regional Connector AA would have direct and indirect effects on the physical environment. This section of the AA describes the existing resource environment and analyzes the potential environmental impacts associated with implementation of the promising build alternatives: At-Grade Emphasis LRT and Underground Emphasis LRT. At the conclusion of this document – Section 4.20 – is a summary and comparison of the build alternatives with the No Build Alternative and the TSM Alternative. The specific environmental impact resource areas analyzed in this section include: land use and economic development, displacement and relocation of existing uses, community and neighborhood, visual and aesthetics, air quality, noise and vibration, ecosystems/biological resources, geotechnical (including subsurface and hazardous materials), water resources, energy, historic, archaeological and Paleontological resources, parklands and other community facilities, economic and fiscal, safety and security, construction impacts, growth inducing, environmental justice, and major utilities. The following analysis discusses the potential environmental impacts from the construction and operation of the alternatives. Construction impacts would be temporary, while operational impacts would be on-going. As appropriate, the potential site-specific impacts are described based on available information and the current planning effort. As subsequent efforts become more detailed, revised and/or further assessments of the potential environmental effects will be prepared, evaluated and described in a future (EIR/EIS) for the project. 4.2 Land Use and Economic Development This section examines the existing land uses and associated policies within the Regional Connector PSA, and evaluates their compatibility with the build alternatives.

Tom Sitton was appointed project facilitator in 1974 and worked with various historical societies to complete survey forms. From 1976 to 1977, the museum project operated through a grant awarded by the state Office of Historic Preservation, which allowed the hiring of three graduate students for the completion of 500 surveys, taking site photographs, as well as to help write eighteen nominations for the National Register of Historic Places (three of which were historic districts). The project concluded in 1978. Preferred Citation: Historic Sites Surveys, Seaver Center for Western History Research, Los Angeles County Museum of Natural History Special Formats: Photographs Scope and Content: The Los Angeles County historic site surveys were conducted from 1974 through 1978.
