2019 Canada Winter Games Selection Criteria and Program Plan March 2018

2019 Canada Winter Games – February 2019 – Red Deer, AB

This document outlines the criteria for selection to the BC Team for the 2019 Canada Winter Games (CWG) taking place in Red Deer, , February 15 to March 3, 2019 ( Competition ‐ February 25 to March 1 (plus travel days)). These criteria were created by the Sport Development Director/Head Coach and reviewed for fairness by the Judo BC Technical Committee.

Travel, accommodation, meals, and uniforms are provided free of charge to all CWG selected athletes and coaches by , TEAM BC (which is a Province of BC funded program managed by the BC Games Society with integration with Canadian Sport Institute‐Pacific and Sport Med BC) and Judo BC. Judo Canada High Performance Mandate Judo Canada’s mandate is to produce sustainable podium performance at Olympic Games, Senior World Championships, Junior World Championships and Cadet World Championships.

Judo BC Provincial High‐Performance Definition High Performance (HP) in BC is the pursuit and achievement of excellence at the Train to Train and Train to Compete stages of the Judo Canada Long Term Development Model.

TEAM BC Program Description Athlete Development Team BC athletes are the next generation of junior national and national team athletes. Athletes are provided with enhanced training and competitive opportunities, science and medicine services and support with the goal of personal bests and podium performance at the Games.

Coach Excellence Team BC coaches create optimal training and competition environments that prepare athletes to compete in a multi‐sport Games environment. Team BC coaches are provided with planning, services and professional development support and have access to science and medicine practitioners to round out the coaches and athletes’ development.

2019 Canada Games Judo Technical Package

Eligible athletes:  Born in 2001‐2004* inclusive  Minimum rank: Green Belt (at time of games)  Athletes must be Canadian Citizens or Permanent Residents  Athletes must be Judo BC and Judo Canada members in good standing

* Judo Canada will apply the early bloomer clause in the case when Provincial/Territorial associations nominate athletes younger than born in 2004, see the 2019 CWG Judo Technical Package for more details.

CWG Weight categories: Female: ‐44, ‐48, ‐52, ‐57, ‐63, ‐70, +70 Male: ‐50, ‐55, ‐60, ‐66, ‐73, ‐81, +81

Athlete Selection and Team BC CWG Development Plan for 2017‐18 & 2018‐19: 1. One athlete per weight category will be selected to Team BC for the 2019 Canada Winter Games. 2. The athlete with the highest points in each weight category will be selected. 3. The best result of the athlete at the 2018 Open Nationals will count towards the selection points* 4. Athletes who change their weight division during the CWG selection process will have their points cut by 50% to determine their ranking. 5. Selection criteria for the 2019 Canada Winter Games: 1) Beginning in May 2018, athletes wishing to try out for the Canada Winter Games Team BC must follow the Judo BC Dev 1 competition and training plan, including Open and Open in November ‐ mandatory 2) May 2018 – Open National Championships ‐ mandatory CWG selection event 3) May 2018 – Open National Championships Training Camp – optional, but recommended 4) June 28‐July 4/18 – Canada Cup, Montreal – optional, but recommended 5) August 24‐27/18 ‐ Judo BC High Performance Summer Camp, Oyama ‐ mandatory CWG selection event 6) September 14‐16/18 ‐ Judo BC Fall Camp, Vernon ‐ mandatory CWG selection event 7) Fall 2018 – CWG Selection Shiai (location and date to be announced) ‐ mandatory CWG selection event  the Fall Shiai will run CWG age and weight divisions that will be open to Judo BC athletes only  athletes tied in points after the Fall Shiai will be required to have a fight‐off on the same day as the Fall Shiai, once required rest time has been provided. 8) November 2018 ‐ Quebec Open and Ontario Open ‐ mandatory CWG selection event 9) December 27‐30/18 ‐ Judo BC Winter Camp, Abbotsford ‐ mandatory CWG selection event 10) February 23‐March 3, 2019 – CANADA WINTER GAMES, Red Deer, Alberta

*Athletes cannot accumulate points in each age category (U16, U18, U21 and Senior) at the 2018 Open Nationals. The best result of the athlete will count towards the selection points.

Additional Information 1. This Selection Criteria will be adopted by Judo BC and posted on the Judo BC website no later than March 15, 2018 and distributed to clubs via email and to the Judo BC membership via our social media and bi‐ weekly e‐newsletter. 2. Should amendments to the selection criteria become necessary after the criteria has been adopted, amendments will be clearly communicated to all clubs via email and to the Judo BC membership via our social media and bi‐weekly e‐newsletter. Amendments will only be considered by the Sport Development Director/Head Coach upon the recommendation of the Technical Committee. 3. Athletes training full time outside of BC, who wish to be selected for the 2019 Canada Winter Games, must communicate with the Judo BC Sport Development Director/Head Coach on a regular basis (bi‐monthly), advising on training, testing, competitions attended and results. See 2019 CWG Technical Package for more requirements relating to Out of Province rules. 4. An athlete who isn’t meeting, or is unable to meet, any of the commitments outlined in the High‐ Performance Development 1 Team yearly training plan for any reasons (i.e. injury, school, family) will be assessed by the Sport Development Director/Head Coach on a case by case basis and in consultation with the Development Centre and Club Coach. Athletes will be required to provide a doctor’s note, letter from the school or family if an exemption from a specific commitment (i.e. training camp, tournament) is being requested. 5. Requests for exemptions will only be considered if received in writing by the Judo BC office or Sport Development Director/Head Coach prior to a mandatory event. 6. Athletes unable to attend the 2018 Open Nationals, and who receive an exemption, will be allowed to use results from the 2018 Elite Nationals U18 competition for points in place of the Open Nationals points. The points will be the same as those award for U18 Open Nationals. 7. If a selected athlete is unable to attend the CWG due to injury or illness their spot will be offered to the athlete with the 2nd highest points, providing TEAM BC and CWG athlete registration deadlines and commitment to the program have been met. 8. Any person who is of the view that a representative of Judo BC may be in a position of conflict of interest may report this matter to the Judo BC Board of Directors. Decisions that involve a real or perceived conflict of interest will be subject to the Judo BC Conflict of Interest Policy, Section 8, Part 5 of the Judo BC Policies and Procedures. 9. Judo BC reserves the right not to select a full team for any event.

Appeals Appeals will only be considered on a case by case basis for those athletes that were ill or injured during the season in question.

Coach Selection Coach selections will be done by the Sport Development Director/Head Coach based on the following: 1. Demonstrated commitment to the high‐performance team program ‐ attendance at training camps, shiais and other team events plus following the program at the club level. 2. Demonstrated commitment to ongoing coach development ‐ movement along the NCCP Coach Pathway within the past 4 years and accumulation of Professional Development Points as outlined by Canadian Coaches Association.
