Ally asked the Minister of Education, Social Devclopmont ond Culture the following question: QUESTION: Will the Minister of Education, Social Development and Culture say how many new schools will be built to house Community High Schools for tho now school yeor commencing in September, 1977? 4. Will the Minister further soy whore these schools will be built? Will hs further soy whether it is true that so me of tho present primary schools will be usod to house Community High Schools and if so, will he indicate what ore the schools which will be so used? The Minister of Education, Social Development and Culture gove the following reply: ,'\NS\•/ER: New buildings wero not constructed to house Community High Schools in tho school year beginning September, 1977; however, under the Second Education Project which is being financed by o loon from the World Bank provision has boon mode for the construction of seven buildings in 1980 to house schools which carry Community High School programmes. These schools will be situotod ot:- Cumberlond/Conjo Bloirmont Colden Grove Lodge Friendship Stewartville, and Charity. As from September, 1977, Community High School programmes wore introduced fully or in port in All-ago schools (os distinct from Primary Schools) in VJrious ports of the country depending on the facilities which con be provided. Ally asked the Ministor of Education, Social o,velopment and Culture the following question: QUESTIOl\f: Will the Ministor of Education, Social Development and C�lture soy whether or not he knows that the children of the No. 48 and No� 56 Schools, Corentyne, were informed that tho two schools will bo convortecl into Community High Schools from September, 1977, and that they will hove to go to tho Naso 59 - 51 and No. 45 Primary Schools? If the answer is in the offirmotive, will the Minister soy whether he is owore of the fact that the schools to which the childrom a.re to be removed aro already overcrowdod, so much so that one hundred of them from tho No. 59 School are boing accommodated in the No. 58 Community Centro? Is the Minister aworo that the No. 56 School at present accommodate,� 721 chi.ld:cen, and that there are 540 childD�n at the No. 48 School? Is the Minister aware that thore is an unfinished socondary school building at No. 54 Village and thcl ir this builclin� is completed it could take cere of all the children from the Nos.• 59 - 51 and No. 45 School--? The Minister of Education, Social Oevelopment and Culture gave tho following reply :�NSWERJ It is not truo that the children of the No. 48 and No. 56 Schools, Corentyne, were informed as atatod. Moreover, tho Ministrt of Education, S 0cial Dovalopmont and Culture has not taken such a decision. Since the answer to the question is in the negative it is not necessary to reply to the second question. The Minister is aware that the No. 56 School occommodotos about 721 children and the No. 48 School about 558. Tho Minister is also aware that tho Local Authority has tokon action to erect a building at No. 54 Village; tho building has not bean. completed but in the meantime, it is being used to house a Nursery School. ,\ supplementary question wos asked by Cele. ,Uly. Vaughn All rights reserved ABSTRACT Between a Promise and a Trench: Citizenship, Vulnerability, and Climate Change in Guyana Sarah E. Vaughn Between a Promise and a Trench examines how science is constituted as a strategic practice and site through which citizens make claims about racial democracy in Guyana. It shows how government policymaking around climate adaptation--which drew upon the recommendations of outside actors, including the Intergovernmental Panel on Climate Change (IPCC), the United Nations (UN), and various NGOs and international scientific networks-- profoundly disrupted the country's delicate racial-ethnic balance. A contribution to the burgeoning anthropology on the social and political impact of climate change, the dissertation also speaks to current debates over race and citizenship, the complex relationship between expertise and democracy, and the competing post-colonial claims of Indo-, Afro-, and Amerindian Guyanese to land and self-determination. The dissertation is based on seventeen months of fieldwork and archival research conducted between, 2009-11 in coastal Guyana. It brings together three conflicting perspectives: of engineers, who drew upon datasets and models about flooding and construction of canals around IPCC and UN climate data; the state officials, who sought to reduce vulnerability to flood hazards through land evictions; and of Indo-, Afro-, and Amerindian Guyanese farmers and squatters who were evicted as a result of post-2005 engineering projects.

    Diversified, Resilient, Low-carbon, People-centred VOLUME I POLICY RECOMMENDATIONS, FINANCIAL MECHANISM & IMPLEMENTATION An inclusive and prosperous Guyana that provides a good quality of life for all its citizens “ based on sound education and social protection, low-carbon resilient development, new economic opportunities, justice, and political empowerment. ” Executive Summary Background The Green State Development Strategy: Vision 2040 is Guyana’s twenty-year, national development policy that reflects the guiding vision and principles of the ‘green agenda’: “An inclusive and prosperous Guyana that provides a good quality of life for all its citizens based on sound education and social protection, low-carbon and resilient development, providing new economic opportunities, justice and political empowerment.” The central objective is development that provides a better quality of life for all Guyanese derived from the country’s natural wealth – its diversity of people and abundant natural resources (land, water, forests, mineral and aggregates, biodiversity). The vision of the ‘green agenda’ is centred on principles of a green economy defined by sustainable, low-carbon and resilient development that uses its resources efficiently, and sustained over generations. The development philosophy emphasises the importance of a more cohesive society based on principles of equity and tolerance between ethnic groups – recognising that diversity of culture and heritage is the underlying strength of the country’s human capital. Development objectives therefore seek to improve the health, education and overall well-being of Guyanese citizens, to lift people out of poverty through an economy that generates decent jobs and that provides opportunities for sustaining livelihoods over the long term. For decades, geopolitical events, natural disasters and global commodity price swings have weighed upon Guyana’s development.

    NATIONAL DEVELOPMENT STRATEGY Eradicating Poverty and Unifying Guyana A Civil Society Document - AN OVERVIEW - I GUYANA - BASIC INFORMATION • Guyana, with an area of 83,000 square miles or 215,000 square kilometres, is located on the northern coast of South America, and is the only English-speaking country on that continent. It is bounded on the north by the Atlantic Ocean, on the east by Surinam, on the south and south-west by Brazil, and on the west and north-west by Venezuela. • Guyana is physically divided into four types of landforms: (i) a flat coastal, clayey belt which is about 4.5 feet below sea level, and in which most of its agricultural activity occurs; (ii) a sand belt, to the south of the coastal belt, which includes the Intermediate Savannas; (iii) an undulating, central peneplain which comprises more than half of the country’s area, and in which are located lush, almost pristine, tropical forests, and extensive mineral deposits. This landform stretches from the sand belt to the country’s southern boundary and encompasses, also, the Rupununi Savannas which border Brazil; and (iv) the highlands which are to be found in the midwestern area. This portion of the Guiana Highlands includes the Pakaraima mountain range. • Guyana has a plentitude of natural resources: fertile agricultural lands on the coastal plain and in the riverain areas; vast areas of tropical hardwood forests of various ecosystems and with a multitude of plant and animal species; abundant fish and shrimping grounds, both in its numerous rivers and in the Atlantic Ocean to its north; and a wide variety of minerals, including gold, diamonds, a range of semi-precious stones, bauxite and manganese.

Clarke, Clarke Environmental Consulting INTRODUCTION It is estimated that approximately 1.5 billion people in developing countries derive at least 90% of their energy requirements from wood and charcoal. Another one billion people meet at least 50% of their energy needs this way. In most developing countries, 90% of the people depend on fuelwood as their chief source of fuel and each year the average user burns anywhere from a fifth of a ton, in extremely poor, wood short areas such as India, to well over a ton in parts of Africa and South Asia (GFC, undated). In 1999, it was estimated that 1.9 billion m³ of wood was burned for cooking, to provide heat or to manufacture charcoal for later burning (FAO, 1999). Globally, there is a marked trend for developed countries to have a high per capita usage of energy as a whole, of which wood is a minor component compared with developing countries with a low per capita energy input but a high proportion consisting of fuelwood (firewood and charcoal). Global fuelwood consumption is dominated by Asia and Africa (> 75% of total volume) with South America ranking third at 10%. Five countries: China, India, Indonesia, Nigeria and Brazil, account for about half the fuelwood and charcoal produced and consumed each year (Matthews, 2000). Unfortunately, analyses of woodfuel consumption are complicated by a dearth of current, comprehensive data. The FAO woodfuel data, for example, are based largely on estimates derived from scattered 1960s household consumption surveys, which are updated annually in line with population and income growth.

  • Guyana's Flood Disaster...The National Response
    Introduction The natural disaster…and after Torrential rain, a deluge, an inundation of parts of the Coastland, in short - the country’s worst natural disaster, was the experience of Guyanese during the January- February period. The average amount of rainfall in Guyana for the month of January for the past 100 years is 7.3 inches. However, the country witnessed more than seven times that in January 2005 - some 52 inches. From December 24 through January 31 the total amount of rainfall exceeded 60 inches, with one night’s rainfall amounting to seven inches. This resulted in severe flooding and Government declaring Regions Three, Four and Five disaster areas. As the Administration planned its response, President Bharrat Jagdeo immediately called meetings of Cabinet Ministers, Leader of the Opposition Robert Corbin, Joint Service Heads and the City Council. Later he met with representatives of the Guyana Red Cross and members of religious organizations and non-governmental organizations. From these meetings with various stakeholders, committees, including members of the Opposition, were established in charge of water, food, shelter, health care and infrastructure, to assist affected people. Cabinet Ministers were dispatched to affected areas and provided periodic briefs to the Head of State. A committee headed by Cabinet Secretary Dr. Roger Luncheon to coordinate assistance from overseas and the donor community, was also established. A Joint Operation Centre (JOC) was set up at Eve Leary and the relief efforts were coordinated through this entity, while the President’s Residence, State House was used as a resource centre. This falciparum upsurge was accompanied by a significanf rise in the number of vivax cases that helped bring the annual parasite index fo figures ranging from 260 positive smears per 1 000 inhabitants in 1986 to 973 in 1988 and 776 in 1991. The chloroquine-resistant P. falciparum strain responsible apparently travelled from the area of the Rupununi River in Southern Guyana to the more northern CuyunilMazarunil Pofaro area in 1985, and from there was broughf into the North West Region, probably by itineranf miners.
