It was sad that the planned Halloween Costume theme didn't happen due to the pandemic restrictions so any ideas for a new theme or assistance in the planning or running of the Show for next year are very welcome. As this is the last edition of the Gidgegram the Gidgegannup Agricultural Society wish everyone a very Happy Festive Season and would like everyone to stay safe and healthy and enjoy your festive time together with your families and friends.

Council resolved to defer the general Unimproved Value (UV) Rates Property Review until the review of the Local Government Act 1995 is legislated. It is almost three years since that resolution and the rural residents of the City of Swan still have no certainty about how potential changes in rating legislation may or may not impact the method of valuation for rating purposes for their property.

OFFICER COMMENT In April 2017, Council resolved to review all properties on an unimproved value (UV) to ensure they are being rated correctly according to the Local Government Act 1995 (the Act). On 13 December 2017, Council resolved to defer the UV Rates Review until the review of the Act is legislated. Ordinary Meeting of Council 21 October 2020 The City met with the Minister for Local Government; Heritage; Culture and the Arts on 18 December 2017 to explain in detail the concerns of the City's rural residents raised at the Annual Meeting of Electors held on 12 December 2017. This meeting was also used to reiterate Council's previous resolution (30 August 2017) to review the current 'ability to pay' rate methodology and investigate a policy that is simpler and more transparent. The meeting was then followed up with a letter including this detail. Subsequently, the City participated in Phase 2 of the Local Government Act review in March 2019. This included a section specifically on rates. The City's submission included reference to community feedback relating to the definitions and lack of clarity surrounding the term 'rural use' and 'predominant use'. According to the Department of Local Government's website, the consultation and panel findings for Phase 2 have been completed however no indication is given to confirm when the legislation will be reviewed. Friends of Gidge Reserve / Wooroloo Brook Catchment We have signed up for the Adopt a Spot program run by Keep Australia Beautiful.

Although we had done previous rubbish pickups this was the first one with the bright red bags. Glass, rubble, drums, tin, pipe, wire and lots of other things that have been laying in the reserve for decades were picked up and removed. Thanks to the City of Swan for picking up the pile of rubbish...

On the 11th of October a combined Catchment group / Friends of activity was held at Blackadder Creek in Midland. Members from Wooroloo Brook Catchment, Jane Brook Catchment, Blackadder / Woodbridge Catchment, Lower Helena catchment, Friends groups from Gidge resrve, Noble falls and Clutterbuck creek all got together to observe a range of alternative weed control which the Blackadder Creek group utilise.

It was an interesting insight into how things can be done without chemicals. We all participated in doing some weed control and picked up lots of rubbish. Thanks very much to Danae from the EMRC for organising the event.

How will the Gidge Show go, or the kids riding horses at the Pony Club, with the route so close to the Show Grounds. Not very safe is it. What will be the impact of the road around town be on businesses? Yes there will be much less traffic in town and it will be safer to cross the road at Vibe or in front of the school. Based on studies in similar communities bypassed by major roads, business has substantially declined. Who is going to pull off the main road to get a coffee, buy a cake, get fuel when they are so close to Perth?
