POLICY BRIEF 20 November 2017 From Riga to Brussels: Georgia's hopes for Eastern Partnership Ana Andguladze Since its launch in 2009, the EU's Eastern Partnership (EaP) policy has significantly evolved, witnessing both achievements and challenges. The EaP's fifth summit will take place in Brussels on 24 November 2017 and bring together representatives of the six EaP states (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) with those of the EU institutions and member states. The summit will assess the state of play of EaP, set future priorities and look for new ways to deliver tangible benefits for citizens. Over the past few years Georgia has increased its integration with the EU. In 2014 Tbilisi signed an Association Agreement (AA) and Deep and Comprehensive Free Trade Agreement (DCFTA) with the EU, and in 2017 the country received visa liberalisation. With EU membership remaining the country's main foreign policy goal, Georgia wants the summit to deliver an ambitious declaration that sets out long-term goals and shows the EU's strong commitment to the region. Yet given the EU's current inward-looking nature and the lack of appetite for further enlargement, such a long-term vision seems unlikely to materialise at the summit. Therefore Georgia will need to adopt a pragmatic approach, focusing on deepening EU integration in all areas possible, endeavouring to make itself membership-ready. BACKGROUND The EaP's stated goal is to strengthen stability, security and prosperity in the EU's eastern neighbourhood. It aims to establish closer political and economic relations between the EU and its eastern neighbours, and enhance multilateral co-operation. -

Each competing country was represented by a professional choir, and each performed a choral piece lasting no more than six minutes in length, must contain national or regional influence from the participating country. Those of us who were fortunate enough to be involved in the production during Latvian Television’s first edition in Riga hold many fond memories of launching Eurovision’s newest competition format. The show was spectacular, the choirs stunning and the music sublime. But what remains most strongly in my memory is the unique atmosphere of the backstage area around the show. I recall a festive atmosphere, almost a party, as nine choirs traded songs across the dressing room walls. And indeed, this is a festival – a festival of the beauty and diversity of choral singing in Europe, and of what can be achieved by joining our voices. So it seems true – singing is good for the soul. Thanks to those of you who have made the journey to attend Eurovision Choir 2019 in Gothenburg. Eurovision Rules Brief
EUROVISION RULES Participation: The participants of the Eurovision Song Contest are not people, they’re not even countries, they’re broadcasters. In order to participate, a broadcaster must be an “active” (i.e., due paying) member of the European Broadcasting Union. This is a confederation of broadcasters that lie within the European Broadcasting Area. The European Broadcasting Area as defined by the International Telecommunication Union: “The "European Broadcasting Area" is bounded on the west by the western boundary of Region 1, on the east by the meridian 40° East of Greenwich and on the south by the parallel 30° North so as to include the western part of the USSR, the northern part of Saudi Arabia and that part of those countries bordering the Mediterranean within these limits. In addition, Iraq, Jordan and that part of the territory of Turkey lying outside the above limits are included in the European Broadcasting Area.” Thus allowing Israel and Morocco to compete without actually being in Europe. Beyond the geographical limitations on participation, broadcasters must provide free, nation-wide service. Liechtensteiner broadcaster 1FLTV tried to get around this rule in 1964, creating a song to enter into the Contest. The EBU quickly rejected this entry, as the 1FLTV1 is not in the EBU. Broadcasters have until the December immediately preceding the Contest to file the appropriate paperwork for participation and pay the entry fee. There can only be one entry per country. However, broadcasters can work together within a country to supply a joint entry. Countries then have until mid-March, when the heads of the various delegations meet in the host city, to submit their official entry (lyrics, backing track, and performing artist). -

In 2015 the 60th Eurovision Song Contest will be held in Vienna. Over the past six decades the Eurovision Song Contest has created a European identity far beyond the confines of political unions and continental boundaries.
