Your request of November 30 for the services of Dr. Robert Poppendieck, Division of Higher Education, Office of Education, has been approved for the purpose of participating in a conference on the preparation of teachers to be held in Tallahassee, Florida, December 13. It is understood and agreed that the Board of Control of Florida will reimburse the Office of Education for the cost of travel expenses involved in this assignment.

The Office of Education will issue the travel authorization and pay for transportation and other necessary expenses, including per diem at the rate of $12.00. When Dr. Poppendieck has completed the trip and submitted his claim for expenses, the Fiscal Service of the Office of Education will advise you of the actual amount to be reimbursed and will request your check made payable to the U. S. Office of Education.

As you may remember, I traveled directly from Pittsburgh to Tallahassee by air. However. because of other commitments. my return trip to Pittsburgh was via New York City. Albany, and Buffalo. However. I have asked the University Travel Service, through which I purchased my air tickets, to prepare a billing involving the round trip between Pittsburgh and Tallahassee. They have done this and sent it to me for transmittal to you.

I am enclosing the original of Form No. C-677 along with two copies of a statement from University Travel. You will note that the amount of the round trip fare between Pittsburgh and Tallahassee ($119.90) should be paid directly ~ University Travel and not to Capital Airlines.

I am sorry if this represents any inconvenience to you. However. as I had mentioned, I had already purchased the ticket through a University of Pittsburgh account from University Travel by the time I received Form No. C-677. If any other procedures need to be completed, please inform me.

Earl Armstrong. execut1ve d1reotor of the Nat10nal Councll on Accred1tat1on of Teacher Educat1on; Dr. Paul Masoner. dean of the School of Education. un1vers1ty of P1ttsburgh; and Dr. Robert Poppend1eck. D1v1s1on of H1gher Educat1on. U. S. orf1ce of Educat1on. Top1cs d1scussed 1ncluded the follow1ng: (1) Art1culat1on of sen10r college offer1ngs w1th jun10r college offer1ngs 1n educat1on. Consensus--offer1nga by jun10r colleges 1n this f1eld should be kept at a m1n1mUm. (2) Flor1da's need for add1t1onal teachers. unan1mous agree­ ment as to the need. For the past three years. for example. Dertc1t 1s met by employment of teschers rrom Alabama. Georgia. Kentucky. West V1rgin1a. and other states. (3) While greatest need 1s 1n elementary grades. and some thought the new un1vers1ty would soon be engaged 1n the total teacher educat10n program. 1t was ind1cated that such an 1nclus1ve program would requ1re a demonstrat1on school and other fac1l1t1es for observat1on and arrangements for 1nternship. A currtculum mater1als l1brary was essent1al. separate from or attached to the ma1n l1brary. (Would 1t not be w1ser to start w1th educat10n of h1gh school teachers and two years for the jun10r college teachers' preparat10n and have contract arrangements made w1th c1ty schools for 1nternBh1ps?--Ed1tor) (4) Adv1sab111ty of fUth year program. TIUlre was the usual d1fference of op1n1on on this program. It would be fa1r to say that the major1ty of those present regarded the !'1rth year for teacher educat10n as 1nev1table. As such a year would not be added untll 1966 at the new un1vers1ty. this program must be ant1c1pated as one way by wh1ch the great need for high school and jun10r college teachers can be part1ally met 1n Flor1da and elsewhere. (5) All-un1vers1ty approach to task or teacher educat1on. Th1s was regarded as an essent1al aspect of the task. It was emphas1zed that the d1rector of the teacher educat10n program should be appo1nted early and enjoy equal status w1th others having l1ke respons1b1l1ty. It was suggested that faculty members be appo1nted to the starf of the un1vers1ty. and then they would be ass1gned to the var10us programs ss teach1ng fellows. 1nclud1ng the educat10nal development program.
