Call for proposal - Consultancy Youth employment opportunities in the digital economy – Ethiopia 1. Background and rationale A joint venture between the International Telecommunication Union (ITU) and the International Labour Organization (ILO) intends to leverage the mandates and technical expertise of the two institutions, as well as potential partners to support the GoE’s development plans with regards to digital economy and interlinkages with skills building and job creation, as well as support the inclusion of forcibly displaced persons and their host communities in this focus area of the country’s development vision. The ITU protects and supports everyone's right to communicate. Among the objectives of the Telecommunication Development Sector (ITU-D) are fostering an enabling environment for the development of telecommunication and ICT networks, building human and institutional capacity, and promoting digital inclusion. ITU, at its core, also aims to support countries in internet connectivity and in developing digital skills at basic and intermediate levels, particularly in underserved communities, including refugees. ILO aims to promote opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen social dialogue. This joint venture will also re-inforce PROSPECTS, a Partnership ILO is part of and launched launched with the support of the Government of the Netherlands that brings together the International Finance Corporation (IFC), the International Labour Organization (ILO), the UN Refugee Agency UNHCR, the UN Children’s Fund UNICEF and the World Bank. -
WASH Update Currently, 21 Water Trucks Are Operational in Areas
WASH Update Currently, 21 water trucks are operational in areas facing critical water shortages due to inadequate seasonal rainfall, including six in Afar, nine in Somali and six in Tigray. In Somali Region, water trucking interventions are focused on parts of Afder, Liben and Shebelle (Gode) zones. Rehabilitation of boreholes continued in northern and eastern parts of the region, with 31 boreholes rehabilitated in Jarar (Degehabur), Korahe and Doolo (Warder) zones, 30 in Fafan (Jijiga), and 30 in Siti (Shinille). The preliminary report of the multi-agency assessment conducted from 7-9 September by DRMFSS and partners in the conflict-affected woredas of the Moyale area of southern Somali and Oromia Regions identified WASH requirements as among the most immediate needs. Some 65,227 people (52,554 in Somali and 22,673 in Oromia) require water trucking. Water storage facilities and water purification chemicals are also required. Oxfam GB, with UNICEF support, is expected to deploy five additional trucks in the Moyale area (Somali and Oromia Regions) in the coming week. While most of Oromia Region received substantial and evenly-distributed rains in the first half of September, additional new requirements for water trucking emerged in drought-prone woredas of Bale and East Harerge. The Regional Water Bureau (RWB) approved the water trucking request for Bale zone and IRC is mobilizing support for the two affected woredas (Rayitu and Dawe Serer). Meanwhile, the RWB is closely monitoring the situation in East Harerghe zone. Elsewhere, emergency preparedness activities are ongoing in Amhara Region ahead of the Gishen Mariam religious festival. Household water treatment chemicals sent to Tigray Region by UNICEF will be distributed in AWD-prone areas and to commercial farms. -

About this paper This report is part of a context analysis commissioned by UNICEF Ethiopia in support of its work in refugee-hosting regions of Ethiopia. It was carried out by the Danish Refugee Council (DRC) and ODI, with funding from UK aid. Five separate reports on each of the main refugee-hosting regions in Ethiopia will be published during the course of 2020, based on research conducted in 2018–2019. These studies are intended to support the government of Ethiopia’s efforts to improve the effectiveness and efficiency of its models for hosting and supporting refugees. These efforts have been undertaken in light of the global policy reform set out by the Global Compact for Refugees and the Comprehensive Refugee Reform Framework (CRRF). Ethiopia’s approach is laid out in the government’s 2017 ‘Roadmap for the implementation of the CRRF’ and the pledges made by the government in 2016. -

Whilst this report endeavors to largely follow the format of the ‘Roadmap’, as with the 2018 reports, additional information is also offered where deemed relevant. This document is not a Government of Ethiopia (GoE) publication. Rather it responds to the requests of stakeholders to have some assessment of pledge implementation made available – relating directly to UNHCR’s expected supportive and catalytic role in the Global Compact on Refugees / Comprehensive Refugee Response Framework (GCR/CRRF). In addition to the explosion of internal displacement, Ethiopia faces other mutually reinforcing emergencies, including protracted refugee situations with 905.831 refugees and recurrent climate change-induced droughts. On the legislative front, two major draft legislations were approved by the Council of Ministers and are awaiting ratification by the House of People’s Representatives: the Organizations of Civil Societies Proclamation replacing the Charities and Societies Law and the Refugee Proclamation, the process of which started after the Ethiopian Government’s nine pledges at the 2016 Leaders’ Summit in New York. The adoption and ratification of these two laws will enable LWF Ethiopia to strengthen its protection and social cohesion work and fully implement the LWF Ethiopia programmatic framework. -
