Introduction

ThisreportreflectsontheipprnorthconferenceBuildingCommunitiesofTrust:CommunityCohesion intheNorth.Theeventwasheldon29June2009inSunderland,supportedbyGentooGroupand SunderlandCityCouncil.Theconferencewasattendedby100delegatesfromstatutory,private, voluntaryandcommunitysectors.DelegateswerepredominantlyfromtheNorthEastbutalso includedrepresentativesfromacrosstheNorthofEnglandandScotland. Theconferencesoughttoexploretheroleoflocalauthoritiesandthirdsectororganisationsin buildingtrustandcohesioninallcommunitiesacrosstheNorth,askingwhatparticularchallengesthe regionfacesandhowpositiveconnectionsbetweencommunitiescanbefostered.Wedefine‘third sectororganisation’hereasvalue-driven,non-governmentalorganisations,encompassingvoluntary andcommunityorganisations,charities,socialenterprises,cooperatives,mutualsandhousing associations. Thisreportisseparatedintotwoparts.Thefirstsectiongivesasummaryofthepresentationsmadeby BobbyDuffy,ManagingDirectorforIpsosMORISocialResearchInstitute,DaveSmith,Chief ExecutiveforSunderlandCityCouncil,andGrahamBurgess,ChiefExecutiveforBlackburnwith DarwenBoroughCouncil.ThesectionalsoincludesasummaryofthekeynotespeechbyShahidMalik MP,MinisterforCommunityCohesion,DepartmentforCommunitiesandLocalGovernment,inhis firstpublicspeechonbecomingMinister.Thesecondsectiondiscussesthekeythemesandquestions raisedinthediscussiongroupsthatclosedthemorningsession.Thesummarydoesnotattemptto encompassallthatwasdiscussed,butratheroffersanoverview,illustratedwithconcreteexamples. 1.BuildingtrustandcohesionacrossNorthernneighbourhoods

BobbyDuffy,ManagingDirectorforIpsosMORISocialResearchInstitute openedwithanemphasis ontheimportanceoftrustinbuildingpositiveconnectionsandsocialnetworksbetweenpeople, knownassocialcapital.Heexplainedthatrelationshipsbetweenpeoplefromdifferentbackgrounds (‘bridging’socialcapital),andconnectionsbetweencommunitiesandinstitutions(‘linking’social capital)(Schmuecker2008b),requirestrustandunderstanding. Hebeganbyarguingthatourtrustineachotherhashalvedinthelast50years,withonly30percent ofpeoplestatingthatmostpeoplecouldbetrustedtoday.Despitethisgeneraldeclineintrust, politicianshavealwayssat‘inamireofalackoftrust’atthebottomofopinionpolls.Heexplained thattherehasbeen,however,ashiftinperceptionsofpoliticians’motivations,withthemajorityof peopletodayseeingpoliticiansasoutforthemselves. HethenspokeaboutthecohesionfindingsofthePlaceSurvey,apostalsurveythataskslocalpeople fortheirperceptionsabouttheareainwhichtheylive,conductedbyalllocalauthorities.Inthis survey,thethreekeycommunitycohesionindicatorsare: 1.NI1:percentageofpeoplewhobelievepeoplefromdifferentbackgroundsgetonwelltogetherin theirlocalarea 2.NI2:percentageofpeoplewhofeelthattheybelongtotheirneighbourhood 3.NI4:percentageofpeoplewhofeeltheycaninfluencedecisionintheirlocality. Comparingoverallcohesion(NI1)in2006withNI1in2008,BobbyDuffyexplainedthatthereisa trendofdecliningcohesionintheUK.ThisisalsothetrendintheNorthEast,wherethelocal authoritiesofSunderland,RedcarandCleveland,andMiddlesbroughranklowestinNI1,and Tynedale,AlnwickandCastleMorpethrankthehighest,althoughitwasstressedthatthereisnota hugevariationinNI1intheregion. Ifthereisanationaltrendtowardsdecliningcommunitycohesion,wehavetoaskwhy.BobbyDuffy arguedthatitisimportanttolookatpeople’sperceptions,andthattherehasbeenanational hardeningofviews,particularlyontheissueofimmigration.Todaypeopleseeimmigrationasoneof themainissuesfacingtheUK,themajorityofpeoplethinkthatimmigrationisbadforBritain,and therehasbeentwofoldincrease(from12percentin2005to25percentin2008)inpeoplewhofeel thattheirareadoesnotfeellikeBritainbecauseofimmigration.Thisreflectsageneralshiftinvalues awayfrommulticulturalismandsupportforminoritylifestyles,andmorebeliefinacommonsetof values,increasedtraditionalismandnostalgiaforhowtheUKusedtobe. IpsosMORIresearch(DuffyandLeeChan2009)hasfoundthatthecontextofanareahelpsexplain people’sperceptions,andthiscanbeusedtopredictlevelsofcohesion.Bycomparingcohesion findingswiththeIndexofMultipleDeprivation,BobbyDuffyillustratedthatthehigherthelevelof deprivationinanarea,thelowerthepercentageofpeoplethatperceivepositiverelationships betweenpeoplefromdifferentbackgrounds(NI1). Therelationshipbetweeneducationlevelsandlevelsofcohesionwasalsoshowntobeverystrong, whereasthereisvirtuallynorelationshipbetweencohesionandlevelsofethnicdiversity.Acasein pointisthecomparisonbetweentheCityofborough,whichhasoneofthehighestlevelsof perceivedcohesionandtheboroughofBarkingandDagenham,whichhasoneofthelowestcohesion scores.Theseareasinfacthaveverysimilarlevelsofethnicdiversity,butverydifferenteducation profiles,withonly10percentofresidentswithoutanyqualificationsintheCityofLondon,whilein BarkingandDagenham40percentofresidentshavenoqualifications.TheNorthEastauthority areas,withanaverage35percentofresidentswithoutqualifications,1 fitsthistrend,rankingbetween 70and80percentonthecohesionmeasure.

BobbyDuffyreflectedthat72percentofanarea’scohesionscorecanbepredictedbyknowingsix backgroundcharacteristics: 1.Proportionofpeopleinroutinemanualoccupations 2.Educationdeprivationmeasure 3.Under-occupancyofhomes 4.Proportionofpopulationunder10yearsold 5.Region 6.Proportionofpopulationfrom. Predictingcohesionmeansthatwecanthenseewhoisout-performingtheirlocalconditionsand increasingcohesion,whichisthecaseforLeicester,Harlow,CorbyandLuton,aswellaswhoisunder- performing.IntheNorthEastthereislittlevariationbetweenpredictedcohesionandactualcohesion. BobbyDuffywentontointroducetheIpsosMORI/GeofuturesNationalIndicatorMapping Application(NIMA)whichallowsageographicalvisualisationofPlaceSurveydata.Thetoollooks beyondadministrativegeographies,illustratingcross-bordereffectsandpatternsthattraditional mappingwouldnotpickup,forexamplehowdissatisfactioninanareaspreadsacrossward boundaries.Heconcludedthatalthoughresearchindicatesthatthereisastrongrelationshipbetween populationstructureandcohesion,theoutcomeisnotinevitable,andstepscanbetakentobuild communitycohesion.WiththehelpofapplicationssuchasNIMA,thereneedstobeafocusonreal localneighbourhoods,tounpickwhatishappeninglocally,andtargetresponsesaccordingly. Regionalresponses:howcanwefosterpositiveconnectionstobridgeour changingcommunities? DaveSmith,ChiefExecutive,SunderlandCityCouncil highlightedtheimportanceofcommunity cohesionforSunderland’sjourneyofregenerationandrenewal.HegaveanoverviewoftheInstitute ofCommunityCohesion(iCoCo)Sunderlandreview,2 identifyingfourkeythemesthatthecouncilwill befocusingon:(1)strengthofbelonging,(2)impactofdeprivation,(3)intergenerationalissuesand (4)valuingdiversity. HedescribedthestrongsenseoflocalplaceandneighbourhoodbelongingandprideinSunderland, butacknowledgedthatSunderlandislikea‘collectionofvillages’becausetheideaofbelongingto thecity isverylow.ThusthechallengeforSunderlandistorelearnwhatcommunitycanbe.He explainedthatsomecommunitiesinSunderlandareinsularandunwelcoming,andmanypeopleare notinthepositiontomakethemostofopportunitiesandreapthebenefitsoftheregenerationthat Sunderlandisundergoing. ThesecondchallengethatSunderlandfacesistheimpactofdeprivation.DaveSmitharguedthat therearedeprivedcommunitieswithgenerationsofunemployment.Intergenerationalissueswerealso identifiedasproblematic.Differentgenerationsdonotfeelthattheyhaveanyconnectionandinstead theyhavearelationshipofdistrustanddislike.Hegavetheexampleofacommunityphilosophy groupinSunderlandwherehespoketoagroupofyoungpeoplewhofeltmisunderstood,were disaffected,anddidnotfeelthattheyhadanyopportunitiesforthefuture. DaveSmithalsorecognisedtheimportanceofSunderlandCityCouncilvaluingdiversity.Heexplained theneedtounderstandthedifferentcontributionsthatpeoplewithdifferentlifeexperiencescan make.Howeverheemphasisedthatvaluingdiversityshouldnotbeconfinedtotheblackandminority ethnic(BME)population,butalsothosewithlearningdifficulties,differentclassbackgrounds, differentvaluesanddifferentexperiences.Inordertovaluediversityinsociety,wemustalsobe confidentofthevalueofourowncontributionandnotfeelthreatenedbythecontributionsofothers.

SunderlandCityCouncilhasafive-prongedapproachrunningthroughthewholecouncilwhichaims toenhancetheopportunitiesforall.Thisinvolves: 1. CommunityLeadershipProgramme:Strengtheningtheroleofelectedmembersasfrontline communityleaderspromotingqualityoflifeimprovementsandactingasthe‘lynchpin’forthe council’sday-to-dayengagementwiththecommunity. 2. AreaArrangements:Forgingstrongerlinksbetweencity-widestrategiesandlocalpriorities, ensuringpeopleareinvolvedinlocaldecision-making. 3. BusinessImprovementProgramme:Centringservicesonlocalresidents’prioritiesand requirements. 4. Commissioning:Ensuringthatpeople’sneedsareunderstoodthrougheffectiveengagementand placingmeetingthoseneedsattheheartofplanningandarrangingdeliveryofthoseservices. 5. CustomerServicesStrategy:Placingcustomersatthecentreofwhatthecouncildoes,improving interaction,understandingcustomers’needsthroughconsultationandstrengthening communication. SunderlandCityCouncil’sroleistogiveresourcesandsupporttoitscommunitiestoreachoutand welcomeothers.ItsworkwiththethinktankDemoshasfoundthatdifferentpeoplewantdifferent kindsofrelationshipswiththeircouncil,andthismustbefactoredintothecouncil’sapproach.Dave Smitharguedthatthecouncilisanintegralpartofcommunities.Furtheringcohesionrequiresawhole councilandpartnershipapproach,buildingtrustthroughallinteractionswithcommunities,givingthe communitiestheconfidenceinthecounciltoenableittohelpthem.Heconcludedthatcommunity cohesionisabouttheactionstaken,ratherthanwhatwewanttobecome,awayofbeingratherthan aplacetogetto. GrahamBurgess,ChiefExecutive,BlackburnwithDarwenBoroughCouncil gaveexamplesofgood practiceforbuildingcommunitycohesionfromanotherNorthernregion.Hebeganbydescribingthe demographicsofBlackburnwithDarwen,aboroughwithover20percentMuslimresidents,ahigh percentageofIndianandPakistanicommunities,adual-faithcommunity,andthesecondyoungest populationintheUK.Theboroughhasfacedthechallengesoffarrightactivity,terrorismcharges againstitscitizens,andcommunitysegregation. GrahamBurgesstalkedaboutBlackburnwithDarwenBoroughCouncil’sstrategyforfostering cohesion,statingthatcommunitycohesionmustbeaconstantissueontheagendaandthatthe agendaalwaysneedsrevisingandfine-tuning.Heexplainedhowasub-groupoftheLocalStrategic Partnership(LSP),thePeopleandCommunitiesForum(anditssub-grouptheLSPWorkforce RepresentationGroup)hasfunctionedasadriverforstrengtheningcohesion,promotingequal opportunitiesandvaluingdiversity.Hearguedforapartnershipapproachwhichallowspartnersto intervenestronglyinneighbourhoodswhenintelligenceoftensionsemerge,citingthisapproachas centrallyimportantinpreventingthedisturbancesthatneighbouringtownsandOldham sufferedin2001,andwhichBlackburnavoided. Hetalkedaboutsomeofthecouncilinitiativestopromotecohesionandcelebratediversity.The BelongingCampaignandCharter2003outlinedasetofcommonvaluesaroundcohesionand equality,hopingtotacklealienationbybringingpeopletogetherfromdifferentbackgroundsand fosteringmutualrespect.TheCharterwassignedbyBlackburnRoversFootballClub,LSPpartners, schools,communityorganisationsandcitizens. In2007the100Voicesprojectwaslaunched,bringingtogether100randomlyselectedcitizensfrom BlackburnwithDarwen,withtheaimoffacilitatingdiscussionandteasingoutkeyissuesforlocal people.GrahamBurgessexplainedhowtheprojectrevealedthatpeopledidnotwanttotalkabout cohesion–theywantedtotalkaboutissuesthataffectedthem.Despitetheirdifferentbackgrounds, itwasfoundthatpeoplesharedcommonconcernsaboutgraffiti,badlighting,off-licencesselling alcoholtoyoungchildren,evensomeone’sdaughter-in-lawnotbeinggoodenoughfortheirson! 7 ipprnorth|BuildingCommunitiesofTrust:CommunityCohesionintheNorth– Eventreport

ThisprojecthasgrownintoNeighbourhoodVoices,involving1,000citizens,anditdeveloped NeighbourhoodBoards,whichthecouncilhasdevolvedpowerandresourcesto.Citizensparticipatein theBoards,providinginputintostrategicplanningonaborough-wideandneighbourhoodlevel. GrahamBurgessexplainedhowthecouncilplanstobuildontherecentiCoCoreviewofBlackburn withDarwen.3 Thecouncil’srefreshedapproachwillinclude: •Addressingthesymptomsofcohesionissues,bytacklingspatial,socialandeconomic separation •Movingengagementfurthertotheneighbourhoodsbyinvesting£60,000inshort-term projects •Focusingonculturalexchange(includingwithschools),enhancedunderstandingand‘quick wins’ •Strengtheninganindependentsteeringgrouptooverseeactivity,ensurefeasibility,andpush thecouncilharderonathree-monthbasis •Integratinganewcohesionandequalitystrategy,developingamedium-termactionplan(three years)anda‘2030Vision’forBlackburnwithDarwen. HealsoemphasisedusingtheiCoCoreporttoopenupdiscussionofcommunitycohesionwithlocal people.Heconcludedthatweshouldbevisionaryandthinkonthestrategiclevel,butthat communitycohesionmustbefosteredattheneighbourhoodlevelaswell.Itisimportanttobe ambitiousandtokeepworkingonit,andkeepdoingit. Inthedebatethatfollowedthethreespeakers’presentations, onedelegatearguedthat communitiesaremadeupofhumanbeingsandthereneedstobemoreofaconnectionbetween whatishappeningonthestreets,andwhatisbeingpropagatedinthemedia.Itwasstatedthattoo oftencommunitiesarebeingputintoboxesandnotbeingproperlyunderstood. AnotheraskedwhetherSunderland’sprojecttocreateacity-widecommunitywasshort-sightedgiven theiCoCofindingsthatSunderlandismadeupof‘villagecommunities.’DaveSmithacknowledged thatthenaturalcommunitiesthatexistinSunderlandmustberecognisedandtrustmustbebuilt withinandbetweenthem,howeverhearguedthatitisimportanttodealwithotherlevelsof communitytoo.GrahamBurgessexplainedthattranslatingSunderland’sstrongsenseofvillage-level belongingtothecityscalerequiresfindinganissuethatreallyengagespeople.Withawordof warning,BobbyDuffypointedoutthatinordertounderstandlocalcommunitieswemustlookat meaningfulcommunitiesandnotpushboundariesontopeople.Delegatesalsoquestionedtheextent towhichpublicagenciesarewillingtodevolvepowertopeopleonthecommunitylevel. Keynoteaddress ShahidMalikMP,MinisterforCommunityCohesion,DepartmentforCommunitiesandLocal Government(CLG)openedtheafternoonsessionwithakeynoteaddressthatsetoutthe Government’sapproachtocommunitycohesion,inlightofwhathasbeenlearnedfromthe CommissiononIntegrationandCohesion(2007)report.Heoutlinedtheneedforapositiveapproach tocohesionwhichdrawsonpeople’scommondesiresforastrongcommunitywherethereisashared senseofbelonging,wherepeoplefeelsafeandcomfortable,andfeelthattheyhaveequalaccessto succeedinlife.Hearguedthatcommunitycohesionisnot‘rocketscience’;itisquitestraightforward: peopleneedtositdowntogetheranddiscusstheirhopesandconcerns. ShahidMalikstatedthatthereisaclearrolefornationalleadership,settingtheparametersofdebate andgivingaclearpolicydirection.Buthealsoexplainedthatthereisnomagicformulaforcohesion andnationalguidelinesneedtobeadaptedtomeetlocalneeds.Itisimportanttounderstandthat nationalleadershipcanonlygosofar,becauseitislocalactionthatbuildscohesion.Localpeopleare bestplacedtounderstandtheproblemstheyfaceandcontributetothesolutions,andtheCLGaims toputcitizensattheheartofeverythingitdoesbecauseofthis.

Malikwentontoexplainthatcohesionisaboutanagendathatengagescitizensingovernanceand embracestherealitythatconstituentsarenothomogeneous,butareawonderfulmixtureofcultures, passionsandexperiences.HearguedthatdiversityisnotanewphenomenoninGreatBritain;this countryhasalwaysbeendiverseandbenefitedfromdiversity,andthisshouldbecelebrated. HeobservedthatwhiletheUKhasbeenquitegoodatcelebratingdiversity,ithasnotmadesuchan efforttorecognisecommonality;doingthelatteriskey.Societyisstrongwhencommunitiesare unitedbycommonpositivevaluesoffairness,respect,justiceandtolerance,butthesesharedvalues cannotbeimposedfromabove.Itisthroughmeaningfulinteractionthatpeoplelearnabout commonalities.4 Heexplainedthatthemorethatpeoplemixandengagewithdifferentpeople,the moretheybegintoidentifythatdiversepeoplecareaboutmanyofthesameissues,andpeopledo havecommonvalues.Hefurtheredthatwhenpeoplereachthisunderstanding,theirdifferencesare notreallysuchabigdeal. Hereflectedthatcohesionshouldnotbeconfinedtoissuesofraceandfaith.Cohesionisabout bringingtogetherallaspectsofacommunity,youngandold,affluentandlessaffluent,blackand white.ShahidMalikacknowledgedthatengagingandinvolvingsuchdiversecommunitiesisa challengethatisresourceandtimeintensive,anditrequiresawillingnesstoconsidernewideasand methods. TheMinisteralsoaddressedhowbuildingcohesionisavitalmeansofcounteractingextremisminour communities.Hearguedthatspatialandsocialsegregationofdifferentgroupsbreedsprejudiceand leavescommunitiesripetotheexploitationofextremistswhoendeavourtodeependivisions.Inmany communitiestherearetensionsunderthesurfacethatneedtobebroughtoutintotheopen,people needtobeabletoaskquestions,findoutabouteachother,andaddresstheirconcerns.Without tacklingtheseissuesBritainwillcontinuetofacethethreatofextremism. InhisconcludingremarksShaidMalikstatedthatitiseverybody’sresponsibilitytopushthecohesion agenda.WeshouldnotjustbelookingtotheGovernment,tolocalauthorities,ortothirdsector organisationstolead.Everyoneisaleaderinsomepartoftheirlivesandwiththisleadershiprole comesaresponsibilitytopromotecohesionandchallengelackofunderstandingandignorancein theirdailylives.Moreandmorepeopleneedtobebroughton-boardandengagewiththediscussions anddebatessurroundingcommunitycohesionbecauseitisonlywiththeengagementofthemajority thatcohesioncanbeachieved. InthedebatethatfollowedonedelegateaskedShahidMalikhowhewillnegotiatewithimmigration policy,whichdirectlyconflictswithprogressinthecohesionagenda.Itwasarguedthatgovernment policysegregatesasylumseekersbypreventingthemfromworkingandaccessingfurthereducation, tothedetrimentofcohesiveandengagedcommunities.TheMinisteracknowledgedthatthereisa realneedforadialoguebetweentheHomeOfficeandhisdepartmentandhewillbeseekingtoforge thisassoonaspossible.GrahamBurgessfurtheredthatwhileasylumseekersdonothaveaccessto theworkplace,engagementcanbeachievedthroughastrongneighbourhoodagenda,sportand leisurework,andvolunteerwork.Heclarifiedthatasylumseekersneedtobeengagednotbecause theyareaproblem,butbecausethereactiontothemhasbeenproblematicandbarriersneedtobe brokendown. Challengesandbarrierstocohesion AsBobbyDuffy’spresentationillustrated,lookingatthelocalcontextofanareahelpsusto understandlocalbarrierstocohesion.Delegatesconsideredtheeffectsofthelocalcontext,theways inwhichlifestyleshavechanged,andhowlocaldemographicsarechangingandpresentingnew challenges. Sunderland,likeBlackburnwithDarwen,hashighlevelsofdeprivationandrelativepovertywithlarge disparitiesinwealthandopportunity.IthasasmallBMEpopulationlivinginrelativelylocalisedareas, andalargewhiteworking-classpopulation.Manyofitscitizensfacedeep-seatedproblemsof generationalunemploymentanddisadvantage,publichealthissuesandlowlevelsofeducation,and theseproblemsareoftenconcentratedinareasofpoorhousingduetohousingallocations. Sunderlandasa‘collectionofvillages’wasexplainedbyitsindustrialpast,whencommunitiesgrewup arounddifferentpocketsofindustry.Withthedeclineofindustry,someoftheseareasnowexperience highunemploymentanddeprivation. Problemsoftribalismandterritorialitywerecitedasmajorbarrierstobeovercome.InNewcastle, communityworkershavefoundthatsomepeoplewillnotgoaquarterofamileuptheroadbecause theyfeeldistrustforstrangersanddonotfeelsafe.Someyoungpeoplefeeltheyfacehostilityifthey leavethestreettheyliveon.Poorsub-regionaltransportconnectionswerealsoidentifiedasamajor impedimenttointeractionbeyondone’slocalarea. Achangeinsocietyandlifestyleonanationallevelwasalsoaddressed.Onediscussiongrouptalked abouttheimplicationsofsocietybecomingmoreindividualisedandconsumerist.Itwasarguedthat thepaceoflifeisfaster,withpeopleworkinglongerhours,commuting,andshoppinginthe supermarketratherthantheirlocalshops.Onedelegateassertedthattodayitisdifficulttobecivic becausethereisnotimetogetinvolvedandengaged.Therewasageneralconsensusthatthereisa lackofunderstandingofwhatcommunitycanbeand,becausethereisalackofcommunityspirit, peopledonotseewhatthebenefitsofcommunityare.ShahidMalikhighlightedthatitisimportant thatpeoplefeelthattheyhavebotharightandaresponsibilitytocommunity. whileprejudice,discriminationandignorancethreatentobreakdownunderstandingwithinand betweencommunities.Manydelegatesidentifiedattitudesasadeep-seatedchallengetocohesive communities. Oneparticipantarguedthatwhileinsomewaysourcommunitiesarechanging,inotherways communitiesintheNorthEastarehighlyresistanttochangeandunwelcomingtooutsiders.The receptionofnewcomers,includingmigrantworkersandasylumseekers,hasbeenmixed,butracist attitudesarestilltoocommonlyfound.Forexample,oneparticipantspokeaboutaSundaySchoolin theEastEndofNewcastlewhichsomewhitefamiliesstoppedsendingtheirchildrentobecauseahigh proportionofBMEchildrenattended. Acommonthreadrunningthroughallgroupdiscussionswasthechallengethatbothlocaland nationalmediaposes.NegativemediarepresentationofSunderlandwascitedasdetrimentaltocivic pride,aswellasthemedia’ssignificantroleinpromulgatingstereotypesandprejudice,particularly surroundingissuesofimmigrationandasylumseekers.Themediawassaidtopickoutgroupsand isolatethem.Itwasarguedthatcounteractingmediahypeandmyth-bustingishugelyimportantfor breakingdownnegativeperceptionsandopeningupopportunitiesforunderstandingbetween differentgroups.Itwassuggestedthatpositivemediainitiativessuchasthemediaawardsheldduring RefugeeWeekshouldbestronglyencouragedforthesereasons. Confrontingchallengesandfosteringpositiveconnectionsbetween communities Meaningfulinteractionhasbeenshowntobreakdownstereotypesandprejudices,buildsocialcapital, andfostermorecohesivecommunities.Itwaswidelyunderstoodthatcohesionrequiresencouraging positiverelationshipsbetweendifferentgroups,andthatitisimportantthatthisisqualityinteraction. Butforinteractiontobemeaningfulitneedstogobeyondasuperficiallevelanditneedstobe sustained.Delegatesofferedmanyideasandexamples. Itwasagreedthatlocalcommunitiesneedtobeinterestedinopportunitiestointeract,andpeople cannotbeforcedtoengagewithothergroups.AsBlackburnwithDarwen’s100Voicesproject revealed,bringingpeopletogethertodiscussreallifeissueshelpstobuildasenseofcommonality. Peoplemaynotbeinterestedincohesionperse,buttheyareofteninterestedinlocalissueswhich affectthem,beittransportproblems,badlighting,oranti-socialbehaviour.Onedelegatespoke aboutthehugesuccessofacommunity-ledinitiativetoopenashopinanareawhichlacked amenities.Anothercitedthe‘Spaceshaperworkshops’inGatesheadthatbroughtpeopletogetherto talkabouthowbesttoredevelopSwalwellPark.Theseprojectsgavecommunityfocusandacommon purpose,thecommunityengagedinlocaldecision-making,anditbenefitedtheareaconcretely throughredevelopment. Eventssuchasthe2012LondonOlympicswerehighlightedasgoodopportunitiesforcommunitiesto realisesharedaspirationsandpromoteafeelingofsharedfuturesandbelonging.Anothergood practiceexamplewasthoughttobethedigitalstoriesCultureShockprojectinwhichpeoplecreated mini-moviesabouttheirlivesinworkshopswhichfacilitateddiscussionandmixingbetweendisparate groups,includingyoungprisonersandpolice.Particularlypositivewastheinvolvementofcommunity andvoluntaryorganisationsintheconsultationprocess,andthesenseofownershipparticipantsfelt thattheygained. Delegatesconsideredissuesofcommunityconnectivity,andtherewasageneralconsensusthatthere isaneedformoreplacesforpeopletomeetandmix.Communitycentresandothercommunity facilitieswereseenasimportanthubs.Oneparticipanttalkedaboutthekeyroleofonecommunity centreinfacilitatingtheintegrationofasylumseekersintoonearea,arguingthatpeoplefromthe communitycentremanagedthisfarbetterthanthelocalcouncil.However,itwasarguedthatoftenit isonlyaselectgroupinthecommunitywhousecommunitycentres. Therewasalsoconcernraisedoverhowcurrentcommunityfacilitiesoftenseparatepeopleintogroups (young,old,families)ratherthanprovideopportunitiesfordifferentpeopletomixinameaningful way.Therewasafeelingthatcommunityfacilitiesneedtoreachouttothewidercommunitymore 11 ipprnorth|BuildingCommunitiesofTrust:CommunityCohesionintheNorth– Eventreport

throughbettercommunicationofeventsandworkshops.Theexampleofapopularlocalvillage magazinewasgivenasagoodwayofdisseminatingthisinformationandbuildingacommonsenseof belonginginacommunity.Localamenitieswerealsoidentifiedaskeyinfacilitatinggettingtoknow yourneighbours.Adelegateexplainedhowshoppinginherlocalhighstreetonadailybasishad boostedhersenseofcommunityspiritandcompletelychangedthewayshefeltaboutherarea. Discussiongroupsperceivedthecentralroleofschoolsinfosteringpositiveconnectionsbetween youngpeopleofdifferentbackgrounds.SincetheEducationandInspectionsAct2006,schoolsnow haveadutytopromotecommunitycohesionbygivingpupilsopportunitiestomixandlearnwith thosefromdifferentbackgrounds,promotingdiscussionofacommonsenseofidentity,and supportingdiversityandequality.Itisarguedthathelpingtoestablishthesevaluesinyoungpeopleis asteptowardsreducingprejudicesandstereotypesinourcommunitiesofthefuture.ThornhillSchool inSunderlandwaspraisedforitsanti-racismrapgroup‘TheWord’.Theprojectwasconsideredan inspiringexampleofgoodpracticebyencouragingunderstandingofotherculturesandraising awarenessoftheproblemscausedbyracism.Twinningschools,championedbycouncilssuchas andrecommendedbytheDepartmentforChildren,SchoolsandFamilies(DCSF2007),was suggestedasapositivewayofbreakingdownsocialbarriersamongyoungpeopleintheNorthEast. Manydelegatesalsoarguedfortheimportanceofqualityyouthengagementwork.Itwassuggested thatrotatingyouthworkersbetweendifferentgroupscouldbeawayofgettingyoungpeopletomix andhelpbreakdowntribalism.Oneparticipantexplainedthedangersofnegativestereotypingof youngpeople,assertingthatthe‘problems’oftribalism,territoryandtestosteronecouldbeturned intoapositivecreativeforcegivengoodyouthengagement.YouthengagementworkinEastDurham hadbeenshowntobringdownthecrimerateinthearea,buttherewereconcernsthatfundingwas toolimitedforsuchprojects,andtherecessionmayfurtherlimitfinancialsupport. Badpracticeaswellasgoodpracticewasdiscussed.Concernwasraisedoverpreviouscohesionevents whichhadfailedtofacilitateanymeaningfulinteraction.OnedelegatedescribedanAsianfoodevent inwhichanisolatedAsiangroupcookedtraditionalfoodforparticipantswhoproceededtoeatthe foodwithlittleinteraction,andthenwenthome.Suchexampleshighlightthatbadlydesignedevents canbedamagingandmakegroupsfeelevenmoreisolated.Itwasalsoarguedthateventsand activitiesmaybringpeopletogetherforaday,butoftentheserelationsarenotsustainedafterwards. Toachievemorepositiveoutcomesfromcohesionevents,delegatesrecommendedanumberofkey factors.Projectsthatfacilitatemeaningfulinteractionareknowntohelpbuildtrustandcommonality, butthisisoftenlimitedtotheparticipants.Sustainingandbuildingonconnectionsrequiresfollow-up sessionswhichbringpeoplebacktogether,andconnectionsshouldbespreadoutwards,creating opportunitiesforparticipants’familiesandfriendstoalsoparticipateandfeelthebenefitofaproject. Goodeventsneedtobethoughtabout.Thereisarealneedforattentiontodetailwhenorganising communityactivities.Forexample,itmustbeconsideredwhetheraneventshouldbewomenonly, whethertransportissufficientandpractical,andhowdifferentcultureswillreceiveanactivity.Itis importanttolearnfromexperiencesandfindoutwhatkeepspeoplecomingbacktoevents,ornot. Finally,thefocusshouldbeonwhatpeopleareinterestedinorconcernedabout,andtheuseof cohesionjargonshouldbeavoidedbecauseitoftenfeelsintangibleandcanblockcommunity engagement. Localauthoritiesandcohesionstrategy Followingpresentationsbytwocouncilchiefexecutives,discussionsexploredhowlocalauthoritiescan helptobuildcommunitycohesion.Thechallengeforlocalauthoritiesistodevelopalocalvisionfor communitycohesionwhichismeaningfultoeverypartofitscommunity. Delegatesrecognisedthatcommunitycohesionisamulti-facetedconceptwhichrequiresacross- cutting,multi-prongedapproach.AsbothGrahamBurgessandDaveSmithhighlighted,acohesion strategymustrunthroughthewholecouncilandLSP,buttherearedifferentwaysinwhichthiscan berealised.Forsomeparticipants,mainstreamingcohesionstrategywithinthecouncilwas championed,arguingthatthecross-cuttingnatureofcohesionmeansthatitcannotjustbeanadd- 12 ipprnorth|BuildingCommunitiesofTrust:CommunityCohesionintheNorth– Eventreport

on.Ratherthanhavingaspecialprogrammeforcohesioninisolation,themainstreamingapproach intendstoembedcohesioninthecouncil’scorporatevisionandstrategy,cohesion-proofingallcouncil decisions,policy,andpractice.However,itwasfeltbymanythatwhenthereisnogrouppushingfor improvement,themainstreamingapproachresultsincommunitycohesiontooquicklyfallingdownthe listofpriorities.Forthisreason,visiblegroupssuchasBlackburnwithDarwen’sPeopleand CommunitiesForumwithintheLSPwaspraisedforitsroleinencouragingandmaintainingimpetus, althoughitisnotforthisgroupalonetoencouragecohesion.5 Buildingtrustandlinkingsocialcapitalbetweenlocalauthoritiesandcitizenswasseenascentrally importantinfacilitatingthedevelopmentofmorecohesivecommunities.Forthistohappen,itwas feltthatimprovedcommunicationfromthecounciltocommunitiesisvital,andthisshouldinclude effectivecommunicationtoforeign-speakingcommunities.Lackofcommunicationandinformation createssituationsofconfusionandtension,suchaswhenasylumseekersweredispersedenmasse intoareaswithouttherecipientcommunitybeingproperlyprepared. Conversely,increasedcontactandconsistencyofinformationbetweenlocalauthoritiesandlocal peoplegivesmoretransparencyandaccountability,whichhelpstobuildcitizens’trust.Visiblesocial justiceisimportant,meaningcouncilspromoteaperceptionoffairnessindeliveryofservicesand resources.Iftrustistobeachieved,councilsneedtodelivertheservicestheyoffereffectively,they mustgivefeedback,andtheymustbeseentobedelivering. Butcommunityparticipationwiththeircouncilshouldbedeeperthanthis.People’sparticipationand engagementhasbeenfoundtobeanindicatorandaleverforcohesion.Whenpeoplefeel empoweredtocontributeintheircommunitytheyfeeltheyhaveastake.Formanydelegatesthis meansthatthereisarealneedforcommunitiestobemuchmoreinvolvedinlocaldecision-making andthusfeeltheyhaveownershipofthelocalagenda.BlackburnwithDarwenBoroughCouncilhas donethisbydevolvingdecision-makingdowntoNeighbourhoodBoards. PartofSunderland’scohesionstrategy,participatorybudgetingwascentraltotheCLG(2008a)White Paper CommunitiesinControl,RealPeople,RealPower.Itaimstoinvolvelocalpeopleinmaking decisionsonspendingprioritiesforactivitiessuchaslocalenvironmentalissues,communityfacilities, roadsafetymeasuresorlocalcrimeinitiatives.Ifthereissufficientfundallocationandsupport, ParticipatoryBudgetingwasseenasapositivestepforward,helpingtodevelopcommunitycapacity- building,bringingpeopletogether,andachievingdecisionstailoredtolocalneeds. AnumberofdelegatesalsochampionedtheintroductionofCommunityLeadershipProgrammes. DaveSmitharguedthatelectedmembershaveauniquelegitimacyandpositionincommunitiesthat shouldbeutilised.Electedmembersassuchshouldassumetheroleoffrontlinecommunityleaders, proactivelyengagingwiththecommunityandpromotinglocalissuestothecouncil.However, traditionalmethodsofengagingcitizenssuchaswardcouncillor’ssurgeriesareevidentlyinsufficient, andnewmethodsforengagementmustbeforged. Qualitytrainingwasrecognisedasimperativeinpreparingcouncillorssufficientlyforthisrole.The WestLondonCommunityCohesionPathfinderdidthisbycommissioningtheImprovementand DevelopmentAgency(IDeA)totrainelectedmembersthroughworkshops.Thereisalsoanurgent needformorediversecouncillorswhoaremorerepresentativeoftheircommunity.6 Oneparticipantarguedthatfrontlinecouncilstaffneedtobeheavilyinvolvedinthecohesion agenda,constantlythinkingofwaystospreadandsupportviewsofthecommunity.Itwasalso suggestedthatavoluntaryschemeforallcouncilworkerswouldhelptobuildlinkingsocialcapital.A delegatepointedoutthatitisimportantforaconsistentmessagetocomefromcouncils,andthatall councilstaffshouldbetrainedandawareofthecouncil’svisionandcohesionstrategy.Itmustbe seentoberelevanttoeverybody’sjob.

Amongparticipants,however,thereweremanydebatesastotheextenttowhichlocalauthorities haveagenuinedesiretodevolvetocommunities.Onedelegatecriticisedthechiefexecutives’logic thatlocalauthoritiesshouldraisepeople’scapabilitiestosolvetheirownproblems,andthendevolve powertothemwhentheyhavethiscapability.Thiswasseenasacircularargumentthatfailsto recognisethatdevolutiongivespeoplecapability.Itwasfurtheredthatcouncilsfearlettinggoand allowingpeopletobeempowered.Despitewarmwordscomingfromthechiefexecutive,itwas suggestedthattheculturewithincouncilsoftenstiflesandpreventsthechangenecessaryforcouncils toinvolvecitizensmore.Manyarguedthatlocalauthoritiesneedtobemoreevaluativeoftheirrole andtheymustbewillingtotransform.Docouncilsneedanewstructureorawholenewrole,one participantasked.Andhowdolocalauthoritiesadoptamorejoined-upapproachwiththeir neighbouringcouncils? Forsome,theroleoflocalauthoritieswasunclear.Itwasarguedthatlocalauthoritieshaveaconflict ofinterestsbetweentheirroleasfacilitatorsofcommunity,andasdeliverersofservices.Onedelegate assertedthatlocalauthoritiesshouldsupportotherorganisationstoprovideservicesandfocustheir attentionontheirroleasfacilitatorsofcommunity.Itwasalsocounteredthatasaserviceprovider, thecouncilfacespressuresofefficiencyandtreatscitizensascustomers,whichcanundermine communityengagementaimsandhaveanegativeimpactonlevelsoftrust.Anotherparticipant arguedthatcitizensdonotwanttobeengagedwithlocalauthorities;theroleofthecouncilissimply serviceprovision,anditisthethirdsectorthatisbetterplacedtobuildsocialcapitalandcohesive communities. Buildingcommunitiesoftrustwiththethirdsector Theroleofthethirdsectoranditsrelationshiptolocalauthoritieswasdiscussedextensively. Community-led,bottom-upcommunitycohesionandbridgingsocialcapitalwereseenasinherently linkedwiththesector.AcaseinpointisGroundwork,anorganisationwhichaimstoencouragegreater cohesionwithinneighbourhoodsbyhelpingresidentsofdifferentages,culturesandbackgroundsto gettoknowoneanotherandtakeresponsibilityfortheirsurroundingsinapracticalway.In Sunderlandthishastakentheshapeofcommunityallotments.Theimpactofsuchprojectsis impressive;ahighproportionofprojectparticipantsstatethattheyhavefeltagreatersenseof communitybetweenpeopleofdifferentbackgrounds(NI1)afterprojectinvolvement(Groundwork 2008). Formany,itwasapparentthatthethirdsectorwasinamuchbetterpositionthanlocalauthoritiesto buildthecapacityofcommunitiestoparticipate,engageandworktogether.Itwasarguedthatthird sectororganisationsaremoretrustedbylocalpeoplethanlocalauthoritiesandcouncillors.Findings byUrbanForum(2009)indicatethatmostpeoplewouldratherturntoacommunityrepresentative thantotheircouncillorbecausetheyweremoreapproachableandwereperceivedasmorelikelyto getthingsdone. Onedelegateaffirmedthatanothersignificantstrengthofthesectorisitsexperienceinencouraging dialoguebetweendifferentgroups,aqualitythatiscentraltofosteringcohesion.Itwasarguedthat thethirdsectorshouldleadcommunityconsultationsincecommunityorganisationsknowtheissues. However,forthistohappen,manydiscussiongroupsemphasised,thereneedstobemoresupport giventocommunityrepresentatives. Thereweremanysuggestionsofhowcouncilsandthethirdsectorcouldworktogethermore effectively.Peoplefeltthattherewasarealneedforbetterdialoguebetweenlocalauthoritiesand thesector.Itwasarguedthattoooftenthepublicsectorinvolvesrepresentativesfromcommunity organisationsonlyifitisontheirterms.Representativesarenotgiventheopportunitytovoicethe issuesthattheyfeelneedaddressinganditcanbeastiflingexperience.Theimportanceof communityrepresentativeswasreiteratedmanytimesduringdiscussions.Therewasageneral understandingthatlocalauthoritiesshouldbecontinuallylinkedupwithcommunityleadersand activemembersofcommunity,ratherthanonlymakingtheseconnectionswhentheythinkthey needto. 14 ipprnorth|BuildingCommunitiesofTrust:CommunityCohesionintheNorth– Eventreport

Concernwasalsoraisedaboutensuringthatcommunitymediatorsarerepresentingtheircommunity, andnotoutforthemselves.Self-appointedcommunityrepresentativescanbeproblematicandcan endupactingasgatekeepersratherthangateways.Whenpowerisdevolved,itdoesnotalways empowermorepeoplebutempowersthosefewwhoarealreadyinpositionsofpower,whooftendo notactinthecommunities’interests.Tocounteractthishappening,astrongdiversityofinvolvement iskey,breakingdownthemonopolyofthosetypicallyengaged.Thereisalsoaneedforimprovingthe accountabilityofcommunityrepresentatives,makingclearthemandateofrepresentativesto communitiesandtothepublicsector.Communityworkersshouldbecontinuallyfeedingbacktothe communityonwhattheyaredoingandwhy. Therewasalsotalkabouthowthethirdsectorcanworkmoreeffectivelytogethertorepresent communities.ParallelstreamsofgovernanceneedtobeminimisedbyBMEnetworks,forexample, linkinginwithothernetworks.Insteadofonlyworkingassingleissue-basedgroups,diversethird sectorgroupsneedtoworktogethermorethroughforumsunderoneumbrella,andaneffortshould bemadetopreventlargercharitiesfromdominatingtheseforums. Delegatesrecognisedthatthereisgreatdealtobelearntfromthirdsectororganisations,andthey havedonesomefantasticthingsinthefield.Forexample,oneparticipantspokeabouthowa grassrootscommunityengagementprojectandmyth-bustinginSunderlandhavecounteractedpast trends,andresultedinasylumseekersreceivingapositivewelcomebylocalcommunities.And organisationssuchastheEastEndCommunityDevelopmentAlliancehavefacilitatedengagement, cohesionandcommunitycapacity-buildingbyemployinglocalresidentsasLinkworkersandinvolving localpeopleonitsgoverningbodies. TheGovernmenthasrecognisedtheimportanceofbuildingthethirdsectortobecomethevoiceof under-representedgroups,butmanydelegatesarguedthatthisrequiressustainedlong-termfunding andtraininginordertobuildcapacity. Anticipatingtensions,respondingeffectively Delegateswerealsoaskedtothinkabouthowwecananticipatetensionsearlyenoughtoprevent problemsarisingwithinourcommunities.Peopleneedtofeelsafeintheircommunity,andproblems ofanti-socialbehaviourandcrimeputstressesoncommunityspirit.Neighbourhoodmanagementand wardens’work,andtheincreasedpresenceandinteractionofpoliceincommunities,wereseenas positivesteps.However,therewasconcernaboutneighbourhoodmanagementpilotsandNewDeal forCommunitiescomingtoanend. Theroleofcommunityorganisationsandinformallocalnetworkswereidentifiedaskeyinsensing tensionincommunities.Communityorganisationswereseenaspluggedinatthefrontline,knowing thehotspotsandoftenbeingthefirsttopickupontensions.Schoolsalsoneedtobesensitiveto tensionsamongyoungpeople.Localcouncillorsandcommunityrepresentativeswereregardedas havinganimportantroletoplayingatheringintelligence,monitoringandreportingchangein tensions,andactingasadvocatesandmediators.However,oncethesetensionshavebeenpickedup, itisimperativethattheyarewellcommunicatedthroughalocalmulti-agencynetwork. Allagreedthatastrongpartnershipapproachisrequiredtobothmonitorandrespondtotensions, andthatqualitycommunicationamongpartnersiscrucial.Onedelegateexplainedhowamulti- agencytension-monitoringgroupcouldbesetup,ledbyofficersfromthelocalauthorityorpolice force.Partnersshouldincludestatutoryagenciesincludingthelocalpolice,housing,thefireservice, communitysafety,educationandhealthinstitutions,probation/youthoffendingteam,community workers,neighbourhoodwardensandpolicecommunitysupportofficers,NationalAsylumSupport Service,andrepresentativesfromcommunity,voluntaryandfaithsectors. ItwasalsorecommendedbyShahidMalikthatthelocalpressandmediashouldbepartneredand thatcouncilsshouldhavetheabilitytoengagewiththepress,keepthemonside,andprevent sensationalistreportingwhichmayfurtherignitetensions.TheCLG(2008b)alsoadvisesthatcouncils makeconnectionswiththeirregionalGovernmentOfficeCohesionLead,whichactsasahubfor regionalinformationsharingofissuessuchasrisingcommunitytensions,helpingtofacilitatecross- boundaryresponsesbetweenlocalauthorities. 15 ipprnorth|BuildingCommunitiesofTrust:CommunityCohesionintheNorth– Eventreport

Strongnetworkswereseenasvitalforenablingpeopletoraiseissuesandnipproblemsinthebud, butitwasalsocitedthattheyareresourceandcapacity-intensive.Effectivenetworksrequiretrustand dialogueandstrongcommunityrelationsbecauselocalpeopleneedtobewillingtoputinformation forward.TheAssociationofChiefPoliceOfficers’NationalCommunityTensionTeamisanimportant tension-monitoringprogrammewhichworksonanationallevel. TensionmonitoringinNewcastleworksthroughthemulti-agencyforumAgenciesagainstRacistCrime andHarassment(ARCH).Reportedracistincidentsarecollectedfrom93reportingcentresacrossthe city,across26differentagencies.ThesecentresincludeNewcastleCityCouncilCustomerService Centres,allschoolsinNewcastle,theuniversity,theNorthEastRefugeeService(NERS),Mesmac(the gayandbisexualmen’scommunitysupportservice)andmanymore.Whenaresidentcallstheycan choosewhathappenstotheirinformationandwhichorganisationhelpsthem,withaccessto organisationsrangingfromYourHomesNewcastletothepolice,VictimSupportandtheRacial HarassmentPreventionTeam.ARCHisintheprocessofimplementingasoftwarepackagewhichwill analysedataandidentifylinksbetweenincidents,hotspotareasandtrends. However,theNorthEaststillfacesamajorprobleminunder-reportingofincidents.Onedelegatewho worksinthisareasaidthatinsomeneighbourhoodsthereiszeropercentreportingofanti-social behaviour.Itisveryimportanttogetlocalcommunitiesonboard,improvecommunicationchannels andraiseawarenessofwhereandhowtoreporttensionsifthisisgoingtochange. LocalauthoritiesareadvisedbytheCLG(2008b)toformalocalcohesioncontingencyplanwhichsets outtherole,responsibilitiesandprocessestobeactivatedshouldlocalcommunitytensionsreacha criticallevel.Theplanshouldoutlinethecircumstancesunderwhichitwillbeimplemented,suchas afteranextremeracialorreligiousattackinthearea.Itshouldalsooutlinetheinterventionsthatwill bemade,includingreassuranceandinformationtovulnerable/affectedcommunities,outreachtolocal community/faithgroups,theChiefExecutivemeetingwithcommunity/faithleadersandmaking publicmessagesofsolidarity,thedeploymentofmediationresources,andpositiveyouthengagement topreventgreaterdisturbances.

Finalreflections

MuchwasdiscussedoverthecourseoftheBuildingCommunitiesofTrustconference.Agreatdealof valuableinformationwasshared,andmanychallengeswereset.Throughouttheconference,talkof spreadingandcelebratinggoodpracticeresounded.TheChair,CanonStephenTaylor,closedthe sessiononthisnote,callingeveryonetogoandtellgoodnewsstoriesandsharethegoodexamples, ofwhichtherearemany.Asimpleandaccessibledatabasewascalledfor,whichlogsapproaches, modelsandsociallyinnovativeideaswhichhaveworkedwell,aswellashonestaccountsofwhatwas difficult.Anditwasaskedwhatwemightbeabletolearnfromothercountriesaswellasotherparts oftheUK.Forexample,theCanadiancityofTorontowashighlightedasaplacewithhighdiversity, lowcrimerates,qualityurbanplanningandhighlevelsofcohesion.Asonedelegatepointedout, perhapswealsohavetofindexamplesofwhatwearelookingtoachieve. 16 ipprnorth|BuildingCommunitiesofTrust:CommunityCohesionintheNorth– Eventreport
