I examined historical changes in the administrative powers of the Surgeon General, to explain what factors affect how a Surgeon General utilizes the office’s “bully pulpit,” and assess changes in the political environment and in who oversees the Surgeon General that may affect the Surgeon General’s future ability to influence public opinion and health. This research involved collecting and analyzing the opinions of journalists and key informants such as current and former government health officials. As in other societies, China's formal welfare system is embedded in its social structure and its informal networks of self help and mutual aid. This thesis explores the development of one of China's major welfare bureaucracies - the Ministry of Civil Affairs and the local agencies which it supervises from 1949, with especial reference to the period between 1978 to 1988. The study begins by surveying the theories, both Western and socialist, that purport to explain the determinants of welfare. -

ABSTRACT CHAMBERS, CHERYL. Institutional Racism: Is Law Used as a Tool to Perpetuate Racial Inequality? (Under the direction of Richard Della Fave.) Law is a mechanism we use to instigate social change and bring about equality. It is also the tool that has been used to institutionalize, legitimize and perpetuate inequality. In the past beliefs of racial inferiority and savagery may have resulted in legislation designed to perpetuate a group’s subordinate status. Laws and public policy are created within an historical and political context. Is there a connection between social climate and the advent of federal drug legislation? In this research, conflict and racial inequality perspectives are applied to the role of the economy and politics to foster understanding of opium laws in the late 1800’s and early 1900’s, the Marihuana Tax Act of 1937, and the Anti-Drug Abuse Act of 1986 and the contexts from which they emerged. It is hypothesized that an historical analysis of the Congressional discussions surrounding these drug laws will illustrate that competition and threat, economic and/or political, were present prior to the enactment of the laws. Analyses indicate that while economic and to a limited extent political competition between Chinese immigrants and white Americans affected the passage of the opium laws, economic and political competition had little effect on the passage of the Marihuana Tax Act or the Anti-Drug Abuse Act. While vilification of and anti-minority sentiment during the opium legislation was clear and recognizable, it was almost non-existent during the marijuana legislation, and present in only nuances in the 1980’s. -

Introduction The purposes of the paper are to provide a general overview of the extent of privatization of public services in the areas of social services, welfare, and employment; rationales for privatizing service delivery, and evidence of effectiveness or problems. Examples are included to highlight specific types of privatization and actual operational experience. The paper is not intended to be a comprehensive treatment of the overall subject of privatization, but rather a brief review of issues and experiences specifically related to the delivery of employment and training, welfare, and social services. The key points that are drawn from a review of the literature are: There is no single definition of privatization. Privatization covers a broad range of methods and models, including contracting out for services, voucher programs, and even the sale of public assets to the private sector. But for the purposes of this paper, privatization refers to the provision of publicly-funded services and activities by non-governmental entities. -

Marxism and the Solidarity Economy: Toward a New Theory of Revolution Abstract In the twenty-first century, it is time that Marxists updated the conception of socialist revolution they have inherited from Marx, Engels, and Lenin. Slogans about the “dictatorship of the proletariat” “smashing the capitalist state” and carrying out a social revolution from the commanding heights of a reconstituted state are completely obsolete. In this article I propose a reconceptualization that accomplishes several purposes: first, it explains the logical and empirical problems with Marx’s classical theory of revolution; second, it revises the classical theory to make it, for the first time, logically consistent with the premises of historical materialism; third, it provides a (Marxist) theoretical grounding for activism in the solidarity economy, and thus partially reconciles Marxism with anarchism; fourth, it accounts for the long-term failure of all attempts at socialist revolution so far. -

How “Maximizing Shareholder Value” Minimized the Strategic National Stockpile: The $5.3 Trillion Question for Pandemic Preparedness Raised by the Ventilator Fiasco † William Lazonick and Matt Hopkins* Working Paper No. 127 July 21st, 2020 ABSTRACT With just 4.2 percent of the world’s population, the United States had, as of July 21, 2020, 26.0 percent of its confirmed Covid-19 cases and 23.1 percent of its deaths. The magnitude of the tragedy raises the critically important counterfactual question of how the United States as a nation would have fared had there been competent and committed political leadership in place when, during January 2020, intelligence indicating the severity of the unfolding pandemic became available. A partial answer to this question lies in identifying the organizational and technological capabilities to develop, produce, and deliver “countermeasures”—personal protective equipment (PPE), ventilators, diagnostic tests, therapies, and vaccines—that a prepared federal administration would have been able to mobilize to respond to the pandemic. The Transformation of Russian Social Policy in the Transition toward a Market Economy ISABEL PLA JULIAN University of Valencia, Spain Department of Applied Economics The last few years have witnessed truly extraordinaryevents in the for- merly communist societies. These countries were characterized by the great importance attached to social policy as opposed to market economy countries with a similarlevel of economic growth. However, the transition process toward a market economy has set new conditions for the function- ing of governing levels and companies, which has affected social policies altogether. On the one hand, economic liberalization has brought about a reduction of the Russian Government's intervention in the economy, particularly in social policy. On the other hand, the privatization of the state company in a post-communist society would have implied a new way of economic management based on the principal of competition, in direct opposition to the nature of communist companies. -

Families play a significant part in individuals’ lives and society. In sociology, one approach is to view families as a small group, focusing on relational processes like support, socialization, conflict, and intimacy that constitute interactions among family members. Another approach views the family as a major social institution that interacts closely with other institutions including those affecting education, law, healthcare, religion, the economy, criminal justice, and welfare. The family—in its varied and diverse forms—is also key to understanding how inequality is experienced and reproduced in society, as substantial responsibility for caring, nurturing, and raising others is delegated to families. The interplay of these multiple levels—the micro or interpersonal, the meso or institutional, and the macro or structural—also interests sociologists, as individuals influence social structures and institutions, and the latter, in turn, affect family interactions and relationships. This certificate provides students a foundation for understanding the complex role of families and family members at multiple levels, as well as the social systems and organizations responsible for supporting families and individuals. The content and methods courses will prepare students for direct service positions working with individuals and families (e.g., human and social services), or research, policy or advocacy positions addressing family issues (e.g., housing, violence and abuse, parenting, social welfare).
