Henry PRAYERS 4 1980-04-17 2:10 – 2:20 p.m. 2:10 p.m. PUBLIC BUSINESS MOTION APPROVAL OF ESTIMATES OF EXPENDITURE FOR 1980 Assembly resolved itself into Committee of Supply to resume consideration of the estimates of expenditure for the financial year 1980. Assembly in Committee of Supply. The Chairman: Page 201. DIVISION XXIII – MINISTRY OF WORKS AND TRANSPORT (WORKS) Question proposed that the sum of $39,173,602 for Division XXIII, Ministry of Works and Transport (Works) stand part of the Estimates. Cde. Nokta: Subheads 1, 5, 16, 37, 38 and 46. On subhead 1, Georgetown Approaches, I notice here quite a tidy sum is being sought and the legend states “To provide for the purchase of miscellaneous equipment for the Demerara Bridge”, but the subhead states “Georgetown Approaches”. I am not quite clear on this. What is really meant? I notice that in 1977 a little more than $1 million was voted. In 1978 it was also a little more than $1million. In 1979 there was a decease. A little over $3 million was approved but only $350,000 was spent and how we are asking for $2.792 million. First, I want to find out what is really meant by this term “Georgetown Approaches” when they are talking about the Demerara Harbour Bridge. Perhaps I can ask the Minister to tell us whether it means miscellaneous equipment for the Bridge or whether it is to construct roads approaching the Demerara Harbour Bridge. I would also like to know how much money has already been spent and how much more it is intended to spend to complete this project. Subhead 5, Access Roads. I notice that in 1977 a sum of more than $2 million was spent. In 1979 the sum of $500,000 was approved but it was revised to a sum of only $225,000 and now we are asking for $1.9 million. I would like to ask the Minister to tell us where these roads are being built and whether they are all-weather roads. We have been hearing much about farm-to-market roads and we would like to have some information on these roads. I would like to know how many of the roads that were started in 1977 have been completed and how many are still to be completed. I now turn to subhead 16, Upper Mazaruni Road Project. The legend states “To continue maintenance work on the road Project”, that is, the Upper Mazaruni Road Project. I am a bit puzzled by this. In 1977 the sum of $9.767 million was spent and every 5 1980-04-17 2:10 – 2:20 p.m. year more money is voted. Now we are asking for another million dollars. I would like the Minister to tell us, having already spent $9 million in 1977 and having spent so much during the other years, how much of this Upper Mazaruni Road Project has already been completed and what more is left to be completed. Subhead 37, Pure Water Supply. It states “Water Supply (Force Account)” and the legend states “To provide for the extension of Pure Water Supply facilities.” I should like the Minister to tell us if this is an extension of water supply facilities, in what areas of Guyana pure water supply is being extended right now, what are the specific areas where pure water supply is being extended, if work has already been started, how far have they gone with work in these areas and when do they estimate that work will be completed on the extension of pure water supply in the various areas. Subhead 38, Water Supply (Contracts). The legend states: “To provide for the digging of wells to supply potable water countrywide.” Here again I want to ask a question. It says “(Contracts)”. First, I should like to find out whether these contractors are local people or foreign. I should also like to find out from the Minister specifically where these new wells are to be dug. Also, I want to ask a question specifically to have a good answer on this: Whether a feasibility study will be carried out on the various sites before digging commences. This is the last one. Subhead 46, Bartica-Issano Road. As I said in the Budget Debate, the Bartica Road is in a very bad state and I have seen that $250,000 is being voted. I should like to ask the Minister, in view of the fact that nearly 236 miles of road have gone bad – I am subject to correction - whether he thinks this amount is enough to put that road back into good shape. I understand that it is so bad that even Government trucks cannot ply the area. The Chairman: A Government truck is different from anybody else’s truck? I just want to know. Cde. Nokta: A Government truck is a Government truck just as a private truck is a private truck. There is a difference. One difference is that Government trucks are not insured and they have to carry passengers on the Bartica Road much to the detriment of the lives of the people. When we had a bad road all the trucks were at a stage where only one truck was operating. We are told that a new one is now put into service. I am afraid that by the time the road is repaired we might have a road but no truck. I want to ask the Minister if he hopes that the road will be completed with this vote of $250,000 and put into good shape or whether it will be subject to a long drawn out state of repairs and then we may not be able to make use of it.
