The objective of the USAD Soma Umenye project, which is a five-year initiative of USAID and REB, is to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda in Grades 1, 2, and 3. Specifically, USAID Soma Umenye will ensure that at least 70 percent of these students are able to read grade-level text with fluency and comprehension. Summary highlights of USAID Soma Umenye achievements for the quarter: • Soma Umenye delivered teacher training to 4,121 P2 Kinyarwanda teachers and to 3,616 P3 Kinyarwanda teachers in January 2019. • Approximately half of the P1 textbooks were reprinted in Quarter 2 with distribution completed for Kigali City and Eastern Province. Distribution in Northern Province also started in Quarter 2. • Subcontracts with international printers for printing of P2 and P3 textbooks were signed in Quarter 2. The project has operationalized a robust quality assurance approach for both printers to ensure REB quality standards are being met. In addition, subcontracts with local printers were executed for P1 decodables and Andika Rwanda readers. • Soma Umenye led a study tour to Kenya with representatives from REB and education leaders from Rwanda’s NGOs focused on disability to learn about Kenya’s progress with inclusive education and the use of digitized textbooks. • Project staff collaborated with REB to revise and

    1. A survey of African languages Harald Hammarström 1.1. Introduction The African continent harbors upwards of 2,000 spoken indigenous languages – more than a fourth of the world’s total. Using ISO 639-3 language/dialect divisions and including extinct languages for which evidence exists, the tally comes to 2,169. The main criterion for the ISO 639-3 language identification is mutual intelligibil- ity, but these divisions are not infrequently conflated with sociopolitical criteria. This causes the tally to be higher than if the language/dialect division were to be based solely on intelligibility. Based solely on mutual intelligibility, the number would be approximately 85 % of the said figure (Hammarström 2015: 733), thus around 1,850 mutually unintelligible languages in Africa. A lower count of 1,441 is obtained by treating dialect chains whose endpoints are not mutually intelligible as one and the same language (Maho 2004). The amount of information available on the language situation varies across different areas of Africa, but the entire continent has been surveyed for spoken L1 languages on the surface at least once. However, so-called “hidden” languages that escaped earlier surveys continue to be discovered every year. These are all languages that are spoken by a (usually aging) fraction of a population who other- wise speak another (already known) language. The least surveyed areas of Africa include Northern Nigeria, Eastern Chad, South Sudan and various spots in the Republic of Congo, the Democratic Republic of Congo and Angola. The situation is entirely different with respect to sign languages (cf. Padden 2010: 19).

It has been shown that cross- linguistic differences in number marking can influence number acquisition (Almoammer et al., 2013; Marušič et al., 2016), and during the initial stages of number acquisition, children use the same mechanism to acquire linguistic number (Barner, 2017). There is experimental evidence that number gestures support counting acquisition as well by enhancing the understanding of one-to-one correspondence (Alibali & DiRusso, 1999; Gibson, Gunderson, Spaepen, Levine, & GoldinMeadow, 2019), and may be learned even earlier than number words (Gunderson, Spaepen, Gibson, Goldin- Meadow, & Levine, 2015). Several accounts link the evolution of number concepts and number words to the availability of iconic elements that have stable order, such as fingers or other body tallies (Wiese, 2007).
