Agenda This meeting is a meeting of a City of Cudahy Board, Committee, Commission or Council for the purpose of conducting City of Cudahy business and is not to be considered a public community meeting. There is a time for public participation during the meeting as indicated in the agenda.

Public Participation at Meetings All citizens are welcome to observe Meetings of the City of Cudahy. The City of Cudahy recognizes the value of public comment on Municipal issues and the importance of allowing members of the public to express themselves on Municipal matters.

THE OBJECTIVES Identify an effective vehicle life cycle that maximizes potential equity at time of resale • Shorten the current average vehicle life cycle from 12 years closer to 3.5 years • Provide a lower sustainable fleet cost that is predictable year over year • Significantly reduce Maintenance by up to an estimated 79% • Reduce the overall fuel spend through more fuel-efficient vehicles by an estimated 20% • Leverage an open-ended lease to maximize cash flow opportunities and recognize equity • Review program on an annual basis

THE RESULTS By partnering with Enterprise Fleet Management, the City of Cudahy will be better able to leverage its buying power, implement a tighter controlled resale program to lower total cost of ownership and in turn minimize operational spend. Leveraging an open-ended lease maximizes cash flow and recognizes equity from vehicles sold creating an internal replacement fund. Furthermore, the City of Cudahy will leverage Enterprise Fleet Management’s ability to sell vehicles at an average of 114% above Black Book value. By shifting from reactively replacing inoperable vehicles to proactively planning vehicle purchases, the City of Cudahy will have a much more sustainable and predictable budget moving forward. RESOLUTION DECLARING OFFICIAL INTENT TO REIMBURSE EXPENDITURES FROM PROCEEDS OF THE TAX INCREMENTAL DISTRICT 1 CLOSURE AND AUTHORIZING USE OF AVAILABLE FUNDS IN AN AMOUNT NOT TO EXCEED $240,000.00

WHEREAS, the City of Cudahy, Milwaukee County, Wisconsin (the “Municipality”) plans to supply the Cudahy Fire Department with a Braun Chief XL Type III ambulance and a Stryker Power-PRO XT COT; and

WHEREAS, the Municipality expects to fund the Projects with assigned and unassigned funds, and in either case such funds would be reimbursed or paid in 2021 when the Municipality receives the proceeds from the closure of Tax Incremental District 1 (“TID 1”); and

WHEREAS, because the TID 1 closure proceeds will not be issued prior to commencement of the Projects, the Municipality must provide interim funds to cover costs of the Projects incurred prior to receipt of the proceeds of the TID 1 closure; and

WHEREAS, it is necessary, desirable, and in the best interests of the Municipality to advance monies from its funds on hand on an interim basis to pay the costs of the Projects until the TID 1 closure proceeds are issued; and

WHEREAS, it is desirable to advance the funds needed for such purposes through assigned and unassigned general fund balance.

NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Cudahy, Milwaukee County, Wisconsin, that:

Section 1. Expenditure of Funds. The Municipality shall make expenditures as needed from its funds on hand to pay the cost of the Projects until TID 1 closure proceeds become available.

Section 2. Declaration of Official Intent. The Municipality hereby officially declares its intent to reimburse said Projects expenditures with proceeds of the TID 1 closure without interest, in an amount of which is not expected to exceed $240,000.00.

Section 3. Unavailability of Long-Term Funds. No funds for payment of the Projects from sources other than the assigned or unassigned funds are, or are reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set aside by the Municipality pursuant to its budget or financial policies.

Section 4. Effective Date. The Resolution shall be effective upon its adoption and approval.

Cancellation and Return Policy: In the event of damaged or defective shipments, please notify Stryker within 30 days and we will remedy the situation. Cancellation of orders must be received 30 days prior to the agreed upon delivery date. If the order is cancelled within the 30 day window, a fee of 25% of the total purchase order price and return shipping charges will apply.
