New evidence shows how the defence ministry as buyer in the Soviet market for military goods responded to this problem by investing in an evaluation of quality prior to purchase, by showing reluctance to buy, and by exploiting the available non-market means to influ- ence the defence industry as supplier. The effectiveness of these stratagems was limited by the defence industry’s counteractions and because the buyer had no choice but to come to a compromise with the supplier. hen it is costly to evaluate the qualities of a good, the consumer faces W a significant problem in deciding whether or not to purchase it. Nelson introduced a distinction between ‘search’ goods, for example food and clothing, and ‘experience’ goods, for example domestic appliances and mechanical equipment.2 The difference lies in the relative cost to the con- sumer of evaluating a good before purchase, through search, relative to the costs of doing so afterwards, from experience. When sampling is destructive, or when the conditions of use cannot easily be replicated before purchase, the cost of search is raised relative to that of experience and we become more likely to rely on evaluation after purchase. In this article we investigate the market for weapons and military equip- ment; these would appear to fit the class of experience goods quite well. For many military consumables, for example ammunition and explosives, sampling is destructive. The firing range does not easily replicate combat conditions for the testing of equipment. A result of this is that, where weapons are traded before use, they must eventually undergo two tests. The first is the market test: do the weapons create producer and consumer surpluses sufficient for both buyer and seller to be willing to participate in an exchange ex ante and then to remain satisfied with its terms ex post? The second is the battle test: when combined with the rest of the military apparatus, do the weapons beat the enemy and win the war? The two tests are conceptually distinct, although practically related. By the close of the Second World War, Soviet weapons had won a justifiably high reputation for rugged serviceability and firepower. Eventu- ally, they passed the battle test. This does not mean that they always performed as designers and producers promised and generals expected. The features that made a Soviet tank superior to its German adversary on the battlefield were not necessarily those that featured in the market test. The subject of the present article is the market test, not the battle test: what made the Red Army willing to pay, and did the Army get what it thought it had paid for? The western literature on experience goods typically assumes a buyer’s market. Where the consumer is sovereign, experience is valuable and has a pay-off in helping to decide on repeat purchases: the consumer’s best response to a bad experience is to switch brand or supplier. In this article, however, we consider the case of the Soviet economy where the market belonged to the seller: supply was monopolized, the consumer could not switch suppliers, and this reduced the value of experience. Monopolization was a source of immense advantage to the Soviet seller. It was associated with the softening of financial constraints on pro- duction establishments and a state of permanent shortage, in which the consumer had no choice but to accept the goods that the seller offered, regardless of quality or assortment.4 Without free entry and exit there was no automatic punishment for supplying shoddy goods. The initial transi- tion to the monopolistic command system brought a rapid deterioration in product quality that was eventually halted and reversed only with great difficulty.5 Although the Soviet economy was generally unlike western market econ- omies, markets for military equipment have specific features that tend to be similar everywhere. In all countries, agents on both sides of the market place are powerful and well connected. On the other side are large-scale producers with claims on government funding that carry additional weight because these concerns are too important as producers and employers to be allowed to fail. Nonetheless, defence markets are not uniformly the same, even among market economies; in fact, national arrangements of the military market have varied widely in the degree of competition, public accountability, rent seeking, and ‘softness’ of budget constraints.6 The Soviet economy, with ownership and allocation monopolized under a single-party state, lay at one extreme of a spectrum of institutional possi- bilities.7 Its market for military goods shows several unique and fascinating features; despite being exceptionally monopolized it supplied an army that won the Second World War and terrified the west for the next half century. Thus it is fully worthy of detailed study. What working arrangements are likely to emerge to protect the buyer under conditions of generalized monopoly? We offer three propositions. First, the monopolization of supply reduced the value of experience to the consumer, who could not act upon it in repeat purchases, relative to the value of search; as a result we would expect Soviet consumers to have been more willing to invest in evaluation before purchase, however costly this might be. We would also expect them to have been less willing to buy the goods they were offered in the process of evaluation for the sake of experience. This may seem paradoxical since there is much evidence of the opposite kind of behaviour, i.e. of consumers in Soviet-type economies generally being willing to buy whatever they were offered, a phenomenon that Kornai described as ‘forced substitution’.8 Kornai’s point is that in a seller’s market there is a pay-off to hoarding that does not exist in a buyer’s market. Our point does not contradict this. It is that, in a seller’s market, experience is less valuable since the buyer can respond to a bad experience only by not making a repeat purchase at all. He lived in a barracks, suffered from the arctic wintry cold and the summer stifling heat, studied evenings, married a Russian girl—in short, lived for five years as a Russian among Russians, an opportunity very few Americans have had, particularly in such circumstances. Indeed, most young Americans would probably not have survived that rigorous life, just as many young Soviet citizens lost their lives falling from scaffolds, from improperly treated injuries, cold, and exhaustion. No other description of life in a new steel city provides such a graphic description of the life of workers under the First Five Year Plan. Scott had a clear eye for detail and produced a chronicle which includes the ugliness and the squalor as well as the endurance and the dedication.

DRUGS, BORDERS, AND STATE SOVEREIGNTY: A CASE STUDY OF EKATERINBURG Maureen Carothers ABSTRACT This thesis will examine the interdependent relationship of drugs, border security, and sovereignty following the 1991 collapse of communism in Russia and the 2001 US-led overthrow of the Taliban in Afghanistan. Regime changes, particularly in Russia, led to a sharp decline in state revenues and subsequent loss of capacity to adequately fund border control institutions. The decline of border control mechanisms resulted in porous borders and fewer barriers for narcotics traffickers. In turn, drug traffickers weakened border security institutions through the corruption and co-optation of border guards. The thesis will use a historical case study analysis of Ekaterinburg and draw on data from the UN Office on Drugs and Crime, World Bank, and Stockholm International Peace Research Institute.     "WHACKED BUT NOT FORGOTTEN": BURYING THE MOB Olga Matich Post-Soviet human rights activists, journalists, and scholars have been actively engaged in the memorialization of the victims of the Great Terror and Great War. One of the most publicized aspects of their project is the recovery of the victims' unmarked mass graves. The goal is to commemorate the massive loss of life in the Soviet Union by creating a "biographical dictionary" of the victims of Stalinist violence. What Viktor Iofe, the head of the Petersurg branch of Memorial, calls "the right to a name."1 This project focusses on the violent excesses of the Stalinist past erased from public life. In a broader cultural context, the project can be seen in terms of Russia's historical paradigm of rupture, according to which society erases the past in key historical moments, a past that is reclaimed and celebrated later. This paradigm historicizes the religious model of death and resurrection. Post-Soviet life of the 1990s remains violent, but instead of the state, the perpetrators of violence are members of the business underworld, what has become known as the Russian mafia. Instead of political terror, Russians are haunted by Hollywood-style gang slayings - razborki - which Russian and foreign journalists have given ample press.2 I 1.     AFTERWORD: THE HISTORY OF THE SOVIET UNION I began my studies of the history of the Soviet Union in the early 1950s by writing a PhD thesis on the Soviet budgetary system. My thesis sur- veyed the whole period of Soviet development up to that time. In 1958 it was published as The Development of the Soviet Budgetary System by Cambridge University Press. In this book I already assumed that what had been emerging in the Soviet Union was a new civilisation. I continued this work in the next half century by embarking on a quite detailed examination of Soviet history, concentrating on the econ- omy. I began by working jointly with E. H. Carr on two of the vol- umes of his Foundations of a Planned Economy, 1926–1929. My own study began from 1930 and covered the period to the eve of the Second World War. In 1930 the Soviet planned economy (as I characterised it then) began to emerge, and to develop an increasingly large and elabo- rate industry. CHUBAIS was put in chargeof the State Committee on the Managementof State Property(GKI) in October 1991,privatiza- tion was not at the top of Russia's reformagenda. Price liberalization and controlof the budgetwere the top priorities.Politicians and the pub- lic debatedwhether Russia shouldbe privatizingat all before macroeco- nomic problems are solved. No privatizationprogram existed at the time. In fact, the very name of Chubais' agency reflected the govern- ment's ambivalenceabout privatization. A year and a half later, privatizationhas become the most successful reformin Russia. By September1993, more than 20 percent of Russian industrialworkers were employedby privatizedfirms. Privatization has spreadeven more widely in service firms. More than 60 percent of the Russianpeople supportedprivatization, and Chubaishas become one of the betterknown politicians.
