With reference to that request, I should like to inform you that the Republic of Latvia is putting forward Mr Egils Levits as its candidate for the post of Judge of the Court of Justice of the European Union. Completed studies at Riga-2 Secondary School (1972), then Münster Latvian High School (1973). Completed studies at Hamburg University Law Faculty (1982), then the Political Science Department of the Philosophy and Social Sciences Faculty of the same university (1986). Research Fellow in the Kiel University Law Faculty (1984-1986). Legal expert in the Schleswig-Holstein Regional Court service – court, prosecutor's office, public administration, parliamentary research service (1986-1989). Research Fellow at the Institute of German and East European Studies, Göttingen. Adviser to the Supreme Council of the Republic of Latvia (1991-1992). Latvian Ambassador to Germany and Switzerland (1992-1993). Deputy Prime Minister, Minister for Justice, Member of Parliament (1993-1994). Latvian Ambassador to Austria, Hungary and Switzerland (1994-1995). Judge at the European Court of Human Rights (1995-2004). Since 2004: Judge at the Court of Justice of the European Union. Since 1997: Conciliator at the OSCE Court of Conciliation and Arbitration (Geneva); since 2001: judge at the Permanent Court of Arbitration in The Hague. 2007-2011: Chairman of the Constitutional Rights Committee of the President of the Republic of Latvia. Since 1990: active involvement in the formation of Latvia's new legal system. Has taken part in the development of various government projects (including the State Administrative Reform project (1995) and the Human Rights Implementation project (1995)), laws (including the Administrative Procedure Law (2001), State Administration Structure Law (2002), 14660/11 ard/RGR/ms 3 JUR EN Law on Elections to the European Parliament (2004), Law on Damages (2005), etc.) and Cabinet Regulations. Many academic opinions and draft outlines concerning issues of international law, European law, national law, administrative law, justice reform and human rights for the Cabinet of Ministers, the Parliament, national administrative authorities and other institutions. More than 130 academic publications, in particular on matters of Latvian national law, administrative law, human rights, justice reform and European law. Has presented papers at academic conferences in Latvia, the United Kingdom, Germany, Belgium, the Netherlands, Luxembourg, Switzerland, Spain, Portugal, Austria, France, Italy, Sweden, the United States, Estonia, Lithuania and other countries. Has lectured to various Latvian national authorities and colleges. Founder and deputy chairman of the editorial board of the law journal "Likums un Tiesibas" (Law and Rights) (1999-2009). Member of the editorial board of the academic journals "Latvijas Vēsture" (Latvian History) (Riga), "Osteuropa-Recht" (East European Law) (Berlin), "Uppsala Yearbook of East European Law" (Uppsala) and "Baltic Yearbook of International Law" (The Hague); member of the public board of the public media outlet "Latvijas Vēstnesis" (public journal of Latvia). Elected a member of the International Academy of Comparative Law, member of Societas Iuris Publici Europaei (since 2011 – board member), member of the Baltic History Commission. 2007-2011: Chairman of the Constitutional Rights Committee of the President of the Republic of Latvia. Member of a series of professional associations. 2002: honorary doctorate from the Latvian Academy of Sciences; 2004: honorary professorship at the Riga College of Law. Active involvement in the process of Latvia's national renewal (1989-1991). Member of the Popular Front of Latvia. 2002: awarded the Order of the Three Stars for his contribution to Latvia's national renewal. 2005: awarded the Cross of Recognition for his contribution to the development of law.
